Side characters who weren't important enough to list as anything else. Organized by the arc they first appeared in.

Mr. Big Arc

    Kristy Elkwood

(screams in lack of relevance)

A hapless young lady who has the unfortunate distinction of being the one to find Mr. Big's body...and that's about it.

  • Back for the Finale: The most extreme example in the story, appearing only in a brief scene at the end of Chapter 2 before returning over thirty chapters later to make a similarly brief appearance in the Grand Finale.
  • The Everyman: Being an "average citizen" is pretty much her sole character trait. It suits her well for her very limited role.
  • Flat Character: Is outright stated to have no other purpose than to be the one who finds the body in a crime drama.

    Fru Fru

"Truth be told, I've never been that interested in taking over the business anyway. I'm a gal of simple pleasures, Judy. Now I just want to be with the family. My actual family, not the 'family' family."

Mr. Big's daughter, who takes the news of his passing very...aggressively.

  • An Offer You Can't Refuse: Fittingly for the daughter of a mob boss, she more or less forces Judy to catch the mammal responsible for Mr. Big's murder.
  • Avenging the Villain: While Mr. Big was pretty cordial in the movie, he was still very much a criminal and Fru Fru demands that Judy avenge his death.
  • Back for the Finale: After being absent since Chapter 4, Fru Fru makes a return in Chapter 33 joining the heroes in the plans to have a final battle with Reynard alongside various others.
  • Best Served Cold: Seemingly gives up on taking revenge against Simon, only to reveal immediately afterward that she's filed a lawsuit against him.
  • Call-Back: While Fru Fru herself doesn't yet return, her promise from Judy comes back in a big way over twenty chapters after the fact.
  • Daddy's Little Villain: Averted. Fru Fru makes it clear to Judy that she has no intention of taking over Big's empire, content to retire to Little Rodentia with her family.
  • Death by Irony: Defied when she attempts to kill Simon using his own tooth. Unfortunately for her, it wasn't really Simon.
  • Improvised Weapon: After holding on to Simon's knocked out tooth as a trophy, she later uses it as a knife during the finale.
  • Mafia Princess: Is outright called one by Simon, though by that point she's long given up on the mafia lifestyle.
  • You Killed My Father: Calls Simon out directly during the finale and attempts to take his life, but eventually comes to admit that her father really wasn't the greatest of mammals and he was likely to be killed by someone else if not him. Doesn't keep her from just suing him though.

Thornbrush Arc

    Officer Baggins & Officer Barnum

Carla: "His rod! His big, thick rod! He pulled it out and started beating it against his arm!"

Barnum: "Whoa! We don't need to hear about his rod!"

Carla: "Of course you do! He tried to pound me with it!"

Baggins: "I-I-I beg your pardon?!"

A pair of none-too-bright officers from Precinct 5. They interrogate the gang after their arrest in Dream Time.

  • Back for the Finale: They make a brief cameo at the beginning of Chapter 39 to help arrest Tractor, though they missed out on the finale itself.
  • Bad Cop/Incompetent Cop: As representatives of Precinct 5 as a whole, they don't make a good first impression, blatantly twisting and misinterpreting the statements of their prisoners to make them all sound like lunatics.
  • Police Are Useless: Not only do they show up too late into the arc to actually help at all, they become a direct hindrance to the group's attempts to leave Outback Island.
  • Shout-Out: Baggins the bilby is a reference to Bilbo Baggins.

    Chief Devlin Bushfire

"I'm sick and tired of you Mainlanders thinking you can come onto our island and do whatever you please! It's about time someone put you in your place!"

The chief of Precinct 5: Outback Island. He has a major bone to pick with the Precinct 1 "outsiders" under his custody.

  • Da Chief: A particularly hard-headed example. He is outright antagonistic towards other cops just for not being his cops.
  • Dirty Cop: He plays hard and loose with detainment protocols, keeping the gang locked up for little reason except to make a point
  • Know When to Fold 'Em: He's pretty adamant about keeping Precinct 1 locked up for as long as he can, but all it takes is one phone call from Reynard to change his mind.

Lang Family Arc

    Major Ursula Friedkin

"It's not just about the knowledge, it's about the attitude. If you go into duty being this lackadaisy about danger, then you'll be brave, you'll be determined, and most importantly, YOU'LL BE DEAD!"

The main instructor at the Zootopia Police Academy. She has only appeared in flashbacks, giving advice to Jimmy and Carla.

  • Catchphrase: Still has "You're dead!" from the movie.
  • A Lizard Named "Liz": Her first name, Ursula, means she-bear.
  • Tough Love: She genuinely cares about the students under her guidance and her very aggressive teaching style is meant to weed out those who aren't ready for the force. She shows this softer side to Jimmy, encouraging him to find a real purpose to fight for, and to Carla, terminating her application because she feels that she is too temperamental and focused on revenge to be a stable officer.

    Steven Stinkman & Billy Silva
https://static.tvtropes.org/pmwiki/pub/images/stevenstinkman.jpg
The Pun-Gent Reporter
https://static.tvtropes.org/pmwiki/pub/images/billy_77.jpg
The Coast-to-Coast Co-Host

Steven: "We'll keep you updated as the story unfolds, but one thing seems certain. There's a storm coming."

