Hopefully setting my encoding to ISO-8859-13 will allow me to take care of it. I just put a Custom Wikiword request in for one, it'll take a while to see if it's approved or if it just changes it to the same error. If we find a consistent way to deal with them, them this can go in the Long Term or Short Term projects forums.
EDIT: I meant 13, Baltic encoding.

Keeper of The Celestial FlameWell, what you did did fix the way the custom title appears in the queue. The problem is not how the custom title is sent (I can fix broken character entities before approving them), but that after approving, the custom title works for a while and then breaks.

It is wrong under any title capitalization rules, since it's a verb.
Huh. The work page shows it as "is" as does most of the Internet. Wikipedia shows it as uppercase.

Because that's what's afflicting The Informant and Freak Out.

simple asThat is not a bug; it's how the system is designed. No changes to it are currently planned until the big site redesign project later in the year.
The preferred technique is to de-customize titles that conflict and use potholes instead.

I don't think that one can be fixed except by admin level intervention.

Custom titles seem to have broken again recently, including Az Erdő Kapitánya and several mentioned in the OP.
Relaying any further custom title issues to the Query Bugs noticeboard, so locking.
