    Main Protagonists 

Albus Bernstein

The main protagonist. A former member of the Black Pearl Troubleshooters who decided to form his own Troubleshooter Company and deal with gang violence.
  • Ambiguously Gay: While it's generally a No Hugging, No Kissing kind of game, Albus never shows any particular interest in girls, and responds with bewilderment when Camila brings up rumors that he's been using his company to build up a Battle Harem — while on the other hand, his reaction to Sion complementing his smile is to blush while stammering nervously.
  • Blow You Away: His ESP Affinity is Wind, allowing him to manipulate air currents to speed up his attacks and fire blasts of compressed air or Razor Wind, among other abilities.
  • Broken Pedestal: Albus was really excited to do his apprenticeship with a huge troubleshooting company, and spent lots of time putting together his presentation and outfit. He got immediately sent home and told to change into something less restrictive. He then started out working, but was shunted off into doing paperwork, and began to routinely show up late and slack off... only to find that no-one actually cared. Needless to say, he had reasons to go into business for himself.
  • Dark Is Not Evil: Has dark hair, normally wears all black, and can wield a variety of intimidating swords, but he's a socially-awkward Nice Guy and supporter of justice through-and-through. This gets lampshaded early on, when Irene instantly pegs him as a criminal during their first meeting.
  • Flash Step: Windwalk allows him to dash a short distance in a burst of wind, ignoring enemy engagement and any intervening hazards or elevation.
  • Fragile Speedster: Albus is fast, hits relatively hard, and has naturally high Block and Dodge rates that his equipment and masteries can amplify even further — but on the flip side, his defenses and HP are surprisingly low for being The Hero, meaning he generally relies on avoiding and outmaneuvering enemy attacks over tanking them outright.
  • Heroes Prefer Swords: Albus' default class is Swordsman. Both of his promotion options also involve swordplay, with one specializing in his melee skills.
  • Ironic Name: Between his black hair and penchant for black clothes, it is kind of strange that his name means "white".
  • The Leader: He's the main protagonist and focal character of the story, as well as boss of his own Troubleshooter Company.
  • Magic Knight: Albus' other potential class promotion is to become one of these.
  • Missing Mom: Albus became a Troubleshooter because his mother was killed during a war between the gangs and Troubleshooters a decade before the game takes place.
  • Start My Own: His primary reason for going independent instead of remaining with Black Pearl was being saddled with paperwork instead of actually going out and helping others.

Sion Bloodwalker

Sion in Winter
The first employee of Albus's company. Descended from a rich family, but had a falling-out after the death of one of his brothers. Albus recruits him after he helps beat up some street thugs that disturbed his dinner.
  • Badass Bystander: His first meeting with Albus is helping the latter fight off a Spoonist attack because it interrupted his dinner. Albus recognizes his potential and hires him as an apprentice Troubleshooter, a role he quickly takes to.
  • Big Eater: His recruitment cutscene has him packing away an entire stack of bowls of food. He even has a hidden Synergy talent that increases his Relationship Values with other characters when he eats meals with them.
  • Black Mage: He's an Elementalist, allowing him to use both Fire and Lightning in battle, though specializing in Shock and Awe. One of his class promotions is actually called Black Mage, and focuses more on elemental damage.
  • Blue Blood: His family is a high-ranking noble house from the Ater Empire, though Sion himself is semi-estranged from his parents and refuses to touch a cent of their money. It does explain a few of his more odd quirks, such as his refined food palate and chess skills.
  • Deathbringer the Adorable: Sion Bloodwalker is a great villain name, only amplified by the fact that he has lightning powers... but Sion is a goofy, perpetually smiling, dumpling-loving Keet with a tendency towards fanboyism.
  • Family Theme Naming: Sion has an older brother named Rion.
  • Glass Cannon: Sion's attacks put out a lot of damage and he's one of the go-to characters for taking out groups of opponents at once, but his defenses and mobility are mediocre at best, and many of his abilities require him to get dangerously close to the enemy. His Battle Mage class promotion transitions him into more of a Jack of All Stats, while his Black Mage promotion keeps the squishiness in favor of emphasizing his nuking potential even more.
  • Kung-Fu Wizard: Sion's other class promotion is Battle Mage, which is meant to make him more well-rounded and hold his ground better in a fistfight.
  • The Lancer: As Albus' partner from the start, he's frequently involved in important events. He is also more laid-back, friendly and energetic than his duty-driven, socially awkward and stoic boss.
  • Non-Idle Rich: Sion is the youngest son of a pre-eminent Ater Empire noble family.
  • Obfuscating Stupidity: His fun-loving Big Eater persona is not a front, exactly, but it's also only a shadow of who Sion really is. He's a Cultured Badass with surprising emotional intelligence, always keeps a cool head in battle despite his excitability, and hides some deep emotional scars from his brother's death. He's just generally so Brilliant, but Lazy it can be easy to forget what he's really like.
  • Rebel Prince: Downplayed. Sion did run away from his responsibilities and privileges, but he hasn't cut ties with his family entirely, and while his family obviously don't approve of him working as a common mercenary, they do display some pride when he starts making headlines. The game's ending reveals that his uncle Visha did exactly the same thing.
  • Shock and Awe: Sion's primary skillset is lightning in a variety of forms.
  • Smart People Play Chess: One of the early signs that Sion is not as goofy as he seems is his love for chess. He sets up a board in the office after joining the company and plays matches with Albus frequently during their off hours, with idle dialogue indicating that he almost always wins even when he isn't trying.
  • Trademark Favorite Food: Sion isn't a picky eater, but given a choice, it's always going to be dumplings.