Billy: "Ugh, that was so cliche."

Steven: "Do you mind? I'm trying to tell the story here!"

Billy: "Yeah, and you wouldn't be getting anywhere if it weren't for me giving you so many ideas!"

A skunk reporter and a silver fox tour guide who later becomes his cameramammal. There is more to them than meets the eye.

  • Author Avatar: The zoosonas of Berserker88 and Mind Jack respectively.
  • Creator Cameo: They make a cameo appearance at the end of Chapter 15, reporting on the events of the story and Leaning on the Fourth Wall a bit in the process. They make a second appearance together in Chapter 24 and a third in Chapter 35.
  • Filler: What their first appearance boils down to. Subverted with their second appearance.
  • Large Ham: Both of them. Hardly surprising considering who they're based on.
  • Leaning on the Fourth Wall: They constantly say things that make sense in-universe, but are clearly references to the story itself.
  • Pungeon Master: Steven habitually talks in scent-related puns.
  • Smelly Skunk: Steven, even accidentally skunking out his old cameramammal.
  • Thanking the Viewer: In their last appearance, Steven stops to give thanks to the viewers of their TV broadcast for watching the whole thing, which is really a thinly-veiled thanks to the readers of the fic.

Sanchez Arc

    Inner Reynard

"I'm only hidden when I want to be, son."

The other side of Nick's inner voice, taking on Reynard's form to tempt and taunt him during the Sanchez arc.

  • Battle in the Center of the Mind: Purely a verbal battle, but Nick gets into quite the heated argument with him at the end of 21.
  • The Bus Came Back: Nick kicked him out of his mind in Chapter 21, but calls upon him again in 27 to interrogate him on what the real Reynard is planning. It's just as trippy as it sounds.
  • Enemy Within: As if the real Reynard wasn't enough to deal with, a part of him lurks inside of Nick's mind too.
  • Shadow Archetype: Represents the part of Nick that's afraid of what his father is capable of, and is tempted by his offers of power and camaraderie.
  • Split Personality: Is one to Nick's usual Inner Monologue.

    Samuel D. Burmowitz

"My client, Mr. Finnegan Chamberlain, has requested my services on account of the charges pressed against him. We need to discuss how he's going to behave in the trial. It's an area I believe will require much discussion."

A feline lawyer that Finnick hires to represent him in court. He shows up to visit him in jail at the worst possible time.

    Mayor Renato Manchas

"It's been a while since you and your partner have come by, you know. Where is Nick anyway? He's not still sour about me trying to, well, eat you, is he?"

A former limo driver for Mr. Big, who has moved quite a bit up in the world since then, revealed to be the new mayor of Zootopia.

  • Reasonable Authority Figure: He is nothing but open and honest to Judy when she needs his help, offering her advice and fair warning about Happytown, but trusting that she can handle it and sending her on her way.
  • Vote Early, Vote Often: It's implied that his election may not have been entirely legitimate, given his known mob connections. But no one seems to take much issue with it either. It helps that, by all rights, he's still less corrupt than the previous two mayors.

    Priscilla Rodentriguez
https://static.tvtropes.org/pmwiki/pub/images/priscarla_valentine_6.png
The Miniscule Mate

"DIE, HOMEWRECKER!"

Carla's best friend in the Rodentriguez household, who later became her wrestling partner and life partner.

  • A Day in the Limelight: Drabble 3 features her as one of the main characters along with Carla, showing how they came to be together. Drabble 17 also gives her some focus and shows how her relationship with Carla has come to affect her.
  • Big Damn Heroes: Shows up with the rest of her family to attack Grunt and Lucy right when they seem to have won, forcing the bat to flee.
  • Born Winner: Her Super-Strength makes her excellent for lucha libre, as she can fight against larger opponents while being a hard target to hit.
  • Charles Atlas Superpower: Downplayed, as she is implied to have Super-Strength since birth. Her lucha libre training only helped her to use that power more effectively.
  • Childhood Friend Romance: She has known Carla since she was first taken in by the Rodentriguez family as a cub, and they gradually fell in love as they bonded over their shared interests.
  • David Versus Goliath: She's a tiny rat who can fight against large opponents, such as lions.
  • Green-Eyed Monster: She tends to get jealous easily.
    • She originally hated Carla because she used to be the strong one of her siblings and the protector, feeling overshadowed because Carla was a hyena who was also strong and interested in lucha libre. She got over it when they fell in love and got married.
    • Her jealousy also makes her an Insecure Love Interest who accuses any male near Carla of trying to take her away from her.
  • Handicapped Badass: Is incredibly strong for a wheelchair-bound rat. Being a former luchador helps.
  • Hot Skitty-on-Wailord Action: Yes, her relationship with Carla is implied to be sexual. No, it isn't explained exactly how this works and that's probably for the best.
  • Inexplicably Awesome: She is a rat who is somehow strong enough to fight against lions with Super-Strength and her lucha libre skills.
    • Lampshaded by Nick in the Drabbles, as he points out that Priscilla has a large amount of body strength that her species shouldn't realistically have.
  • Insecure Love Interest: As explored in Drabble 17, being a crippled rodent married to a hyena isn't as easy as she makes it seem and her fits of jealousy come from being deeply insecure about their relationship.
  • Masked Luchador: Formerly a regular in the ring until her crippling, going by the name "La Niñita."
  • One-Steve Limit: Averted as she shares her first name with a sloth from the original film.
  • Pint-Sized Powerhouse: She may be a rat, but she easily beats up an arctic fox several times her size and later wins a wrestling match against an enormous lion.
  • Poor Communication Kills: Almost literally. Carla really should've been more clear when introducing Jimmy to her as her "partner."
  • Super-Strength: She is a rat who can bear up animals many times larger than her such as foxes, lions, and hyenas. Judy, who is also stronger than the average rabbit because of her training, actually needs to use strategy and momentum to beat the kind of enemies that Priscilla can wrestle with raw strength.
  • Yandere: Shows shades of this, beating up and nearly castrating Jimmy Frost when she believes he's Carla's new romantic partner, and later showing similar hostility to Nick when he moves in. It's something she's working on.

