The manager of the Velvet Room. He bestowed the Metaverse Navigator on Izuku and his friends and guides him on his way as part of Izuku's "rehabilitation" as a phantom thief.

He represents the Fool Arcana.
  • Cryptically Unhelpful Answer: Specializes in delivering these, oftentimes ignoring Izuku's questions entirely to continue monologuing, much to the teen's frustration. What he does give straight out is quite helpful.
  • Face of a Thug: He's freaky looking even by the standards of a world where people with the head of a snake are accepted as normal members of society. He is still an important ally of Izuku who informs him of the workings of the Metaverse and provides him the Metaverse Navigator as well as improving his ability to handle more Personas.
  • Gag Nose: As per Persona tradition, Igor's nose is as long as ever.
  • Gonk: He has lanky, noodle-like arms and fingers and an obscenely long and hawkish nose.
  • The Mentor: Igor is Izuku's guide to his new abilities and grants him abilities like the Third Eye and fusions to create new Personas.
  • Took a Level in Jerkass: Longtime Persona players will notice that Igor now refers to the Velvet Room as "my Velvet Room" and the execution-style Persona fusions he provides are much more brutal than previous fusion methods in the series. That said, he's still supportive of Izuku's "rehabilitation" and gives him plenty of advice (albeit wrapped in plenty of cryptic phrases) and abilities to help him as a phantom thief.
  • Super-Empowering: He gave Izuku and the other Thieves the Metaverse Navigator app and also gave Izuku the ability to use the Third Eye.

    Sojiro Sakura (Hierophant)

Izuku's guardian for the duration of his probation. Sojiro owns and runs a hole-in-the-wall called Cafe Leblanc, which primarily serves its proprietary coffee-curry combo. He's dismissive of Izuku at first and only took him in as a favor to Inko, but soon finds himself taking a shine to the boy as he spends more and more time with him.

