Originally the Demonic Legion, this organization was intended to be a more diverse United Alliance of Evil as envisioned by the great Dark Specter to serve under Melkor's Grand United Alliance of Evil as a countermeasure against the sudden influx of Tokusatsu deities into the Pantheon. However, tensions erupted between the kaijin that originated from Japan's Shōwa eranote  and Heisei eranote , sparking a full-on civil war with only a minority left to participate in the war against the other Alliances. The Court of the Gods eventually put a stop to the madness and expelled the majority of the Legion from the Pantheon (as well as the Toku Base) in a crackdown against non-ascended entities that did not go through proper registration.

However, one significant group remained: Shocker. The vast organization of cybernetic mutant inhumanoids run by the mysterious Great Leader still endured as an ascended organization, able to call on the aid of every Monster of the Week ever used to combat their greatest enemies, the Kamen Riders. The Great Leader formed a pact with at least one hundred former Legionnaires: unite under his leadership and all of them would be members of the Pantheon. While some refused and left, the majority accepted. This has since made Shocker a Grand United Alliance unto itself, with none of the factional divides that led its predecessor into ruin. All listed villains covered under Dai-Shocker and Dai-Zangyack’s banners, with unlisted villains being present but not particularly as active thanks to the Courts’ threats of expulsion. For everybody else listed, they are given a registration pass thanks to being connected by one creator, Shotaro Ishinomori.

Their headquarters is a gigantic rock fortress in the middle of Shocker's temple compound with its emblem hewn into the front passageway. Countless laboratories and bio-mutation facilities exist to carry out Shocker's goal: to turn every deity in the Pantheon and eventually the fictional Omniverse itself into kaijin under the Great Leader's rule to unite it as one being. To note, the issue on conflicting goals between factions that would lead into infighting again is resolved by treating each like cells. Only commanding officers are allowed to interact with each other without permission.

In Cyberspace, the color of the Tron Lines for deities aligned with Shocker is Crimson, a darker shade of Red to signify its alliance with the GUAE.

  • Group: Whatever organization they happened to work for or be tied to. Kaijin that don't serve a particular cause or work for themselves can be labelled as Independent.
  • Affiliated Members: Kaijin that serve directly under them or with them as partners. With the thousands of kaijin in this alliance, not all of them can be documented at once. This is where they go.
  • Reason for Joining: Exactly What It Says on the Tin
  • Loyalty to Shocker: Their loyalty to the organization as a whole. Do they have ambitions separate from the overall agenda of the organization, or do they work for themselves, their private groups or organizations, have relations with non-Shocker members or otherwise?
  • Threat Level: Their threat level to enemy groups. Take into account their skills, powers and general fear factor.
  • 2-3 flavor texts of basic information regarding the member. Don't go crazy. This is not supposed to be a full Pantheon profile, otherwise it would take all day to make one. You can write anything, though basic tenets that ought to be adhered to include their specific role and tasks within Shocker, relationships with Shocker and GUAE members as well as landmark Pantheon incidents. A special consideration for members with Western equivalents is how they are differentiated in-universe. Keep it simple.

