The owner of a shell company called Whitestone Industries engaged in illegal businesses such as debt collection and hired thug recruitment.
  • Awesome, but Impractical: Somewhat. Her Ultimate allows her to break a whopping three cores, but to do this she also needs to spend three movements. This forces the player to be more careful with their movements if they wish to use her ultimate frequently. This is significant lessened with her first Shackle, as she then slowly regenerates movement by remaining still.
  • Badass Biker: Is often seen with her motorcycle, and is an S-Class Sinner who is extremely powerful.
  • Beware the Silly Ones: Despite appearing to be a lazy bum and a somewhat silly person who let her subordinates do all the actual work, one should not forget that she's S-Class for a reason. Much remains uncertain about her past (though it is implied that she escaped from something traumatic) and she is much craftier than she appears. Her Phase 4 Interrogation heavily implies that it was her who took Rhett Bai, fighting someone offscreen with an aggression that heavily contrasts her carefree self in the past Phases, and intimidating the Chief to stop them from investigating further.
  • Darker and Edgier: Her Blade of Night skin does away with her carefree personality likely having just taken care of loose ends she doesn't think are worth mentioning. Some of her lines are flat Blatant Lies about this, enough to make one think of her Interrogation story and imply this is her real line of work.
    Bai Yi (Greeting): You're finally back. I stayed here and didn't go out all this time when you were gone... Oh, you want to know about the stain on my cloak? Che accidentally spilled water on it. Yeah, that must be it.
  • The Gadfly: She provides way more cheer for her group that K.K. would rather she translate into work, being rather teasing towards the Chief and enthusiastic about her advertisements.
  • Katanas Are Just Better: Her choice of weapons are katana. Given her Sinner power is to move at supersonic speed, a cut is all she needs to put someone down.
  • Lazy Bum: K.K. and Che do all the actual work of Whitestone Industries, while she is seemingly ungrateful or ignorant of how much work they put in. She's pretty shameless enough to proclaim staying in the MBCC in her Idle line because she gets free food.
    Bai Yi (Conversation 3): Whitestone is able to survive in Syndicate till today because I've poured my blood, sweat, and tears into this company. You really can't count on those two kids, for heaven's sake... Why are you looking at me like this? Am I not speaking the truth?
  • A Mother to Her Men: As much as she slacks off, she does care for her subordinates. Interrogation Phase 3 has her rescue her captured crew, with Phase 4 revealing she's been keeping her and Che's shadier activities secret from the more innocent K.K.
  • Ms. Fanservice: A pretty woman with long hair in a ponytail, her outfit consists of an open jacket revealing a bikini top over her large breasts and her pants conforming to all of her legs real tight.
  • Sexy Backless Outfit: Her inmate mugshot has her stand with her back to the camera while pulling down her coat and giving the Chief a good look at her behind. Her wide smile implies she knows exactly what she's doing there.
  • Snake Oil Salesman: She is very insistent about shilling Whitestone Industries' services and ads. Whatever shady job she keeps secret from the Chief and K.K. doesn't seem to bring in money (assuming it's money or something else she can't use) if she still complains about not having enough.
  • Super-Speed: Her power is to move at supersonic speeds, and that's it. Her Mutation Assessment however notes that she's able to kill dozens in three seconds this way, not to mention how she held off the Corpseborne in Chapter 6 on her own.

A former security director and bodyguard from the "Serpent Eye" organization, arrested after leaving her client at a critical moment in order to rescue civilians from a gang of roaming thugs. Her Sinner ability is a retractable energy shield that she can expand to protect her allies.
  • The Ace: Cinnabar's biography states that she is excellent in physical skills, shooting, and anti-reconnaissance, and her intellect and physique make her better able to resist Mania erosion than most people. She is also renowned within her profession, being highly requested for protection and escort missions even after being detained in the MBCC.
  • Ambiguously Gay:
    • Her interrogation dialogue is more intimate toward a Female Chief than a Male one. Notable differences include wrapping her arm "tightly" around Fem!Chief after helping her up, being "flustered" at Fem!Chief's teasing, and hugging Fem!Chief during the scene where she is crying. Serpent Member A even lampshades it by referring to Fem!Chief as Cinnabar's good friend while simply calling Male!Chief a friend.
    • Additionally, she received multiple love confessions from female clients. Though she turns them down, the reason she cites is not due to incompatible orientation, but rather that they may have mistaken her for a man, as well as the fact that it would be unprofessional to become romantically attached to a client.
