Non-Targets

Dubai: On Top of the World

    Cornelia Stuyvesant
See here.

    Zana Kazem

Voiced By: Matthew Gravelle

https://static.tvtropes.org/pmwiki/pub/images/h3_zana_kazem.png

An assassin and an agent of Crystal Dawn whom Carl Ingram has hired.

  • Cigarette of Anxiety: After being unable to argue his way out of the frisk search, he'll head to a nearby balcony to smoke, to the dismay of a woman nearby.
  • Mugged for Disguise: His disguise can be taken to begin the frisk search and meet with Ingram.
  • Notice This: His entire purpose is to give players an easy way of getting to Carl Ingram, not to mention Leaning on the Fourth Wall about not liking frisks.
  • Overt Operative: Kazem is seen arguing with Miss To about being frisk-searched before meeting Ingram because he's been personally invited by the Sheikh. If that isn't suspicious enough, his glasses lens' are both mismatched.

    Hans Lucht

Voiced By: Derek Hagan

https://static.tvtropes.org/pmwiki/pub/images/h3_hans_lucht.jpg
A Pulitzer Prize winning freelance journalist being targeted by Ingram, who fears that Lucht could potentially compromise his presence in the building.
  • He Knows Too Much: Ingram wants Kazeem to kill Lucht to prevent him from discovering his presence, and is quite aware of how persistent and good of a journalist Lucht really is, so his wariness is justified.
  • Intrepid Reporter: Him being a Pulitzer winner aside, Ingram mentions that he won't stop until he gets his story. Lucht continuously attempts to bribe or ask any of the staff about the penthouse's residents, but doesn't get far enough.
  • Only One Plausible Suspect: The briefing for "The Procurers" states the client to be an anonymous celebrity, and his face is never shown in the video - which seems futile, given that the client is very obviously Hans Lucht, as he has their distinctive braided ponytail and purple clothing.
  • Sailor's Ponytail: Has one of these, quite fitting for his time as a journalist known for digging deep into a story to discover the truth.
  • The Secret of Long Pork Pies: The briefing for "The Procurers" indicates that he put the hit out on Roe and Burk after eating some of their food, and was horrified in discovering where it came from.

    Lucy Phillips

Voiced By: Elsie Bennett

https://static.tvtropes.org/pmwiki/pub/images/h3_lucy_phillips.png

The artist behind the "Accumulus" art installation and a friend of Cornelia Stuyvesant.

  • Attention Whore: She's not looking for much attention outside of her exhibit, but Lucy is trying to stick around Cornelia, despite the latter not wanting her around.
  • Cutting Off the Branches: As with Cornelia, she reappears in the Dartmoor Garden Show as a judge, meaning they survive the events of Dubai.
  • Unwanted Assistance: Lucy desperately attempts to comfort Cornelia after hearing about Marcus' supposed death. Unfortunately, Cornelia only feels more annoyed around Lucy since she's trying to meet him one last time.
  • Video Game Cruelty Potential: 47 can sabotage her installation's lighting and tell her. Doing so causes her to flip out, feeling her big break has been ruined, and she spends the rest of the mission sulking on a balcony.

    Sebastian Sato
See here.

    Sheikh Omar Al-Ghazali
See the Providence page.

    Roberto Franculitta
A famous chef cooking for Carl Ingram.
  • The Perfectionist: He’s so dedicated to his craft that he’s willing to let his client temporarily go hungry until his dish is absolutely perfect.

Dartmoor: Death in the Family

    Gregory Carlisle

Voiced By: Oliver Cotton

https://static.tvtropes.org/pmwiki/pub/images/h3_greg_carlise.png

Alexa's eldest son, a businessman. He seems uninterested yet amused by the strange events going on in the house.

  • Big Brother Bully: Downplayed. He does bully and tease Edward a bit for being a Nervous Wreck, but the two are on good enough terms to go to the pub together. Edward will also claim that he believes Gregory does genuinely care about his well-being, though he would likely never admit it.
  • Brilliant, but Lazy: Alexa describes him as such. He has no ambition or drive to do anything. He still figures out that his mother faking her death only to show up alive and well days later to take charge of the family means she screwed up royally. He doesn't do much but enjoy that his mother made a mistake.
  • Disappointing Older Sibling: His lack of work ethic and his snarky attitude towards his mother's dilemma puts him at odds with his Workaholic younger sister Rebecca.
  • Happily Married: To his wife, Emma, whom he married for her intelligence.
  • Idle Rich: He has a job, but he's not making any waves in the business world.
  • Kissing Cousins: He has no idea that his wife is his cousin.
  • Pet the Dog: He teases Edward, but he's also very close to him, going to the pub with him and buying the drinks.
  • Precision F-Strike: His remark to Detective Whitmer is that he amused at just how much his mother royally fucked up. He's the only one who'll swear to the Detective.
  • Unusually Uninteresting Sight: His mother faking her death and his uncle's suicide strike him as mostly an excuse for casual snark.