    Elizabeth Rodentriguez

"That hyena is family. And regardless of her actions, she always will be.

The matriarch of the Rodentriguez household. She is as tough as someone raising a few dozen rats and Carla would have to be.

  • Almighty Mom: She doesn't take shit from anyone, be it Carla, Priscilla, or even Sandcat Sanchez.
  • Amazingly Embarrassing Parents: Happily tells Elise, and everyone else present, all about the silly and humiliating things Carla used to do as a cub.
  • Apron Matron: She rules the household with an iron ladle, commanding the rats like a general would a very tiny army.
  • Pint-Sized Powerhouse: Let's just say it's easy to see where Priscilla gets it from.
  • Tough Love: Has no problem smacking around her children with a ladle to get her point across, including the much larger Carla.

    Marian Wilde
https://static.tvtropes.org/pmwiki/pub/images/family_therapy2_2.png
The Solitary Seeker of Son

"I've never been a very traditional predator."

Nick's biological mother. This old vixen has lived alone in Happytown for many years ever since losing both her husband and son. It's only when Judy comes literally knocking on her door that she begins to feel hope again. And she still does, despite...consequences.

  • Ascended Extra: She got all of one voiceless appearance in the movie itself. This fic greatly expands her role, though not to the extent of her ex-husband.
  • Be Careful What You Wish For: She told John to never return home when she kicked him out. However, when Nick left, Marian recounts that there were many times she smelled his scents but never found him while sadly recalling that not once did she ever found John's scent, implying that she wanted to find her husband to reconcile.
  • Cunning Like a Fox: Averted. As the movie implied, she was just a simple housewife, totally different to her son (a former con artist) and her husband (a crime lord).
    • Defied as well. Marian didn't want her son to be a con artist, believing that following the stereotype will bring him nothing but misery. She's happy that he became a cop, proving that foxes can do something more than con artists.
  • A Day in the Limelight: Drabble 18 focuses on her immediately following the loss of her husband and child, and how she is able to (somewhat) recover from it.
  • Death Seeker: Losing both John and Nick due partially to her own actions heavily depressed Marian and left her near-suicidal, having to force herself to leave the apartment to get food and being perfectly willing to hop on a bike with a stranger because she doesn't care what happens to her anymore. Thankfully, "Annie" snaps her out of it.
  • Foil: To her husband John. John is proud of his species stereotype and wants their son to accept it whereas Marian averts it and would rather have Nick defy it. John was a tailor who occasionally scammed others who then went on to becoming a crime lord while Marian was a housewife who became The Shut-In after losing her son and husband following her son being bullied and a marital discussion with John.
  • Furry Reminder: Marian says that she is unable to howl like wolves do, but when Annie insists she try anyway, the result is an actual vocalization of a red fox that sounds more like a scream than a howl. Heard here. Needless to say, Annie's disturbed reaction is appropriate.
  • Get Out!: After slapping John, she orders him to leave the house, as she believes that he's a bad example to Nick. Unlike most examples, it's clear that the decision is hard for her as she's described as crying, indicating that kicking out John out of her house is breaking her heart, but she cannot have him there if it means having him as a bad influence for their son.
  • It's All My Fault: She blames herself for her family falling apart as Nick left home shortly after she kicked John out of the house.
  • The Lost Lenore: John loves her despite spending 20 years apart and despite their last meeting ending in less than cordial terms. He even orders his subordinates to protect her and he gets angry and despondent upon finding out Felix shot her.
    • In Drabbles, he couldn't bring himself to have a relationship with another vixen because he still misses her that much.
      • Gender flipped with John. Marian points out she never found his scent despite all the times Nick snuck up on her to give her a postcard, implying she wanted to track down her husband by scent and reconcile.
  • Ms. Exposition: Her main role when she first appears is to help provide all the backstory about Nick's childhood and her relationship with John that Judy (and the reader) really needs to know. As soon as she's done, she is shot by Felix, but unlike most examples, actually pulls through and recovers.
  • My Greatest Failure: As she talks with Judy, she implies that kicking John out of the house was her biggest regret as she knew that, even with all of his cons, John loved her and Nick. By throwing John out of the house, Nick left and he became a con artist just like she feared.
  • Sacrificial Lamb: Subverted. She is mortally wounded almost immediately after her introduction to show the consequences of Reynard's actions and how high the stakes have become. But despite a few close calls, she ultimaely survives.
  • Shipper on Deck: She is very unsubtly a WildeHopps shipper, making repeated comments about how perfect they are for each other that sail right over Judy's head.
  • Shout-Out: She shares her name with another Disney fox, Maid Marian. To drive the reference home, she lives in "Sherwood Apartments".
  • The Shut-In: Is implied to have become this after losing the rest of her family.

