During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Try to present these as objectively as possible by presenting any evidence that may support or refute the mitigating factors.
Do they meet the Heinousness Standard?
Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard
Final Verdict?
Simply state whether or not you think the character counts or not.

On the kid bomb entry, I thought we had gone through all of the NCIS entries here, but didn't recall it being mentioned. I don't watch the show, so I can't really contribute on the subject beyond wiki work once it's discussed in this thread.
All your safe space are belong to TrumpOkay, not sure about Surd (what are his feelings toward Julia?), but from HERE seems like Rage might be a cross of Well-Intentioned Extremist and Even Evil Has Loved Ones, set off by a Freudian Excuse:

- Loki, in Marvel Super Heroes, actually takes control of Galactus to ensure the complete destruction of both Earth and Asgard. All the other villains, including Red Skull and Doctor Doom, were at least trying to save the world (if only so they could conquer it later, but still).
For Katz from Courage the Cowardly Dog, I came across another notable deed.
In his 4th appearance "Katz Under the Sea", he poses as the captain of a submarine cruise line and rigs the submarine to explode when it reaches the bottom of the sea, while he swims to safety leaving all the guests to die. In this episode he actually does have a motive: he wants to make the company's cruise line look bad so his own company's cruise will get all the business.
Random question, but in his first appearance, did he care about his spiders? He called them "my loves" though that could just be a case of Faux Affably Evil. But was there any indication that his Hell Hotel was to provide food for them?
it seemed more the creepy Serial Killer thing. He seems more happy using them to kill people. It's the only thing that gets emotion from him.. He never shows concern over them or anything, except scolding them about keeping the webs untidy
Spiders? What does caring for spiders have anything to do with Katz's inclusion? He was still shown as being very sadistic and there's also the fact that the spiders never appeared again. There's also the fact that again when he had no further use for his guests on the submarine, he tries to blow them to kingdom come, and most likely would do so again. There's also the fact that he takes jobs just so he could get a chance to kill people. Still, a pretty easy keep.

Caring for spiders would disqualify him for having an altruistic quality. But Lighty made a good case that he shows no actual concern for them.
Anyway, I think the submarine episode is worth mentioning as a heinous deed. He's planning to crush competition by killing innocent people.

- The Elder Quaie. He orders his soldiers to rape the women he's captured, before throwing them to the dogs, and wants to kill off the Sisterhood instead of bringing them in peacefully and reintegrating them into the Ylven Empires. The fact that his son is just as psychotic as he is shows that he wasn't any nicer to his family than he was to his enemies.
Fear, Loathing and Gumbo on the Campaign Trail '72
- Complete Monster: The Lesser Mao. He manages to be even worse than his predecessor, and not only does he carry on the worst policies of his predecessor and turn China into what is, effectively, post-Cold War North Korea meets Khmer Rouge-era Cambodia, he also suppresses a military rebellion by [[spoiler: nuking the rebel-controlled city of Kwangsi, making it the first time nuclear weapons have been used in anger since Nagasaki.
- Complete Monster: Boy A. Upon discovering his PK powers, he uses it to rape 19 women (and killed 17 of them afterwards).
- Also, the Emperor in the flashback in Episode 2. After his coronation, he forces the crowd attending his coronation to keep clapping by psychokinetically immolating the first 100 people who stop clapping as "sacrifices" for the festivities, all of this done with a smile. And he was one of the early ones — they got worse and worse over time.
- One word: K. It's bad enough that he grew up as a sociopathic boy. And then he realizes that his Power Limiter doesn't work and proceeds to brutally slaughter 1,000 people (yes, that includes school children) on the first day of his rampage alone. The kicker? He gets euphoria from all the chaos he causes.
Somebody cut Kristoph and Phantom from Apollo Justice and Dual Destinies YMMV. Probably because the examples were bad and full of natter. Personally I think they should be re-added with the CM page entries. They both definitely qualify, unless anyone has any objections to either of them?
Also here's a ZCE from Xena, Warrior Princess: Complete Monster: Atyminius, who enjoys cutting brides-to-be into tiny pieces.
Honestly, I think this could qualify, but it's hard to say unless anybody here has watched the show.

