The Anti-copulation front / No Love No Sex (NLNS)
A clandestine organization created by Junnosuke Tachibana through with the backing of a mysterious old man, operating from a secret bunker located under the school. Its stated goal is to remove the pervert law of Seiran Island, according to the wishes of its founder. They also have the mission to rescue and protect a certain girl from the SS at all costs, who's stated to be the key to bring down the SHO. The NLNS in General
- Battle Harem: By the end of Nukitashi, the group is stated to be Junnosuke's personal harem, who are all able to defend themselves from any threats thrown at them. He doesn't take kindly with the notion, however.
- Five-Man Band: After the prologue, the NLNS becomes known as a five-man team, with each member belonging to a personal niche.
- Junnosuke acts as the overall leader of the group, coordinating its operations using the Ariadne Protocol to locate enemies and planning accordingly.
- Asane is the Mission Control, communicating with everyone else. She's also the creator of the Ariadne Protocol thanks to her skill in software development and hacking.
- Nanase is the main scout of the team, being quite mobile and equipped with multiple weapons to spread confusion and wreak havoc on enemy lines.
- Hinami, carrying her beloved foldable iron chair, is able to fend off bullets and multiple attacks thanks to its versatility and harness.
- Misaki doesn't directly fight, instead using her trusted bicycle to drive the other NLNS members to safety or pushing enemies out of the way. Later on, she also has one of the NLNS vans as a new weapon.
- Ragtag Bunch of Misfits: All five (and later six) members of the NLNS belong to a minority who doesn't accept the rules of the island, all of them having their own quirks and views on sexuality.
- Trick Bomb: They repurposed egg masturbators into grenades with smokescreen, flashbang and sticky effects.
Junnosuke Tachibana

- Accidental Pornomancer: With the pervert law in place, it's no wonder he's chased after by many students and SS members. He mostly defies this, fighting them or escaping to a safe place.
- Big Brother Instinct: He's aware that Asane is her only family member and always makes an effort to protect her. Among other reasons, he's trying to abolish the pervert law is so that she is no longer at risk of unwanted sex with men.
- Big Prick, Big Problems: Played for drama. When he was younger and still living in Seiran Island, some of the classes were about seeing each other's naked bodies. He got bullied and ostracized over his unusually large size and it left him with psychological trauma. To this day, he detests his thing and the idea of showing it to anyone.
- Celibate Hero: He wants to protect his virginity at all costs and goes to great lengths to weasel out of any sexual interaction in the island. He'd only do it with a virgin he loved.
- Charles Atlas Superpower: In the True Route, with the drills at the SS and the penis training under Teshima combined, he learns the "Homo Erectus" technique. If he imagines his entire body as a dick, he gains Super-Toughness.
- Classical Anti-Hero: The story of Nukitashi shows Junnosuke's fight against the SHO as much as his own flawed views on sexuality and virginity.
- Clueless Chick-Magnet: His natural charisma and courage makes all of his female companions fall in love with him throughout the events of Nukitashi (aside from Nanase, who already had feelings for him since childhood), and the SS Big Three also end up having a thing him after getting to know him through their numerous fights. However, he isn't aware of it in most cases until the girl in question spells it to him.
- Gadgeteer Genius: He has a hobby of designing and 3D printing his own pocket pussies. In the NLNS, he applies that knowledge to invent TAE, which are sex toys doubling as weapons and spy gadgets.
- Genre Savvy: Sometimes he ponders how would an eroge protagonist respond in the situation he's facing.
- Goggles Do Something Unusual: In battle he wears goggles with a Heads-Up Display that projects information about the enemies' positions, actions, hardness and wetness states.
- Freudian Excuse: Fumino's mother used to look after him, but she was tormented and oppressed by the islanders because she worked in the underground sex trade. This caused her to die in bed and it sparked Junnosuke's hate for the island residents, which he generalized to all non-virgins.
- Improbable Weapon User: Wields a special anal vibrator dubbed "the Penetrator" like a melee weapon.
- The Leader: As the founder of the NLNS, he quickly establishes himself as the central member of the team.
- Let's Wait a While: His ideal in a relationship is waiting at least one year for the consummation. He suggests this in all routes, but his first time with the heroines ends up happening a few days after the love confession.
- The Loins Sleep Tonight:
- Initially subverted. He tells both fellow NLNS teammates and SS students that he's impotent. It's just an excuse to avoid sex and exposing his huge manhood.
- Near the end of some routes he does become unable to get it up for anyone other than his love interest. This is an important plot point in Misaki's route, because he needs to have sex with the rest of the islanders in order to cure the brainwashing. He solves this problem thanks to Augmented Reality software in his goggles that projects images of Misaki in everyone.
- The Mole: In Hinami's route, he enlists in the SS in order to gather intel about Fumino.
- New Transfer Student: He transfers to Minotsuki Academy with Asane.
- Perverse Sexual Lust: He has an entire legion of inflatable sex dolls he calls his "girlfriends" and he has named each and every one of them. Unfortunately, he has to throw them in battle as dummy balloons.
- Red Baron: In the parallel world of Nukitashi 2 he rules over the SS and holds the title "His Sexellency".
- Second Year Protagonist: He's younger than third-year students Hinami and Rei, and the upperclassman of Touka. Graduation is not mentioned in the story.
- Sex God: Whenever he is defeated by experienced SS girls and forced to have sex, he manages to get them satisfied like never before. He can even make them faint from pleasure.
- Slut-Shaming: He views all non-virgins as hedonistic sex fiends and blames the island for producing them mindlessly. Even when getting friendly with Nanase, he can't completely get over her slutty impression.
- Technical Virgin: Zigzagged. Junnosuke has a different definition of male virginity, that is to say, he won't lose it unless his mental dick ejaculates. Even if he has had penetrative intercourse with SS students several times, he doesn't think it counts since it was loveless.
Asane Tachibana