He represents the Hierophant Arcana.
  • Adaptational Nice Guy: He warms up to Izuku faster than he does with Ren, primarily because Izuku is just so darn meek and timid that it's hard not sympathize with him, especially after learning about Izuku's Tragic Dream.
  • Adaptation Expansion: From what little we know of his past, Sojiro used to be a government official who knew Shido and Wakaba. In Thieves Can Be Heroes, he's implied to have worked for the Public Hero Safety Commission. At the very least, he used to be a commissioner before quitting.
  • Berserk Button:
    • He takes his business very seriously and threatens to have Izuku's ass on a silver platter if he ever serves a bad cup of coffee.
    • Bringing up Futaba is a quick way to earn his ire.
    • Mistreating children in general is his biggest Berserk Button. His relation to Futaba aside, this is realized at the end of chapter 34 when both he and Izuku were unable to save Eri from Overhaul. He is livid at Lemillion (Mirio) for his decision to let her go to that monster.
  • Change the Uncomfortable Subject: He immediately changes the subject after Inko brings up Futaba, telling Izuku and Inko to go out without him because he has a shop to run.
  • Cool Old Guy: As he warms up to Izuku, he quickly becomes this, letting Izuku keep Morgana around despite the trouble a cat could cause for his restaurant and refusing to let Izuku go without compensation when he offers to help out around Leblanc.
  • The Cynic: He believes that you can't change one's station in life and you're better off keeping your head down than trying to rock the boat in the face of injustice.
  • Defrosting Ice King: Sojiro is hostile and dismissive of Izuku at first as part of his facade in hopes of getting Izuku to change his behavior. He loosens up as he gets to know Izuku better, becoming friendlier and more reasonable as Izuku manages to (as far as Sojiro knows) stay out of trouble. By the time Inko visits, Sojiro is heaping praise on Izuku for his good behavior and willingness to help out around Leblanc.
  • Double Take: He has this after walking in and finding Izuku doing the dishes.
    Izuku: O-oh, hey Sakura-san. Just give me a minute. I'm halfway through.
    Sojiro: Gotcha, I appreciate-wait, what?
  • Foil: To Sae. Both have minors under their care (Izuku for Sojiro and Makoto for Sae) and tend to be emotionally distant from them while insisting that they remain out of trouble. But while Sojiro keeps up a poorly held facade to be Izuku's disciplinarian, Sae is secretly a Resentful Guardian who is envious of Makoto's supposed freedom to do what she wants while Sae is stuck in a job she hates to provide for the both of them.
  • The Gadfly: He pokes fun at Izuku's ever-expanding list of female contacts, embarrassing him by calling him a womanizer in the making.
    Sojiro: Ah, you're back. Pretty late, too. [smirks] Walk another lady friend home?
    Izuku: [blushing] N-No, Sakura-san. I-I told you it's not like that.
    Sojiro: You know, it looks more suspicious when you react like that. [chuckles when Izuku flinches] Maybe that nice guy act is paying off. You're smoother than I thought.
    Izuku: I seriously doubt it…
  • Hey, You!: He never actually calls Izuku by his name, usually calling him "kid".
  • Hidden Heart of Gold:
    • He tries his best to remain distant from Izuku to act as his disciplinarian, but can't help but sympathize with Izuku's plight. He frequently takes a softer tone immediately after reprimanding Izuku when he sees the boy's downcast face and notices when Izuku is feeling down.
    • While he's cross when Izuku brings Morgana home without telling him in advance, he ultimately allows it so long as Morgana stays out of the restaurant, figuring that taking care of an animal would keep Izuku out of trouble. He also brings up food for Morgana minutes after telling Izuku that he wouldn't feed the cat.
  • Kindhearted Cat Lover: Despite proclaiming that Izuku should not have brought a cat home and that he wouldn't feed it, Sojiro brings up fish for Morgana to eat within minutes of making that declaration. He also expresses a desire to name Morgana and blames Morgana's cute purring for making him change his mind.
  • Papa Wolf: He is very protective towards Futaba, even if we haven't been introduced to her in the story proper. And it isn't just Futaba - Sojiro treats Eri much the same way and is ragingly pissed off at Mirio when he lets Overhaul walk away with her in tow.
  • Real Men Wear Pink: He's always seen with a pink dress shirt and makes addictively delicious coffee and curry.
  • Reasonable Authority Figure: While he's stern and judgmental of Izuku at first, he becomes much fairer as they spend time together. He doesn't speak ill of him more than necessary and only chews Izuku out after he's late to school on the first day and brings home Morgana without telling him. Sojiro also wants to compensate Izuku for offering to help out around Leblanc despite the latter's refusal and is happy to give Inko glowing praise about her son because (as far as he knows) Izuku has stayed out of trouble for the duration of his stay thus far.
  • Smoking Is Cool: He smokes and is definitely a Cool Old Guy.
  • Stern Teacher: He doesn't pull punches after offering to teach Izuku how to make curry and coffee, demanding that he learns the preferences of every single one of his customers on top of learning the recipes and mechanics behind cooking.
    Sojiro: This may not be the busiest shop around, but I certainly take pride in my coffee. That's why I won't have you making anyone coffee until you've gotten the hang of it. You serve a bad cup to anyone and I'll have your ass on a silver platter. Got it?
    Izuku: C-Crystal clear!
  • Supreme Chef: He makes excellent coffee and curry. Izuku is surprised to learn that the two pair extremely well together.
  • Tough Love: He treats Izuku with a firm hand at first, believing him to be a delinquent and a criminal because of his record, reprimanding Izuku for butting in when he could have gone to a trained professional like a police officer or a Hero. He also asks Izuku if he even considered the consequences for meddling before jumping in the way he did and outright tells Izuku that he doesn't particularly care what happens to him. That said, he's quick to sympathize with Izuku after seeing how coldly the Shujin Academy staff were treating him and seeing Izuku's despair at the thought of never being able to achieve his dream of becoming a Hero.
  • What the Hell, Hero?: Calls out Mirio for letting Overhaul walk away with Eri. He then has Mirio give Nighteye an indirect one.
    "Tell him that he needs to send your ass back to school, and to take his plans and shove them up his ass!"

A budding, young inventor and a member of Class 1-H, the Support Course at U.A. High. As eccentric as she is brilliant, her complete disregard for the safety and well-being of her guinea- er, test subjects has left her without willing candidates to help her fine-tune her "babies" until Izuku agrees to help her in exchange for getting some of these devices for himself.

