During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Do they have any Mitigating Factors or Freudian Excuse?
Here you discuss any potential redeeming or sympathetic features the character has, the character's Freudian Excuse if they have one, as well as any other potential mitigating factors like Offscreen Villainy or questions of moral agency. Try to present these as objectively as possible by presenting any evidence that may support or refute the mitigating factors.
Do they meet the Heinousness Standard?
Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard
Final Verdict?
Simply state whether or not you think the character counts or not.

Villain has redeeming qualities. The Conductor, Amelia, is just a broken soul unable to move on from the death of her husband.

Btw. No one counts in Man of Medan a.k.a. Until Dawn at the sea. See, the twist of Man of Medan is that most of the protagonists and the antagonists were affected by a gas called "Manchurian Gold" stored in the ghost ship that the protagonist visited which causes them having several horrific illusions. And yes, the antagonist himself doesn't even breach the heinous mark because he's too generic (Resorting to violent when provoked, beating down one person and taking the heroes as hostages) even his worst act is because of the fact that Manchurian Gold messed up his memory.
So yeah: tl;dr No one counts. Fun fact though, Medan is a name of the city in my country especially in Sumatera Island so yep

However, I think I'll actually vote no on Hoopa; I don't think it stands out enough when there are other villains who try to destroy the world, and the bit about him wanting to remake the world in his own image seems a bit too vague for me.

Humanity is defined by its absurdity, and I am no exception.Sorry for the delay about my write-up for Cutting Class, it has been a busy as hell week at school and work. But I got some time to do this now.
Cutting Class (1989): Brian Woods returns to his high school after being released from an asylum for the suspicious killing of his father. Reunited with his two old friends, Paula and Dwight, Brian takes an interest to Paula. He attempts to murder her father and leaves him for dead in the swamp to avoid suspicion, kills various teachers and students alike over their connection to Paula, and finally, tries to frame Dwight with one of the murders. Remorseless and psychotic, Brian stops at nothing to be with the one he loves and sees himself exceeding transcending time and space to become the best serial killer of all-time.
Also, I don't know if this was accepted or not, but I remember there was a fair number of votes that accepted my EP for it.
It’s also worth noting that Deathstroke, who is already a CM from his previous appearances in the DC Universe Animated Original Movies is briefly shown in a flashback to have killed Bronze Tiger’s fiancee, resulting in his Roaring Rampage of Revenge that led to his situation in the film.

@falcontalons Technically, he wants to remake the world so it can become a dystopia under his control, which he will find fun. Also, the other 2 villains who tried to destroy the world don't kill much onscreen, which Hoopa has plenty of
