  • Small Role, Big Impact: He helped Yasaka escape the Sanctuary by providing the location of MWPSB HQ in autodrive mode. He's also the father of Takeya Kukuri and Karasuma is implied to have arranged for his assassination since he's about to a whistleblower on irregularities in the Sanctuary.

    Izumi Yasaka

  • The Unintelligible: Can barely form coherent sentences when apprehended by the Public Safety Bureau. This is because she's been deliberately taking the special drugs meant to be given to Takeya to "reform" his hue in order to protect him. By the epilogue of the film, she's recovered enough to speak properly.

  • Reasonable Authority Figure: Allowed Sugo to help investigate whether Itsuki is alive or not. That gets thrown out of the window after Sugo started to ask him on details regarding Operation: Foot Stamp.

  • Dead All Along: Really did die during Operation Foot Stamp as a result of the nerve gas Sugo unknowingly deployed. His training droid, wearing a hologram of his appearance, was the one carrying out the terrorist acts.

  • Dark Action Girl: She did raid Nago Base by herself to execute Admiral Minatoya and Colonel Takaesu for covering up Operation: Foot Stamp.
  • Foreshadowing: When Masaoka and Aoyanagi began to ask Rin why she took a lot of leaves, they asked if it had something to do with her hue.
  • Nice Girl: Got along with everyone in the unit, including Sugo. That changed when she found out that Itsuki died in combat in SEA Un. And that his death was covered up by the JDF.
  • Walking Spoiler: It's hard to explain the movie without revealing that Rin's the mastermind for the combat drone attack on the Japanese MOD building.

  • Bald of Evil: Very much lacks any hair on his head and is also someone playing both sides of conflicts to make himself and his men richer.
  • Big Bad: The ultimate antagonist of Case 3.
  • Faux Affably Evil: Acts pretty kind and cordial towards Kougami for the majority of Case 3 but drops the act when he realises Kougami's learned of his true nature.
  • Villain with Good Publicity: His public reputation is as someone willing to stop wars by much more peaceful methods including negotiation, while in reality playing both sides.

    Tshering Gurung

  • Defector from Decadence: Immediately joins up with Kougami to strike at Garcia, disgusted and horrified to learn of what he's done.
  • Ignorant Minion: Works for Garcia as part of the Peace Monitoring Group but had no idea the latter's been playing both sides of the conflicts he's been fighting for.

  • Western Terrorists: He's of Caucasian ancestry who's trying to make himself a warlord in the Tibet-Himalaya United Kingdom.
  • Would Hit a Girl: Jean-Marcel targeted Tenzing's village and killed her mom and some of the female villagers.