  • Barrier Warrior: Cinnabar's Sinner ability is to project energy shields, and it manifests during her ultimate as a 3x3 grid that provides shielding to allied Sinners within its range. Taken up a notch after unlocking her Exclusive Crimebrand, which instead provides that shielding to all friendly Sinners on the field.
  • Bifauxnen: Her handsome, androgynous appearance confuses Sinners and players alike.
  • Boyish Short Hair: Her dark hair is cropped short, making it easy to mistake her for a male.
  • Does This Remind You of Anything?: The final cutscene of her interrogation is very reminiscent of a someone bringing a lover home to see if their family approves.
  • Nice Girl: Unlike most other Sinners, she is kind and cooperative.
  • No Good Deed Goes Unpunished: The event that got her arrested? She left her post to defend civilians who were at risk due to a riot, and she did so after making arrangements to ensure her client's safety.
  • One of the Boys: After her father passed away, was taken in by her "Serpent Eye" colleagues and is able to drink and fight with the best of them.
  • Sheep in Sheep's Clothing: When setting up her interrogation, it makes it seem like her cooperative and friendly demeanor might only be a front for her real personality, especially being part of the TREACHERY Libram, but it's quickly revealed that no, Cinnabar is as heroic and kind as she seems, and her dedication to protecting everyone is genuine.

An archer formerly associated with the criminal underworld of Syndicate, jumping from gang to gang and carrying out missions through a mix of her archery skills and silver-tongue manipulations until taken in by the MBCC.
  • Beware the Silly Ones: While EMP is nowhere near as dangerous as she boasts of being and has nary a bad bone on her apart from her ego, she's still a Sinner at the end of the day and shouldn't be underestimated. Her awakening led to a power shortage in the entirety of Syndicate, and she did that entirely on a accident.
  • Boisterous Weakling: When you first meet EMP, she's boasting about how strong she is in combat. You then proceed to defeat her with little issue, and she begs to be spared.
  • Crutch Character: Early on, EMP's range and ability to oneshot squishy mooks with her ultimate makes her valuable to use in maps. As you progress in the game and obtain more powerful Sinners, her power starts to pale in comparison. That said, she is still usable in later stages.
  • Compulsive Liar: EMP has been a unashamed liar through the entirety of her life thanks to a mix of desperation to survive in the rough streets of Syndicate and growing used to having to live up to the expectations of her as a unmatched archer. Her arrest records notes there has been up to five (fake) backgrounds on her name circulating the Bureau, all presumably made up by her.
  • Dark and Troubled Past: She's one of the many orphans in Syndicate who were abandoned by their parents while still young, which led to her turning up to criminality in the first place.
  • Friendly Sniper: Is very energetic and excitable. EMP's signature weapon is her bow, and as a Reticle-class Sinner you're expected to take advantage of her long range.
  • Lazy Bum: Her file notes that EMP has always taken a lazy attitude ever since her old life as a gang member and this didn't change after being indicted into the MBCC, where she continued her routine of playing video-games and watching anime all day (and waking up late) while rarely going out on missions.
  • Lovable Coward: EMP isn't exactly happy about going out on missions, and is one of the Sinners that break in a panic the quickest when put in actual life-threatening situations, but she can hold to her weapons and fight for her allies if given the right encouragement such as The Chief staying by her side or Labyrinth calling out on how her cowardice will put the entirety of Eastside in danger in the fight against Sosia in the Witching Hour.
  • Meaningful Name: EMP is an abreviation for Electromagnetic Pulse, which in turn is used to describe a brief burst of electromagnetic energy which can disrupt and damage electronic equipment - a fitting nickname for someone whose Sinner powers involve disrupting electricity.
  • Minion with an F in Evil: She tries hard enough one might think she's just a Ineffectual Sympathetic Villain at first, but when it comes down to it she was this to the syndicate gangs she worked with. Not only would she rather stay inside and play video-games all day long rather than commit any crimes, all of her attempts at sounding imposing and rebellious tends to fall-flat with her either displaying a deep attachement and loyalty to The Chief's orders or quickly backing down when someone bites back at her barks and due to being just a goofball otaku who ended up in the world of crime due to a bad childhood rather than any malicous intention of hers.
  • Motor Mouth: There is nary a moment where she speaks up that doesn't derail into a rambling about current events or herself.