    Emma Carlisle

Voiced By: Karen Ascoe

https://static.tvtropes.org/pmwiki/pub/images/h3_emma_carlise.png

Gregory's wife and the mother of Patrick. She expresses a great interest in inheriting Thornbridge Manor and believes Alexa is no longer fit to.

  • All for Nothing: Zigzagged. While she does avenge her father by killing Zachary and potentially Alexa, her extensive plans to take over the family fortune ultimately don't matter because Arthur Edwards had already taken all of the money.
  • Bad Guys Do the Dirty Work: Fixing both the greenhouse's chemistry set and the photo shoot's lighting will give Emma the opportunity to poison Alexa, potentially saving the need for 47 to kill her. If 47 outs her as Zachary's killer to Alexa, he'll say that she "did her homework".
  • Bitch in Sheep's Clothing: Easily the least threatening of the family. She's also the murderer.
  • Dramatic Irony: Emma's plans center around taking back the Carlisle fortune and expresses confusion at Alexa's staged death. She's unaware that Arthur Edwards already took the money.
  • Failed a Spot Check: She leaves a substantial number of minute clues that reveals she murdered Zachary:
    • She neglected to delete the search history of Zachary's laptop, so his order of wellington boots on the night of his murder casts doubt on his "suicide".
    • She forgot to clean the high heels she wore on her trips to the greenhouse and opts for an unfitting pair of sneakers.
    • While she has the greenhouse key on her, she left the keychain for it in her bedroom.
    • Most damningly, she leaves a letter from her mother detailing their plan to kill the elder Carlisles in her bedroom.
  • Karma Houdini: Even if Alexa is told that Emma is the murderer, she will never tell anyone else, meaning that Emma will get away with killing Zachary and potentially Alexa without even serving jail time. Although the family fortune being wiped out before she could even acquire it may be punishment enough..
  • Kissing Cousins: Married Gregory to seize control over the family fortune.
  • Laser Guided Tyke Bomb: It’s implied that her mother Jane groomed her into targeting Alexa and Zachary.
  • Long Game: Her plan to avenge her late father and take back his fortune involved her marrying into the family and having an heir, with none the wiser. Alexa figured out she was Montgomery's daughter, but never suspected she was going to kill her and Zachary.
  • Nice Job Fixing It, Villain: Emma can kill Alexa for you if you fix the lab equipment in the conservatory.
  • Revenge: She murdered Zachary, and is planning to murder Alexa, in order to avenge her late father.
  • Rich Bitch: Quite a large number of the manor's staff can be heard complaining about her previous demands and plans for the manor once she and her husband are granted full control of it.
  • Strong Family Resemblance: Despite having married into the family, both Diana and Whitmer will note that she bares a strange resemblance to Alexa's late older brother, Montgomery. This is because Emma is actually Montgomery's illegitimate daughter.
  • You Killed My Father: Her primary motivation for marrying Gregory was to avenge her father Montgomery and take her father's money back by killing Alexa and Zachary.

    Patrick Carlisle

Voiced By: Matthew Gravelle

Emma and Gregory's bored son and Alexa's grandson.
https://static.tvtropes.org/pmwiki/pub/images/h3_patrick_carlise.png

  • The Casanova: Previously wooed a maid named Rosie, who he took out on a date the night Zachary died. The very next day, he has already abandoned Rosie and moved his focus to another maid named Elaine (who proves less receptive to Patrick's advances).
  • Irony: When he's questioned as the PI, he states his relief that Gregory married Emma for her looks and smarts and not her pedigree, thus avoiding the inbreeding common in wealthy families. Unfortunately for him, his mother is actually the illegitimate daughter of his late granduncle Montgomery.
  • Jerkass: Spends his time whining and harassing the wait staff.
  • Rich Boredom: Downplayed. He finds staying in Dartmoor boring in comparison to his house in London.
  • Royal Brat: His attitude, especially towards the servants, is not endearing.
  • Uptown Boy: Confesses to having been on a date with a maid called Rosie on the night Zachary died. She can be found crying about it in the staff quarters, due to Patrick having wanted their relationship to remain casual.

    Edward Carlisle

Voiced By: Richard Stemp

https://static.tvtropes.org/pmwiki/pub/images/h3_ed_carlise.png

Alexa's younger son, a neurotic and socially-awkward college professor.

