Primary

     Scotty McKay 
Played by: Dean Cameron
The lead protagonist. The man who is assigned Jeannie the genie to have all his wishes granted.
  • Burger Fool: He's done lawn work before for Dana's yard and then was a waiter for a burger restaurant.
  • Drowning My Sorrows: He downs a whole bottle of wine after losing his job and being turned down for a date by his crush Dana.
  • Easily Forgiven: Even though he did get her banished to the bottle for a while, Jeannie immediately reconciles with Scotty and accepts his confession of love to her without any ill will for their recent fallout.
  • Extreme Doormat: Unconsciously throws himself at Dana's feet by using Jeannie's powers to make himself a multi-billionaire living the big American dream.
  • Happily Married: To Jeannie at the end.
  • Rags to Riches: Went from a working class guy who owned a one-bedroom apartment to an unemployed bum to a billionaire who owns a mansion and a Ferrari all thanks to Jeannie.
  • "The Reason You Suck" Speech: Angry that Jeannie entered the beauty pageant and won First Place which Dana wanted, Scotty who wanted to impress Dana chews out Jeannie claiming he did not give her permission to enter the contest. Jeannie admits that she wants Scotty not to be with Dana, which makes Scotty angrily rebuke Jeannie for intervening in his pursuit of Dana's heart and that he decides he doesn't Jeannie to grant more wishes for him anymore. This is the final straw for Magnus who decides that Jeannie has failed her job and she must now be banished to her bottle.
    • They Really Do Love Each Other: Though after that speech, Scotty realizes that Jeannie is the only one who has true feelings for him and that Dana really did only want him for his money, so he ditches Dana in favor of restoring Jeannie.

     Jeannie Peterson 
Played by: Ami Dolenz
Scotty's genie.
  • Benevolent Genie: Justified in that she is ordered by her head council to obey humans and grant all their wishes. But on top of that she is a very sweet and kind-hearted girl whose only goal and desire is to become her master's lover.
  • Break the Cutie: Scotty breaks her heart and unintentionally almost gets her permanently banished at the end of the movie, with Jeannie breaking down in tears realizing she'll now be living inside her lamp forever as punishment.
  • A Dog Named "Dog": She's a genie named Jeannie.
  • The Exile: Jeannie is said to have a bad record of satisfying her previous masters. Her boss Magnus threatens to banish her to her lamp permanently if she screws up one more time, this time being assigned to Scotty.
  • Foil: Unlike Dana, Jeannie is good-natured and genuinely does love Scotty.
  • Genki Girl: She is no doubt very happy and optimistic all the time simply to be with Scotty and instantly fell in love with him.
  • Hair of Gold, Heart of Gold: Naturally.
  • Happily Married: To Scotty at the end.
  • Heartbreak and Ice Cream: She gorges on a Stuffed Crust large pizza from Pizza Hut while having been rejected by Scotty in favor of Dana for a date.
  • I Did What I Had to Do: She tampers with Scotty and Dana's date to push them apart in hopes that Scotty will stop dating her. When Magnus chews her out, Jeannie defends that she's trying to save Scotty from Dana because Dana only wants him for his wealth.
  • Large Ham: She usually shouts when she's excited or distressed.
  • Love Triangle: Jeannie schemes to get rid of Dana because she becomes romantically attached to Scotty and wants to be his girlfriend. Only Jeannie truly loves Scotty for who he is, Dana only wants Scotty for the money and nice mansion he gains from his wishes being granted.
  • Only Sane Woman: Even taking into account all her own eccentric features, Jeannie is this because she is the only one in the main cast who can see Dana for the Gold Digger Ice Queen she really is.
  • Rebellious Princess: She gets angry when her master Scotty wants to marry Dana instead of her, and so Jeannie tries using her powers to break up the two so that Scotty will be more attracted to her. She gets caught by her boss Magnus for breaking the genies' rules that they shall never influence their masters' wants and desires.
  • Saying Too Much: Jeannie spies upon Scotty and Dana's dates out of jealousy, and then tries to convince Scotty that Dana is a Gold Digger by revealing that Dana wears Velcro panties. Scotty realizes Jeannie can only know that by spying on him, and he effectively fires Jeannie saying he doesn't want her to grant more wishes — leading to Jeannie receiving due punishment from Magnus, the Head Genie.
  • Stay in the Kitchen: Scotty does take her out to dinner for one date, but afterwards he instructs Jeannie to stay in the house refusing to let her go along on his date with Dana. Jeannie gets bored and resorts to just gorging on pizza, beer and chip snacks.
  • Yes-Man: Towards Scotty continuously repeating "Yes master", but ultimately she has to break this habit to talk Scotty out of dating Dana who is only after his money.

