During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Do they meet the Heinousness Standard?
Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard
Final Verdict?
Simply state whether or not you think the character counts or not.

New Triumph Write-up
- Complete Monster: Baron Triumph AKA Principal Burr is introduced as a cannibalistic warlord roaming the post-apocalyptic lands, capturing teenagers to serve as slave labor under the threat of death, and keeping the rest as cattle for him. Before the Apocalypse he manipulated Ms. Crumble in her moments of emotional weakness to have sex with him. In the Season final, after he takes over the Jocks through a coup, he claims to be helping them to go back to "normalcy" only to show his true colors when he turns all the Jocks into his new food supply. His true vileness is shown in the last episode when he reveals his ultimate plan: to detonate an inactive nuke to destroy all that's left of Glendale and start anew in a world fit to his image. When he's finally stroked down for good, it's revealed that he never cared for any of the kids at the school even before the apocalypse, doing everything for entirely selfish reasons. With any of his supposed good qualities being all an act with ulterior intentions Triumph proved himself to be an irredeemable monster from beginning to end, willing to do anything to get his way.

RIP KissAnime.Here's a candidate I had in storage for quite a while.
What Is the Work?
So we know about the 2017 Power Rangers movie. But, before that one, there were several unproduced scripts lying around for a Power Rangers reboot film. One of which, originally written in 2014, was uploaded online in 2016 after the mixed reception of the PR 2017 trailer. People hailed it as awesome, but I label it as incredibly mediocre.
A creepy, disgusting figure lurks in Angel Grove. No, it’s not the script’s writer, Max Landis, but an alien, one that most of us probably know already.
Who Is she?
Rita Repulsa is the leader of the Dominators, a space criminal gang in service to Lord Zedd.
What has she done?
Formerly the Black Ranger, Rita gave up whatever goodness she had inside her by working for Lord Zedd. Defeated and imprisoned in an asteroid, the asteroid would later come crashing into the earth many centuries later. Now freed from her prison, Rita launches a worldwide EMP that blacks out all the electronics in the world. With her new scepter in hand, which Goldar acquired from a museum, Rita plans to travel back to Zedd so that she can join him in his plans of galactic conquest. Travelling to Zedd would involve destroying the entire world just so she can have enough energy to fly to space, a fact she’s downright proud of.
Finding Zordon’s location, she breaks into the command center and drains him of his energy to power her scepter and ship. Once the Power Rangers actually try and stop her, she makes Goldar grow and orders him to destroy Angel Grove as a distraction for the Power Rangers while she’s busy with her own stuff. Once the Rangers kill Goldar, Rita is teleported by her minions away from Earth, howling in a fit of anger. In the end, Zordon informs the Rangers that Rita’s at it again, and sets up a sequel involving her and Lord Zedd.
Yeah, no.
Redeeming Qualities?
None. Rita’s just a sick bitch obsessed with Zedd who would gladly destroy the earth just so she could conquer more galaxies.
Heinousness?
Only major villain, settles it. Lord Zedd only appears at the very end to set up the never-produced sequel, and her minions, including Goldar, don't compare to her in terms of evilness.
Conclusion
I think she’s a keep. She doesn't do that much compared to her eventual 2017 counterpart, but she gets the job done.

I think it was SCRIPTS were okay, but mere overviews weren't.

What's the Work?
Extreme Prejudice (2019) is a screenplay by Max Skyler Schwartz, aka SkyCat32. It mainly follows Garth as he tries to deal with Fraser, a Jerkass coworker of his, while his cop dad Jeff hunts down a drug lord in the background. Now, apart from being inconsiderate and rude, Fraser does not seem to be genuine villain material.
Who is Fraser Barton Colborne? What has he done?
Fraser spends the early story being sexually harassed by rich girl Madison. Garth takes this seriously and attempts to help Fraser, to which he responds by telling Garth to go kill himself and cry to his (dead) mom, then rubs it in by sarcastically asking if he struck a nerve. Later, he yells at Marisol, a cashier, because she spelt his name wrong on the receipt, and in another scene he gives a monologue/writes in his diary about how Virtue Is Weakness and the only value in a person is how much suffering they can inflict.
But it is when he goes to Madison's house that his true evil comes out. He seduces Madison, has sex with her, lets her take out some of her guns for a sexy photoshoot, asks to see one of the guns...
And shoots her with it.
He then gives her a "The Reason You Suck" Speech calling her an idiot for trusting him before blowing her head up, killing her. Then he tries to hide the body from her brother Matthew- when he discovers the body because Fraser is bad at hiding things, he stabs Matthew to death instead, laughing after the deed is done, then heads over to work- for a killing spree.
He first shoots a businessman ordering lunch from Marisol, before shooting Marisol herself as payback for that name-misspelling incident. Then he shoots a crowd of unnamed extras, an old man, and almost kills a little girl, Madeline, before Brad saves her- so he kills Brad instead. Then he breaks into a store where everyone is hiding and makes absolute sure to kill every last person there.
Finally, he attempts to kill Nina, Garth's girlfriend, before Garth saves her. He then decides to take the opportunity to finally rid himself of his hated nemesis who just would not leave him alone. When Garth's dad, Jeff, and his partner Shane break in with some backup, he kills six of the officers and holds Garth hostage, commenting that 'his grey matter would make a nice decoration on the customer service desk, don’t you agree?'
Thankfully, he is detained, arrested, interrogated, and sentenced to death, but even then he is glad he managed to kill so many people, and literally says word-for-word that 'I regret nothing.'
Heinousness?
As a mass shooter, he certainly would be considered unusually heinous in real life. His victims are 76 civilians, 6 brave officers, and of course Madison and Matthew. The only competitor is El Tortuga, the drug lord who does not even commit any heinous acts onscreen and is disgusted by the pendejo hijo de puta (asshole son of a bitch) who killed his daughter Marisol.
Mitigating Qualities?
Now this is where it gets interesting. He does have a Freudian Excuse, but the story goes out of its way to invalidate it. As Fraser explains:
When a radio host tries to use this to portray Fraser as a victim and say that Society Is to Blame, Fraser's foster sister Jo-Ann, who presumably went through the same shit he did, responds:

So yeah, Freudian Excuse Is No Excuse, and the whole point of the character of Fraser and the radio host is that mass shooters like Eric Harris, Dylan Klebold, Elliot Rodger, Brenda Spencer, and the like should be held accountable, and attempting to blame bullying, abusive home lives, guns, toxic masculinity, video games, rock and roll, society, or basically anything but the perpetrators themselves is bullshit.
Conclusion?
I'd make a Frasier joke, but given the subject matter, I feel as though that would be inappropriate. (Besides, this Fraser lacks the i.) With that being said, I suggest you refrain from making any such jokes when voting. You wouldn't make fun of the Columbine Massacre, so do not do it here.

Wax Mask: Boris Volkoff is the murderous owner of a wax museum. A Mad Artist by trade with elements of a Mad Scientist, Volkoff began his killing spree with the double-murder of his ex-wife and her new lover as revenge for throwing him into a vat of his own wax after replacing his damaged body with mechanical parts to more easily eviscerate his victims. Over the next few years, he claims many more victims and turns them into figures for his wax museum — children included — and others into cyborgs like himself, which he uses to kill for him. He takes special interest in the daughter of his first two victims, attempting to transform her into his newest model, and beats up his own assistant who looked up to him as a father figure.