    Mrs. Pong

"What is going on out there?!"

An old panda and owner of "Mrs. Pong's Noodles," a Pandese restaurant on the 9th floor of the Grand Palms Hotel.

  • Acrofatic: Comes with being a panda. Despite her girth, she easily overpowers both Wildes and sends them fleeing in terror.
  • Frying Pan of Doom: A wok actually, but it fits the bill.
  • National Animal Stereotypes: A Chinese ("Pandese") panda owning a noodle shop.
  • Oh, No... Not Again!: Her reaction to someone starting a kung fu battle in her restaurant, as well as her waitress's reaction to someone asking her to play Kung Fu Fighting.
  • Shout-Out: She and her restaurant are one to the Kung Fu Panda franchise, which both authors have written for as well.
  • Wok Fu: Her restaurant is just asking for it, and it has apparently happened more than once. Bonus points for playing Kung Fu Fighting and her actually wielding a wok.

    Karen VanDal
https://static.tvtropes.org/pmwiki/pub/images/remove_the_leg_he_said_no_speech_bubble.jpg
The Ringtail of Wrath

Simon: "Goddammit, honey."

Karen: "Love you too, sweetie."

An IA agent that grills Nick about his involvement with Count Reynard, but in reality, has a much more personal agenda. She is Simon's wife, Kyle's mother, and a former Delta Fox.

  • Aw, Look! They Really Do Love Each Other: She is often abrasive and ill-tempered towards her husband (not always without reason, mind you), but does occasionally show genuine loving affection towards him that he gladly reciprocates.
  • Batman Gambit: She deliberately acts suspicious during her interrogation of Nick so that he and Bogo would be inclined to investigate her, discover her connection to Simon, discover information on Simon, and use that information to catch him. She didn't anticipate Simon deciding to hold up the ZPD shortly thereafter, but she managed to make it work.
  • Catchphrase: "Shut up." She even refers to it as such.
  • The Chessmaster: As Judy comes to realize, Karen played the ZPD and Simon for the purpose of capturing the latter.
  • A Day in the Limelight: Like Simon, Drabble 4 also fleshes out her personality a bit and shows the beginnings of their serious relationship.
  • Enemy Mine: While she doesn't entirely approve of Judy's approach to justice, and vise versa, she does admit that they're on the same side and Judy could be a valuable ally in the future. Judy is less enthused about the idea.
  • In the Back: Shoots Simon like this with a tranq to finally take him down.
  • Mission Control: Serves as this for Simon in Drabble 4.
  • Obfuscating Insanity: She plays up a paranoid and irrational demeanor while interrogating Nick to make him more suspicious of her.
  • "Rashomon"-Style: Her graphic retelling of how Simon's fight with Judy should've ended.
  • Same Surname Means Related: A raccoon IA officer who shares a surname with the Count's hitmammal, Simon VanDal. Naturally, they turn out to be married.
  • Tranquil Fury: She is clearly very pissed off over Fru Fru suing the VanDals but barely manages to reign it in.
  • Tsundere: Tsun to basically everyone who isn't Simon, Tsun mostly to Simon as well, but when he's in serious trouble or showing vulnerability, you can expect her to show her Dere side.

    Danny Burrows

"I'd charge extra for making me sing like you, but it didn't take much effort."

A "professional actor and body double" hired to impersonate Sandcat Sanchez on the real Sanchez's behalf.

  • Back for the Finale: Unexpectedly reappears during the final assault, now impersonating Simon.
  • Everyone Has Standards: He's fine with impersonating Sanchez's lousy singing, saying it doesn't take much effort, but he draws the line at putting on his smelly cologne. Unfortunately, this is what gives himself away to Reynard.
  • Master Actor: As per his profession.
  • Punny Name: His name is a reference to the famous tanuki, Danzaburo.
  • Screw This, I'm Outta Here: As soon as he gets his payment, he books it, not wanting to get involved with the shitstorm going on above. It doesn't take him long to do the same in the finale, not even sticking around until the end of the parking lot battle.
  • Spotting the Thread: Both of his disguises are exposed because of this, despite being otherwise flawless. The Sanchez disguise failed because Reynard noticed he wasn't wearing the cologne he heard Carla complain about earlier, and the Simon disguise worked up until Fru Fru noticed his lack of a missing tooth.
  • Tanuki: He disguises himself as other animals for money, in reference to the shapeshifting ability of the tanuki in Japanese mythology.