  • Awful Wedded Life: Well, not anymore. We don't get a lot of details, but Alexa's answering machine contains two messages from his ex, who mentions their children and a restraining order.
  • Deconstruction: Of The Un-Favourite. Alexa's treatment of him causes him serious issues when it comes to forming relationships - the messages from his ex-wife make clear she's over him to the point he's not allowed to see her (and possibly their children), yet Edward keeps calling her throughout the mission in a desperate attempt for emotional support.
  • Freudian Excuse: His semi-stalkerish phone calls to his ex-wife suggest he subconsciously seeks approval of the women in his life, which more likely than not results from his distant mother and terrible upbringing.
  • Nervous Wreck:
    • He’s visibly agitated and nervous over his uncle's death and his allegedly dead mother reappearing.
    • Also deconstructed. His ex-wife Cassie has left two messages for Alexa, which imply Edward's neurotic behavior actually managed to estrange him from his wife and kids, to the point where Cassie actually got a restraining order.
  • Renaissance Man: Edward is a brilliant professor, but he's also a virtuoso on the piano. Some of the servants think he should've taken his music career on a professional track.
  • "Well Done, Son" Guy: Alexa's harsh and apathetic treatment of him has left him a Nervous Wreck.

    Rebecca Carlisle

Voiced By: Rebecca Crankshaw

https://static.tvtropes.org/pmwiki/pub/images/h3_rebecca_carlise.png

Alexa's daughter and middle child, a journalist.

  • Determinator: She quizzes the mansion security on Alexa's whereabouts before her staged death and will demand answers from her. She's also been entrusted with a token for the family vault and is trying to get her associates to help her regain access to the Carlisle's accounts.
  • Hero of Another Story: Her relevance to the Dartmoor mission: Being summoned to her family estate to discover her uncle is dead, and her dead mother is actually alive. The mother gets assassinated, but not before giving Rebecca a key to a family vault wherein there's a file to a mysterious man. Also, the family fortune has been stolen by the same man whose file was in the bank vault is basically a setup for a thriller book.
  • Intrepid Reporter: She's a journalist and tries to find out the circumstances surrounding Alexa's staged death. The latter is aware of this and intends to give her access to the family vault, while Zachary wanted to confess his role in Montgomery's murder to her.
  • Only Sane Man: She's the only member of the family who seemingly lacks any issues as well as the only one concerned about the circumstances surrounding Alexa's "death".
  • Pet the Dog: While talking to 47 disguised as the detective, she will ask him to speak gently to Edward. Later on at the family photo shoot, she will snap back at Gregory when he teases Edward. She also attempts to convince Patrick that he can make something of his life, although it doesn't work.
  • Power Hair: Sports a short pixie cut, and runs her business efficiently.
  • The Reliable One: While Edward is a Nervous Wreck and Gregory is Brilliant, but Lazy and treats the entire situation regarding Alexa's "death' with mild bemusement, Rebecca is looking into why certain actions the Carlisle estate should have taken after Alexa's "death" haven't happened, alongside the disappearance of Alexa's money. Alexa leaves a file on Arthur Edwards for her because she knows that Rebecca is going to figure things out eventually and needs to be warned about what kind a person she will be dealing with.

    Rosie Jones

Voiced By: Elsie Bennett

A maid at the manor, Patrick's one-time fling.

    Mr. Fernsby

Voiced By: Oliver Cotton

https://static.tvtropes.org/pmwiki/pub/images/h3_fernsby.png

The loyal butler of the Carlisle family.

  • Affably Evil: He helped frame Montgomery's death to look like an accident, but is genuinely polite and subservient.
  • The Butler Did It: He didn't commit the crime, but you can still frame him for the act after exploring his office and discovering he helped cover up Montgomery's murder.
  • Easily Forgiven: If Alexa is made to believe he murdered her brother, her reaction is to let it slide because he did it to protect the family.
  • Pet the Dog: He will reassure Edward that he will do well in his eulogy.
  • Secret-Keeper: Is aware that Alexa and Zachary killed her brother, and even helped cover up the murder. He burned Zachary's notebook that contained his confession.
  • The Stoic: Never raises his voice and maintains a professional manner throughout the course of the mission.
    • Not So Stoic: However, he will briefly lose his composure if Phineas Witmer reveals that he can detect the scent of burnt leather, from Zachary's diary, on his jacket.
  • Only One Name: Only his surname is known; contracts mode profiles him as "Mr. Fernsby".
  • Undying Loyalty: Is complicit in covering up Alexa and Zachary's murder of their brother.

    Phineas Whitmer

Voiced By: Matthew Gravelle

https://static.tvtropes.org/pmwiki/pub/images/h3_phineas_whitmer.png

A private investigator from London hired by Alexa to investigate Zachary's death.