Junnosuke's younger sister who understands him the most. A shut-in who loves perverted women and her brother.- Deadpan Snarker: She often teases her brother and Misaki. In the true route, it also extends to Fumino since she feels her little sister position is threatened.
- Jerk with a Heart of Gold: Despite her cranky exterior and overall unpleasantness, she becomes quite attached to her friends of the NLNS, even warming up to Misaki during their battles against the SHO.
- Hikikomori: She hates going to school and stays in her room playing games or coding erotic mods. This is because the accident that killed her parents is still fresh in her mind.
- If It's You, It's Okay: She's uninterested in men, but makes an exception for her brother.
- Mission Control: Her role is to transmit information about the enemies to the rest of the members. She can do it from the base or accompanying them with the tablet.
- Motor Mouth: She speaks really fast without catching a break when she's slandering her brother or getting excited over slutty girls.
- New Transfer Student: She transfers to Minotsuki Academy with Junnosuke.
- Techno Wizard: She coded software like the Ariadne Protocol for Junnosuke's goggles and is proficient in hacking into data servers and analyzing them.
- A Threesome Is Hot: Her biggest dream is having a threesome with his brother and a preppy slut, preferably Nanase. By Nukitashi 2, she also includes Touka and Ikuko among them.
- Tsundere: Often trades barbs with her brother as much as sharing a loving relationship with him. She also makes rude comments towards everyone who isn't her crush Nanase or other preppy girls such as Touka or Ikuko. However, her heart is in the right place and behind her sour attitude hides a genuine willingness to be friends, even towards Misaki who's her favorite target.
- You Are Fat: Constantly calls Misaki a sow among other insults related to pigs.
Nanase Katagiri