Narwhalter Arc

    Eric Badge & Delilah O'Possum

"Objection!"

A pair of budding defense attorneys hired by Karen to help Simon out of legal trouble. Their connection to the VanDal family goes back significantly further however.

  • Childhood Friends: Of Kyle.
  • Cloudcuckoolander: Delilah is a bit out there, especially as a kit.
  • Comically Missing the Point: When Delilah claims they won the VanDal case, Eric points out that the case was dismissed entirely due to him getting bailed out by the government before even making it to trial. Delilah calls that winning the case before it even started.
  • Drama Queen: Young Eric is explicitly described as one, bursting into tears at the smallest slight.
  • Playing Possum: Delilah, as an actual possum, does this when shocked.
  • Shout-Out: Both to the Ace Attorney franchise in general, and to the authors' upcoming crossover fic, Badge & Delilah: Ace Attorneys. Their appearance in Drabble 8 even has them undertaking a mock trial in the style of the games.

    The Audience

Carla: "You mean...this 'show' you've been putting on…"

Lucy: "Is an actual, broadcast show, yes!"

The assembled mob of fans who tune in to watch Lucy's sadistic dark web show.

  • Chirping Crickets: Their way of expressing their boredom after Carla's disappearance drives the show Off the Rails.
  • The Ghost: None of the individual members are ever seen, heard, or identified, despite their constant presence. They only ever communicate at all through a bunch of Stock Sound Effects.
  • Laugh Track: One of their more frequent reactions. Becomes very frequent when they start spamming it to torment Lucy.
  • Sadist: Who else would watch something like the Belfry for entertainment? Lucy notes that some of their ideas disturb even her, and this particular trait really comes back to bite her after Carla humiliates the bat in front of them.
  • Sarcastic Clapping: They use this as a taunt after Lucy screws up. Twice.
  • Stock Sound Effects: If it wasn't clear already, they have quite a gamut at their disposal. Presumably, this is a feature of their livestream service to "react" to events on-screen.
  • Wolf Whistle: Their reaction to the scantily-clad Carla just after Lucy reveals their existence. Carla is appropriately disturbed.

    Grunt

(grunts)

Lucy Sang's main minion and chief enforcer in the Belfry.

  • The Brute: Very much seems to be the brawn to Lucy's brains.
  • Covered with Scars: He survives the fire in the Belfry, but comes out with a copious amount of burn scars. Fittingly, he is pitted against Harvey during the finale.
  • Co-Dragons: One of Lucy's, serving as the muscle.
  • Cruel Elephant: An elephant who works for Lucy can't be anything but.
  • Evil Is Petty: When Harvey almost succeeds in rescuing Elise from his clutches, Grunt throws her over his head and seriously injures the deer for seemingly no other reason than spite.
  • Gas Mask Mook: Prominently wears one due to an implied gas-related incident in his past. It works out well enough for him, considering he deals regularly with Harvey.
  • Giant Mook: The biggest land-dwelling servant Lucy could ask for.
  • Sensory Overload: Harvey shoves one of his skunk spray canisters up his trunk and sets it off. The results are predictable.
  • Silent Antagonist: Does not speak a word, presumably the origin of his name. Lucy casually mentions him losing his voice in a gas attack.
  • Why Did It Have to Be Snakes?: Averts the usual Animal Stereotype of elephants being afraid of mice...because he's actually afraid of rats.

    David the Robot Shark

"The Belfry would like to thank Dr. Wondertainment Incorporated for providing David the Robot Shark for this challenge."
Lucy

A mechanical shark Lucy sics on Carla and Harvey during the second Belfry challenge. Later returns to menace Chief Bogo and Drummond Rane in Wilde Times.

  • Big Guy Rodeo: Carla hops on top of David and steers him into the other end of the pool, sending her and Harvey catapulting through the exit door.
  • Exactly What It Says on the Tin: His full name doesn't leave much to the imagination.
  • Made of Explodium: Once Drummond gives up his key to Bogo, David makes one last lunge for him. Drummond responds by knocking him flat and then tossing him into the air, where he then explodes for no apparent reason. Based on this.
  • Red Eyes, Take Warning: He has glowing red eyes.
  • Shout-Out: Lucy mentions that he was provided to the Belfry by Dr. Wondertainment, which opens a whole host of disturbing implications regarding this universe.
  • Super-Persistent Predator: Continuously tries to take a bite out of Bogo and Drummond despite the two of them, the latter especially, repeatedly proving too much to handle. He even leaves his own pool to pursue the two of them down a water slide.
  • Threatening Shark: Even more threatening than usual considering he's made of metal and has drills for teeth.
  • Weaksauce Weakness: Inherits the typical (mythical) weakness of sharks by having a weak nose. Despite being a robot.

    Jack Savage

"But now I must go. For where there is a shadow in the dark, one mammal must be there to screw in a lightbulb. That's a quote from my next upcoming movie: 'Never Say You Only Live Once Again'."

