During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard

Simply state whether or not you think the character counts or not.

Sosai. Here goes another candidate that I was initially unsure on.
What is the work? Kamen Rider Build NEW WORLD: Cross-Z is the first installment in a duology of V-Cinema spinoffs that serve as an epilogue for the original Kamen Rider Build. Sento defeated Evolto and used the Pandora Box to create a new reality where he never existed in the first place; the Skywall Disaster that took countless lives never happened, his associates are happy not knowing who he is, Evolto's victims are still alive and it seems that he's the only one affected by the Ripple-Effect-Proof Memory, but luckly his best friend Ryuga still remembers everything, the two then go on to write a script for a sci-fi show called Kamen Rider Build to become famous with their own adventures. The perfect Bittersweet Ending, right? Nope, Evolto escaped from his destruction in the previous timeline and is still active here, albeit far weaker than before, and to make matters worse, his superior is coming to reclaim the Pandora Box, forcing Sento and Ryuga to team up with their arch-nemesis to stop an even bigger threat.
Who is he? Described by Evolto as an "hedonist who loves to destroy", Killbus is the vain, flamboyant king of the planet-looting Blood Tribe and Evolto's crazier, even worse older brother, and by extension Ryuga's paternal uncle; while Evolto is sadistic but wants to consume everything simply to become the strongest being in the universe, Killbus is not interested in obtaining power at all, instead wishing to destroy everyone and everything in the universe, including himself, because why not? Countless years before the events of the show, as we see in a flashback, Killbus destroyed his own homeplanet for fun and gave out orders for the rest of the Blood Tribe to begin their crusade of mass genocide to annihilate other civilizations, making him the Greater-Scope Villain of the series; before Killbus could use the power of the Pandora Box, Evolto took it from him and began acting independently from his abusive brother, refusing to obey his orders and abandoning the Blood Tribe to follow his own goals, but also using questionable methods to achieve his dreams.
Searching for his lost brother and presumably consuming other planets along the way, Killbus arrived on Earth and immediately infected Sento with a poison before assuming the appearance of flamenco dancer Satoshi Kakizaki to walk among humans because he liked his over-the-top style, planning on killing his brother if necessary to recreate the Pandora Box to enact his plan and finally kill everything that exists. Using a Build Driver and the Spider Fullbottle to turn himself into a Kamen Rider, Killbus murders a news team and challenges the heroes (and Evolto) to face him; after a long and exhausting battle, the half-Blood Tribe Ryuga merges with his father to become Kamen Rider Cross-Z Evol and together they manage to kill Killbus before he could reclaim the Pandora Box for himself. With his brother out of the way and the implication that he's starting to see Ryuga as his own son, Evolto leaves Earth to get stronger but promises to return and finish what he started a long time ago.
Mitigating Factors? Nope, destruction just gives him pleasure.
Heinous? Initially I believed that he was too similar to his younger bro, but the fact that he turned the Blood Tribe, his own people, into a band of genocidal maniacs just to satisfy his lust for destruction and was also the one who triggered Evolto's Start of Darkness, effectively making him indirectly responsible for the entire show and the Build Annihilation Plan seen in Kamen Rider Build: Be The One, made me change my opinion.

@ACW Oh, there are a number of options for you, my man:
- Kamen Rider Spirits and its sequel Shin Kamen Rider Spirits: A Bloodier and Gorier adaptation of the Showa Era.
- Kamen Rider Amazons Gaiden: Light of Fireflies: A tie-in manga of the Darker and Edgier show similar to Tokyo Ghoul, the protagonist is an Amazon who hunts other Amazons.
- Kamen Rider W: Futo Detectives, the epilogue for Kamen Rider Double with a new organization of enemies.
- The manga adaptation of Kamen Rider Kuuga taking place in an alternate reality, so the baddies from the show don't affect the heinous standard.
It was recently announced that the sociopathic Masato Kusaka himself is going to have his own manga called Kamen Rider 913, that's going to be promising.