The first student to join the NLNS. She is known as the legendary "slut" of the school despite being a virgin. She regularly visits Junnosuke's house for housekeeping and cooking services.- Action Girl: The most capable girl of the NLNS in close combat, while also being quite agile thanks to her leg work.
- Childhood Friend: As revealed in her route, she was the first friend of Junnosuke during his childhood before a certain incident drifted them apart. By the present time, she has changed her appearance to better blend into the island, meaning Junnosuke is unable to recognize her until she reveals her identity to him in her own route and the True Route.
- Gyaru Girl: She wears thick makeup, a loose shirt, a chain around the waist and has hair extensions.
- Hopeless with Tech: While she's quite good using the egg-weapons to fend off enemies, she's unable to use computers and complex machines, usually breaking them down if she's left to her own devices.
- Lascivious Beauty Mark: She has a tear mole under the left eye that is the cornerstone of her gyaru appearance. It's also a frequent target of Junnosuke's Slut-Shaming.
- Team Mom: Outside of battle, she's the unofficial housekeeper of the NLNS, either doing menial tasks or cooking good meals for them.
- Urban Legend Love Life: She is referred to as the biggest slut of Minotsuki Academy and is subjected to outrageous rumours, but there isn't any proof beyond her looks. She never clears up this misunderstanding and takes advantage of her fame to escape from perverted sex.
- Unexpected Virgin: Despite her looks and popularity as a supposed sex queen, she's still a virgin.
Hinami Watarai

Junnosuke's senior. Due to her petite figure, she's mistaken for a child and she has never been asked out due to the zero-tolerance policy on approaching children. She has a big heart and likes to dote on her friends.- A-Cup Angst: She thinks her flat chest is the reason she isn't asked out and tries out different methods to grow it to the island standard.
- Badass Adorable: Despite her best attempts to remind everyone of her status as a senior, she can't help but appearing as an adorable little girl to everyone else, also hiding her true worth in battles.
- Beware the Silly Ones: Her small stature and tendency to be mistaken for a helpless child causes her opponents to underestimate her tremendous skill with her dreaded folding chair.
- Chairman of the Brawl: She uses her folding chair to parry bullets and bash enemies.
- Cool Big Sis: Tries her best to fulfill the role of the big sister figure of the team, despite struggling quite a bit at first.
- Excellent Judge of Character: After getting to know more people through the events of Nukitashi, she becomes more knowledgeable about her friends in the NLNS, sometimes giving them useful advice. This also applies to her best friend Rei, whom she knows quite well, and Touka, pinpointing her Fatal Flaw after listening to her once.
- Madlibs Catchphrase: She detects the slightest hint of infantilisation and always protests with a "But I'm not [ a child / a loli / small]!".
- Mistaken Age: She is mistaken to be younger than the age of consent in the island, so no one invites her. Even in the NLNS she isn't safe from being treated like a child.
- Morality Pet: As a longtime friend of Rei, Hinami is the only person she treated with nothing but kindness, on top of protecting her from the shadows.
- Nice Girl: She is sweet and kind to her teammates and encourages them whenever they are faltering.
- Odd Friendship: The ever gentle and loving Hinami is best friends with the authoritarian and dreaded SS Commander Rei.
- Older Than She Looks: She is a third year student and thus the oldest teammate of the NLNS; even though she is flat-chested and the shortest character in the visual novel.
- Team Mom: Unlike Nanase, she tries to invoke herself as one for the NLNS, with mixed results. By the end of Nukitashi, she does manage to become a soothing presence for the team, especially the Tachibana.
Misaki Hotori

A wallflower girl with barely any pressence and a body complex with her belly. She often reads books, but has a naughtier side to her. Her role in the NLNS is driving all kinds of vehicles, and transporting the rest of the team.- Big Eater: Despite being concerned about her figure, she does nothing to control her intense appetite. She eats much faster than her teammates.
- Badass Driver: She skillfuly drives many kinds of vehicles without prior practice including bicycles, motorbikes, trucks and boats. She uses them in dangerous maneuvers such as storming in the SHO headquarters and cutting through the forest.
- Character Catchphrase: Her motivational hashtag, #AllInForMisaki.
- Cute Bookworm: Spends her time alone reading porn novels.
- Getaway Driver: Her main role is picking up the NLNS teammates in her bicycle or magical mirror van in order to escape from the SHO and SS.
- Informed Attractiveness: Inverted. She is said to be extremely plain but her sprites and CGs show defining features like having the biggest chest size and the artstyle doesn't portray her differently from the rest of the cast.
- Loveable Sex Maniac: She openly gushes over anal masturbation and smutty novels. Being raised in Seiran Island, she also doesn't mind being ogled in the breasts or caught masturbating.
- The Nondescript: She suffers from a severe lack of presence, to the point where she's effectively invisible to anyone who doesn't consciously try to search her.
- Plain Jane: Everyone considers her so unremarkable they outright fail to notice her, so she believes to be a mob character.