A Delta Fox spy who also happens to play a spy on the big screen.

  • Becoming the Mask: Karen accuses him of perhaps enjoying his cover as a famous actor a little too much. He doesn't deny it.
  • The Cavalry Arrives Late: Despite the setup from the previous chapter, he only shows up in the Belfry to pull a Big Damn Heroes moment after the Rodentriguez family had already beaten him to the punch. All he really does is help Kyle out of a mildly inconvenient spot.
  • Chekhov's Gunman: Is mentioned a few times as an in-universe action hero long before he is revealed to be an actual Delta Fox operative.
  • Hidden in Plain Sight: No one would suspect a famous actor who plays a spy to actually be a spy.
  • Large Ham: He starts asserting himself as a cheesy spy parody as soon as he arrives in the Nocturnal District, driving a Cool Car, tricking himself out with gadgets, posing dramatically, and even stealing 007's most iconic Catchphrase.
  • Mythology Gag: One of the old premises for Zootopia starred Jack as a secret agent. His wife is also Skye, aka "White Fox" from Drabbles.
  • The Name Is Bond, James Bond: Often refers to himself as, "Savage. Jack Savage." Given his inspiration, it's not surprising.
  • Spy Speak: Insists on using this to verify Karen's identity, to her annoyance.
  • Sunglasses at Night: Technically the early morning, but he quickly realizes that wearing shades in the Nocturnal District is a very bad idea.

    Skye

"We are so far behind schedule! But good to meet you all."

A Delta Fox agent captured by the Sauriet Union while investigating Metal Shell. Now Jack's wife.

  • Badass in Distress: Is implied to have been a fairly accomplished agent before her capture. Karen disagrees.
  • Mission Control: Serves as this for Jack in the present day. Notably, she's a lot nicer about it compared to Simon and Karen.
  • Ms. Exposition: Her purpose in the Outer Heatin' mission is to fill Simon and Karen in on everything they need to know to destroy Metal Shell, which Simon completely glosses over in his retelling thanks to the impatient kits, and then she takes off.
  • Mythology Gag: Comes from one of the original Zootopia scripts, much like Jack.
  • Noodle Incident: Karen really dislikes her for a completely unspecified reason, though she's gotten over it in the present.
  • What Happened to the Mouse?: Simon never does explain if she made it out of Outer Heatin' or not in his story, but her later appearance in the present day clears that up.

    Kyle VanDal

Kyle: "Kyle VanDal, district prosecutor. Also known as the 'Bulls-Eye Prosecution'."

Carla: "Am I supposed to know who you are?"

Kyle: "Well, yeah...everyone else does by now."

A talented prosecutor from Savannah Central who mysteriously goes missing prior to the events of the story. He ends up becoming the main motivator for his father, Simon, to get very involved in trying to find him.

  • Action Survivor: He's managed to survive the Belfry for over a week using nothing but his wits and his snark.
  • Born Unlucky: His life has been a long chain of misfortune, but he's mostly shrugged it off.
  • Bullying a Dragon: He constantly antagonizes Lucy, despite knowing that she can literally kill him with the push of a button. He explains that he does this because if she did kill him, she would be admitting to her audience that she couldn't beat him. Almost backfires on him when she decides to leave his fate up to an audience vote though.
  • Cutting the Knot: Completely cheeses the military wing challenge by skipping the actual puzzle and determining which gun to fire based purely on narrative likelihood. He tries to pull a similar stunt in the next wing, but Lucy is having none of it.
  • Deadpan Snarker: He is more than prone to making dry quips. It's hardly a surprise, given who his parents are.
  • Did Not Think This Through: Concocts an elaborate plan to get up to Lucy's control center without considering how he was going to get back down.
  • Distressed Dude: He spent a large portion of the main story kidnapped.
  • Handicapped Badass: To a much lesser degree than his father, but he walks with a noticeable limp and needs a cane.
  • Insufferable Genius: Occasionally comes off as one, but mainly to Lucy, so Carla is okay with it.
  • Made of Iron: He has been through a lot, from being run over multiple times, to breaking his arms and legs, to being stuck by a meteorite, but has somehow survived it all with little more than a persistent limp.
  • Morality Pet: Simon's. He makes it clear in his fight with Judy that while he considers himself a monster, everything he does is to ensure that Kyle grows up into someone better.
  • Mundane Made Awesome: Somehow manages to use courtroom logic to propel himself up to Lucy's control center and stop her.
  • Nerd Glasses: Sports a spiffy pair of gold-rimmed glasses. Surprisingly, they got through the Belfry mostly-unscathed.
  • Small Role, Big Impact: It takes a while for him to even make a physical appearance, yet it's because of his abduction that Reynard is able to recruit Simon and get him to kill Mr. Big, thus setting everything in motion.
  • Tomato Surprise: The missing prosecutor who's been mentioned since the very first chapter is a raccoon named Kyle VanDal. Pretty much all of the main characters knew this from the beginning, being cops and all, but never bothered to mention it because it wasn't relevant to their current case up until it was.

