During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Try to present these as objectively as possible by presenting any evidence that may support or refute the mitigating factors.
Do they meet the Heinousness Standard?
Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard
Final Verdict?
Simply state whether or not you think the character counts or not.

Okay, time for the rewrite or removal proposal of Miboshi from Fushigi Yuugi.
The Work?
Fushigi Yuugi is a romance about Miaka and Yui, two students. The read a book and land in a strange world. They meet seven warriors, so they can summon a deity to make a wish. There are the Suzaku (protagonists) and the Seiryuu (antagonists). The character in question belongs to the latter faction.
Who is he?
Miboshi. He started out as a normal being, but became worse after finding the MO, becomming a body-swapper in the process.
What has he done?
He took over a monk lord's body and can summon demons. He summons serpents to do awful things to young women.
During the battle with Suzaku, he took over Chichiri (their youngest member) to avoid his death to hurt the others. Chichiri is full aware of that, but manages to regain control and kills himself and takes Miboshi with him to death.
Heinousness?
Fushigi Yuugi has far worse villains: Nagako ordered Tamahome's family to be killed, destroyed a city and rampaged the real world after making it somehow; The emperor destroyed a city and raped Nakago's mother; And even some minor villains are rapists. Miboshi really doesn't have much ressources, but used his to possess the youngest hero and use him against his friends as well as using snakes against innocent females. Not a strong case here, but he's about as bad as he could be.
Freudian Excuse?
He started out as a normal man, but after a event, he became a body-snatcher, who's willing to possess others as a strategy to survive. He's also shown to be sadistic in the present.
Other Mitigating Factors?
He was a hero in earlier days. But none is seen in the present. So no.
Verdict?
What would you say? A rewrite or cut him?
for Miboshi. It barely sounds like he does anything noteworthy judging by that EP. :/ On top of that, the other villains you mentioned sound worse than him and make him look like small potatoes.

No to Miboshi and Dude, please stop dropping in to snatch discussions without consulting the page to see the date or troper for the works. You did the same thing with the Death Wish movie a few times even after you were asked to stop and now you're delving into details someone else took the time to follow the proper procedure to call for discussion. It's a frustrating repeat.

Is the other dude's entry okay? He seems bad enough at least.
- The Emperor of Kutou acts as the commander of Nakago until Nakago opts to overthrow him. We soon learn the reason that the villainous Nakago always hated him. A sleazy Smug Snake who sent his armies on campaigns of extermination and conquest, Nakago saw his people slaughtered and his beloved mother being raped by the Emperor's soldiers before his powers awakened and he accidentally killed her and the soldiers. The Emperor decided to use Nakago as a tool from then on, knowing his potential. Captivated by his beauty, he opted to keep him as a Sex Slave as well despite Nakago being only a little boy.

Seeing potential in Nakago after his power allowed him to slaughter the Emperor's aforementioned soldiers, the Emperor opted to turn Nakago into his own lethal weapon to cause more bloodshed. Worse still, the Emperor also turned the boy into his own personal Sex Slave after being captivated by his beauty, warping the mind of the child who would become the series Big Bad.
I'm fine with cutting Miboshi. Not only the entry is sparse, but the last part of his entry feels like a red flag at least for me.
Anyways, I like the new writeup for the Emperor better!

Worse still, the Emperor also turned the boy into his own personal Sex Slave after being captivated by his beauty, warping the mind of the child who would become the brutal villain he is in the main series. Caring for nothing but power and pleasure, the Emperor eclipses even Nagako in cruelty.