The White-Haired Girl (Spoilers)
Fumino Kotoyose

A mysterious girl who sometimes appears and assists Junnosuke from a distance with her sniper rifle. She is said to be the key to abolishing the pervert law.- Animal Motifs: In her route her relationship with Junnosuke's is akin to a Canine Companion, with the same loyality. This includes responding to the "shake" command and occasionally woofing. When Jun pats her in the head, he imagines her with dog ears and tail, which the player gets to see in the CG.
- Character Catchphrase: She sometimes replies in agreement with the word "indubitably" (mube mube in Japanese)
- Emotionless Girl: She speaks in a soft monotone and doesn't change expressions often.
- Eye Scream: In the endings of most routes, she gets her right eye injured, either due to bullets or Sakimori's torture.
- Formal Characters Use Keigo: She conveys her refined nature by speaking in very formal linguistics at all times. She doesn't even drop it in her relationship with Junnosuke.
- Heroic Bastard: She was born from a non-consensual affair between governor Hitoura and Sakimori's daughter. Her mere existence is a scandal that could bring Hitoura's regime down and she has taken responsibility for the suffering caused by the laws he created, fighting alone.
- Hostage MacGuffin: The main factions of the island are trying to get their hands on her: the NLNS at their sponsor's request, who wants to meet his granddaughter again; the SHO because she is Hitoura's daughter and the Yakuza since she's a hindrance to the underground sex trade.
- Late-Arrival Spoiler: In her official character profile she is listed as "The White Haired Girl", but in the description of the sequel and other promotional material, her name is revealed.
- One-Woman Army: She defends herself against groups of Yakuza thugs, even when her rifle is for non-lethal ammo and they carry live guns.
- Parental Abandonment: Her father Hitoura would take a huge blow to his political reputation if he associated with her, so she was raised exclusively by her mother. However, she died from a diseased worsened by the oppression of the island, leaving Fumino all alone.
- Red Eyes, Take Warning: Inverted. Her unique red eyes are suggested to probe the thoughts of her interlocutor, making her able to see through lies. After meeting Junnosuke in person, she quickly comes to the conclusion that he can be trusted with the future of the island.
- Small Girl, Big Gun: She fights with a sniper rifle that is almost as long as her short height.
- Sixth Ranger: Past the midway point of the first three routes, she joins the NLNS when she is rescued. In her own route, it takes some convincing from Junnosuke to quit fighting all alone. As a long-range sniper she neutralizes every enemy on her sights, making her a very strong asset for the team.
- Sweet Polly Oliver: She wears a cap and a male school uniform in order to conceal her identity when attending school and using the showers.
- Yamato Nadeshiko: She has knitting and tea brewing skills and is kind, refined and loyal to the NLNS; always willing to protect her teammates with her rifle. In her route she gets even more diligent doing housework and cooking for Junnosuke.
SHO Students (SS)
A corps of SHO-sponsored students tasked with enforcing the pervert law of Seiran Island, in exchange of a scholarship and a free housing in a dormitory. They are the main antagonist force opposing Junnosuke and its NLNS, using non-lethal force to make them submit to the law. The SS in General
- Absurdly Powerful School Jurisdiction: Thanks to their backing from the SHO, the SS can be deployed in large quasi-military operations to sweep out illegal groups outside of the school.