Irene Lion

A vigilante that wants to be a hero fighting for justice.
  • Cool Big Sis: Grows into this for Anne after the latter joins the team. She vows to look out for the younger girl during battles, and walks her home every day after the Spoonists and gangs start targeting Troubleshooters.
  • Decoy Protagonist: She's the focal character for a few early missions, but Albus is the main hero.
  • Fiery Redhead: Both figuratively (she's got quite the temper) and literally (thanks to her fire magic).
  • For Great Justice: Irene's defining character trait.
  • Ineffectual Loner: Early on, she repeatedly rejects Albus and Sion's offers to join their company and become an official Troubleshooter, feeling it'll get in the way of her crimefighting efforts. She ends up being too late to contribute meaningfully to several fights with the Spoonists as a result, at one point indirectly leading to the death of several Valhalla police officers. She ultimately realizes she's been going about it wrong and joins Albus' company.
  • Kick Chick: While Irene will use her arms to block incoming attacks, the vast majority of her martial arts moves are kick-based.
  • Kung-Fu Wizard: Both of her promotion options are these, with Martial Artist (which she shares with Leton) focusing more on the "Kung Fu", and Battle Mage (which she shares with Sion) on the "Wizard".
  • Playing with Fire: Irene's abilities specialize in this, as well as physical strikes, which she refers to as "Red Panda Style Martial Arts".
  • P.O.V. Boy, Poster Girl: Irene is featured on the game's title art and is the Decoy Protagonist for a few early missions, but the majority of the story is told from Albus' perspective.
  • The Unfettered: Irene is so focused on being heroic that she tends to not think things through.
  • Vigilante Man: Her life before she joins Albus' company. Despite exclusively focusing her efforts against much worse and often outright murderous criminal gangs, lacking a Troubleshooter license means the VHPD considers her a wanted criminal as well.