She represents the Fortune Arcana.
  • Adaptational Angst Upgrade: Mei's family life is never mentioned in My Hero Academia but there's no hint that there is anything problematic there. In Thieves Can Be Heroes, Mei confides in Izuku that her parents don't want to interact with her.
  • Alliterative Name: When written in traditional Japanese name order, her name reads "Hatsume Mei".
  • Anime Hair: Her hair is pink and resembles the fronds of a sea anemone.
  • Attention Deficit... Ooh, Shiny!: Don't expect her to pay much attention to you if you aren't planning on talking about or helping her create and test her inventions.
  • Attention Whore: Not for herself, but for her inventions. She shows off in the middle of Shibuya because she wants to get recognized by her sponsors and find guinea pigs for her newest babies even as she's getting chased down by the police.
  • Berserk Button: She despises copycats who would take her work and imitate it to remedy their own lack of creativity, repeatedly warning Izuku that there will be hell to pay if she catches him handing her babies to anyone else.
  • Brutal Honesty: She doesn't mince words when talking about how she needs someone so she can test things without risking injury to herself.
    Mei: Thanks to you, my babies can be cared for properly without delay! I'll get data I need and won't risk injury to myself!

  • Bunny-Ears Lawyer:
    • The single most brilliant inventor in the Support Course, but is extremely hard to get along with because of just how obsessed she is with her "babies" and unconcerned she is for the actual well-being of her test subjects. Both Izuku and Ryuji believe that she's utterly insane.
    • Ditzy Genius tendencies aside, Mei at least has the common sense to ask why exactly Izuku would want her inventions and the specific Hero School he claims to attend. While she stops short of actually verifying the information he gives her, it proves that she has the sense to not just hand out her potentially dangerous “babies” to anyone willing to help her out.
  • Comically Missing the Point: She totally misses the fact that Izuku bruised his stomach while using one of her inventions, only taking note of her Wire Arrow's overly tuned propulsion system.
  • Ditzy Genius: She's an unparalleled Wrench Wench within U.A.'s Support Division, which is already among the best around. But she's also a hyperactive girl with terrible social skills and little regard for the safety of her test subjects.
  • Exotic Eye Designs: Her irises are shaped like crosshairs.
  • Flash Step: She closes the distance between herself and Izuku instantly when she's excited. Especially notable because she doesn't have a movement enhancement Quirk and she doesn't go through the same physical training as the Hero Course students. Izuku also struggles to keep up with her despite running regularly with Ryuji.
  • Gadgeteer Genius: Give her enough time and she can make inventions that will compliment any Quirk.
  • Grappling-Hook Gun: Well, belt, but her Wire Arrow is a harness that functions like this, being accurate up to a hundred meters and rapidly pulling the user along to greatly enhance their mobility. Unfortunately, it's very hard to use and the propulsion system is overturned when Izuku is set to test it, resulting in him flying into a tree and bruising his stomach.
  • I Call It "Vera": Her inventions are her "babies" and her newest ones are called "newborns". When she's interrogating Izuku to see if he's a spy for another Support Course, she wonders if he's trying to smuggle out her work so that others can "dissect" (reverse-engineer) them.
  • Made of Explodium: She offhandedly mentions that she can't show anything to Izuku inside of U.A. because one of her inventions blew up inside of the support labs.
  • Meaningful Name: Her name comes from "hatsumei", the Japanese word for "invention".
  • The Nicknamer: She calls Izuku (and whoever else is brave enough/dumb enough to agree to help her test things) her guinea pigs.
  • Parental Neglect: Mei admits to Izuku that her parents always gave her the space and freedom to work on her inventions, but that wasn't to support her dream, but to keep her from pestering them. Mei wants to show her work to her parents, but it's clear they won't be attending the Sports Festival to support her.
  • Shout-Out: Mei explicitly attributes the Wire Arrow's development to a device she saw in an "old anime" she watched.
  • Super-Senses: Her Quirk, Zoom, gives her telescopic vision, but she rarely uses it unless she's trying to examine someone particularly closely due to spending all of her free time inventing.
  • Tricked-Out Shoes: Her jet boots, which allow her to hover off the ground and easily scale buildings with speed and grace.