     Dana 
Played by: Felicity Waterman
Scotty's crush and a TV commercial star. Dana ends up being the film's main antagonist.
  • Big Bad: The main antagonist of the film.
  • Evil Brit: She carries a British accent and is quite unpleasant and a jerkass Gold Digger.
  • Gold Digger: She only dates rich men who drive fancy cars and own mansions up in hills. When Scotty asks her out on a date, Dana first demands to see his billion dollar company and his Ferrari.
  • Ice Queen: Related to above, she really only dates men for their money. Only Jeannie figures this out.

     Lars and Soup 
Played by: Alexis Arquette (Lars) and Brian Perry (Soup)
  • Greed: They are ridiculously greedy, materialistic and self-centered. Though given this movie is about a genie who grants wishes, of course these type of characters would exist.
  • Jerkass: The movie doesn't seem to have an antagonist for the most part, until at the end when Jeannie is banished to her lamp for trying to break apart Scotty and Jeannie and that's when Lars and Soup assume roles as the main antagonists. Scotty rushes to free Jeannie from her lamp, but Lars and Soup try to prevent him in hopes of getting the replacement genie without so much as justifying why they would prefer a replacement over Jeannie herself. Scotty manages to evade them in time and lock them out of the shop as the two can only watch and beg Scotty not to free Jeannie. Scotty frees Jeannie anyways and the two re-unite, though Lars and Soup don't seem to mind being thrilled to watch the two kiss and make out.
  • Status Quo Is God: At the end, Lars and Soup are no longer friends with Scotty since they tried to separate him from Jeannie. As because Scotty has for sure kicked them out of the mansion, we can assume that Lars and Soup are broke all over again and back to living in the door-less garage.
  • Those Two Guys: Though ironically Lars, who is a man, was played by the late transgender actress Alexis Arquette who was assigned as male at birth before transitioning to female in 2006, which was long after this film was released.
  • Token Black: Soup.

     Gus 
Played by: Pat Morita
A homeless man who Scotty tried to help out with cash but when Gus insisted on a job, Scotty made him a servant and bartender.
  • Nice Guy: When Scotty loses his job and his house, Gus tries to make his homelessness as comfortable as possible by providing him with blankets as he spends his first night outdoors on a bench.
  • Token Minority: The token Asian character.
  • Two Aliases, One Character: He turns out to have been the head genie Magnus O'Leary this whole time. Gus was just a cover-up for Magnus to find which human was the most in need of having a genie assigned to him, and so Magnus paired Scotty with Jeannie.

     Magnus O'Leary 
Played by: Allen Garfield
Jeannie's boss.
  • The Matchmaker: By having assumed the role of Gus, he decided that Scotty and Jeannie needed each other and paired them up before they first knew one another. When Jeannie and Scotty's relationship started to sour as Scotty desired Dana instead, Magnus helped them make up by stuffing Jeannie back into her lamp until Scotty came to his senses and realize that he really does want to be with Jeannie this whole time.
  • Two Aliases, One Character: It turns out that he was Gus all this time. There was no actual Japanese homeless guy who befriended Scotty, it was Magnus donning a disguise.
    • Dramatic Irony: And only the viewer will ever know this, Scotty and not even Jeannie will know that Magnus played matchmaker with the two of them.
  • Right Behind Me: Due to his genie powers being stronger than that of Jeannie's, Magnus can pop up right behind or next to Jeannie without her noticing.
  • Walking Spoiler: Because of the tremendous power he has over the film's plot, he counts as this.

Secondary

     Juli 
A hot dog vendor who sells hot dogs to the beachgoers.
  • Acrofatic: Despite his huge size, he's an excellent volleyball player and is quite fast to catch the volleyball before it hits the ground.
  • Big Eater: He enjoys eating hot dogs because they taste great to him and since he's a hot dog vendor he wants to show his customers that they taste fine.
  • Faster Than They Look: When Scotty challenged the volleyball jocks to a game, he let the opponent choose his teammate and so the jock picked the fattest guy, Juli the hot dog vendor. It turns out Juli's size is not a hindrance to his volleyball skills.
  • Nice Guy

     Dana's boyfriend / Volleyball Player # 1 
Played by: Dean Cain
Dana's first boyfriend and a jock who plays volleyball.
  • The Bully: To Scotty.
  • Jerk Jock: He likes to pick on Scotty just For the Evulz. Scotty gets back at him by beating him in a volleyball game and also costing him $100 due to a placed wager.
  • No Name Given: He's never given a name, in the credits he's listed as "Volleyball Player #1".

     Cindy 
Scotty's first girlfriend before they break up at the beginning.