- Anti-Villain: As islanders, the entire group dedicates their power to stop anything threatening the stability of Seiran Island and its perverted law, all to protect what they hold dear.
- Dub Name Change: In the official English version, the SS were renamed FS (Future SHO) in order to avoid referencing the infamous group with the same initials.
- Freudian Excuse: Most of its members belong to unfortunate families with no ressources and having no choice but to send their children to the island, if they are not considered a liability at best.
- Hazy-Feel Turn: By the end of Nukitashi, the SS and the NLNS make an alliance to drive out Sakimori's men from the island and repeal his "New Perverted Sex Law", in order to restore the previous law. Downplayed as Fumino's ideals and speech made the islanders (including the SS) accept a tweaking of the original pervert law to be more accepting of minorities.
- Only in It for the Money: Downplayed. Multiple members of the SS aren't that enthusiatic about regular sex enforcement, instead choosing the job for its financial aid for their future studies.
- Punch-Clock Villain: Several members of the SS happen to be nice people outside of work, if not for the fact that they are hostile against every anti-SHO group.
SS Big Three
The three most powerful members of the SS, acting as the main commanders of its various divisions and being hardened warriors on their own. They are the main obstacle fought by the NLNS in every route of Nukitashi. Tropes applying to the Big Three
- Freudian Excuse: Each girl of the Big Three have a very good reason to become part of the SS, as detailed in Nukitashi 2.
- Unlike her more talented sister, Touka was deemed useless as a servant of the Sakimori clan due to her lack of common sense and being unable to do basic tasks. However, her fighting skills as a stage magician made her a useful asset, and as such was sold to the SHO, losing her innocence and her only family in the process. Having no friends of her own, she finds comfort in leading the SS whom she considers her new family, with Rei and Ikuko as her first companions.
- Rei is the eldest sister of a big family living in poverty, up until her desperate mother took her to Seiran Island in order to sell their bodies and clear the family debt. She was ultimately forced to join the SS, first with the intent to destroy it from within until her family situation made her accept her position in order to gather enough money and protect her only friend Hinami. She then rose through the ranks to become one the main enforcers of the pervert law she hates.
- Ikuko was born as the only daughter of the Onabuta family of swordsmen. However, her father and grandfather would not accept a girl as heir of the dojo because of an old custom, thus subjecting her to rigourous and harsh training bordering on outright parental abuse. After the death of her mother and her stillborn baby brother who was expected to be the new heir, the training went even harsher for Ikuko, to the point she was forced to reject her own gender to fit with the old custom. She eventually resorted to pleasuring herself to escape the pain and preserving her identity as a woman, and one day was chosen to become part of Seiran Island, which she considers a paradise after gaining the two things she craved the most: Sex and newfound friends as part of the SS.
- Power Trio: As friends and colleagues, the three of them have a close-knit relation and often hang out together.
- Promoted to Love Interest: All three have their own routes in Nukitashi 2.
- Speed, Smarts and Strength: Each of them have tremendous fighting skills. Touka dominates her enemies with quick and decisive attacks using her high-speed coins, Rei leads battle operations thanks to her awareness of the battlefield, and Ikuko usually overpowers her enemies with brute strength.
Touka Reizeiin

