"The final chapter of Heisei Kamen Rider."

Kamen Rider Zi-O: Over Quartzer is the summer movie for Kamen Rider Zi-O, set to double-bill with Kishiryu Sentai Ryusoulger: Time Slip! Dinosaur Panic. The film serves as a tribute to Kamen Rider Drive and the Heisei era as a whole.

The Quartzers, calling themselves the Wardens of Time, appear after Sougo Tokiwa collected all of the Heisei Ridewatches. A grand conspiracy behind the birth of the King of Time becomes clear…

  • 11th-Hour Superpower: With the help of none other than Oma Zi-O himself, Sougo obtains the Oma Ridewatch and becomes Zi-O Oma Form to defeat Kamen Rider Barlckxs.
  • Actor Allusion: Jogen's casual outfit contains shades of black, similar to Syuusuke Saito's previous tokusatsu role of Ian Yorkland/Kyoryu Black.
  • Alternate Self: The Leader of Quartzer is stated to be the original future incarnation of Sougo Tokiwa. Oma Zi-O did not initially exist until Woz was given the Oma Advent Calendar, thus making the Demon King this.
  • All-Encompassing Mantle: All three of Quarzer's Riders have these, which they can throw off in battle.
  • Automatic Crossbows: Kamen Rider Zamonas has one as his weapon.
  • The Bad Guy Wins: Downplayed, as while SOUGO/Barlckxs fails to restart the world, a new era does replace the Heisei Era: the Reiwa Era.
  • Bait-and-Switch: The scene where Sougo is captured by Quartzer makes it look like his fellow prisoner is none other than Takeshi Hongo, the original Kamen Rider...and then it turns out to be Takeshi Kinashi, Kamen Norider.
  • Becoming the Mask: Even though he was loyal to Quartzer all along, Woz enjoyed having Sougo as his overlord and later defects back to him after he becomes Zi-O Oma Form.
  • Bling of War: The Quartzer Riders all have various gold pieces on them.
  • Breaking Old Trends: This is the first time in Zi-O to not have any Another Riders, instead showing other Riders as the Big Bad.
  • But Not Too Foreign: Krim Steinbelt's ancestor Clara in Over Quartzer is half Dutch, and is portrayed by half Japanese model Eru Aoba.
  • The Cameo: Takeshi Kinashi/Kamen Norider makes a cameo in the movie as a cellmate of Sougo once Barlckxs imprisons him. Despite his parodic origins, much of his appearance is him giving Sougo a rather serious speech about how if Norider fought evil at all as The Unchosen One, then there's no reason Sougo can't, seeing as how despite being a pawn in Barlckxs' gambit, he was still gifted with the Ziku Driver and Ridewatches.
  • Chest Blaster: The Roborider Ridewatch gives Zonjis the power to fire a Macross Missile Massacre from his chest.
  • Cool Sword: Barlckxs wields one modeled on Black RX's Revolcane, which might be named "Quarcane"note .
  • De-power: Go Shijima/Kamen Rider Mach gets hit with this early on due to him handing over the Mach Ridewatch, draining his history as Mach in the process and erasing his memory. After Zi-O Oma Form evokes the Heisei Riders and their stories into reality, he briefly gets it back and transforms into Mach once more.
  • Dramatic Irony: Geiz, who's spent the whole series trying to kill Sougo, turns out to be the true identity of Sougo's idol Oda Nobunaga.
  • Early-Bird Cameo: Continuing the trend, Kamen Rider Zero-One makes his first appearance in this movie, first appearing in Sougo's dream during the beginning of the movie before later showing up for real in The Stinger to fight Zonjis.
  • Epic Fail: Kamen Rider Zero-One's arrival in The Stinger, leaping over Kamen Rider Zonjis... and proceeding to crash headlong into a garage door.
  • Even Evil Has Standards: That 11th-Hour Superpower mentioned above? It’s Oma Zi-O’s Godzilla Threshold.