  • The Great Leader founded Shocker on the basis of perfection, that is, perfecting the human race by forcibly turning them all into monstrous kaijin. He maneuvered his ascension into the Pantheon specifically to expand his organization's scope and operations. He once shared leadership of the Showa faction of the Demonic Legion with the Black Cross Führer before the Legion was dissolved entirely. He put forth to the various faction leaders for the sake of survival, they should join forces with him under the banner of Shocker so they could remain in the Pantheon. After all, in their respective universes most of them were part of the organization at some point and thus were obligated to serve him. Fights broke out, arguments were raised and thousands more died in the rush to preserve their lessening power in the face of expulsion that a majority agreed to the Great Leader's demands. Now, this Eldritch Abomination now leads one of the largest villain groups in the Grand United Alliance of Evil.
    • The Great Leader declares that despite being in the GUAE Mastermind, Shocker has no desire to pay lip service to Melkor and are their own organization separate from Melkor's Alliance. He's repeatedly stated that he can just go to someone else if Melkor were to throw them a deal they don't like.
  • Among the most powerful kaijin in Shocker (he wouldn't have been leader this long if not for that) because the limits of his power have yet to be tested, and all but the dumbest of his subordinates have a desire to rebel against him for fear of receiving his full wrath. Even if the Great Leader is defeated, he can simply re-incarnate into a new form at will that is indistinguishable from the previous form and can easily launch a counterattack against the betrayer with none the wiser. Only the Allied Commanders have ever seen the Great Leader in person; all other kaijin take orders from a speaker in the shape of the logo of whatever organization or group they work for. If a low-ranking grunt happens to be summoned to his chambers it's a sign that the Great Leader is very, very angry and whoever it is should say their prayers.
  • His true form (allegedly) is several times taller than Mount Fuji and could potentially annihilate an entire battlefield several miles away just by showing up. This form has never been seen in the Pantheon before so the GUAG has to take the Double Riders' word for it.
  • As Melkor's highest-ranking enforcer below the Four Horsemen and division leaders, Dark Specter keeps a close eye on him due to being the only other villain in the former Legion to be behind numerous seemingly unaffiliated villains. The Great Leader has neither confirmed nor denied any behind the scenes activity in the forming of the original Legion. However, he has been persuasive in attracting non-Toku villains to serve under him. Dark Specter remains wary since the Leader joined the GUAE Mastermind not long after Specter did, and he is worried about losing his power.

  • Reason for Joining: Was vice-leader of the Showa faction of the original Demonic Legion, so his good work for the Great Leader ensured him a good spot when the Legion became dominated by Shocker. As leader of the Black Cross Army, the Black Cross Führer represents the oldest known evil Sentai organizationnote  and thus is the leading voice for most Sentai villains, with the exception of some outliers.
  • Loyalty to Shocker: Medium. He's one of the few kaijin the Great Leader trusts to do anything on his behalf, but loyalty-wise, the Black Cross Führer only follows the Great Leader for personal survival and out of professionalism. He views his so-called boss as arrogant with his great power and complacent in thinking Shocker will remain with its Pantheon title. The Black Cross Führer works hard behind the scenes to ensure that as many Sentai villains as possible are loyal to him and him alone so that if the Great Leader falls, he can pick up the pieces and seize the throne of Shocker which he believes is destined for him.
  • Threat Level: High. Like the Great Leader, he is among the most powerful villains in all of tokusatsu with few that can rival him, yet chooses to let his subordinates take the lead in directly confronting his enemies. Whenever he decides to take charge personally, expect much destruction and carnage to ensue. The Black Cross Führer can alternate between his standard form, Heisei monster form, Black Cross Castle and the Black Cross Colossus, a giant fortress monster that has powers equalling that of King Ghidorah.
  • Some deride him as a "poor-man's version" of the Great Leader cooked up just to give Himitsu Sentai Gorenger a similar Expy. He maintains that he is different enough from the Great Leader to be a leader in his own right. Those who press the question have never been seen again. Those who call him Starro... well...