The student council president and leader of the SS. She is the spokerson for public announcements of the SHO and SS and organizes lewd events at Minotsuki Academy. To her, sex is nothing more than a way of communication.- Abhorrent Admirer: Downplayed. While she's fairly attractive with a calm and affectionate personality towards Junnosuke, her lack of ambition and overall coldness towards everything but sex makes him quite uncomfortable.
- Affably Evil: Touka always appears as a polite and charming individual when talking to Junnosuke, which often catches him off-guard, either when she invites him to drink tea, or when she effectively beats him to a pulp during their fights.
- Attempted Homewrecker: In most of the after routes of Nukitashi and Nukitashi 2, she's still keen on pursuing Junnosuke despite the latter already being in a relationship, especially in regards to Nanase, whom she nicknames the "official wife".
- Benevolent Boss: One of the reasons she's loved by the SS comes from her sheer charisma and selflessness with her staff.
- Ditzy Genius: While she displays a great talent for administration, speeches, sex and fighting skills with her unique magic tricks, she is completely hopeless in basic tasks like going upstairs and changing her clothes. Nukitashi 2 delves deeper into her issues in her own route, implied to be a form of autism.
- Ethical Slut: She believes sex is just one of many forms of communication where one can get to know their partner without misunderstandings. Therefore, she thinks Seiran Island is the pinnacle of mutual understanding.
- Empty Eyes: Her eyes lack pupils, representing her lack of drive for everything.
- The Face: Her social skills shine the most in Nukitashi 2, where she acts as the main representative of the SS when dealing with the antagonistic SHO.
- Flechette Storm: She mainly attacks rapidly flinging coins at opponents through a clever use of her fingers.
- Friendly Enemy: She's nothing but friendly towards Junnosuke and his classmates, even when they are technically at war with each other. By the end of Nukitashi, she becomes a genuine friend of the NLNS.
- Inexplicably Awesome: Among her many talents in administrating and fighting, she has a mysterious ability who makes her able to read the mind of anyone she kisses.
- Mellow Fellow: She is always relaxed, in contradiction with her oppresive aura, and has no real ambitions in life. In Nanase's route she nonchalantly invites Junnosuke to a tea several times to speak with him.
- My Girl Is a Slut: Gender-Inverted example. Admits to have something of a fetish regarding Junnosuke having a relationship with someone else, while she also has a crush on him. During her own route in Nukitashi 2 however, she slowly develops a possessive desire to be with no one else but him, something that she never felt with anyone or anything before.
- Poor Communication Kills: One of her main motivations to become part of the SS is to avert this trope as much as possible, through mutual understanding by communication and sex. Nukitashi 2 delves deeper into said motivation, as her autism made her unable to connect with other people who are not accustomed to her strange mindset, thus giving her an obsession with the concept of understanding itself.
- Self-Deprecation: In spite of her numerous talents as the leader of the SS, she usually downplays her own fighting abilities as simple tricks everyone can do with practice.
- Victoria's Secret Compartment: She hides her coins in her private parts.
- We Can Rule Together:
- Midway through Nanase's and the climax of the True Route, she suggests Junnosuke an offer to change forever his life on the island: Using his secret power to submit the islanders to his will, essentially taking control of Seiran Island as the unofficial leader of the SS as revenge for making his and Asane's life miserable. Albeit tempted at first, Junnosuke ultimately turns down the offer twice, because it would cause him to be separated from his sister and lose a part of himself.
- Nukitashi 2 explores a possible world in which he accepted the offer to become "His Sexellency", controlling the entire SS and the islanders, and it is revealed that Touka made the offer out of genuine concern for his well-being, and to strengthen the SS in order to become more independant from the SHO, all to protect her newfound family.
Rei Tadasugawa

