is this that old longcat meme
No, it's official art from what I believe was the cover to Shonen Jump magazine's 50th anniversary. Horikoshi drew Deku and Naruto together in his style for it.

Is this fanart?
It's a photo from the Live-Action Show adaptation. It's creepy due to the lighting

Why does Phineas look so terrifying?
Yeah, that Funtime Foxy is an animal, not a robot. I think this one in particular might been from an AU where there was a Circus Baby cartoon? Can't remember. I tried going through her tumblr to find the art again, but gave up at around page 25 of the "creepy animatronic brigade" tag.
Additional edit: huh, I thought I linked the art to someone else on this thread, but I couldn't find the post. Weird.

Yes, I know this is Funtime Foxy, but did you mean to nominate a flesh-and-blood version of him/her/yes instead of the canonical animatronic version in OG HGS S106, as you claimed in this post?note For context, FF got a thrombotic embolism, which would be improbable if they were an animatronic. It's for Database purposes. I tried tracing the source of the pic, but sadly the artist deactivated her dA account, so I just assumed that it was the canon version in the meantime.
Woshua, one of the random encounters that you meet at Waterfall. He's obsessed with cleaning things.

That is a cookie. A cookie of the Pokémon Bulbasaur, in fact.

That's Game Gear from Sega Hard Girls (and her hair represents the colors of the logo)

Who is this and why does she look like Rainbow Dash?
That's Pyxis, the Furret I used to 6-0 Lance in Pokemon Crystal. That's his Dragonite reflected in her eyes.

Why is there a Dragonite in its' eyes?
I got it from Vengeful Bale, so you'd probably have a better time asking him. I think it's from some fan animation.

BTW. That avatar above is Marx as he appears in "Something About Kirby Super Star Animated" a fan-animation that parodies the eponymous videogame's plot. The moment is Marx screaming after Kirby pulls out a Christian cross against his One-Winged Angel form.