    Caroline & Justine (Strength)

Caroline (Left) and Justine (Right).
A pair of identical twins who serve as the wardens of the Velvet Room. They're responsible for fusing Izuku's Personas into stronger ones and take their orders directly from Igor.

They represent the Strength Arcana.
  • Always Identical Twins: They look virtually identical aside from differences in hairstyle, clothing, and the writing on their caps.
  • Ambiguously Human: They look like human girls, but they're born from humanity's collective unconsciousness.
  • Blue Is Heroic: They're devoted to Izuku's rehabilitation and are clad entirely in blue and black.
  • Bodyguard Crush: They begin developing one towards Izuku after he earnestly thanks them for helping him out. Caroline furiously denies this, while Justine teases her sister about her growing affections towards him. Izuku is oblivious to this for the most part.
  • Brutal Honesty: Both Caroline and Justine are quick to comment on Izuku's meekness and sensitivity and have their own ways of telling him that they don't expect him to be rebellious at all.
    Caroline: Hmph. Try and struggle all you like! Though you don't look very tough.
    Justine: We wardens are here to protect the inmates. We are also your collaborators. That is, if you remain obedient. Though you don't look the type to rebel.
    Izuku: I get the feeling you're both making fun of me…
  • Good Cop/Bad Cop: Their treatment of Izuku is this. Caroline constantly belittles Izuku and voices her belief that his "rehabilitation" is impossible, making her the "Bad Cop". Justine is more supportive but doesn't shy away from using Brutal Honesty, making her the "Good Cop".
  • Good Is Not Nice: Caroline and Justine will do whatever is required of them as part of Izuku's training as a phantom thief, but that doesn't mean they're going to be nice about it, frequently mocking him and being unreasonably cryptic and demanding at times.
  • Identical Twin ID Tag: They can be most easily told apart by their differing hairstyles and eyepatch positions. Their hats also spell out every other letter of "oxymoron", with Caroline's hat having "X-M-R-N" and Justine's hat having "O-Y-O-O". Caroline carries a shock baton while Justine carries a clipboard.
  • Lawman Baton: Caroline carries a shock baton to beat the bars of Izuku's cell.
  • Mystical White Hair: They're the wardens of the Velvet Room and have unnaturally white hair to match. Coupled with their Supernatural Gold Eyes, it emphasizes how otherworldly they are.
  • Red Oni, Blue Oni: Caroline is the loud-mouthed and openly disrespectful of the two, frequently making fun of Izuku while telling him to get in line. Justine is more of a Gentleman Snarker who interweaves her blase statements with Brutal Honesty.
  • Stunned Silence: Both twins are completely stunned when Izuku thanks them for helping him become a phantom thief.
  • Supernatural Gold Eyes: Well, eye, but both of them have these.

    Munehisa Iwai (Hanged Man)

The owner of Untouchable, a back alley airsoft gun store in Shibuya. He regularly sells model guns for cosplayers and enthusiasts, but he also has a stock of airsoft guns that resemble the real thing as part of his "special menu". The Thieves visit him to buy new guns for dealing with Shadows and to stock up on ammo.

He represents the Hanged Man Arcana.
  • Adaptational Badass: While he was never seen fighting in-game, his past with the yakuza implied he's faced his fair share of danger before. In Thieves Can Be Heroes, Iwai is strong enough to go toe-to-toe with Mirko, a Pro Hero.
  • Arms Dealer:
    • He deals in airsoft guns, but the Thieves go to him because the guns he sells look close enough to the real thing that the Shadows believe them to be so. The Cognition effect can then kick in to make them act like the real thing within the Metaverse. He also has a "special menu" of even more realistic guns that can go for hundreds of thousands or even millions of yen.note 
    • He also makes it clear that he plans on running a respectable business, always running background checks on those who want to buy from the aforementioned "special menu" and never selling to criminals or Villains.
  • Badass Longcoat: Wheres a stylish gray long coat.
  • Comic-Book Fantasy Casting: He looks a lot like Jason Statham, and at one point in development was even wearing one of Statham's costumes from the 2013 film Hummingbird.
  • Face of a Thug: He's coarse and doesn't mince words, but he's not as bad as he seems. He's also legitimately creeped out by Izuku's mumbling about what firearms the Thieves are going to buy. He's also a genuinely caring, if distant, father to his son Kaoru, and offers to pay Izuku full price for his loot as thanks for helping Kaoru even though it would only break even for Iwai himself.
  • Leitmotif: Layer Cake
  • No Questions Asked:
    • His policy in regards to buying and selling loot, though he does have serious questions about where the hell Izuku is getting his stuff from but doesn't push the matter further.
    • Later on, he does get suspicious of why Izuku is so interested in buying hyper-realistic guns since he doesn't look like an enthusiast and is more likely to be interested in Heroes than firearms. It takes Izuku's exaggerated bowing and enthusiasm to convince him otherwise.
  • Odd Friendship: Despite his former ties with the yakuza, he's friends with Mirko, a well-known hero. Iwai himself seems confused why she associates with him since she met him during his yakuza days, albeit toward the end of his tenure with them if not having quit by that point.
  • Oral Fixation: He always has what appears to be a cigarette or toothpick in his mouth. It's actually a lollipop.
  • Troubled, but Cute: Given his old life and past ways, the combination of his tough personality and soothingly deep voice easily make him this.