  • Face–Heel Turn: Woz betrays Sougo and reveals his true allegiance to the Quartzer. Though he returns to his side by the end, foiling Quartzer's attempt to reset the Earth by destroying his Advent Ohma Calendar.
  • Foreshadowing: Kamen Rider Barlckx's visor resembles Oma Zi-O's, from the clock hands being in the same 10:10 position to the shape of the kanji. He's later revealed to be a future version of Sougo, as well as the original.
  • Historical In-Joke: Nobunaga being portrayed as a goofy coward and skirt-chaser might seem surprising to some viewers, but for those who know their Sengoku history it's a sly reference to how Nobunaga was called "The Fool of Owari" in his teenaged years because of his unusual behavior; the movie simply implies that he never grew out of it.
  • In the Back: Woz gets stabbed through the back by Barlckxs for betraying the Quartzer and returning to Sougo's side.
  • Kill and Replace: On a universal scale. SOUGO's plan is to erase the Heisei Era by hijacking the Dai-Mazines to open up a time portal to a past version of Earth and collide the present-day Earth with it.
  • Leaning on the Fourth Wall:
    • Sougo dreams about being replaced by a new Rider named Zero-One.
    • Woz takes this on as a Running Gag within the film. At first he states that he's not going to adopt period-appropriate clothing in the Sengoku era, to avoid confusing our viewers. Later, he points out that the Heisei Riders were incoherent, so they decided to mix them into “one anniversary rider”.
    • The villain's motive is that Heisei era continuity is too disjointed and it needs to be replaced with something that makes more sense. The final battle takes a wrecking ball to that wall, between talk of the value of the era even if its continuity is screwy, and non-canon Riders and forms hopping off of posters and comics, Manga Kuuga even remaining a drawing.
  • The Man Behind the Man: While Swartz was the one who instilled the idea of becoming a king into Sougo's head, SOUGO is ultimately the one responsible behind the birth of Oma Zi-O, as the Demon King of Time didn't originally exist until he gave Woz the Oma Advent Calendar, containing detailed steps for Quartzer to take to shape his younger self into the feared tyrant of 2068.
  • Massive Multiplayer Crossover: This film features appearances from Kamen Norider, Kamen Rider G, Kamen Rider Kuuga from the 2015 manga, the Goriders, Kamen Rider Zangetsu in his Kachidoki Arms form and Kamen Rider Brain, not to mention Kamen Rider Zero-One in The Stinger.
  • Mythology Gag:
    • The three Quartzer Riders, Kamen Riders Barlckxs, Zonjis and Zamonas are all based on "Lost Heisei Riders", series that aired in the Heisei era but are not typically considered Heisei Rider series.note
      • Each of the Quartzer Riders imitates their inspirations' transformations in terms of both posesnote  and effects. They also possess Ridewatches for their inspirations: Barlckxs has Black RX, Roborider and Biorider, Zonjis has Shin, ZO and J, and Zamonas has Amazons Alpha, Omega, and Neo.
    • Just like Build's summer movie, this movie is also named after its theme song, with the film's theme song being sung by the featuring artist of the show's theme song.
    • Both meta and in-series for Drive, the series which is the main focus for tribute in this movie: Krim Steinbelt's ancestor living in Sengoku period Japan is a reference to the fact his actor (Chris Peppler) is an actual descendant of Akechi Mitsuhidenote  a Sengoku period warlord who betrayed and murdered Oda Nobunaga. Mitsuhide Nira, one of minor antagonist in Drive, is named after said warlord, who is in fact a corrupt police officer aligned with the Roidmudes who set up Shinnosuke Tomari after he is revealed to be the culprit of his father's murder out of pettiness and jealousy.