  • Reason for Joining: To seek out more challenging opponents to gain power to defeat his former friend Kotaro Minami/Kamen Rider Black (RX) for good. Plus, spiritual factions of Shocker have promised to erase his former identity of Nobuhiko Akizuki from his mind permanently or if no option is available, split Nobuhiko into a separate body so he can remain Shadow Moon forever.
  • Loyalty to Shocker: Medium. Despite being a loyal and trusted enforcer of the Great Leader's ideals (especially if it's Decade, who he ended up betraying anyway), Shadow Moon ultimately serves his personal honour and his rivalry with Kotaro. Think Char Aznable, but without a mobile suit, less likable and more inclined to petty evils.
  • Threat Level: High. Not as threatening as the planet-busters and leaders, but in experience and combat skills Shadow Moon is virtually unequalled, save for exceptionally skilled swordsmen like Kirito and Aragorn, son of Arathorn. Armed with three sabers; the Satan Saber as the Century King's personal weapon, and two Shadow Sabers from his Kingstone, ordinary opponents can be easily one-shotted by him and even the Empowered Badass Normals have trouble with him changing combat styles on the fly simply because he's that good. He is, after all, the Great Leader's best warrior.
  • One of the few members of Shocker to ascend in his own right, Shadow Moon is resolute in maintaining his independence. If the organization goes down, he will be one of those still standing, no question. Despite being Gorgom's supreme representative he maintains that he didn't choose to be so and is a lone wolf, much like Bio Hunter Silva. He still has a sliver of kindness and mercy maintained from Nobuhiko and this shred of emotion allows him to make rational and morally sound decisions if it proves necessary. This modicum of self-awareness is heavily frowned upon by the High Priests who have tried to put him under their control again but failed since Shadow Moon is under the protection of the Great Leader.

  • He's the reason why Kenji Tsukigata, Goh Omura, Rui Senda, and Arashi Busujima joined him in first place as Kemp, Obular, Mazenda, and Ashura as well as the aliens Guildos and Butchy. He revived them all (save for Omura, who joined the Toku Base) and caused some Laser-Guided Amnesia among them since they died... less than pleased with him. He has assigned Butchy to the Comedic Division, and is currently trying to find places for the others.
    • Has crossed the Moral Event Horizon in the eyes of the Toku Base when he quickly killed Butchy upon him accidentally regaining his memories all to provide a cover up.
  • Sadly, the Livemen didn't fought against him... much to his dismay. He only joined because he learned that Yuusuke was co-leader of one of the Toku Base's divisions. Given his tendencies, whether or not he's telling the truth is unclear.
  • His closest ally in the Legion is Great Doctor Lie Köpflen, as both are geniuses with god complexes who end up being The Unfought, though said god complexes sometimes tense things up between them.
  • Is somehow able to channel onto certain similarities with other Pantheon Gods such as Kirei Kotomine, Sol Badguy, Leonidas.

  • Reason for Joining: If there's one thing Daguva wants, it's violence. He seriously considered leaving the old Legion and joining the Grand United Alliance of Chaos with the promise of eternal battle before the whole restructure happened. He only joined the Great Leader's inner circle out of necessity, though he finds more and more of the new generation of Toku villains "surprisingly entertaining" opponents.
  • Loyalty to Shocker: None. It's a case of I Fight for the Strongest Side!. He'd gladly slaughter anyone, including fellow Gurongi and the Great Leader himself if it meant proving his superiority over all beings. The only thing Daguva is loyal to is himself and strength. Anything else is an unnecessary blight that he eventually intends to dispense with.
  • Threat Level: Very High. He supposedly clinched more kills in the Gegeru than all the other Gurongi combined and definitely instilled PTSD in some thousand more. Daguva is feared by his own kind (except perhaps a few close generals) and they generally avoid threatening him. That was Gooma's mistake. Kuuga Ultimate Form defeated him mainly because he wasn't at full capacity for the sole purpose of turning his enemy into a vengeful pariah like him. Power-wise, he's an incredibly skilled fighter with the powers of weather control and resurrection. His main deficiency is a lack of metaphysical powers like Mind Rape or high-level telepathy.
  • The Blood Knight that he is, Daguva spends his time in the House of Combat picking fights. Any foolish deity who challenges him tends to fall in a bloody heap on the floor (on the rare occasion Daguva leaves an intact body behind). His rampages in the area are legendary, and often end with him laughing madly atop of pile of flaming corpses and Kuuga being sent to stop him. Daguva sees Yusuke as a Worthy Opponent, which he doesn't reciprocate since unlike Daguva, he doesn't seek fights and only wants to make people happy.