    Tae Takemi (Death)

Arcana: XIII. L'Arcane sans nom (The Nameless Arcana, a.k.a. La Mort [Death])

Quirk: Pipette Hands

The owner of a back-alley medical clinic in Yongen-Jaya, she's the subject of numerous rumors that say she's concocted a miracle drug that can give its user unlimited energy. Izuku goes to her for her expensive but effective medical supplies to keep the Phantom Thieves healthy, eventually taking up a part-time job to be the test subject of a new drug she's designing in exchange for discounts on her items. Her Quirk is that the palms of her hands are made of a sponge-like material. She can soak liquids into her hands and wring them back out. She uses this Quirk to mix chemicals for her medicine.

She represents the Death Arcana.
  • Anger Born of Worry: As mentioned below, she's furious with Izuku for being dumb enough to drink an unknown chemical solution from someone he barely knows, which is yet another indication that she's not the quack she makes herself out to be.
  • Back-Alley Doctor: She runs a barely visited clinic in the back streets of Yongen-Jaya, preferring to focus on her research instead of trying to find patients. She has a whole line of home-brewed drugs and medicines (some of which are only barely legal) and rumors circulate about her being a Snake Oil Salesman or a drug dealer. Despite this, she does care about patient safety and chastises Izuku for taking a drink of unknown chemicals from her when they've only met twice, not expecting him to actually go through with it.
  • Brutal Honesty: She outright calls Izuku an idiot for taking an unknown medicine from her when they've only met twice.
  • Bunny-Ears Lawyer: She takes almost sadistic pleasure in watching Izuku squirm, has a morbid sense of fashion, and is just plain creepy at times, but that doesn't change the fact that she's a brilliant physician.
  • Gargle Blaster: The concoction Takemi has Izuku drink to test his bravery was designed to release an odor comparable to Surströmming, the world's worst smelling food, upon making contact with stomach acid. The horrid stench it produced puts Izuku in a coma for several hours and causes him to repeatedly fade in and out of consciousness. The taste wasn't much better since it was an eye-opening mix of bitter and sour that Izuku only barely managed to get down.
  • Hospital Hottie: She has a fairly curvaceous figure for a desk-working doctor and Izuku struggles to speak with her.
  • Labcoat of Science and Medicine: Wears it while on the job.
  • Leitmotif: Butterfly Kiss
  • Perky Goth: Aside from her Labcoat of Science and Medicine, she wears a black dress, a choker, and studded belt. Despite dressing this way, she's nothing but professional most of the time, unless she's trying to get a laugh by watching someone's reaction.
  • The Tease: After realizing that Izuku Cannot Talk to Women, she begins mixing Double Entendres into her language just to watch him squirm for a quick laugh.
    Izuku: [after Takemi mixes up a drug for him to take with her Quirk] B-but you... but I... you just... I... your hand...
    Tae: [raises an eyebrow] My hand? [realizes what's going on] Oh~, I see. You seem like the type to have trouble with girls. I can see how this might be a bit much for you. [chuckles as Izuku suffers from a Luminescent Blush] If it's any consolation, none of my blood or actual skin touches the medicine. The pouches in my hand are different from the rest of my body. So really... there's only a small taste of me in the medicine.
    Izuku: [practically steaming] Wh-why did you have to word it like that?!
    Tae: [smirking] I'm sorry, but I couldn't help it. With your personality, you make it fairly easy.
  • Tempting Fate: She's surprised when Izuku doesn't seem to react to her drug moments before the effects actually kick in.
    Tae: Still, I'm impressed that you haven't had a reaction yet. I guess you're a bit tougher than you look.
    Izuku: Ye-yeah, I guess-wait... [moment of realization as his eyes widen] Reaction? [quickly overwhelmed by the most nauseating smell as he blacks out]
    Tae: Oh... um... game over, I guess...
  • The Wonka: Izuku is incredibly impressed at how effective Takemi's medicines are and the fact that they are non-addictive even as the Thieves use them liberally to treat their wounds and keep up their stamina while running around in the Metaverse.