Anne Macy

A young girl gifted with healing powers. However, she's often coddled due to her age and weakness, leaving her with guilt over never being able to save people in time.
  • The Baby of the Bunch: Anne is the youngest member of the team by a decent margin, and the only one who still attends school and lives with her parents. She averts Tagalong Kid by a country mile and is never unhelpful or incompetent, though she's the only party member who can't drink alcohol at bars.
  • Barrier Warrior: Several of Anne's unlockable abilities allow her to create shields to protect others.
    • Starlight Prayer creates a shield around an ally that can block any amount of damage once.
    • Starlight Prison locks a target in a field of light that makes them completely invincible for several rounds, at the expense of being unable to act for the same duration.
  • Beam Spam: Pouring Starlight Arrows, her unlockable Overdrive, calls down a hailstorm of energy blasts on all nearby enemies. Each individual shot doesn't do much damage, but each hit adds up, and Anne's naturally rapid SP gain makes it a great ability for whittling down crowds.
  • Combat Medic: She's primarily a healer, but refuses to just stick to the sidelines and play support (and joins the company for this exact reason). Her basic attacks are weak but quite accurate and drain Vigor from their targets, and both of her class promotions provide additional options for disabling and inhibiting enemies.
  • The Cutie: Anne is an absolute sweetheart, whom everyone likes, including wild Timas and Luna. Everyone adores and looks after Anne.
  • Dishing Out Dirt: Her elemental specialty, which her healing powers are a part of.
  • Fiery Redhead: Inverted. Anne's hair is auburn, in contrast to Irene's bright red, but where Irene is a brash, impulsive powerhouse, Anne is a timid, kind-hearted healer.
  • Girlish Pigtails: Wears her hair in two short pigtails, symbolizing her youth and relative inexperience compared to the rest of the team.
  • Green Thumb: Has a limited version with her Constricting Root attack, which summons plant roots to bind enemies in place in a small radius.
  • Heroic Self-Deprecation: Anne has trouble coming to terms with that she is significantly younger than the rest of the team, and that her abilities are less combat-oriented. Both the rest of the team and civilians she meets reassure her that her healing skills have saved the day countless times, but sadly, it doesn't seem to stick.
  • Light 'em Up: Despite her ESP affinity being listed as Earth, the majority of Anne's active abilities are light-based, whether she's calling upon starlight to heal or protect allies or smiting enemies with bolts of holy light.
  • Loophole Abuse: Twofold example early on. While Anne is technically an apprentice Troubleshooter even before joining Albus' comapny, this is only so she's legally allowed to provide medical support to victims of violent crimes, and she has zero actual combat experience due to the VCPD preventing her from getting involved in fights with gangs until after they're over. After making her personal resolution to get involved on the frontlines of fighting crime, she's able to use her junior Troubleshooter license to join Albus' company despite her status as a minor otherwise meaning she wouldn't be able to.
  • Magikarp Power:
    • Anne can be difficult to use on initial recruitment, as aside from healing she doesn't have much combat presence, and her squishiness and lack of mobility can make it hard to keep her alive in intense fights. It's not until class promotion that she really starts to unlock some powerful abilities (along with better overall stats) that let her contribute in battle more effectively.
    • Her White Magic class promotion has an additional layer of this with a side helping of Guide Dang It!. While said promotion learns many useful abilities, its strongest mastery sets also require Priest masteries, which can't be naturally unlocked by the player and are only naturally dropped by a scant few enemies in the game, requiring research and grinding to unlock Anne's full potential.
  • Red Mage: One of her promotion options, Witch, gives her more damage-dealing abilities to balance out her offense and support capabilities.
  • Squishy Wizard: Anne sports powerful healing and buffing abilities that let her effectively run support for the entire team, but her HP and defense growths are far and away the worst of the playable cast.
  • Star Power: Several of her abilities are themed around calling upon starlight to heal or attack.
  • Token Religious Teammate: Implied. She wears a fox-tail charm that's suggested to have some kind of spiritual significance, and several of her battle quotes carry religious implications (such as describing her actions as a "divine punishment" after knocking out an enemy). Despite this, she never actively discusses religion in any other capacity.
  • Triple Shifter: Working as a Troubleshooter and spending her nights fighting in bloody gang wars doesn't spare her from the Compulsory School Age. While it's not a major part of Anne's characterization, she mentions studying for tests in a few dialogues, and some late-game cutscenes mention that she's been prioritizing being a Troubleshooter over school, causing her grades to slip.
  • White Mage: Her primary focus is on support and recovery, and her skills can heal people without using up consumable items. Additionally, the promotion option that develops these skills even more is actually called this.
  • White Magician Girl: Poster example for this trope. She's a demure, kind, and feminine young woman, serves as the team's primary healer, and while not quite emotionally mature enough to be the Team Mom, shows a caring and nurturing side towards everyone she meets.