  • Actor Allusion: The voice actor for Whitmer is Matthew Gravelle, who actually starred in UK Detective series Broadchurch, in which his character was a part of a murder investigation (albeit as one of the suspects, not as a detective).
  • Bunny-Ears Lawyer: Despite being introduced as a famous detective, Whitmer initially comes off as a bit odd if allowed to conduct the investigation himself. Nevertheless, his use of Sherlock Scan proves that his reputation is very well earned. Not only does he notice Emma oddly wearing trainers instead of high heels with her suit, and notices the smell of Fernsby was of burnt leather, which briefly flusters them.
  • Call-Back: If he eats some of the macarons in the sitting room, he will have a very similar reaction to Wen Ts'ai ("The Food Critic" Elusive Target in 2016), who slobbered over a big cake in the Himmapan Hotel kitchens in Bangkok.
Whitmer: **breathes in* A work of art!
  • Cutting Off the Branches: Dialogue by two partygoers in "The Farewell" confirms that he managed to successfully solve the murder mystery by himself, although what conclusion he came to is left intentionally ambiguous. However, if you let Whitmer stand outside, he mutters to himself about previous deductions, clearly thinking of Emma's odd footwear choice, and many of his deductions the player can hear about are related to shoes, as he notices both some high heel footprints in some mud, as well as finding some loose soil near the Manor, which he admit "explains a lot", but he doesn't draw any conclusions in-game, just to be sure.
  • Expy: Of Sherlock Holmes, being a famous English Private Detective, with a taste for grid-pattered clothing and unsolvable cases, and is apparently the best in his field.
  • Failure Is the Only Option: Played With. In-game, Whitmer is confined to the manor and the immediate outside of the Manor. As mentioned above however, he does solve the mystery canonically, though whether or not he was correct is not confirmed in game, merely implied.
  • Gameplay and Story Segregation: Despite obviously being good at his job, he isn't programmed to help the guards investigate the potential random murders that may happen while he's present. The butler emanating a smell of burnt leather? Very suspicious; The bald, angry-looking guard wandering around randomly while openly carrying the only machete around while bodies with machete wounds are being found all around? Clearly there can't be any connection.
  • Identical Stranger: Not to the level of Helmut Kruger, but 47 and Phineas do share a resemblance (notably their chins are identical).
  • Sherlock Scan: He is able to pick the scent of burnt leather off Mr. Fernsby, Emma's unusual attachment to Thornbridge Manor and Emma's resemblance to Zachary.
  • Sweet Tooth: He occasionally eats a few macarons during his route.

    Aron Ford Jr.
https://static.tvtropes.org/pmwiki/pub/images/h3_aron_ford_jr.png

A lawyer and junior partner from Morgan, Yates, and Kohn. He arrives in Dartmoor to meet with Alexa Carlisle to discuss Edwards plundering the family estate, and later in Mendoza to meet with Don Yates about assembling a dossier on Diana Burnwood.

  • Cutting Off the Branches: As he appears in Mendoza, he can’t canonically be killed in Dartmoor.
  • Hidden Depths: Some of his lines in Mendoza suggest he's a birdwatcher, as he stops to make notes about a Guira cuckoo before meeting Don.
  • Identical Stranger: Not to the level of Helmut Kruger, but he still bears a great resemblance to 47.
  • Limited Wardrobe: He is seen in Dartmoor with a suit on, and Mendoza has him take off the jacket of that suit.
  • Mugged for Disguise: His disguise can be taken in both of his appearances to meet with the targets.

Berlin: Apex Predator

    Helfried Ziegler

Voiced By: Alexander McMorran

A raver looking for his bicycle and "allergy pills".

  • Because You Were Nice to Me: Find his "allergy medicine" and he'll get 47 in the club. Not bad, considering the line to get in.
  • Lampshaded Double Entendre: "If you know what I mean" is almost a Verbal Tic for him, when he discusses the "juice" bar, and the "allergy" medicine.
  • Red Herring: His constant use of blatant euphemisms and helping 47 get into the club without waiting makes him stand out, especially considering there's a hit squad after 47. He doesn't turn out to be one of the ICA agents.

    Icelandig Party Guy

Voiced By: Unknown

A man dancing on the balcony of Club Hölle.

  • Ascended Extra: He returns in "The Satu Mare Delirium" to entertain the bikers, as well as "The Lust Assignation", where he's simply swaying about instead of dancing, as if the change from techno to classical music has calmed him down.
  • Comedic Underwear Exposure: They are very oily and are only wearing a speedo in the middle of the nightclub.
  • Naked People Are Funny: He's not wearing anything other than a speedo.

