During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

This will be the main portion of the Effort Post. Here you list all of the crimes committed by the candidate. For candidates with longer rap sheets, keep the list to their most important and heinous crimes, we don't need to hear about every time they decide to do something minor or petty.
Do they have any Mitigating Factors or Freudian Excuse?
Here you discuss any potential redeeming or sympathetic features the character has, the character's Freudian Excuse if they have one, as well as any other potential mitigating factors like Offscreen Villainy or questions of moral agency. Try to present these as objectively as possible by presenting any evidence that may support or refute the mitigating factors.
Do they meet the Heinousness Standard?
Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard
Final Verdict?
Simply state whether or not you think the character counts or not.

Alright here's Rekka's write-up:
- Fire Force: The seemingly cheerful and upbeat Company 1 lieutenant, Rekka Hoshimiya, is in truth a deranged member of the White-Clad who has been turning countless of innocent people into Infernals; most of whom are children whom Rekka was experimenting on to find a suitable host for the Pilot's Light. Rekka would manipulate his subordinate, Tamaki Kotatsu, into bringing him a group of children and a mother to a building where he incinerates the mother before injecting her son, Nataku, with an Infernal Bug; When Nataku becomes a suitable host for the Pilot's Light, Rekka decides to experiment on the rest of the children anyway and frame Tamaki for his crimes. When Tamaki tries to stop Rekka, he attempts to beat her to death. After Shinra Kusakabe saves Tamaki and battles Rekka, a frustrated Rekka uses his powers to burn down the building to kill Shinra, Tamaki and the children.

- Ten Dead Men: The "Projects Manager" is the member of the titular "ten dead men" responsible for taking care of the "delicate" parts of the Big Bad's operation. In function, the Projects Manager is a vicious Torture Technician who personally pulled the trigger on Ryan's wife while he was forced to wife, shooting her in the belly first because he knew she was pregnant. The Projects Manager later tortures Ryan with a screwdriver, admitting "true art can't be rushed" when one of his own men balks and tells him to get it over with. Even worse to his own men, the Projects Manager has no hesitation abandoning them to their deaths and coldly tells a hired team of mercenaries that the more of them die, the less of them he has to pay. In dealing with Axel, one of his troublesome underlings, the Projects Manager cheerfully kills his friends, calling Axel while he's in the midst of torturing one of Axel's friends to death by hacking off his jaw. The Projects Manager promises Axel he'll be "working down" an address book full of Axel's loved ones, starting with his ex-wife, and flirts with the idea of going after Axel's children should he have any.

Okay, so I'm gonna bring up one of my C Ms for a little bit of reevaluation: Tom Cooper, whose EP can be read here.
Before things got out of control, he did show a degree of mercy to Rachel by apologizing for holding up traffic, tried to reason with her and asked for an apology in return.
Does this warrant a cut by any means?

I'm not sure, to be honest. If it seems he has a genuine sense of honour, I'd go with a cut, however.

The problem I have with Tom is that after Rachel does apologize (admittedly out of fear), Tom is all like "Yeah, sorry. Too late. I don't care. Imma burn your brother alive and continue to torment you and your teenage son because you pissed me off by honking at me."
Tom falls in the category of people who was going to snap sooner or later (his murder of his ex-wife and lover before his encounter with Rachel makes that clear). We have had CMs act civil to people before who still count.