The first example in FromTheNewWorld seems like OffscreenVillainy to me. From what I remember about the episode, the emperor is shown immolating people and K's rampage is shown, but I think that Boy A was just mentioned. Feel free to correct me if I'm wrong.

Just to be clear it was Jail, Precia, and Quattro who were voted as cuts? The only discussion I ever saw for them had them as keeps and the Hucks as cuts for being a group. I'll removed the three of them from the YMMV pages when I get a chance if so.
On an unrelated topic, would Darth Bane's Freudian Excuse disqualify him, or is it completely irrelevant since he basically stopped caring about it at all after leaving his homeworld behind and never used it to try and justify being evil?

The Lesser Mao sounds like a keep if he appears. Topping the historical Mao is impressive in and of itself, but as with many dictators featured in fiction, I have to ask if he is a direct villain or an offscreen Bigger Bad?
I'm actually doing a watch through of Hercules and Xena now. I'm only on Herc now, so I can't comment on Antyminus. However, Hercules has a guy who counts thus far.
Readd Kristoph and Dahlia with their Ace Attorney monster examples.
And yes, we voted the Nanoha big bads as cuts LONG ago. Also, no, Bane's Freudian Excuse means nothing. He himself stops caring about it utterly.

Ok, have some rewrites and others here.
For Hercules: The Legendary Journeys the page is a mess. Hera isn't pure evil and I don't know about the Sovereign. Dahak is a keeper if he has agency, and everyone in Hercules seems to. The real monster of the early seasons though, is Darphus and I'll let his writeup here speak for itself.
- Darphus of Hercules: The Legendary Journeys is the former second in command of Xena before her Heel–Face Turn. Darphus earns Xena's disfavor by sacking innocent villages and slaughtering women and children for fun. When Xena objects, Darphus stages a coup on her after trying to force her to murder a baby. When Xena survives the gauntlet to leave the army, Darphus tries to have her killed anyways. After being killed by Xena, Darphus is revived by Ares and carries on a brutal campaign of slaughter where he also has care of Ares' monstrous pet. Darphus feeds innocent victims to said monster and shows no hesitation in killing his own men as well just for displeasing him.
Also, an entry from the series Arago was deleted for no context. I'd like to do a writeup there.
- The Patchman, the Big Bad of the series AR∀GO: City of London Police's Special Crimes Investigator is a vicious Serial Killer initially dubbed "This Era's Jack The Ripper" for his depraved and random murders. The Patchman murdered The Hero Arago's parents and later his brother Ewan in the future. The Patchman is later revealed to murder people so he can take pieces of them to keep his own rotting body mobile. He is also responsible for empowering his servants, the Four Horsemen after taking advantage of their pain and despair to enlist them in ending the world and destroying humanity. He reanimates Ewan as a corpse with his consciousness trapped in his mind to mess with Arago, and at the final battle he possesses Ewan so Arago can know the despair of his own brother killing him.
One other I'd like to propose before I do my other writeups...likewise, I'll let his writeup speak for itself. The series is dark with a lot of Jerkass Gods but this guy takes the freaking cake except for two others, and they're heinous in different ways. One has minor redeeming qualities and the other's arc seems ongoing.
- Bai Lian of Feng Shen Ji manages to eclipse many of his fellow Jerkass Gods for evil. One of the Sage Kings of heaven, Bai Lian engages The Hero Wu Geng in combat and reminds Wu Geng of when he was enslaved in the mines. It is then revealed Bai Lian has murdered every slave who ever befriended or helped Wu Geng and presents their preserved heads to him. Bai Lian says he had no reason to kill them. He just felt like it. He is also forcing the mines' master, who loved the slaves, to assist him by holding the man's beloved son hostage. When Wu Geng convinces Master Li to help him, Bai Lian orders the child killed without a second thought. He also lures Wu Geng to where Wu Geng's grandfather Fu Yi is held hostage so Wu Geng will be forced to euthanize him. Bai Lian chose that spot solely so he could bask in Wu Geng's despair, knowing what the young hero would be forced to do and how it would affect him.
Now, for the past three...
- Queen Gedren of Red Sonja is an evil tyrant who opens the film by vamping on to Sonja herself. When Sonja resists her advances, Gedren has her family butchered and has Sonja gangraped by Gedren's soldiers. She later massacres a temple of peaceful priestesses to get her hands on an Artifact of Doom that will allow her to Take Over the World and shows no hesitation exterminating any country who resists her. When Sonja herself confronts Gedren later, Gedren says the lives of Sonja's family mean nothing next to a scar Sonja dealt her.
- Carmilla, the Blood Countess of the Vampire Hunter D film Bloodlust. Famed for her dark excesses when she lived, Carmilla was slain by the vampire King Dracula for her bloodlust and gluttony. However, Carmilla's ghost still haunts her old palace. She lures the Star-Crossed Lovers, vampire Meier Link and his mortal lover Charlotte to her with promises of protection, only to use her illusions to separate them and slice Meier in half before feeding on Charlotte and using her blood to revive herself. When D himself and other vampire hunters enter her manor, Charlotte uses her illusions to Mind Rape them with visions of their past. She murders one hunter and turns him into a vampire so he'll kill D and the other hunter Leila- his own adopted sister. When she fights D himself, she tries to torture him out of fury that he, a Dhampir himself, hunts her. Carmilla views herself as above any human being and when D bests her, she immediately tries to devour the rest of Charlotte's life, stopped only by the intervention of Meier himself.
- Revi Rah, the Evil Sorcerer Big Bad of Demon City Shinjuku made a pact with the powers of darkness for power out of envy over his fellow pupil Genichiro being superior to him. Promised power in return for granting the demons dominion over earth, Revi Rah defeats Genichiro but is prevented from summoning the demons further than Shinjuku. Men are killed, women raped and children go missing while Shinjuku becomes a twisted hellhole where demons prowl and Revi Rah himself reigns. When Genichiro's son arrives to stop Revi Rah, the sorcerer tries to have the world's president assassinated and use his daughter as a ritual sacrifice so he can complete his work and give demons dominion over all the world.