    Rolf Hirschmüller
https://static.tvtropes.org/pmwiki/pub/images/h3_rolf.png

Voiced By: Matthew Gravelle

The owner of Club Hölle, leader of the Ragnarok Disciples' Berlin chapter, and a seeming confidant of Lucas Grey.

  • Ascended Extra: He is on some focus in "The Drop" Elusive Target, and like last time, 47 can impersonate him and meet with Alexios. On a related note, he shares a distinction with Dalia Margolis, Father Francesco, and General Reza Zaydan from 2016, in that he has unique dialog specific to a non-story mission, something that is a considerable rarity among targets and NPC's in Hitman.
  • Call-Back: In "Apex Predator", Rolf was avoiding Montgomery because his presence frightened him; in "The Drop", he's avoid Alexios not because of his reputation, but because he's annoying him to no end.
  • Took a Level in Badass: In "The Drop", Rolf is annoyed at having Alexios waltzing around his club and trying to make him give it up, and he's putting off a meeting between them out of him being annoyed at Alexios' showboating, and even mutters to himself at breaking his legs. This is directly inverse to his personality in "Apex Predator", in which he was actively avoiding Montgomery in the club because the mere presence of the latter frightened him so much.
  • Mugged for Disguise: His disguise can be worn to summon a meeting to lure Montgomery and the rest of the agents to the basement. What's noteworthy about the disguise is that it essentially functions as a guard disguise, allowing free access to the entire map alongside being able to openly carry weapons.
  • Properly Paranoid: He’s absolutely terrified of Montgomery, and is putting off a call for them to meet. Montgomery does look very imposing, so his behaviour is understandable.

    Jiao

Voiced By: Vera Chok

The ICA handler in charge of the mission in Berlin. A Reasonable Authority Figure who nonetheless takes her job seriously.

  • The Dreaded: Treats 47 as one, as many of her agents do, often reminding them how much of a threat 47 is to the ICA.
  • Everybody's Dead, Dave: If 47 kills everyone in the map, she'll desperately beg for anyone to pick up an earpiece and respond.
  • Evil Brit: Jiao has a very slight British accent.
  • Expy: She acts as a parallel to Robyn Gore from the comics; the ICA handler who tutored Diana in 1999 on her first ever contract with the agency as a handler. Both Jiao and Robyn were on the receiving end of 47's wrath (47 systematically killing five ICA agents assigned to killing one person), both get increasingly agitated at 47's involvement and retaliation (Robyn getting increasingly angry at the contract going wrong, Jiao getting more paranoid and starts panicking), although Jiao is specifically looking for 47, while Robyn assumed 47 was a rival assassin. Both contracts were also set on foreign soil (France for the former, Germany for the latter).
  • Foil: To Diana. Both are female handlers of male agents that use disguises during their missions, but that's where the similarities end. Diana is calm and collected in almost all situations, whereas Jiao gets increasingly nervous and panicked (justified since her agents are getting offed by 47 one by one, and they're all aware of how dangerous 47 is by reputation), and Montgomery never shares the details for the trap he's setting with Jiao, a total reverse of the relationship between 47 and Diana, as the two collaborate on assassination methods. Diana also only oversees 47 (a deliberate choice on her part), while Jiao oversees at least 12 agents (including the one Hall killed), suggesting a less personal relationship with her agents.
  • Explain, Explain... Oh, Crap!: Once you've taken out enough agents, Jiao will eventually figure out how you're tracking them so easily.
Jiao: Something doesn't feel right about this. He's good, but he's not psychic... He's been listening in. God damn it.
  • The Faceless: Jiao has no visual identity, and is not present in the level itself, being a Voice with an Internet Connection.
  • Know When to Fold 'Em: Jiao orders an immediate evacuation once 47 kills five of the agents, outright saying that she refuses to lose any more of them.
  • Mission Control: For the ICA Agents in Berlin, relaying motivation and orders from afar.
  • A Mother to Her Men: She'll order a retreat if 47 kills five of her agents, not wanting any more of them to get picked off.
  • No-Sell: As with the ICA Agents, she's read 47's dossier, and is aware of his "blending in" trick. While she herself isn't on site to spot you, all the agents are enforcers for almost every disguise, and the only trick they're blind to is hiding in wardrobes and crates.
  • Oh, Crap!: After the third kill, Jiao will order radio silence as she figures out that you've been listening in. Once the body count on her side goes to five, she freaks out even more and orders all of her surviving agents to evacuate the area immediately.
  • Only One Name: Jiao, much like her agents, is only known by their surname.
  • Pet the Dog: Jiao genuinely cares for the agents under her command, panicking as 47 picks them off one by one and ordering a full evacuation if half of them (five plus the one offed during the intro) are killed. If you kill them all, she's clearly resisting the urge to break down crying as she compliments you.
  • Precision F-Strike: If 47 kills all eleven agents, Jiao may leave with one:
Jiao: Expertly done, 47. Expertly fucking done.
  • Reasonable Authority Figure: While she acts a bit high-strung over the intercoms, Jiao is not above giving motivation to her agents when given the opportunity. Moreover, if five of her agents gets killed, she immediately tells them to hurry out of the level as she cannot justify losing any more of them.
  • There Are No Coincidences: If you overdrive the tree as the DJ to cause an accident, she'll quip that "there's no such thing as a coincidence when 47 is around".
  • Villain Respect: Jiao is fully aware of 47 being the ICA's best agent and reminds her agents not to get cocky. She'll also begrudgingly compliment him for his skills if he manages to kill all of her agents within the area.
  • The Voice: Being a handler, Jiao isn't seen within the level but is heard communicating with the agents through earpieces.
  • What Happened to the Mouse?: What happens to Jiao after the mission is unknown, although judging by dialog in Chongqing, everyone who survived the contract got reprimanded quite heavily.
  • Worthy Opponent: Jiao will begrudgingly congratulate 47 if he manages to kill all her agents.

