During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard

Simply state whether or not you think the character counts or not.

to General Min, oppressor of the Karens(?!). I don't know what to make of Crossbones; it's been ages since I watched those movies, but he never particularly jumped out at me (though I wasn't overly familiar with the comics).

What is the work?
Zone 39 is a 1996 Australian Dystopian Conspiracy Thriller.
The Central Union has brought peace between the warring New Territories and the Federal Republics. After the government worker wife of a soldier dies in suspicious circumstances, the soldier is placed on border patrol where he discovers a conspiracy at the highest levels of Central.
Who is Commander-in-Chief Tito, and what has he done?
Commander-in-Chief Tito is the corrupt director of the Central Union.
Tito is introduced having covered up a water contamination incident in the titular Zone 39 which caused 409 deaths and 65 injuries.
When government security worker Anne Megaw discovers the cover-up, Tito has her murdered.
Upon discovering that Anne's widower, Lt. Leo Megaw, has been placed on border patrol, Tito balks at the notion, while still claiming the contamination has been contained.
Meanwhile, Leo has been shooting anyone who tries to illegally cross the border as instructed, but notices levels of toxicity in their bodies. He takes a hallucinogenic drug which allows him to see his wife, who tells him it is not chemical warfare as he thinks.
Leo eventually discovers that past border guards have all suffered from water contamination, and discovers that the plumbing (i.e. the sink where he washes himeself) is contaminated, and that Central knew the whole time and has been covering it up. So he joins forces with LCpl. R. Boas to turn on a communications satellite and expose the conspiracy.
After the duo get shot at several times, they make it to the satellite, where a dying Leo exposes the conspiracy as Tito looks on in horror. Tito's second in command, Sharp, confronts him for claiming the contamination was contained. Tito claims that he is planning to appropriate water from working class cities as a solution, but Sharp retorts by asking what will happen to those cities. Tito is dismissive of the lives of the working class, and when confronted over Anne's death, he claims that peace was in jeopardy, but Sharp accuses him of caring more about his position. Before Sharp shoots him, Tito claims without him, there would be no peace.
Mitigating Factors?
We see body scans where Leo and other dead are shown to have been contaminated by the water, plus we witness the murder of Anne, the attempted murder of Leo and Boas, so Offscreen Villainy should not be a problem. Tito states that he intends to solve the problem by appropriating water from outlying working class cities, and given that he has covered up this water contamination, we have no reason to disbelieve him. Any good intentions he has are horseshit, he is just power hungry.
Heinousness?
Tito may not have actually caused the chemical spill intentionally, but he has willingly exposed a metric fuckload of people to contaminated water, already allowing over 400 people to die and covering it up, continuously letting people die rather than allowing people to protect themselves. The fact that Tito goes to pains to cover up the spill and allows people to die rather than give up any power, plus the fact that he is willing to outright murder anyone who would speak the truth bolsters his credentials even further. Even his stated solution entails dehydrating working class cities.
Verdict?
Possible Contender.