    Sadayo Kawakami (Temperance)

The homeroom teacher for Ryuji's class, she frequently works overtime and is asked to be Izuku's guide on his first day of school. Apathetic at best, she is genuinely shocked at the idea that a meek, Quirkless teen like Izuku could have an assault charge.
  • Apathetic Teacher: She's disgruntled at the thought of acting as Izuku's liaison on his first day at Shujin Academy and is annoyed at the extra work she's doing. That said, she's genuinely confused at the discrepancy between Izuku's record and the boy himself.
  • Demoted to Extra: She gets considerably less focus and screen time in the early parts of the story because of Izuku's first-year status, which means he isn't in her class. Subverted come Chapter 31, where Izuku runs into after she just finished her second job as a maid, kick-starting the Temperance Confidant.
  • Innocently Insensitive: In Chapter 41, when Izuku starts her Confidant proper, she accidentally rubs in how Izuku's dream of going to U.A. was ruined, both citing his Quirkless nature and his record. She quickly realizes her mistake and apologies, but Izuku isn't too upset about it and knows she didn't mean to rub salt in the wound.
  • In Spite of a Nail: Izuku still finds out about her second job even though he refused to go along with Ryuji and Mishima's maid scheme.

Quirk: Bound

A self-proclaimed Pop Idol who performs "Guerrilla Concerts" on the streets of Japan to soak in her growing fanbase's attention. Her Quirk, Bound, allows her to leap high into the air for as long she has a foothold. In exchange for acting as her manager, she agrees to publicize the Phantom Thieves for Izuku.

She represents the Devil Arcana.
  • Age Lift: The My Hero Academia: Vigilantes series takes place several years before the main events of My Hero Academia, but she's the same age as she appears in her home series here despite taking place several years later.
  • Attention Whore: She's just in it for the fame and nothing else.
  • Blackmail: Having gotten a page from Izuku's notebook with his schedule written on it, she now has evidence that he's visiting some shady places like a back-ally doctor and an airsoft store. She demands that Izuku help her organize her own schedule in exchange for her not spreading copies around at school.
  • Composite Character: She's the Devil Confident and helps promote the Phantom Thieves (albeit hesitantly) like Ichiko Ohya in the game.
  • Domino Mask: She paints one on her face while she's performing.
  • Green-Eyed Monster: Downplayed, but she resents the Phantom Thieves because Madarame’s confession drew people away from one of her concerts that she just so happened to be doing at the time.

  • In a Single Bound: Her Quirk allows her to jump to great heights and across great distances for as long as she has a foothold.

A meek and plain-looking boy in Ryuji's and Ann's class, he is a frequent target of Kamoshida's physical abuse both on and off the court. Izuku and Ryuji go to him first to start digging up information to help bring Kamoshida down.