Chongqing: End of an Era

    Angus Pritchard

Voiced By: Richard Stemp

A board member of the ICA due for a tour of the underground data centre and a meeting with Imogen Royce.
  • Butt-Monkey: He's had a bad airport experience, lost his luggage, frustrated at the airport dodging his questions, and just wants to eat noodles, and get the tour over and done with.
  • Failure Is the Only Option: Angus will never find the P41 form needed to start the tour, meaning he never meets with Royce unless you pretend to be him.
  • Neat Freak: The agents near the room he's staying note how his room is so tidy that it may as well be vacant.
  • No-Sell: Being an ICA board member, he's likely familiar with 47's existence, as he can see through all of 47's starting outfits.
  • Sunglasses at Night: He wears a gold pair of these. Justified, as he did just come off an airplane, and he's lost the rest of his luggage, so he has to wear them.

    Sister Lei

Voiced By: Sarah Lam

Hush's chief scientist working at The Block, who shares his visions and intelligence.

  • Morally Ambiguous Doctorate: The things she does to her subjects are inhumane.
  • Villainous Friendship: Both Lei and Hush have a high regard of each other for their shared interests and intelligence. Unlike Junli, however, Lei has no regards for his safety and will kill him by amping the resistance experiment to full power.

Sharon Reed, Jeremy Bolt and Alicia Reynolds

Voiced By: Sean Power (Jeremy Bolt) Shea Hall (Sharon Reed, Alicia Reynolds)

Two engineers and a guard that Imogen Royce plans on firing as part of an experiment.
  • Contrived Coincidence: Firing them in a specific order can provide an opportunity to eliminate Royce - Bolt will seek advice from Royce's bodyguard, thus leaving the core room unguarded and briefly separating the guard from Royce. Reynolds will disable the safety mechanism in the core room, allowing core maintenance to begin even with someone inside the room (and she’s only able to do this if Bolt isn't guarding the room). Finally, Reed will trigger the maintenance before leaving, thus resulting in Royce being burned to death.
  • Consummate Professional: Sharon will complete her tasks without complaint if she's fired.
  • Driven to Suicide: If Bolt can't talk to his friend for advice, he will jump off a railing.
  • Evil Is Petty:
    • If fired, Alicia will turn off the safety mechanism despite knowing that she’s endangering the lives of her colleagues by doing so.
    • Implied with Jeremy if he’s fired shortly after Alicia is. He’ll let Alicia pass through the door, although whether he willfully or subconsciously let Alicia disable the safety mechanism or was too distraught over losing his job to pay attention is unknown.
  • Karmic Death: If 47 fires Sharon too early, Alicia will burn inside the room right after she disabled the safety mechanism.
  • Momma's Boy: Jeremy is considered one, and calls his mother if he gets fired.

    Xiaoqing Feng

Voiced By: Unknown

A civilian 47 can speak to who is waiting for someone in the rain.
  • Ambiguously Gay: Xiaoqing describes her friend as her "rock" when they were at school, as they often helped her out by sharing their notes, and is worried that they may have grown apart, to which 47 gives her some reassuring words that her schoolmate must care due to agreeing to meet her in the middle of a rainy night. Throughout this conversation, neither Xiaoqing or 47 calls the girl a "friend".
  • Ironic Echo: Her entire conversation with 47 is rather allegorical to 47 and Diana's then-current relationship; 47's fear that Diana sees him as only a tool, rather than an ally and friend, and that the two may not need each other anymore, a fear that would later be explored in Mendoza.
  • Video Game Caring Potential: The balcony starting location starts with Xiaoqing asking 47 if she's seen her friend and 47 replies with "no". If you decide to stick around, you get treated to an extended conversation with her as she talks about how they were planning to go out for drinks and expresses some worries about the state of their friendship, to which 47 will offer some comforting advice in the hopes of keeping them together. There is no benefit to following this conversation other than for listening to 47 be nice to an NPC.

