Subverted. It may seem this way when Calia and Amber, despite being able to perform destructive spells at any moment, only can use them in battle after one point of the game. This is because they're holding back due to their morals and are very hesitant at causing collateral damage. Once the city's tech adapts to become more resistant to their moves, they have less incentive to hold back.