    The Junior Ranger Scouts

"Our story begins with five adorable children. These children are very special children (even though I completely forgot their names). What makes them special is their uncanny ability to ruin the lives of an entire family in just one night."
Reynard

Nick's old bullies from his childhood days. That didn't end well for them.

  • Death by Irony: Reynard kills them in one of their own scout buses, and muzzles them just like they did to Nick.
  • Kids Are Cruel: Unfortunately for them, Reynard was crueler.
  • Kill It with Fire: Reynard's method of dealing with them.
  • Unwitting Instigator of Doom: Their petty act of childhood cruelty ended up causing serious problems for both the Wilde family and Zootopia at large.

    Martina Mouseau

"My name is Martina. I am Lucy's best friend forever. Are you also her friend?"

Lucy's self-proclaimed "BFF" who now wanders the Belfry's lower rungs. She exists mainly to freak out anyone who's read Bloodlines.

  • Co-Dragons: Along with Grunt, usually just assisting in controlling Lucy's machines while she's otherwise busy.
  • Creepy Monotone: Speaks in one constantly.
  • Don't Explain the Joke: She does, to Lucy's annoyance.
  • Desperately Needs Orders: Her conditioned loyalty towards Lucy is so strong that she is completely unable to function without receiving orders from her, as exploited by Carla, Judy, and Priscilla during the finale.
  • Dramatic Irony: Claims to not remember who killed Lucy's brother. There's a good reason for that.
  • Elegant Gothic Lolita: Her style of dress, making her doll-like mannerisms even creepier.
  • Intended Audience Reaction: Her appearance is designed to be jarring whether or not you've read Bloodlines. If you have, it's disturbing. If you haven't, you're left just as confused as Carla.
  • Literal-Minded: By default. When Carla tells her to come "right this second", she apologizes for being three seconds late. Becomes less funny when she brings Carla to the exit as she requested, which is sealed shut as Carla didn't specify that it needed to be open.
  • Mathematician's Answer: Repeatedly answers Carla's questions with these, seriously irking the hyena.
  • Morality Pet: Seems to be one for Lucy, who shows an uncharacteristic level of attachment towards her and goes out of her way to bring Martina along when escaping. Of course, it's heavily implied that Lucy caused her current condition in the first place.
  • No Social Skills: It's pretty much impossible for her to hold a "normal" conversation with anyone, with most people getting confused or frustrated by her quirks.
  • Sarcasm Failure: A Running Gag with her is repeatedly taking sarcastic thank you's literally.

    Elise Chorda

"I tried to stop him, so many times, knowing that sooner or later it was going to get him in serious trouble. And then it finally happened. He set fire to the worst possible place he could, and this district is still suffering for it."

Harvey's "Big Sis" and effectively his adoptive parent as well.

  • Action Girl: For a firefighter, this is part and parcel for the career.
  • Amazingly Embarrassing Parents: Adoptive sibling technically, but she joins Elizabeth in telling embarrassing stories about Harvey growing up just the same.
  • Cool Big Sis: Comes across as very down to Earth and caring when she finally appears, and Harvey absolutely adores her. She's also a firefighter, which adds to the coolness factor.
  • Fangs Are Evil: Heavily averted. Despite bearing the trademark long canines of her species, which unfavorably reminds Carla and the others of Lucy, there is nothing remotely evil about her.
  • Nice Girl: She is nothing but kind to Harvey and his friends from the moment she shows up.
  • Punny Name: A play off of "Chordata", the scientific phylum to which she belongs.

Reynard Arc

    Chief Kii Catano

"Sorry, after a while it gets hard to listen to you, Bogo. All I hear is 'blah blah protocol blah blah infraction blah blah grrrrrrrr angry!'"

The chief of Precinct 4: the Rainforest District. A very laid back cheetah with a relaxed sense of justice.

  • Animal Jingoism: She's a feline, and her main enemies as chief of the Rainforest are the Lang Family, a group of canines.
  • Brilliant, but Lazy: Her introduction shows her half-asleep and barely taking the meeting seriously, but the sheer fact that she is a police chief implies that she's far more capable than she lets on. When she can actually be bothered, that is.
  • Cats Are Snarkers: Really enjoys taking the piss out of Bogo whenever she has the chance. Being his equal in power makes her one of the few ZPD characters both completely willing and completely unafraid to do so.
  • Foil: She's pretty much Bogo's complete opposite as an authority figure. Relaxed, carefree, and not taking her job terribly seriously. It's no coincidence that Bogo shows more ire towards her than even some of the more aggressive chiefs.
  • Hypocrite: Initially complains about not having the Lang Family around anymore as it makes her job boring, then shortly thereafter talks about how relaxing her job is without the Lang Family around. Bogo calls her out on this, to which she just shrugs and says it's a bit of both.
  • Mythology Gag: Based on an original character concept created by Byron Howard.
  • Troll: Eggs on Bogo for no apparent reason other than to piss him off. She also goes out of her way to deliberately rile up Woolworth, then casually dodges her spit with a smug "Nice try".

    Chief Betty Woolworth

"Why, the Meadowlands have been peaceful for as long as I can remember. Not that I'm complaining; it's really given me time to help liven up the place."