See the Providence page.

    Mikhail Kadir
See the Providence page.

    Corvo Black

Affiliation(s): New York Police Department, Morgan, Yates & Kohn, Don Archibald Yates, Ken Morgan

Voiced By: Matthew Gravelle

Don Yates' personal fixer, a former narcotics cop turned private investigator.

  • Chekhov's Gunman: His name is first mentioned by Ken Morgan in the first game, telling a client trying to hide a hit-and-run to seek Corvo's help in covering up their involvement.
  • Dirty Cop: He was one before getting fired for corruption and misconduct. Judging by how he's able to tamper crime scenes, he's still one at heart.
  • The Dreaded: Diana states to Vidal that his ruthlessness was enough for her to decline taking his contracts.
  • Evil Brit: Despite being a former NYPD detective, he has a pronounced English accent, possibly due to being born or growing up in England.
  • Make It Look Like an Accident: His specialty is tampering with his clients' crime scenes to make them appear to be accidents.
  • No-Sell: An interesting example in that he's able to see through 47's starting suit, but during his phone call to Yates, he dismisses 47 as being an urban legend.
  • Psycho for Hire: Its implied that there's nothing Corvo won't do, including evidence tampering, witness intimidation, burglary or murder. He is, however, skeptical of the work Don gives him and chides him for his vagueness.
  • Rummage Sale Reject: He wears an extremely tacky leather tuxedo with a do-rag and white sneakers, making him stick out like a sore thumb among the other party guests.
  • Shout-Out: His name could be in reference to Dishonored; in one Downer Ending of the sequel, Corvo Attano pulls a Face–Heel Turn and become "Corvo the Black".
  • The Teetotaler: Rejects Cortazar's offer to have a free drink by saying that drinking makes him feel sentimental. If the wine tour ends without Yates greeting Diana, he won't taste the Malbec and instead leave for a smoke.

    Juan Cortázar

Voiced By: Adam Bond

Don Yates' head of security, a former CICADA captain and member of the Jaguars mercenary team guarding Yates' villa.

  • Custom Uniform: In contrast to the rest of the mercenaries, Cortázar wears jodhpurs and sunglasses.
  • Elite Mooks: He's marked as the head of security for the mercenaries and he'll execute Diana during their confrontation. Oddly, however, he's actually armed with one of the weakest pistols in the game compared to the submachine guns used by the rest of his unit.
  • Mugged for Disguise: His disguise can be worn and functions the same as the Mercenary outfit with less enforcers.
  • Would Hit a Girl: He pistol whips Diana to lead her to Yates' bedroom and will execute her if 47 is too slow.

    Farah

Owner of a bar that bears her name, she tends to be the focal point of the village.

    Lance Hsu

Voiced By: N/A

One of the pirates' prisoners, alongside Akka's inside man for the shipping company Chiron. He's been missing for several days, presumably being kept prisoner by the militia.

  • Dead All Along: His body can be found inside the colonial ruins, having died in militia custody. The soldiers are trying to keep his death a secret from Orson, who presumes he's sleeping.
  • The Mole: He agreed to be one for Akka so she could get an insurance payout from Chiron.
  • Posthumous Character: Hsu is dead by the time 47 arrives on Ambrose Island. Revealing his death to Akka will make her kill Crest during their meeting.

Elusive Target Side Characters

    Phoebe Morris and Michelle Pacheco

Phoebe (Left) and Michelle (Right).

The couple getting married with the help of wedding planner and (unknown-to-them) serial killer, Philo Newcombe.

For tropes about Newcombe (AKA The Heartbreaker), go here.

