I kind of agree with Bocaj here. In the Megaman verse it really does seem like AI development (and possibly other fields of science and technology) relied entirely on individual geniuses. Doctor Light, Doctor Wily, Doctor Cossack (who piggybacked off of Light's work)...even the Zero series did this with Ciel.

Why didn't Dr Light someone to wake X up after thirty years? He can trust Dr Cossack, and Cossack would probably be alive. Hell, just make sure Auto can auto-repair so he can last after Dr Light dies. He's his assistant, he can find the lab and wake X up

To be fair, Ciel was the success story of a government program to make artificially hyper-intelligent children.
It's easy and arguably more interesting, narratively speaking, to have events in a story revolve around individual characters rather than what would realistically transpire.
That explains it out of universe...but I'm pointing out it doesn't explain things in-universe
There was probably a near extinction level event between classic and X. Those happen every few dozen years after X, so why not before it?
RE: Possible apocalyptic event pre-X: That's what I've been theorizing. Why else was Light's lab an archeological find?
My guess is a severe economic downturn that hit the robotics industry particularly hard some time before X was rediscovered and the Reploids were created.

RockMan.EXE / MegaMan NT Warrior Episode 35:
Netto/Lan and his friends, are going to the nature alongside Saloma/Sal. In their journey, they meet Daisuke/Dave, Saloma's childhood friend.
Daisuke is one of the reasons why Saloma knows about nature. Both are concerned with the nature as a whole, and aren't pleased by the fact that people destroy the nature.
However, things are not good. A dam is going to be destroyed, flooding Densan Town! And there's someone willing to destroy the dam by any cost...
Saloma learns that Daisuke is a member of Gospel. Daisuke himself is not amused by the fact that Saloma is a Net Agent. Also, being a Gospel agent, Daisuke has a Net Navi: QuickMan.EXE.
The reason why Daisuke is a member of Gospel is because he is pissed of by the people which destroys forests and nature. Daisuke wants to protect nature... by flooding the city.
Netto is here too, and RockMan.EXE/MegaMan.EXE is going to fight QuickMan.EXE to protect Densan Town.
However, Daisuke wasn't intending to flood Densan. He only wanted to warn people about the dangers of destroying nature. But then... a new Navi, CutMan.EXE, harms QuickMan.EXE. Good thing RockMan.EXE defeated CutMan.EXE.
The episode ends with a downer, given that the forest is destroyed, but at least it wasn't that bad. There's some people which are fighting for the nature.
Voice Actor time:
- Daisuke's seiyuu is Kosuke Okano, aka Flame of Recca's Recca Hanabishi. In the dub, he's Kirby Morrow, aka Goku, Trowa and Miroku.
- It's worth mentioning that Kirby Morrow had some roles with Kelly Sheridan (Saloma's english voice actress), normally as love interests. They're Van and Hitomi, the Nutcracker and Clara, Jay and Theresa and, of course, Miroku and Sango.

Now that you bring it up, both Morrow and Sheridan were in Xmen Evolution as well: Morrow was Cyclops, but I don't think Sheridan was Jean. I'm sure I heard her as that series version of the Scarlet Witch.

Edit: I was right. Jean was Venus Terzo, and Scarlet Witch was Kelly Sheridan.
Still, I didn't realize they had a Relationship Voice Actor thing going.

So I was playing 2 on the Switch version of Legacy Collection, and I noticed Mega Man seems a little slippery in Quick Man's stage. Is this an emulator issue or has it always been like that?

Densan Town is hot… And Netto/Lan is feeling the heat. But then there’s good news! There’s a penguin-like cooler named Adelin-kun.
However, it seems that something is going to occur: A mysterious NetNavi is up to something. And said something is… Freezing Densan Town! Brrr!
To make things worse, the robot penguins are evil and they’re trying to freeze the city! And even worse, Internet City is also frozen! Hey… Evil Robot Penguins… sounds familiar?
Meanwhile, the World Three (more like Team Rocket) are trying to make a new life in a curry shop. Then a new character enters: It’s Meijin Eguchi/Mr. Famous.
The NetNavi responsible for all the freezing is FreezeMan.EXE. While RockMan.EXE/MegaMan.EXE can fight him, he can’t use Battle Chips aside of the Rockbuster.
But FreezeMan.EXE seems to be a fair player, and sends RockMan.EXE to another place so they can use Battle Chips freely. Even then, RockMan.EXE is losing badly, and was only saved by HeatMan.EXE, another new Navi.
HeatMan.EXE says that next time he’ll be RockMan.EXE’s enemy. But why?
Well, in the last scene, Hinoken/Mr.Match swears revenge against Netto. Hinoken is pretty much a Determinator.
Voice Actor Time! The new character Meijin is voiced by Keiji Fujiwara. He did Ali-Al Saachez, Holland Novak, Maes Hughes, Irvine and Jack Sisco. In series, he also voiced PharaohMan.EXE. You know, the Arc Villain during episodes 22-25)
FreezeMan.EXE’s voice actor, Soichiro Tanaka, did Sonic X’s Sam Speed, as well as Zoids: New Century’s Major Altile (or it’s Altair? It doesn’t help that there’s also a character named Vega.)