Heixing Alley

A former orphan from Alley, who grew up with Carter, Ray, and Leton. An incident four years ago led to him serving time at the Fortress of Suffering before returning to Valhalla and crossing paths with Albus.
  • Anti-Hero: He's first encountered offering to help save civilians from wild beasts despite a bounty on his head, claiming because it'll be interesting instead of caring about lives, and afterwards chooses to leave the scene by hijacking a car.
  • Bruiser with a Soft Center: He shows his sensitive side on occasion, such as when he repairs Anne's fox tail charm.
  • Disease Bleach: Heixing's hair is primarily white with a black stripe. Flashbacks show that it used to be primarily black, with the change occurring while being tortured in the Fortress of Suffering.
  • Deuteragonist: Grows into this role as he and his fellow "Abandoned Children" of Alley become more relevant to the current gang wars.
  • Family of Choice: The Alleys are one, having all been orphans that grew up in the same harsh circumstances.
  • The Gunslinger: Heixing's weapon of choice is Dual Wielding sub-machine guns.
  • No Shirt, Long Jacket: His main outfit is black jeans, a fur-trimmed white jacket, and a pendant, with no shirt.
  • Sacrificial Lamb: His backstory. When a branch of the Nine Dragons raided the Alley, they ordered Carter to pick someone to send to the Fortress in exchange for sparing everyone else, and Carter chose him. Later, Carter discloses that it was because he thought that Heixing was the weakest of the Alleys.
  • Used to Be a Sweet Kid: A flashback shows that he used to be bookish, was bullied for trying to improve himself, and couldn't fight at all before the incident four years ago.

Ray Alley

Heixing's "sister". Formed a vandal group called "Chaos Brush" to combat the discrimination of people from the "Alley" territory. Her misdeeds include contraband smuggling and graffiti art.

Giselle Wallenstein

The former leader of a division of the Black Pearl Troubleshooters, and Albus' ex-boss. She's a talented hunter, and has a permit to raise beasts within city limits.
  • Action Fashionista: Struts into combat situations in a pretty dress, fur coat, and plenty of fancy jewelry. All of her unlockable and DLC outfits are similarly glamorous, and she has no trouble kicking ass in any of them.
  • Ancestral Weapon: She inherited her Sniper Rifle from her grandfather.
  • Being Personal Isn't Professional: With the specific exception of her friendship with Jane, she's a big believer in this. She likes and respects Albus a great deal, but largely refuses to show it out of concern that it'll impair their mentor/student relationship, and she occasionally expresses disapproval towards Albus being too chummy with his own subordinates in the company.
  • Cold Sniper: She's noticeably less friendly than even Heixing, frequently experiencing friction between herself and the less experienced Troubleshooters, and at certain points setting Albus against the rest of the group.
  • Combat Stilettos: Never wears shoes with anything less than a three-inch heel. She gets called on it.
  • Fluffy Tamer: Giselle can learn abilities that let her recruit the wild beasts that have been attacking humans.
  • Great White Hunter: An aristocrat who specializes in dealing with dangerous wildlife.
  • Hypocrite: Sent Albus home on his first day of work for wearing a suit instead of comfortable street clothes, but sees nothing wrong in going into battle in a minidress and stiletto heels. She gets called on it.
  • Icy Grey Eyes: As a Cold Sniper and Femme Fatale, could she have had eyes any other color?
  • Kicking Ass in All Her Finery: Her choice of outfit while on-duty includes a fur-trimmed jacket and two golden necklaces.
  • Prim and Proper Bun: Always wears her hair in this style while on-duty, highlighting her practical and mission-driven outlook. She only lets it down when she's at home or off the clock.
  • Sexy Mentor: Giselle was the leader of the Troubleshooter group Albus was a part of before he left to form his own. She continues to give valuable advice to Albus over the course of the story.
  • Stocking Filler: Wears them as part of her standard outfit, no doubt to fit in with her "aristocratic sexpot" aesthetic.

Kylie Zu

A technological genius always accompanied by her two cube-shaped drones, Mono and Vivi. Albus first meets her while she's assisting the VHPD in a secret operation. Later developments reveal that she also has ties to the White Dragons, a branch of a larger criminal organization known as the Nine Dragons.
  • Do-Anything Robot: Mono and Vivi can fire laser beams, provide first aid, create energy shields and decoys out of Hard Light, act as camera drones, and more besides, depending on the Protocol abilities Kylie has equipped.
  • Drone Deployer: Her sole method of combat, used for both offense and support. Her "Engineer" promotion further increases the versatility of Mono and Vivi.
  • Mafia Princess: It's her backstory, though she does everything she can to avoid being involved in the affairs of the Nine Dragons.
  • Playful Hacker: In a few story missions, such as her introduction, she's the one able to hack into the gangs' networks. She can also disable or take control of enemy machines, with her "Hacker" promotion specializing in this over combat.