Pretty bad as well. Errtu is a Balor, which might be without moral agency and Vierna admits she was Brainwashed and Crazy. Vendes Baenre can count, and possibly Matron Yvonnel. Erivale has another he mentioned from later in the Drizzt stuff. A Shadovar Tiefling pedophile rapist.

Herzgo Alegni:
Unlike most of the relatively few rapists in the forgotten realms setting, Alegni likes preying on kids. At one point, he and his warband raided a village, killing all the men and taking possession of the women. Alegni took a woman hostage to force her ten year old daughter, Dahlia, to let him rape her. When he was finished, he had his men hold Dahlia upside down to make her more likely to get pregnant before he broke the mother's neck for fun. This is how we're introduced to the scumbag.
He also uses a powerful magical sword to enslave Artemis Entreri (a former villain who had undergone a Heel–Face Turn and just wanted to be left alone) as his personal assassin, and used the sword to stab pain directly into Entreri's soul whenever he was pissed or just plain bored. And on top of that, he's a high-ranking warlord in an army whose primary purpose is to slaughter as many people as possible for the purpose of appeasing some divine overlord or the other, but unlike them, Alegni only does it for personal power instead of any loyalty to anything. He also commits murder for the pettiest of reasons, like, say, somebody named a bridge after somebody else besides him, even though he had nothing to do with the bridge's construction.

Sometimes we miss a few things.
I did some checking around and I seriously have to question keeping Francis Wolcott from Deadwood. I mean this Wikipedia entry says it well:
"Wolcott is a self-deprecating and unstable character. He has a sexually violent attitude towards women and has murdered prostitutes. He seems unable to control these impulses and struggles to explain them, showing at times sorrow and regret for doing them, feeling ashamed in front of what he sees as normal people."
And his section on the character page lists several tropes that don't fit CM.
Having rewatched the show to season 2 I am inclined to cut everyone from Deadwood. Hearst seems genuinely horrified at Wolcott's proclivities but it may just be bad for business. At any rate the show is so damn dark but so many are given humanizing traits
I was doing some research on the Black Wolf from The Flight Before Christmas, and I found out that in the sequel, the Black Wolf had a sister named White Wolf who wanted to avenge her brother's death. Does this disqualify the Black Wolf?
I think Mercer overshadows Cassidy on the rape front alone. Serial rapist is worse than one rape, even if Cassidy is worse in every other area and can't count.
Also, you're right about Ezekiel Rage, I'd forgotten that