The chief of Precinct 8: the Meadowlands. Has a...unique view of crime in her district.

  • Berserk Button: Saying or implying that the Meadowlands is anything other than a crime-free paradise will get her to spit on you.
  • Head-in-the-Sand Management: Absolutely refuses to acknowledge that there even is crime in the Meadowlands, let alone trying to stop it. The fact that she still has a job implies that her subordinates in Precinct 8 either have a similar mindset or just don't want to get spat on.
  • Super Spit: As a llama, she uses this infamous species trait to douse anyone who insults her district. (By her given definition of "insult", that is.) Her aim seems pretty good, though Catano dodges it and she doesn't even try using it on Farrow.

     Chief Jenny Sanders

"Of course I don't want to deal with that shit! I don't want to be in this room a second longer than I have to! It's freezing in here! Can someone crank up the damn heat?!"

The chief of Precinct 2: Sahara Square. A short-tempered fennec fox who likes to complain a lot. No relation to that other one. Probably.

  • Animal Jingoism: Similiar to Catano, she's a canine and her main enemies in Sahara were the mostly-feline Sanchez mob.
  • Berserk Button: A lot of things seem to set her off, but being too cold is chief among them. Makes sense, considering she's a desert mammal stuck out of her element, but there are plenty of others in that situation who don't make such a fuss about it.
  • Foil: Her obvious similarities to Finnick bring to mind what he might have become had he gone along with Nick in joining the ZPD. Ironically, she actually achieved a higher rank than Nick.
  • Jerkass Has a Point: As abrasive as she is, she's the first to make a real argument against Bogo's proposal, namely that they know so little about what Reynard has at his disposal that a direct attack would be too risky.
  • The Napoleon: Much like Finnick, she is aggressive and flies off the handle easily, while making at least one comment about "size discrimination" when she can't reach the thermostat.
  • Noodle Incident: Whatever it was that made another fox a police chief not long after Nick already broke ground just getting recruited. All we know is that it wasn't pretty.

     Chief Wilkes Pismo

"Even on my end, the activities formerly carried out by the Narwhalter Society have simply shifted to the surface. It's actually made me busier, now that my precinct can make a simple arrest without risk of drowning."

The chief of Precinct 6: the Docks. A portly otter with a strong sense of justice.

  • Insane Troll Logic: Apparently believes that making himself fatter will enable him to sink faster and better pursue underwater criminals. Bogo likes him enough otherwise that he chooses to ignore this.
  • Playful Otter: Subverted. This otter is all business.
  • Reasonable Authority Figure: Aside from the "growing fat to sink faster" thing, he is a very down-to-Earth fellow who makes his points clearly and logically.
  • Stealth Pun: His surname is a reference to Pismo Beach, California.

     Chief Dewey Gongheart

"I'm going to have to politely ask you not to do that, if that's okay."

The chief of Precinct 3: Tundratown. A gentle, but well-respected chief within his community.

  • Extreme Doormat: He doesn't have much of a spine. When Sanders gets up to turn up the thermostat, something that could legitimately endanger his health, all he can do is weakly wave and try to get her attention.
  • Gentle Giant: Dugongs can get over eight feet long and over six hundred pounds, making him easily the largest among the chiefs. He is also the most soft-spoken and polite.
  • Nice Guy: He's the kindest of the chiefs, and maintains a good rapport with his district because of it.

     Chief Giles Farrow

"I love this district, but it's a tough love."

The chief of Precinct 7: the Nocturnal District. As the head of the most crime-ridden district in the city, he has seen things. Things he would rather not see again.

  • A Day in the Limelight: Drabble 19 has him as one of the main characters, alongside Gunther O'Possum, exploring his feelings about the Nocturnal District a bit more.
  • Blunt "Yes": His response when Bogo asks if he would rather let Reynard win than risk the Evil Power Vacuum that would result from his defeat. This is the last straw for Bogo staying in the meeting.
  • The Cynic: Has a very grim view of the current situation and sincerely believes that stopping Reynard at this stage would do more harm than just letting him have control. Given what district he's in charge of though, can you blame him?
  • Cynicism Catalyst: The loss of Vladzotz Fangpyre and his district becoming Zootopia's biggest Wretched Hive as a result. These days, it's only his drive to keep it from getting any worse that keeps him going.
  • Determinator: No matter how much his district has gone to hell, he will never stop fighting for it. There's an unspoken understanding among the chiefs that as bad as things are now, they would have been much worse without Farrow, which earns him a lot of respect from them.
  • Jerkass Has a Point: Despite his attitude and the assertive way he presents himself, it's hard to ignore his very detailed illustration of Reynard's crime syndicate without Reynard, which pretty much ends the debate then and there.
  • Lame Pun Reaction: An extreme one, outright saying he could fire Gunther for making it if he weren't so short-staffed already.
  • Screw Politeness, I'm a Senior!: He's the oldest of the chiefs and, while not as rude as Sanders or Bushfire, makes no qualms about expressing his opinions and certainly doesn't beat around the bush when he does.