He represents the Moon Arcana along with Shiho.
  • The Atoner: He apologizes to Izuku, Ryuji, and Ann for spreading rumors about them and not doing more to stop Kamoshida and promises to make it up to them. He's especially sorry to Izuku for leaking his criminal record, but Izuku can't exactly fault Mishima given the pressure he was under. He also feels guilty for telling Shiho to go to Kamoshida's office, believing that she wouldn't have attempted suicide if he had just dared to not buckle under pressure, which gets Mishima to start petitioning for Recovery Girl's help.
  • Foil: To Izuku. They're both considered plain-looking and have been the target of bullies their entire lives, which have reduced them to Shrinking Violets at the start of the story. But while Izuku was able to obtain the power to change society as he knows it and can't help but fight when he sees injustice, Mishima struggles to go against Kamoshida's word and is decidedly a Non-Action Guy. They also both blame themselves for Shiho's suicide attempt.
  • The Generic Guy: He frequently laments that he's exceedingly average and plain by Japanese standards. Combined with his Shrinking Violet tendencies, this makes him a frequent target of abuse while also making it impossible for him to get a date. The narration even lampshades this, calling him a "plain-looking boy" in contrast to the more vibrant descriptions he gives to the other characters.
  • Hero-Worshipper: After Kamoshida confesses, Mishima becomes a huge fan of the Phantom Thieves and wants to make them famous by starting a website dedicated to them called "The Phantom Aficionado Website", or the "Phan-Site" for short.
  • It's All My Fault: Similarly to Izuku, Mishima blames himself for Shiho's suicide attempt, believing that if he had enough spine to not pass the buck onto her, she would not have attempted suicide.
  • Last-Name Basis: He's exclusively referred to by his surname by practically everyone in the story.
  • Non-Action Guy: Mishima isn't one to pick fights the way Izuku and the rest of the Thieves do. What he can do is act as a vital source of information.
  • Secret-Keeper: Izuku and Ryuji's loud confrontation with Kamoshida tipped Mishima off to who the Phantom Thieves are. He promises to keep it a secret because he knows how it would badly things would end for them if they were ever caught.
  • Shrinking Violet: Years of abuse have made Mishima shy and terrified of being hurt.

Ann's best friend and a member of Shujin Academy's volleyball team. Even though Kamoshida's Training from Hell leaves her beaten, exhausted, and withdrawn, she puts up with it because she believes volleyball is all she has for her future. She attempts suicide after being sexually exploited by Kamoshida, compelling the Thieves to act. After she recovers, she decides to become the co-admin of the Phan-Site, assisting the Thieves by informing them of all sorts of cases to take.

She represents the Moon Arcana along with Mishima.
  • Ascended Extra: Instead of transferring out, she asks to help with Mishima's Phan-Site after she recovers in the hospital.
  • Driven to Suicide: Just like in the original game, Kamoshida raping her and throwing her off the volleyball team convinced her that suicide was the only way she could truly escape her horrible situation. Luckily, she survives and makes a full recovery thanks to Recovery Girl's intervention.
  • For Want Of A Nail: Thanks to Recovery Girl's help, Shiho is ready to be released from the hospital just a few weeks after her suicide attempt. She also knows Ann and Izuku are behind Kamoshida's confession, which she watched live through Ann's phone. Because of this, she's motivated to help the so-called Phantom Thieves by offering to help out with Mishima's Phan-Site.
  • Morality Chain: She takes it upon herself to ensure that Mishima uses the Phan-site for the right reasons rather than trying to pick up women.
  • Nice Girl: She's the first student outside of Makoto and the Phantom Thieves to treat Izuku like a human being and judge him for his personality and actions rather than his criminal record and made friends with Ann despite the rumors surrounding her. Because of this, both of them are protective of her and are motivated to bring Kamoshida to justice by stealing his heart after learning about how she attempted suicide because of him.
  • Non-Uniform Uniform: She doesn't wear the standard Shujin blazer, instead opting for a beige sweater (which is not visible in her art).
  • Nothing Is the Same Anymore: Has this reaction after she wakes up from her suicide attempt with Recovery Girl's help. Ann is quick to give her a Get A Hold Of Yourself Man to snap her out of this.
    Shiho: A-am I supposed to walk through that school again, expecting everything to go back to normal?! All of those eyes of disgust and pity watching me every single day?! I can't take that! I can't-
  • Only Friend: While Ann had on-and-off relationships with her classmates, the only long-term friendship she had before joining the Thieves was Shiho.
  • Sacrificial Lamb: Her suicide attempt, which was brought on by Kamoshida's abuse of her, is what drives Ryuji and Izuku to act regardless of the consequences.
  • Shrinking Violet: She is quite reserved and always tired and sore due to her volleyball practice. The narration says that she used to be much livelier and more jovial before joining the volleyball team and Ann tries to encourage Shiho to play hooky after seeing her down. This change is an indicator that something is seriously wrong with her, as she's introduced in the same chapter that she attempts suicide. Some of her teasing side returns by the time she's released from the hospital, which is best seen when she promises to keep Mishima from picking out dumb cases as the co-admin of the Phan-Site.
  • Secret-Keeper: She knows that Ann and Izuku did something to make Kamoshida confess, having heard them while she was barely conscious in the hospital, but she doesn't know the specifics. She becomes fully aware of the Phantom Thieves' identities after starting the Phan-Site with Mishima.
  • Tomboyish Ponytail: Played with. She's an athlete and a member of the volleyball team but is rather demure and feminine compared to Ann's more fiery personality. Shiho wasn't always this way and used to be much more outgoing with a tendency for Brutal Honesty.
  • You Are Better Than You Think You Are: She ends up giving this speech to Izuku, who still blamed himself for her suicide attempt.
    Shiho: Thank you… [bows deeply] Thank you for saving me.
    Izuku: I… I didn't though. I couldn't…
    Shiho: Back then… I didn't want to be saved. I just wanted to end it. [rose from her bow and looking straight into Izuku's eyes] Even after I woke up, I didn't know what I would do with myself. But after I saw Kamoshida confess… I felt like I really could keep going on. Like someone reached out and pulled me from the brink. Recovery Girl saved my life, but you… you, Ann, Sakamoto-kun… [genuine smile] You all saved my soul. You're truly my heroes.