  • Narcissist: Quite downplayed. EMP likes to boast of her capabilities at any given moment and even takes credit for a victory entirely on herself ("All Thanks to Invincible Me!"), but is show to be very empathetic towards others and is able to admit and recognize her own errors, both traits alien to pure Narcissists. It's implied her egotistic attitude is a façade she puts on to look tougher than she really is due to past trauma in Syndicate.
  • Only Known by Their Nickname: EMP has revealed her true name, Emy Pan, to The Chief, and indeed the lack of notes about it on her profile and the fact she was abandoned as a orphan while still young makes one wonder if she ever had one.
  • Punch-Clock Villain: Her time working with the Syndicate Gangs was mostly done out of desperation due to being abandoned as a orphan and having no-one else to turn to during her childhood. By the time she was taken in she quickly accepted her arrest and was happy with taking advantage of the facility's generous policies to continue her lazy lifestyle without resorting to her old criminal habits.
  • Plucky Comic Relief: If she appears in a event, it's very likely she will play this role due to her energetic and egocentric attitude leading to natural Rapid-Fire Comedy. In the Night of Wonders event for example, her route with Hella is by far the most comedic out of all three.
  • Red Baron: "The Uncrowned Queen of The Syndicate" - only she actually uses the nickname however, and about no-one else takes it seriously in-universe.
  • Walking Techbane: Her Sinner ability allows her to disrupt electronic equipment through artificial magnetic pulses - luckily, these are only activated by hitting a target with her arrows, which means she's got her ability (mostly) under control.
  • What Happened to the Mouse?: Is recruited in an early chapter but fails to make any appearances past that. This lasts until she returns in the Night of Wonders event as one of the Sinners assigned to rescue the Chief in the art gallery.

  • A Day in the Limelight: Kelvin is part of the Chief's investigation at the Insatiable Fiesta Event due to her expertise in gourmet cuisine.
  • Fangirl: Kelvin, who likes gourmet cuisine, deeply adores Cabernet for the latter's beauty, elegance, and impeccable knowledge of food.
  • An Ice Person: Kelvin's nature as a Sinner is this. This means that she can Kill It with Ice.
  • Obsessed with Food: Considering Kelvin's interest in gourmet cuisine, is it surprising that she is obsessed with food? Due to her Sinner condition, however, she can only taste food that has a temperature close to liquid nitrogen.
  • The Quiet One: Due to Kelvin's shy personality, she rarely voices her opinion. This is best shown when she sneaks into the kitchen late at night to get extra meals rather than tell the MBCC logistics department that her needs are still not met.

The current leader of the 9th Agency which is on the same administration level as FAC, and works directly under Paradeisos. It is in charge of the DisCity's intelligence spies.
  • Ambiguously Evil: Her profile mentions her assassinating a diplomat, and her own lines paint a ruthless figure who is willing to kill and torture without batting an eye and who demands absolute loyalty from her people. On the other hand, we do not know the full story behind these events, her people are implied to be cordial to her even outside of work, she is an enemy of Parma who we know to be unambiguously villainous and she claims to be fighting for world peace, though without providing much in the way of details.
  • And This Is for...: When Langely is finishing off Parma in Chapter 13, she says the names of her subordinates: Marta, Red J, Padron, Viper, and Azure. She also remarks how not only their missions are accomplished with the death of Parma, but also how they can rest easy with no more late nights working.
  • Classy Cane: Has one. Apparently it contains a number of dangerous gadgets too.
  • Don't Make Me Destroy You: In Chapter 7, after vouching for the Chief that they'll clear up BR-001 as a test of good faith, she presses her gun to the back of their head and lets them know that under no circumstance if they ever betray her, she has a bullet with their name on it, and she won't miss.
  • Heroic Willpower: Her profile credits her extremely strong mental power to slowing the erosion and infection caused by her mutation.
  • Hidden Depths: Langley makes and enjoys pour-over coffee. Their quality is on par with that of professional baristas.
  • Improbable Aiming Skills: Her ability allows her to calculate the conditions required to make an unmissable shot. As an example, she blows a hole in Parma's head, from a helicopter, in flight. A nearby subordinate even comments on how over the top that is. In term of gameplay, she is also the unit with the longest attack range in the game, something she shares with EMP.
  • A Mother to Her Men: Despite the fact that she seems to be a demanding boss who requires nothing less than absolute obedience in her people, she also gives them a lot of leeway to work, has high faith in their abilities and is noted to be very kind to her subordinates. Tellingly, her people visit her even after her capture and their meetings are noted to be cordial.
