At a glance, but keep in mind I haven't seen many of these so the entries may be presenting things out of context:
- Oven cleaning product: Counts but needs significant rewriting.
- Butterfingers: Counts.
- Flash: Aversion, not an example.
- Mario Kart 7: Counts.
- AT&T commercial: If the one white male is shown as the foolish one, then yes.
- Ghost in the Shell: Stand Alone Complex: Ambiguous but full of natter. Probably counts, but the Appleseed example wouldn't.
- Noir: Seems to be a case of Men Are the Expendable Gender and Nominal Importance rather than this trope.
- Eyeshield 21: Never read it, may be legit if he's the only black character in the whole manga or
- Soul Eater: The two examples given could be chalked down to the characters' own personality quirks and the counterexample disproves the trend.
- Bleach: Appears to be a case of Closer to Earth, counts.
- Gundam Build Fighters: Counts.
- Black scientists entry: In the context provided, probably fair, though it should be specified as a time-specific trend.
- Black Panther: Wakanda zig-zags the trope. At times it is this (especially under Hudlin), other times it's a balanced enough portrayal not to count (Priest). At the least, the entry should be rewritten to clean up natter.
- Captain Marvel and Storm: Probably counts.
- Black women as leaders: Probably does not count. Many of them such as Amanda Waller are portrayed as three-dimensional characters in their own right. There might be something else here but unless they're shown to be more competent than their teammates, not this trope.
- The Simpsons: Mostly natter.
- Sonic the Comic: Counts with cleanup.
- Batman:
- Harvey and Renee: Counts in the initial example, needs cleanup.
- New 52: Counts.
- The League of Extraordinary Gentlemen: Needs more context.
- Archie Comics: Needs to be rewritten.
Fanfiction: Can probably remove this entry altogether.
- Mr And Mrs Smith: Seems like a case of Red Oni, Blue Oni. Not an example.
- Get Smart: Possible downplayed example. Needs cleanup.
- Living Dead Series: Counts.
- Harold & Kumar Go to White Castle: Counts if we're assuming "afraid of giving minority characters flaws for fear of backlash" is valid.
- Dogma: Needs rewriting to be less hyperbolic.
- You Go, Girl! movies: This trope or some form of playing with it by necessity. Possibly a subtrope.
- The Bourne Series: Counts.
- The Lone Ranger: Enforced. Counts.
- Sidney Poitier: Counts, but justified or Fair for Its Day. Needs cleanup.
- Charlies Angels: Disproves its own point. Doesn't count.
- The Animal: Counts.
- Almost An Angel: Cleanup.
- Virtuosity: Not an example. Natter and justifying edits.
- The Gamers: Probably an example.
- Harry Potter: The films has plenty of females who are flawed, so does not fulfill that criterion. In addition the three protagonists form a Freudian Trio and Hermione is still shown as having some flaws in the movie. Needs rewriting, may count as either Adaptational Badass instead of this trope, or downplayed.
- How to Train Your Dragon: Justified. Counts.
- Iron Man:
- Black Widow is justified because she's a top top agent with superior training. Doesn't count.
- Pepper and Rhodes are shown in a good light because Tony is an very flawed Byronic Hero. In the Avengers Captain America and Bruce Banner who are white males, but also come off similarly well.
- Adam Sandler: Significant cleanup required. Some of these count but many do not.
- Final Girl: Counts, but could use more concrete examples.
- Saw VI: As a collective case, may count but only if it's implied that the women are better or more talented.
- Red Tails: Justified, counts. But requires cleanup.
- Miss Congeniality: Inspirationally Disadvantaged, probably counts.
- Mary Poppins: Counts but needs rewriting.
- In a World…: Invoked, counts. But remove "straight up" for being natter.
- The Amtrak Wars: May count if hyperbole is toned down.
- Jingo: Fine as is.
- Dean Koontz: Counts but could use more context.
- Uncle Tom's Cabin: Counts.
- Bill's New Frock: Discussed, counts.
- Midnight's Children: Discussed, may count.
You're probably a lot better at doing this than me so I appreciate the help

That sounds like more of a TRS thread... in fact, a TRS thread that I wanted to make but then the TRS lockup happened
The trope does need some cleanup, but I also think the definition itself needs some tweaking. The title itself is a much broader phenomenon than what it describes. E.g. "positive" stereotyping is also a type of positive discrimination, but it's not included in this trope's definition.
I'll post my more specific thoughts on some examples later.
First off, there's a lot of justifying edits and natter on the page which definitely needs to be cleaned or tightened up.
Second of all I think the trope is being misused and applied too broadly. The gist of Positive Discrimination is "when the Token Minority(s) are disproportionately competent, Mary Sues or can do no wrong". However, in a lot of the below entries are applied too broadly to include cases where the most talented character happens to be female or a minority even though there is a justified reason for their ability (e.g.special training), there are other female or minority characters to counterbalance who are not put on a pedestal, or just general examples of works where female or minority characters are portrayed as competent.
