Rather than disambiguating, what about just merging it to one of the other tropes which are less chair-sy (e.g. Modesty Shorts)?
I rather not do that. That's just moving the misuse elsewhere to me. Modesty Shorts at least has a name that makes it clear that it's not just about the shorts and Proper Tights with a Skirt is more than just the clothes. Those tropes already have ZCE issues so I rather not have bad redirects encourage it.

It doesn't seem to be any trope in particular, TBH.
If it's a valid example of Modesty Shorts, it could go there. But keep in mind that " a character who wears tights under their shorts" is not a trope on its own so most of the examples on the page can be safely cut. I can make a sandbox to preserve the examples for anyone who wants to salvage them though.
Also, I watched Bolt, and the tights and shorts are just part of the girl's outfit. They don't mean anything. It would be like troping characters who wear pants.
Also, no one was arguing that the trope was not tropable for tomboyish characters. We can yard that if the idea has merit.

There's Tomboyish Baseball Cap and Tank-Top Tomboy so there might be merit in that idea but again we can just yard it. I don't recall any of the examples I found on my wick check that had context of the character being tomboyish. Tights Under Shorts and Skirt Over Slacks are just about the fashion styles on their own so they aren't salvageable.

We did something similar by Yarding Hand Hiding Sleeves' subtypes after most of its examples were chairsy.

TroperWall / WikiMagic CleanupThe only idea I have for Yarding the portrayal of tights under shorts as tomboyish is to link to this thread, because I don't see any on-page examples worth sandboxing, in contrast to how there were already a handful of examples to work with when Hand Hiding Sleeves' subtypes were Yarded.

What should be done with Tights Under Shorts and Skirt Over Slacks? Both tropes are being used as meaningless appearance tropes with Zero Context Example problems.
Part of my ongoing project of bringing all of the problematic tropes left over from my Appearance Tropes Cleanup sandbox and the now defunct Geand Unifying Appearance Tropes Clean up thread to TRS.
So, Proper Tights with a Skirt, Modesty Shorts,Skirt Over Slacks, and Tights Under Shorts are a family of four tropes about characters wearing some form of leg wear under their skirts/shorts. The former two have bad ZCE problems but seem to be tropable otherwise so they might just need heavy cleaning. However, I don't think Tights Under Shorts and Skirt Over Slacks are salvageable at all because both "tropes" are mostly just "character wears x". At first, I thought both tropes were for Tomboy with a Girly Streak and other tomboy characters but that's not the focus of either trope.
Tights Under Shorts describes itself as the tights variety to Modesty Shorts but I don't see why it can't just be folded under that trope. The very few examples that actually had context I found while wick checking were Modesty Shorts examples.
Skirt Over Slacks does mention shyness and tomboyishness as traits associated with the style (in anime) buut it's still mostly just about the style. Again, the very few wicks I found that had context were Modesty Shorts examples.
I honestly think both tropes should be cut but the inbound count is too high to do that. So, maybe we can turn one into a disambiguation between Modesty Shorts,Proper Tights With Skirt and Meaningful Appearance and redirect the other trope?