Leton Alley

One of the Alley orphans, born with a disease that's lethal if not constantly medicated. Was constantly bullied while growing up for looking like a drug addict due to the injections. Currently has ties to the ESP Research Institute, after rejecting an offer from them in the past.
  • 11th-Hour Ranger: Joins the company during the sixth and final main chapter of the story, though he averts Late Character Syndrome by joining the party already promoted with a full set of useful masteries. Later averts this trope as well as DLC expansions add more missions as well as expand the playable cast.
  • Anti-Villain: Works with Carter and abets his more heinous actions throughout most of the story, though he does so out of personal concern for his friend and foster brother rather than any actual malice, and he never personally fights the main characters at any point in the game. He eventually recognizes just how far Carter is willing to go and turns on him, though his motives for doing so are hazy at best.
  • Blessed with Suck: Leton is a natural Ice ESP user, giving him the ability to manipulate cold and fire blasts of ice in combat... and straddling him with a "gift" that literally freezes the blood in his veins, requires constant saline injections to stay functional, and will probably cripple or kill him long before he reaches middle age. Leton himself is rather nonchalant and even somewhat philosophical about it, but several other characters express pity for his condition.
  • Dance Battler: Leton's default class is "Dancer", and he later has "Superstar" as a promotion option (with the other focusing on more traditional martial arts).
  • Dissonant Serenity: Retains the same chipper, constantly-smiling persona whether he's beating up criminals or reuniting with old friends. His smile doesn't move a hair even when he backstabs Carter and informs the latter that the next time they meet, they'll be enemies.
  • Gratuitous English: Most of Leton's in-combat sound bites are in English, for some reason.
  • Hazy-Feel Turn: He eventually sides with the heroes against Carter's crusade, but his reasons for doing so are kept deliberately vague, even to his Alley siblings. The epilogue of the main story also indicates that he's remaining in contact with the ESP Research Institute, who are themselves very Ambiguously Evil.
  • An Ice Person: His disease does have the minor benefit of letting him freeze his opponents.
  • Kung-Fu Wizard: His "Martial Artist" promotion has a larger focus on raw damage than support.
  • Power Stereotype Flip: Inverts the usual stereotypes with ice wielders by being a cheerful and fun-loving Dance Battler. Flashbacks show he used to be more somber and serious as a teenager, but cheered up somewhere down the line. It adds to his Red Oni, Blue Oni dynamic with Carter, who's a grim and purpose-driven fire mage.
  • Take Me Instead: Attempted to take Heixing's place during the incident four years ago, but was denied due to his poor health...and also because Carter valued Heixing's contributions less.
  • White-Haired Pretty Boy: Subverted. Leton has long, beautiful white hair and very beautiful facial features, but he is constantly hunched over and his motions have a fluidity that lends them a creepy, inhuman quality.

Bianca LeBlanc

Inspector Isaac Gordon

Leader of the Wind Wall District's SWAT team. Often asks for assistance from Albus' group to take down larger gangs.
  • Cowboy Cop: Is a bit too fond of running off-the-books ops for his superiors' comfort. Granted, they are also often the targets of said ops...
  • Face–Heel Turn: Subverted. While he leaves the police to join the Black Tigers, he is also instrumental in convincing the gang to go legit.

Inspector Jane

Another officer from the SWAT team. She takes command of the team after Isaac quits the force.
  • Tomboy and Girly Girl: The Tomboy to her Girly Girl best friend Giselle. Jane is a no-nonsense cop who usually wears fatigues and no makeup, whereas Giselle wears minidresses and stiletto heels and immaculate makeup. Subverted when Giselle and Jane hang out outside of work, when Jane's appearance and demeanor are, if anything, even more femme than Giselle's.
  • Tomboy with a Girly Streak: Is a straight-shooting, no-nonsense cop while on duty, but she enjoys getting dolled up and going barhopping in her time off.

Joel

  • Connected All Along: It turns out that he advocated for Ray Alley, and helped pardon her misdemeanors.
  • Sacrificial Lion: Dies early in the story during a fight against the gangs, and his passing motivates both Irene and Anne to join Albus' Troubleshooters.