  • Affectionate Nickname: Phoebe calls Michelle "Shell", Michelle calls her "Pheebs" and they call each other "babe".
  • Ambiguously Bi: Michelle doesn't mention any exes or reciprocate Philo's flirtations, Philo's plan to seduce her suggests that he thinks that she's bi.
  • Break the Cutie:
    • If she or Phoebe is shown the scrapbook and escape, Michelle, who was excited about holding their wedding in Viñedo Yates, will frantically say that they should abandon their destination wedding plans and get married on Phoebe's uncle's farm.
    • If Phoebe is killed, Michelle will spend the rest of the mission mourning her on a bench, and vice versa.
  • Deadpan Snarker: Phoebe is usually straightforward with her criticisms, but can still get snarky with Philo:
Philo: "But Philo," you're thinking. "Why are we going towards the fields instead of a bottle of Malbec?"
Phoebe: A wedding planner and a mindreader...
  • Hair-Contrast Duo: Phoebe is much more cynical and constantly questions Philo's....odd wedding planning techniques (a mood board of colors based on their eye color!). Whereas Michelle is more light-hearted and willing to forgive his odd behaviour offering up explanations whenever Phoebe suspects something.
  • He Knows Too Much: Unbeknownst to her, Phoebe is this towards Philo, who intends on killing her to take Michelle.
  • I Need to Go Iron My Dog: Phoebe and Michelle will attempt to make an excuse about an mis-timed airport booking to get away from Philo if you hand them the scrapbook.
  • Jerk with a Heart of Gold: Phoebe is generally unimpressed and apathetic about her upcoming wedding and unafraid to criticise Philo for his (generally good) ideas. However, when she and Michelle escape after being given the scrapbook, she comforts a frightened Michelle and even dissuades her from hastily rearranging.
  • Masculine–Feminine Gay Couple: Averted. Phoebe acts much more suspicious of Philo, and is usually the one to calm down Michelle, but doesn't exhibit anything close to what the trope usually covers.
  • Nice Girl: Michelle is a friendly, outgoing young woman who forgives Philo for his many eccentricities.
  • Oh, Crap!: Show either of them the scrapbook of Philo's previous victims, and they'll scamper, leaving Philo sulking in the projector room. When they reach the cuckoo tree outside the party, Phoebe has to calm Michelle down.
  • Properly Paranoid: Phoebe is often uptight and snappy with Philo, presumably annoyed that he’s after her fianceé. Turns out that her suspicions are entirely justified, seeing that Philo is perfectly happy to murder her if it means he can date Michelle.
  • Purely Aesthetic Glasses: Phoebe wears a bright orange pair.
  • Video Game Caring Potential: Giving Michelle or Phoebe the scrapbook will make them freak out and run away from Philo.
  • Video Game Cruelty Potential: Either of them can be killed, which will result in one of them weeping on a bench.
  • Straight Gay: Neither of the women are particularly masculine or feminine.
  • Twofer Token Minority: Phoebe is a black woman and is either lesbian or bisexual.
  • Waistcoat of Style: Michelle wears a grey one to go with her grey pantsuit getup.

    Charles Ogilvy

Voiced By: Nate Osgood

https://static.tvtropes.org/pmwiki/pub/images/h3_ogilvy.png
A millionaire art collector and Allison Moretta's business partner. Unbeknownst to him, he happens to be Allison's next mark.

For tropes about Moretta (AKA The Ascensionist), go here.

  • Do Not Call Me "Paul": He tells Allison to simply call him Chuck, as being called Charles is "like having one foot in the grave".
  • In-Joke: When heading to the second floor of the Burj Al Ghazali, He may mention that the building is like "swiss cheese". This is in reference to "swiss cheese design philosophy", a level design concept the Hitman level designers use to make the Hitman levels. It essentially means to connect all parts of the level together to make one big loop with very few dead ends.
  • Horrible Judge of Character: Charles entrusts Allison with his legacy after his death and intends to leave her his collection. Allison's allusions to him dying completely fly over his head.
  • Meaningful Name: Charles Ogilvy's last name is comprised of two old Welsh words; ugl ("high") and ma ("place"), later made into "Ogilvy". Very appropriate, given Allison's social climbing tendencies, she’s literally taking a mark down a peg by conning them.

A former mark of Allisons' that happens to be in the Black Gold Bar at the Burj Al Ghazali.

For tropes about Moretta (AKA The Ascensionist), go here.

  • Brief Accent Imitation: Moretta puts on a fake accent in front of Victoria, a Texas drawl, and it seems to leave her none the wiser.
  • Contrived Coincidence: She's at the Burj Al Ghazali as she happens to be a client for the art collection Moretta is trying to obtain by conning Ogilvy.
  • Horrible Judge of Character: Victoria remains completely in the dark about Moretta's true goal, and when she comes across her, she believes many of the lies Moretta (posing as "Miss Maurice") tells her. She never learns of her death either, and will remain at the bar after their conversation.
  • Two-Timer Date: A non-romantic, accidental example. On the way to the bathroom, she meets Victoria at the Black Gold Bar, whom she'd previously conned, and wondered how her phone got disconnected, among other oddities, which Moretta tries to explain away. In the bathroom, she mutters to herself that she may have to invoke this trope to keep them from meeting, but ultimately leaves her at the bar.
