    Dylan Blake 
Voiced by: Daman Mills

  • Affably Evil: Like most of the big bads in the Resident Evil series, Dylan is professional and very polite to the protagonists, even when Jill tells him to "go fuck yourself".
  • The Atoner: A dark version of this, seeking to use his virus to wipe out the corporate and political figures he blames for forcing him to brutally kill his infected best friend during the Raccoon incident, and going One-Winged Angel as a way to make amends to his late buddy.
  • Ax-Crazy: He takes Dissonant Serenity to truly disturbing levels. We actually see the origins of this in his backstory during the Raccoon City incident, where he delivers a Mercy Kill to his infected friend by bludgeoning him to death after realizing he didn't have the bullets to put him down, all with an absolutely calm expression on his face.
  • Break Them by Talking: Dylan tries to pull this on all the protagonists (except Rebecca), using various failures from each of their past games/movies in order to get through why they're all evil in his eyes. Chris and his inability to keep his teammates alive. Leon being a dog of the government. Claire and Terra Save's fall from grace. Lastly, Jill, who was brainwashed and tried to kill her friends. It doesn't really work.
  • Character Tics: Often taps his cane to the same tempo in which he had killed JJ back in 1998.
  • Cheated Death, Died Anyway: Invoked. He plays Russian Roulette with both himself and Taylor, having plans for both of their deaths already, so winning the game only delays the inevitable a while longer. This seems to stem from his friend JJ's fate, who narrowly escaped death when his executioner's gun ran out of bullet only to die anyway when said executioner just bashes his skull in.
  • Death Seeker: Dylan would often play Russian Roulette with himself, hoping to die in order to relieve himself of his Survivor's Guilt.
  • Evil Cripple: Has one bad leg from having it perforated with an SMG at point-blank range and is a mass-murdering lunatic.
  • Freudian Excuse Is No Excuse: Jill calls out Dylan for his inability to deal with his guilt.
    Jill: You’d kill everyone because you feel guilty for killing your friend? Deal with it yourself, asshole.
  • From Nobody to Nightmare: From an unexceptional Umbrella grunt at the time of the Raccoon City outbreak, to a bioterrorist with global aspirations and the resources Glenn Arias left behind.
  • Karmic Death: He ends up dying the same way he killed his partner - with his head getting crushed into paste by a blunt object, in this case a giant steel door. With a little bit of explosive insurance courtesy of Jill for good measure.
  • Karmic Transformation: In a twist, it's Dylan who feels this way about mutating himself into a B.O.W., due to his Survivor's Guilt over having to put down his infected best friend during the Raccoon City incident.
  • Misplaced Retribution:
    • Dylan Blake blames the world politicians for forcing him to kill his infected best friend back in Raccoon City, when the orders came from Umbrella themselves.
    • Also, he's almost as responsible for JJ's death as Umbrella themselves, refusing to do what's necessary and leaving his friend to deal with the zombies alone, leading to his infection.
  • Non-Action Big Bad: On account of his bad leg, Dylan has to rely on Maria to do all of the heavylifting. At least until he goes One-Winged Angel.
  • Russian Roulette: Dylan does this with Dr. Taylor and himself, doing the latter twice, with none of them firing the one bullet. He declares it as fate not wanting him to die yet.
  • Sadistic Choice: Sparing Valentine from infection, Dylan forces her to relive the same experience he did: presenting her the choice of killing a zombifying Claire or to allow Dr. Taylor to die at her hands. Unwilling to make a decision, Dylan shoots Taylor in the chest instead.
  • Survivor's Guilt: Everything he does is to reconcile being the Sole Survivor of his team, which was wiped out during the Raccoon City incident, and the fact that he had to put down his infected friend, JJ, personally.
  • Tragic Villain: Dylan used to be a decent man, but having to put down his own friend during the Raccoon Incident causes him to lose all hope in justice. Witnessing the supposed heroes failing to make any lasting positive impact on the world maddens him further, prompting him to take matters into his own hands by spreading the virus to select people all over the world so the severity of bioweapons cannot be covered up any longer.
  • Villain Ball: The sheer amount of time he has the heroes at his mercy could take up a short film on its own. At nearly every point in the film Dylan could have feasibly won by simply not doing what he happened to be doing at the time. He's able to infect Chris, Claire and Leon but suddenly decides to just let Jill off the hook and monologue, which allows Rebecca enough time to make it to the island and give them the antidote. He literally had all four heroes at gunpoint and as three of them were incapacitated he could easily have killed them all, but chooses instead to walk away and leave them. He also shoots Dr. Taylor, giving him reason to make a Heel–Face Turn and give Claire the password for the drones, which ultimately dooms Dylan's plan - it's especially egregious because he had literally just been attempting to convince Jill to shoot Claire before she turns and kills him herself, saying his blood would be on her hands if she didn't. Even without all of that, if he simply hadn't involved the heroes at all he would have won due to how the infection of his virus works.

    Antonio Taylor 
Voiced by: Frank Todaro
  • Evil Cannot Comprehend Good: He isn't evil but he was surprised that Claire would still help him after he labeled her and TerraSave as "Terrorists".
  • Heel–Face Revolving Door: Starts off as a heel, then escapes Dylan and is unknowingly rescued by the heroes, who he promptly proceeds to insult. He then apologizes to Claire for being rude after she saves his life... and switches back to demanding Jill shoot her after she is infected and they're locked in a cell together. Finally, he gets a Heel–Face Door-Slam after Dylan shoots him and he suddenly apologizes sincerely to Claire for being rude, says he wishes he'd met her earlier, gives her the Chekhov's Gun she needs to stop Dylan and promptly dies. It's enough to give you whiplash.
  • Heel Realization: Inspired by their words and selflessness, Taylor admits that he lives for his own self-preservation and doing things for his own benefits, pondering how he could have changed had he met them sooner.
  • Jerkass: He's a jerk towards Claire when he learns she's from TerraSave and he believes the rumors that they are responsible for the Harvardville Airport Incident.
  • Redemption Equals Death: Before dying, Taylor sincerely apologizes to Claire, becomes inspired by their words about hope in bleak situations and hands the backdoor code to Claire in order to stop the drones.
  • You Have Outlived Your Usefulness: Dylan shoots Taylor in the chest, after Jill refuses to make a choice between him and Claire.

    JJ 
Voiced by: Lucien Dodge
  • Fair-Weather Friend: He's buddy buddy with Dylan when both of them can make it out, but as soon as he has to die for Dylan to survive, he immediately goes for the gun to kill his friend even though he is doomed to turn into a zombie anyway.
  • Hypocrite: Has no problem mowing down his infected teammates, then begs for mercy and tries to kill his best friend once he himself gets infected.
  • It's All About Me: He doesn't give two craps about anyone but himself. Even after getting infected and knowing that there's no way out for him, he cripples his best friend and tries to take his life just to live a few minutes longer.
  • Off with His Head!: Dylan bludgeons JJ's head into paste with a heavy object, after he was ordered to kill anyone infected, including JJ.
  • Oh, Crap!: JJ has that look on his face when Umbrella orders Dylan to kill his friend after JJ was bitten in the neck by one of his former comrades.
  • Take a Moment to Catch Your Death: When Dylan has him at gunpoint and is about to execute him, the gun runs out of bullet. JJ lets out a sigh of relief then make a mad dash for another gun, only for Dylan to just bludgeon him to death with a lockbox instead.