    Other Allies 

Don Bruce

Silverlining's bartender. Had close ties with Albus' parents, considering them family.
  • Good Old Fisticuffs: Doesn't use any weapons during his stint as a Guest-Star Party Member, but his bare-knuckle punches still pack a whallop. Flashbacks indicate he had the same fighting style back when he was an active Troublehshooter.
  • Guest-Star Party Member: Helps Albus repel a Spoonist attack on his bar in an early mission. He's notable for being one of the few guest characters to be playable for one mission and only one.
  • Long-Lost Relative: Is actually Albus' uncle. He adresses Albus' mother's gravestone as "sister-in-law".
  • Retired Badass: Don happens to be an ex-Troubleshooter from a group still feared by gangs 10 years later.
  • Uncanny Family Resemblance: Has the exact same black hair and bright green eyes as his nephew.

Lily Love

    Minor Antagonists 

Sharky

One of the major members of the Spoonists, a cult-gang whose members all have special powers.
  • And Now for Someone Completely Different: He and a few Spoonists are playable for the first half of one mission in Chapter 2, before Albus arrives and has to deal with their alliance with the remaining Raging Bull gang members.
  • Auto-Revive: His "Phoenix" mastery allows him to be revived from knock-out once per battle.
  • Legacy Character: John "the Immortal" reveals to Carter, who recently killed Sharky and took up the identity to manipulate the Spoonists, that the first Sharky he served died a year ago. However, John lets him live, assuming that his similar build and powers to the previous Sharky must be a sign from the Spoons.
  • Non-Action Big Bad : Dispite being the leader, most of his subordinates are a bigger threat in combat.

John

A purple-haired Spoonist known as "the Immortal".
  • Auto-Revive : His third heart mastery set allow him to be revived twice per battle.
  • Meaningful Name: He has the ability to hang on at 1 HP thanks to a unique buff. Combined with his Auto-Revive abilities, he is very persistant in combat.
  • The Dragon : Possibly the strongest of the spoonist and is one of Sharky's most devout followers.

Tusk and Naam

One of the Nine Dragons branch leaders. In the past, he raided the Alley territory and broke up the community that had formed there.

Carter Alley

The last member of the Alley family. His decisions during an incident four years ago, coupled with growing up to be even more pragmatic, has made Heixing somewhat resentful of him.
  • Becoming the Mask: The ending implies that he has accepted his role as Sharky, possibly as a way to atone for failing to defend the people of Alley from the Nine Dragons, and is leading the Spoonists away from Valhalla in search of the Land of Feasts.
  • Kick the Dog: It's clear pretty early on in the story that Carter is a morally questionable character, but depending on the outcome of a one-on-one duel with Heixing, Carter tells him to his face that he never considered him a member of the Alley family, sent him away because he considered him disposable, and only called him his brother to ease his own feelings of guilt.
  • Kill and Replace: He kills (the most recent) Sharky in order to take his role as a Spoonerist leader and manipulate the cult.
  • Playing with Fire: His elemental affinity, which he utilizes by throwing fireballs at his foes.
  • Pragmatic Villainy: He is constantly thinking in these terms, such as sending Heixing away because he was the most disposable of Alley's community.
  • Sadistic Choice: Four years ago, Taisoo of the Nine Dragons ransacked Alley and forced Carter, the leader of the community, to pick one of his friends to betray and send off to the Fortress of Suffering or else lose them all. Carter picked Heixing, for pragmatic rather than emotional reasons.
  • Utopia Justifies the Means: He's plotting to spark an outright war between the gangs and the police in order to eliminate all the corruption in the city.

Marco Bardo

The leader of Vendetta, a criminal organization. He made it his duty to be Luna's guardian, fearing what she could do if left unchecked.
  • The Caretaker: A villainous version, as a gang leader named Marco is the guardian of Luna Estina, whose power when bloodthirsty is something that even he fears.
  • Morality Pet: He and Luna act as each other's.

One of Anne's friends. However, she has a secret violent side, often only kept in check by Marco.
  • Chainsaw Good: Her weapon of choice.
  • Girl with Psycho Weapon: A pink-haired Gothic Lolita who wields a massive chainsaw.
  • Red Baron: She's known as the "Reizin Monster" for committing a massacre in the Reizin Market District at an even younger age.
  • A Taste of Power: She's briefly playable in one mission, and is Level 35 at a point when the average party level is just past 10.
