Ministry of Welfare

    Atsushi Shindo 

Atsushi Shindo

Voiced by: Takayuki Sugo (Japanese), Bruce DeBose (English)

Head of the Immigration Bureau of the Ministry of Welfare and the late father of Arata Shindo. He died prior to Season 3 which led Arata to join the Public Safety Bureau to investigate his death. Atsushi cared for his son very much and was one of the few who knew about his condition.


  • Ambiguous Situation: His position as a Bifrost Inspector was never elaborated in the Providence movie. Aside from possessing a Bifrost business card and several Bifrost members knew him, it was never explained why he joined or what activities he did as an "Inspector". It's implied that he may be an undercover agent, given his loyalty to the Sibyl System, and that Kasei gives him the phone to contact Homura's father.
  • The Atoner: This is his reason for getting himself involved in the Peacebreaker case because he's the one who created the group in the first place before they went rogue. His suicide is not only to keep his son safe from the truth but also his punishment for the Peacebreakers' creation which led to many deaths including Akira's.
  • Driven to Suicide: He killed himself by shooting himself in the head inside his car after giving a wedding speech to Kei and Maiko.
  • Good Parents: He was a good father to Arata and a parental figure to Kei and Maiko. His death affected them, particularly Arata. This explains why Arata sleeps in a car because it's where his father died and he's haunted by it.
  • Papa Wolf: He would do anything to protect his son especially when he knew that Arata was criminally asymptomatic, meaning the Sibyl System would try to take his brain and get integrated into the system. He made a deal with the Sibyl System not to harm their son.
  • Posthumous Character: He was dead when Arata joined Division 1. His death was revealed in Providence.
  • Reasonable Authority Figure: One of the few people, aside from Akane, who value justice and truth which was passed to Arata. While he also believes in the Sibyl System's capacity to change, he still believes in the human factor of the justice system.
  • Secret-Keeper:
    • One of the few characters who knew what the Sibyl System is made of given that he showed Arata the mainframe when he was a kid and one of the few who knew that Arata is criminally asymptomatic.
    • He is also one of the two people (the other is Yabuki) who knows about Akira's undercover mission. He has to reveal it to the PSB after Akira surrenders his identity to Kougami and Ginoza.

Ministry of Foreign Affairs

    Muneo Isoya 

The current MOFA undersecretary. A strong supporter of letting other countries use the Sibyl System to replace all judicial systems.


  • Machine Worship: A firm supporter of the Sibyl System as he believes that its successful implementation on SEAUn would benefit the rest of humanity.

    Shogo Yabuki 

The chief of the MOFA's Overseas Coordination Bureau (OCB).


  • Brainwashed and Crazy: By the time Akira rescues him, he has already been brainwashed by Tonami.
  • Secret-Keeper: He and Atsushi are the only ones who know about Akira's undercover mission. Frederica is upset about this because her own boss never told her about it, which could have save a lot of trouble.
  • The Spy Master: Responsible for running the undercover op against the Peacebreakers.
  • Water Torture: Tonami tortures him by dunking him in a converted metal shipping container full of water via crane in order to confess that the Peacebreakers has double agents inside its ranks.

Peacebreakers

    Bokamoso Murray 

Bokamoso Murray

Voiced by: Hiroshi Shirokuma (Japanese), William Ofoegbu (English)

A Peacebreaker soldier of African descent. He was involved in raiding MOFA's Dejima Overseas Intelligence Center Building (OVCB). He's the son of Jackdaw and Vixen.


  • Boom, Headshot!: He's shot and killed with a gunshot wound to the head, but he later fights on. Tonami uses the Divider chip on his head to control his body.
  • Rasputinian Death: Despite the combined efforts of Kougami, Ginoza and Frederica, Murray remains unbeatable. When Ginoza punched midsection with his artificial arm, Murray decided to kill himself with a grenade in an attempt to drag Ginoza with him to the grave.