  • One of the greatest enemies that the Super Sentai ever fought, commanding a very large amount of demons and armada that at first it took the sacrifice of all Super Sentai's power to wipe him out, and a bit of a 'cheat' by the Gokaigers to put down his empire in a state of defeat (and being bombarded by Super Sentai finishers, until Melkor and Dark Specter brought him back along with his mass armada. Even if he might look less 'threatening' than Basco ta Jolokia, his own fighting prowess and the amount of army are not to be underestimated.
  • His flaw: Enjoys sitting on his throne for waaaay too long.
  • Gets along VERY WELL with Black Cross Fuhrer/King, as they both serve as the greatest threats the Super Sentai division has ever faced.
  • It is said that if he combines the Zangyack armada along with Dark Specter's massive army, it will result the biggest army of evil ever faced that the Super Sentai and Power Rangers might need to do more than 'sacrificing their powers', and Dark Specter can muster more securities so the Gokaigers cannot even 'cheat out'.

  • Threat Level: High. His origins are theorized to be the same place the Great Leader came from.
  • The ruler of the Dogma Kingdom from Nebula B-6, he and his group seek to conquer Earth and destroy Kamen Rider Super-1. Baptized by the Dogma God, Terror Macro is borderline invincible all things considered, though what would be his undoing is his shoulder that serves as his only weakness. Since this weakness is commonly known, Macro’s threat is reduced significantly.
  • Almost caused minor civil war against Marshal Demon, the one who killed him to establish Jin Dogma. Was broken off by the Great Leader who foresaw this and said to both groups that if they seek to clash each other, then he’ll make sure both be annihilated before they even have the first weapon drawn.

Having absorbed ZO and J at one point, Shocker is wary of the possibility of Neonoid assimilating the Great Leader in a bid for power.
  • Threat Level: Very High, as Doras is considered the strongest kaijin Shocker has ever produced. Its capacity to evolve endlessly renders it limitless power, possibly rivalling planet-buster Toku heroes like Gaim and Kuuga. Just as powerful even without a kaijin body to act through due to highly attuned technopathic and telekinetic abilities.
  • Created to be the Ultimate Life Form by Doctor Mochizuki, Neonoid is a living pool of mass shaped like his son, Hiroshi Mochizuki. However, Neonoid was born incomplete and sought to force his creator to finish his evolution using Hiroshi. Even though Kamen Rider ZO destroyed Neonoid, Super Shocker revived it, proving that it can still match powerhouses like Kuuga and the multiverse-travelling Decade.
  • Made dangerous by its ability to assimilate anything to upgrade itself. A host body made from junkyard scraps named Doras was created by Neonoid and can absorb anyone entrapped by it, gaining new armor and appendages each time. When ZO was absorbed by Doras, it became Red Doras and assumed an even greater form after absorbing ZO a second time. In Movie War 2010, Doras absorbed the Dummy Dopant to became Ultimate D which overwhelmed both the Showa and Heisei Riders. Absorbing Kamen Rider J made it a giant on par with Biollante and absorbing remnants of the Fog Mother to become the destructive Fog Doras. One dreads to think what Neonoid can do now that it has a grander selection of things to absorb.
  • Regarded as a weaker counterpart to the Wild Card Evolto who refuses to enter any permanent gig with Shocker. Neonoid enjoys playing with a Worthy Opponent and lusts after the Blood Tribe as a future army over which it can spread its influence. Evolto does not think so kindly of Neonoid, disparaging it as an 'insipid kid'.

Of course, she lost but was revived by Shocker, knowing her desires for revenge would have her aid them in their cause.

Thought most aren’t allowed to see the Mothership’s form which is what Fog Mother might as well be considered to look like. Her children keep guard around the place though many would steer clear from them, not wanting to be secretly devoured.
