Diana Burnwood
Your handler for the missions.

- The Faceless: She's not seen anywhere in the game, but provides you with info on your targets.
- Voice with an Internet Connection: Essentially her role in this game is to give you contracts, and talk about the target's Bio, any objectives you need to do, and even ways to kill the targets during the mission.
- What the Hell Is That Accent?: Her accent is a mix of Jane Perry's own American accent and a semi-upper-class English accent here.
Targets
In General
- Asshole Victim: Human traffickers, ruthless dictators, serial killers, and more. The people Agent 47 takes out here are scumbags the world is infinitely better off without.
- The Voiceless: None of the targets have voice actors. Justified, as you are on a sniper's perch too far away to hear any of them.
Markus Krug
The Trafficker
An advertising executive, human trafficker and owner of the mansion grounds.
- Big Bad: Most of the other targets' stories revolve around him.
- Corrupt Corporate Executive: An advertising exec who turned to the human trafficking trade.
- Disproportionate Retribution: If you let his argument with Ralph Ashbury play out, he will shoot Ralph dead. Not that it isn't deserved for the good doctor.
- Fat Bastard: Has a rather portly frame compared to the other targets.
- Slavery Is a Special Kind of Evil: He makes his business in Human Trafficking.
Basia Romanowski
The Mistress
Markus Krug's girlfriend, a high-profile escort turned fashion model and a key facilitator in Markus Krug’s trafficking activities.
- Dark and Troubled Past: Her past as an escort might imply that she was a former victim of Krug's before becoming his lover.
- The Dragon: Appears to be this for Krug.
- Face of an Angel, Mind of a Demon: A beautiful blonde woman and human trafficker.
- Femme Fatale: Drop-dead gorgeous and the right-hand woman of a Human Trafficking kingpin.
- Sensual Slavs: Presumably of Polish descent.
Jaroslav Benak
The Mobster
The leader of the Black Dog, a gunrunning gang operating throughout casinos in Europe.
- Arms Dealer: He sells weapons with various casinos throughout Europe acting as fronts.
- Sinister Shades: Sports a nice pair of them.
- Soft-Spoken Sadist: Mentioned as being a man of few words, but enjoys killing with his bare hands.
Baltasar Cabasso
The Dictator
Dubbed "The Bastard of Banja Luka", a ruthless dictator and wanted war criminal.
- Disproportionate Retribution: If you make it look like he was cheating in his game of pool with Omid, Omid will end up shooting him dead. Not that he doesn't deserve it.
- The Generalissimo: To a T.
- Red Baron: "The Bastard of Banja Luka".
Dimitri Lefkos
The Politician
Ex foreign business development administrator for Greece. Suspected of pocketing over $50,000,000 in kickbacks before fleeing prosecution and going into hiding. A Conclave associate.
- Corrupt Politician: Took millions of dollars in bribe money, and is hiding out with the head of a human trafficking organization.
- No Historical Figures Were Harmed: He's clearly modelled on, and bears some resemblance to, Winston Churchill.
Omid Maklouf
The Druglord
A Balkan drug lord. Used the services of the ICA in the past, and hasn't paid up on time.
- Bullying a Dragon: Sure, Maklouf, don't pay the powerful assassination agency for their time. That's gonna end well for ya...
- Disproportionate Retribution: Will shoot Cabasso dead if he suspects him of cheating. Not that he doesn't deserve it.
- In-Universe Nickname: "The Godfather of Cocaine".
- Laser-Guided Karma: His repeatedly not paying the ICA for their services eventually puts him right in their crosshairs.
- Screw the Rules, I Have Money!: He's worth millions, and yet has repeatedly stiffed the ICA on payment for killings they've done for him. Big mistake.
Vincent Krug
The Loose End
Krug's relative, targeted by the ICA due to him being a security risk.
- Lethally Stupid: Pretty much the entire reason he's a target is due to the ICA viewing him as a threat as he posts his criminal exploits on social media.
- Stupid Crooks: Sure, Vincent. Post about your various illegal activities on social media. Nothing could go wrong there.
Dr. Ralph Ashbury
The Doctor
Head of research at Galen Medical, who buys human test subjects from Krug.
- Mad Scientist: Conducts experiments on human beings.
- Morally Ambiguous Doctorate: A doctor and a depraved scumbag.
Kim Euston
The Black Widow
A Reality TV Star and a Black Widow.
- Black Widow: A classic, three of her husbands died shortly after revamping their wills to include her.
- Comic-Book Fantasy Casting: Bears a striking resemblance to that of the acclaimed Dame Helen Mirren.
- Femme Fatale: Led three men to their deaths and can be seen chatting up Lefkos.
- Obfuscating Stupidity: Her entire schtick is to act like a ditz, but is secretly a Bitch in Sheep's Clothing, and has caused the death of three men.
- Wicked Cultured: Is an art aficionado and can be seen admiring Krug's paintings.
Colin Ningbo
The Magnate
A Chinese construction magnate who profits off slave labor.
- Four Eyes, Zero Soul: The only bespectacled target and one of the evilest.
- Slavery Is a Special Kind of Evil: Uses trafficked slaves for his construction projects.
Tuulia Hernandez
The Assassin
A rogue ICA agent who has been hired to eliminate Dimitri Lefkos.
- Lady Looks Like a Dude: Has short hair, and no obviously female characteristics.
- Dark Action Girl: A skilled ICA agent with sniping skills parallel to 47's.
