Likely. Cleveland's armor is specifically made to resist 127 mm guns. A 20 mm rotary cannon would still put a dent on her, especially since the rounds are magically enchanted, but she can take much worse punishment than that. Plus, Clevie is specialized for anti-air cover. Getting into cannon range unscathed would prove difficult even for Berserker. An air-to-ground missile would do wonders against her, but a quick Google search shows that the type of jet Berserker hijacked only mounts air-to-air missiles.

Then again, Berserker explicitly uses the rockets in a ground attack role in his updated Noble Phantasm for F/GO, and given that said rockets are covered in the same pattern as everything he uses except for his holy sword, plus the fact that, well, he manages to pilot the damn jet with Knight of Owner/Honor...Eh.