The president of the discipline commitee and commander of the SS combat forces. She tells off students who aren't engaging in properly perverted sex.- Braids of Action: When on duty and commanding other SS forces, she ties her hair into a long braid.
- Drill Sergeant Nasty: She's the strict instructor of new SS recruits. Emphasis on Nasty as her abusive language is extremely vulgar.
- Friendless Background: At first, when she moved to the island she used to spend her time in school alone, until Hinami reached out to her.
- Hidden Depths: Despite being the most fearsome enforcer of the pervert law, she is disgusted by sex and only does it when strictly necessary. She also likes childish tokusatsu shows and is best friends with the little Hinami.
- Lie Back and Think of England: All this time she has endured lurid acts while faking pleasure. She only regards the potential of sex as a job in order to support her brothers, ignoring the recreative aspects.
- Sword and Gun: In battle she wields a dagger and a riot handgun at the same time.
- Tsundere: After getting to know Junnosuke during his short time in the SS, she begins to feel something for him, which she's quick to deny when pointed out by Ikuko.
- Yellow Sash of Power: She patrolls around school watching out for students who aren't doing procreative actvities correctly and delivers punishment to infractors, including a public "guillotine".

She has an insatiable libido and slacks from work due to this.- Abhorrent Admirer: She becomes this to Junnosuke, aggresively stalking and chasing after him while he flees or fights back. She gives up after her Heel–Face Turn and because Jun no longer physically reacts to her.
- Aroused by Their Voice: She prides herself on getting anyone horny through her voice.
- Clingy Jealous Girl: In Misaki's route, after her experience with Junnosuke, other men no longer satisfy her. She persistenly chases the protagonist in the hopes of keeping him for herself.
- Competition Freak: She hates the idea of getting beaten by someone stronger.
- Extreme Libido: She tries to get some D at every opportunity, only being stopped by Rei.
- Heel–Face Turn: In Misaki's route, she gets fired from the SS for not submitting to Teshima's brainwashing and being self-interested in general. Having lost her home, she stays sitting in the sidewalk under the rain and catches a cold. She is found by Junnosuke and taken to his house, where she gets nursed back to health. Out of gratitude for that, she ends up joining the NLNS.
- Ms. Fanservice: She has the most revealing uniform out of all SS members. Her miniskirt is shorter, she only covers her large breasts with nipple pasties and she doesn't wear panties. Her casual attire also counts; it consists of a virgin killer sweater that exposes her shoulders and back.
- The Nose Knows: She can detect the smell of penises from a long distance.
- Third-Person Person: She sometimes refers to herself as "Iku", which can be translated as "I'm coming".
Regular SS
Ran & Rin Hanamaru
Two sisters with opposite personalities who both belong to the SS.
Tropes applying to both
- Foolish Sibling, Responsible Sibling: Zig-Zagged. In Nukitashi 2, Rin is presented as smarter and more professional than her sister, but she's mostly driven by her ambition and career in the SHO, without much care for her actual duties as a member of the SS, while Ran doesn't have the same ambition, content to be a part of the SS.
- Red Oni, Blue Oni: Downplayed. Ran appears as a friendly and somewhat naive girl, while her sister Rin is more pragmatic and sly in regards to her role as a SS.
Ran Hanamaru

The class representative of Junnosuke, who introduces him to the perverted laws applying to the school.- Butt-Monkey: In Nukitashi 2, she's unable to think straight in presence of Junnosuke, terrified of "His Sexellency" who regularly causes her to wet herself out of fear.
- Class Representative: She represents Junnosuke's class and acts as an authority figure to him, but he quickly dimisses her advice as most of it is about sex.
- The Generic Girl: She doesn't have any notable trait besides being a regular member of the SS.
- Ms. Exposition: At the beginning of the story, Ran explains the school rules and its sexual practices to Junnosuke, and by extension the reader.
Rin Hanamaru

The younger sister of Ran, who makes a small appearance in the first game as a sharp-tongued and ambitious SS, before becoming a more prominent character in the second game, as a secondary antagonist.- Ascended Extra: She has small appearances throughout the story as the unseen sister of Ran, but the sequel made her a secondary antagonist with a proper character sprite.
- Ambition Is Evil: Rin is driven by nothing more than ambition to rise through the ranks of the SS, all to further her own career in the SHO. As such, she often uses her role as a SHO representative to hinder the SS from inside.
- Straw Character: Dowplayed in Nukitashi. In the world of Nukitashi 2, Rin appears as a reluctant SS who is not often present with the group, caring less about her colleagues than using her position as a stepping stone to be a part of the SHO. She's also the only character of the series to express prejudiced views towards LGBT people, and by the end of the story doesn't quite change her ways even after returning to the SS to save the day.
Shu "Schubert" Nakamura & Inami "Susuko" Naga
Two new recruits of the SS who joined at the same time of Junnosuke's return to Seiran Island. They first appear in Misaki's Route and the True Route as minor characters, before becoming secondary characters and gaining in importance in Nukitashi 2.

- Ascended Extra: They went from two faceless goons with few appearances in two routes of Nukitashi to secondary characters with an expanded role in Nukitashi 2.
- Mauve Shirt: Among all SS featured in the first game, they are the only two who got a character sprite and a secondary role in the sequel.