    Kai Mikhailov (Warning: Walking Spoiler

Kai Mikhailov / Akira Vasily Ignatov

Voiced by: Yasuyuki Kase (Japanese), Ben Stegmair (English)

An undercover agent of the Ministry of Foreign Affair's OCB and Kei's late older brother. He died prior to Season 3 which led Kei to join the Public Safety Bureau to investigate his death. In the Providence movie, he goes undercover as a member of the Peacebreakers going by the name "Kai Mikhailov" to find their leader.


  • Big Brother Instinct: While the Providence movie never shows much of his relationship with Kei, Akira cares about him very much and takes his job seriously so that Kei and his friends can live in peace. Before Atsushi kills him to prevent Tonami from controlling him, Akira tells him to take care of Kei.
  • Brainwashed and Crazy: Like all the Peacebreakers, he possesses the Divider software which allows Tonami to hack into his implants allowing him to control his body. During his interrogation with Kougami, Tonami manages to control him and force him to shoot and kill anyone on his way as he demands to give him the Stronskaya papers.
  • Dying as Yourself: As he is able to control his body from Tonami after shooting himself twice, he tells Atsushi to kill him to prevent Tonami's control. Before he dies, he tells him to take of Kei.
  • Fighting from the Inside: When Tonami possesses him as he tries to escape, Akira tries to break free from his control and successfully manages to regain control by shooting himself twice.
  • The Infiltration: Akira volunteers to go undercover as a member of the Peacebreakers to find the General's whereabouts. To conceal his identity, he burns half of his face.
  • Posthumous Character: He was dead when Arata joined Division 1. His death was revealed in Providence.
  • Undercover Cop Reveal: He reveals himself as an undercover officer to Kougami and Ginoza in the middle of the movie after disabling the drones and rescuing Director Yabuki.

    Tsugumasa Tonami

The Peacebreakers' commander. A former Japanese Ground Defense Force (JGDF) soldier who got recommended to serve in the unit.


  • Big Bad: He's responsible for the movie's conflict as well as his plan to have the Stronskaya Papers integrated into the General.
  • Body Surf: He can control and possess his soldiers through the Divider.
  • Cynicism Catalyst: As shown in the flashback when he was carrying a dead child in a warzone, it's clear that he has grown disillusioned. It would explain his group going rogue when the Ministry of Foreign Affairs ordered him to disband the Peacebreakers.
  • Hero of Another Story: Tsugumasa's time in the JGDF and the Peacebreakers doing special forces work before he became the Big Bad.
  • Machine Worship: He believes that an A.I. such as the General and the Sibyl System should control humanity as he had no trust in human judgment.
  • Misanthrope Supreme: He has shown signs of it likely due to his troubled past and his disappointment with his former superiors. He has no problem letting AI be in charge of ruling humanity.
  • Rogue Soldier: Tonami goes against MOFA orders to disband the Peacebreakers and has gone underground prior to the events of the movie, surfacing only in countries where there's conflict.

Civilians

    Milicia Stronskaya 

Milicia Stronskaya

Voiced by: Shoko Tsuda (Japanese), Sally Vahle (English)

A Russian professor/behavioral researcher who authored the Stronskaya papers. She was Maiko's late mother and an acquaintance of Jyoji Saiga and Atsushi Shindo.


  • Missing Mom: She admits to Akira that she hasn't been a good mother lately due to her work. This makes it painful because she won't be there for her daughter's wedding.
  • Off with His Head!: The Peacebreakers behead her corpse and bring it with them as they evacuate. Tonami later reveals near the end that he attempted to integrate her brain into General's network but it failed.
  • Plot-Triggering Death: Her death at the beginning of the movie led the PSB and the MOFA to work together on the case which also led them to learn about her research which both Tonami and the Sibyl System are interested in.

Others

    The General (Warning: Walking Spoiler

Voiced by: Yusaku Yara (Japanese), Sean Hennigan (English)

An A.I. system that was meant to supplement Sibyl before it was used by Tonami after he goes rogue with the Peacebreakers.


  • Deus est Machina: Its mental health treatment procedure led the Peacebreakers to treat it as a god and turned them into a cult.
  • Greater-Scope Villain: The General, what was meant to be a supplemental A.I. system made to assistant Sibyl with medical issues that grew beyond its programming.
