I've never really thought about it before, but now that you mention it, I think so. Most of the tropes I've launched are character-specific tropes, and I spend a lot more time reading (and probably editing) Character pages than Main work pages. And when it comes to writing, I'm generally better at making up characters and their personalities than I am at deciding how the story should go.