He's a bespectacled individual who has an affinity with analytics and numbers, and likes to approach any situation by referring to his data.- Butt-Monkey: He's often the target of jokes, usually involving people mocking with obsession with numbers.
- Character Catchphrase: He's surprised by everything, reacting with "I never accounted for this possibility in my data!".
- The Smart Guy: Parodied to a degree, as he's often presented as a specialist of data and is played up as a smart individual while he's nothing but, often surprised at the same time as his colleagues.
Susuko

An SS apprentice first appearing in Hinami's route, during Junnosuke's short time in the SS. An enthusiastic and athletic girl with a notable Verbal Tic, she's often seen carrying around her pet bird, Blowbo.- Fowl-Mouthed Parrot: Her pet Blowbo is a parrot that can imitate blowjob sounds.
- Verbal Tic: She ends all sentences with -ssu, a colloquial variant of desu.

The Governor of Seiran Island and the promoter of the pervert law, who revitalized its local economy and tourism thanks to his audaciousness. As the highest authority in the island, he's Junnosuke's greatest obstacle.- Meaningful Name: His surname Hitoura is very similar to the Japanese pronunciation of Hitler, hitoraa.
- Universally Beloved Leader: All Seiran citizens praise and vote for him because his law boosted the economy and the tourism in the island.
Kouki Senba

A high-ranking member of the SHO, who acts as the public face of Seiran Island through numerous promotional videos. She's also one of the main enforcers of the pervert law, trained with firearms and martial arts.- Ascended Extra: Downplayed in Nukitashi 2, in which we learn more details about her youth and motivations for becoming a part of the SHO, while staying a minor character.
- Beware the Silly Ones: Despite appearing as a jovial woman who's easy to fool, she's still an enforcer of the pervert law with military training whom the NLNS has to avoid confronting directly.
- Cleavage Window: She has one on her shirt in order to attract more tourists as a guide.
- Recurring Extra: She frequently appears in Junnosuke's way and tries to make him comply to the law.
- Super Gullible: Senba isn't the sharpest tool in the shed, and easily believes made-up lies by Junnosuke and the rest of the SS.

Toshihide Teshima

A seemingly friendly shopkeeper whom Junnosuke meets in Misaki's route, becoming kindred spirits thorugh their mutual interest in sex toys. However, his shop is later revealed to be a front for a large and powerful yakuza group, with Teshima acting as the Seiran Branch leader. His main goal is to take control of the island, in order to bring back the yakuza's prostitution ring destroyed by the SHO.- Compensating for Something: He originally had a small penis, so he painfully trained and enlarged it, including shooting himself with an empty gun. He's still smaller than Junnosuke's natural endowedment. The fact that he can't get laid without psychological manipulation is another compensation.
- Faux Affably Evil: In his first conversations with Junnosuke, he pretends to be a friendly porn enjoyer. In reality, he was just analyzing Jun's psychological profile and weaknesses.
- Human Trafficker: He has established an underground sex trade in the island which includes the trafficking of children.
- Psycho Psychologist: He applies his extensive knowledge in psychology to brainwash SHO staff and make them turn to his side.
The Old Man
Sakimori

The sponsor of the NLNS, appearing as an unknown old man obscured in shadow and hiding his identity. He's revealed to be Fumino's grandfather, and his identity is expanded on the True Route: An influential politician belonging to the prestigious Sakimori Clan, composed of elite butlers serving in the highest ranks of society and wielding considerable power. His goal is to destroy the entire infrastructure of Seiran Island, using every means at his disposition, by financing small clandestine groups such as the NLNS, or criminal organizations such as Teshima's yakuza to disrupt the island's activities.- Big Bad: He's the ultimate cause of all the security problems of the island and in the True Route he takes over it, establishing a police state where all procreative activities are banned.
- Face Framed in Shadow: In his video calls with the NLNS, a shade hides the upper half of his face, including his eyes. We only get to see it clearly when Junnosuke meets him in person for the final fight of Nukitashi.
- Kick the Dog: While parading and victimizing Fumino around the mass-media was necessary to shift public opinion against Seiran Island, he also needlesly tortured her in the basement.
- The Man Behind the Man: He sent Teshima's yakuza branch of child trafficking to disturb the peace of the island.
- Mysterious Backer: He invests lots of money in the NLNS and allows them to use the base under the condition that they find Fumino. He doesn't tell anything about his identity nor what he plans to do with Fumino.