  • Non-Serial Movie: Played with. This film is supposed to be served as an alternate ending to the TV series as it takes place immediately after episode 43, with the Final Stage further affirming itself as a sequel to the movie set in its Alternate Timeline. However, the Quartzers hit the Reset Button at the end, and Geiz mentions Gō Shijima later in the series. The theme of the movie itself is that the value of a story should not be reduced to determining how neatly it fits into an established continuity, so the artistic intent is likely that you should not care how canon it is or isn’t to the show.
  • Rank Scales with Asskicking: In the first half of their climactic battle, Barlckxs is shown to match the likes of GrandZi-O, accompanied by several other Riders of the likes of Kuuga and Gaim, with terrifying ease, showcasing why he's the Leader of Quartzer as well as the King of Time.
  • Red Herring: Used by Barlckxs. He created Oma Zi-O to act as a decoy for his enemies so he could go about his plans unhindered.
  • Refugee from TV Land: Zi-O Oma Form's powers appear to work by both summoning the Heisei Riders from memories, and also evoking Riders that are fictional even in-universe, invoking this trope. Zangetsu Kachidoki Arms (implying the stageshow where the form appears is a Show Within a Show), Brain, the Goriders, and even a drawing of Kuuga's manga adaptation come to life this way.
  • Shout-Out: The "board-shield" Barlckxs uses to try to defend against the All Rider Kick becomes emblazened with the kanji for "Heisei", which is a reference to the way the names of the Heisei (and later Reiwa) Eras were revealed to the general public.
  • Significant Anagram: All of Quartzer's Riders are named using anagrams of the Riders they represent:
  • Straw Fan: SOUGO is essentially a caricature of a Kamen Rider fan hyper-obsessed with the series' lore whose evil plan to create a "more consistent" era to replace the Heisei amounting to a cosmic-wide Fix Fic. The final battle is the franchise itself acknowledging and accepting its various inconsistencies; Zi-O's side summoning side-characters like Zangetsu Kachidoki Arms, the Goriders, Kamen Rider Brain, Manga Kuuga and even Kamen Norider - parodies and alternate Riders/Forms who remain separate from the lore yet no less valuable.
  • The Stinger: After the main final scene, Kagen/Zonjis is seen stumbling around before Kamen Rider Zero-One shows up and promptly crashes through a garage door. Though Zonjis attempts to resist with the Robo Rider Ridewatch, Zero-One kills him for good with the Flying Falcon's finisher.
  • There Is No Kill Like Overkill: Zi-O Oma Form defeats Barlckxs by summoning the past 19 Riders in their Super Modes to all perform their finishers on Barlckxs, along with Geiz.
  • Thinking Up Portals: SOUGO’s ultimate plan is to use the Dai-Mazines to open up a time portal leading to a past version of Earth, then collide the present-day Earth with it. By doing this, he intends to erase the Heisei Era with a new Era of his own.
  • Title Drop: The name of the movie and the main antagonists, "Quartzer," takes their name from the name of Zi-O's opening song, "Over Quartzer."
  • Unexplained Recovery: Woz appears again closing the epilogue despite dying to Barlckxs' attack. When asked how he came back to life, he just replied that the future is a mystery.
  • Villainous Rescue:
    • Oma Zi-O shows up to deliver Sougo the Oma Zi-O Ridewatch for him to use against Barlckxs.
    • At the end of the movie, after Tsukuyomi and Geiz disappear due the alterations made to the future, the Quartzers restore the timeline so they and Woz are revived.
  • Wham Line:
Woz: Rejoice! He is the symbol of the new Reiwa Era! And his name is Kamen Rider Zero-One!
  • What Happened to the Mouse?: There is no explanation on what happened to the Ridewatches that Barlckxs and his two subordinates used, after their defeat. Especially when The Stinger shows that Zonjis is defeated not by Zi-O or anyone else from his group, but by Zero-One.
  • You Will Be Beethoven: When Oda Nobunaga turns out to be a cowardly womanizer who doesn't want anything to do with warfare, Geiz is conscripted into taking his place, which is where his reputation as a fierce general came from.
