As far as I can tell, the only pandering going on is related to the Otokonoko Genre fans, there's no pedo-pandering. The character design is the generic 'androgynous cute' that doesn't really have any relation to the age of the characters, and nothing in the in the dialogue emphasizes, or even really suggests, youngness of the characters. So it doesn't seem to really be suggesting or presenting the characters being children, and ergo isn't pandering to pedos.
EDIT: Finished reading through the seven chapters I could find, above still stands in my eyes.

Seriously, though: Borderline - Restore but Curate if needed for me - while it's clear that its aimed at a completely different audience than the one that 5P is considering, the fact remains that you have 4 teenage boys of indeterminate actual age being put in very skimpy outfits with frequent Panty Shots.

Far as I can tell, it's a question of whether (a) it's fanservice, and (b) it's of little kids. Now, I don't have an answer to that (havenae checked out the show, don't really plan to) but those are the only two critera, right?
What's precedent ever done for us?Well, the fanservice part is pretty clear, but it would have to be up to porn levels to matter unless we think it's pedo pandering.
I do have to say in what little of it I managed to sit through, it was more I See London, than a Panty Shot. They seemed to be done for comedic effect.