A new character introduced in Persona 5 Royal. Takuto is a part-time counselor who is hired to work at Shujin Academy after Kamoshida's and Madarame's change of heart, he helps students that were affected by Kamoshida's actions.

He represents the Consultant Arcana.
  • Adaptational Late Appearance: In Royal, he makes his entrance early in the Madarame arc, while in this story he makes his entrance after Madarame's change of heart.
  • Heart Is an Awesome Power: Discussed by Izuku, who notes that he might have been able to make use of his Quirk in rescue situations or as a temporary distraction in combat if he so desired.
  • Hero-Worshipper: He admires Heroes, just like Izuku.
  • Light 'em Up: His Quirk allows him to create and control small spheres of light. It's great for emergency lighting or entertainment, but that's about it.
  • Nice Guy: A friendly and sympathetic man who genuinely wants to help out the students of Shujin.
  • The Shrink: His job description. He's brought in to help Kamoshida's victims.
  • There Are No Therapists: Averted. He was brought in to address this issue after Kamoshida's abuses come to light since the students had no one to turn to in the original game.
  • What Kind of Lame Power Is Heart, Anyway?: His Quirk allows him to generate small spheres of light from his hand, but they are weightless and dissipate upon contact with something solid. This put the kibosh on childhood ideas of becoming a Hero (although he's perfectly happy with how his life turned out).

    Kasumi Yoshizawa (Faith)

A new character introduced in Royal. Kasumi is a first-year and a New Transfer Student who joins Shujin Academy around the same time as Izuku. Since middle school, she has been an accomplished gymnastics athlete.

She represents the Faith Arcana.
  • Adaptational Late Appearance: In Royal, Kasumi appears shortly after Joker begins his school life at Shujin Academy near the start of the Kamoshida Arc. In the fanfic, she doesn't make an appearance until Madarame's confession. Justified as the fic began years before the Royal game was announced.
  • Adaptation Relationship Overhaul: By virtue of Izuku taking Ren's place in the story of Persona 5. She's classmates with Izuku since they're both first years, though she strikes up a friendship with him much faster than she did with Ren since Kasumi transfers into Shujin after Madarame's Change of Heart.
  • Jerkass Has a Point: Downplayed significantly since she wasn't trying to be mean at the time, but her comment on how the Phantom Thieves are subverting actual heroes and being illegal about it are totally valid, which Izuku can't help but agree with her, even if it just ticks off Morgana.
  • One Degree of Separation: One of the Spacebattles sidestories reveal that she was good friends with Shinsou Hitoshi, who is studying in UA.