  • Properly Paranoid: She is high suspicious of others, urges the Chief to step up their interrogation game and questions other Sinners herself off-screen. However, it is mentioned that other Sinners actually approve of this behavior, implying that they agree with her assessment of the threat they present to themselves and their peers.
  • The Spy Master: The 9th Agency is an intelligence organization. As its head, she is naturally something along this line.
  • Well-Intentioned Extremist: Possibly. She appears to be a very ruthless figure, but thus far her goals have generally been good and her enemies are unambiguously villainous. Her Exclusive Crimebrand is called Traitor and includes a quote proclaiming that everything she did was for a right cause.

A flirtatious two-faced art forger from Eastside with the power of creating perfect replicas of existing objects, first seen during the Witching Hour incident as a intruder interested in copying the works by Enfer, having a longstanding reputation as a famous forger within the Black Market.
  • Affably Evil: She's quite the jovial tease to everyone around her in spite of being a unapologetic forger and doesn't bear a grudge to The Chief even when they start poking at her (uncomfortable) past.
  • Ambiguously Bi: Makes teasing comments towards Lisa and does the same to The Chief when she's taken as a inmate in the MBCC, but it's ambiguous how much these are her just being playful and how much it's genuine interest.
  • Bifauxnen: McQueen has a very androgynous look going for her which might make many players be confused regarding her gender until she speaks up.
  • Compulsive Liar: Proudly admits to being one, though she (mostly) limits her lying habits to those she dislikes—with The Chief and others she enjoys being around she goes with half-truths and a flirty mannerism instead.
  • Defector from Decadence: In spite of being a Eastsider she feels nothing but contempt for the District's high-class culture, believing they are only care about presentation and renown no matter how shallow the art actually is instead of any actual artistic merit or expression.
  • Evil Cannot Comprehend Good: "Evil" is a bit strong of a word to use against McQueen who's at worst a Tragic Villain and at best The Cynic regarding artistry, but she's left completed baffled at The Chief's beliefs that there's something worth salvaging in the Eastside art world even after witnessing how shallow it's usual patrons are and believes they are naïve for insisting on trying to make her go "straight" again. She does come to appreciate The Chief's efforts however, and as she quietly comments at the end of her interrogation, she does wish Jennie had met someone with genuine intentions back them...
  • The Gadfly: Has a big mouth and most of what comes out of it are comments directed at her companions in a playful manner. Lisa's increasingly annoyed attitude while exploring the Belphegor Museum seems to only entice her to be even more proactive towards her.
  • Hidden Depths: Twofold! Beneath the seemingly proud and unapologetic scamming operations lies a girl who's very bitter at the Eastside art world for it's pretentious and vain obsessions because she was a victim of it herself, and beneath that also lies a former artist who regrets the path she chose and wishes she didn't meet a person like (the former) McQueen when she was younger.
  • Ironic Nickname: Her name as McQueen comes from the old forger that tricked and manipulated her back when she was a young and growing artist. She thinks it makes for a great representation of Eastside's art world, where people are so shallow they don't see (or care about) any difference between forgery and real art, only the potential renown that comes with famous paintings and artists.
  • Jade-Colored Glasses: McQueen or rather, Jennie, was once a spirited young artist who failed to garner attention in Eastside due to the vain and shallow patrons and moguls caring more about the renown behind a work of art than any actual merit to it. After being pointed to the (old) McQueen as a potential promoter of her art, she was used as a means for her to acquire fame and fortune at her expense. After awakening as a Sinner due to realizing she was manipulated for a long time, she murdered the forger and assumed her place, now viewing tricking naïve artists and vain art connoisseurs as the "righteous" thing to do since she believes they can't be changed.
  • Kill and Replace: She isn't the original McQueen, but an artist who killed her in retaliation after years of being exploited and used a "Meal Ticket" to fame by the former.
  • Lethal Letter Opener: Her weapon of choice is one that's painted black. Notably, unlike her fellow Witching Hour Sinner who is also Improbable Weapon User, Enfer, she does stab her enemies to death it, and as a Umbra character she's very effective at it too.
  • No Sense of Personal Space:
    • Her reaction to Lisa making it clear she wants a set distance between the two of them? Get close enough for a hug. She does make up an excuse of approaching enemies, but is very disappointed when Lisa immediately gets off from her as the fight ends.
    • Notably, The Chief flat out calls her on this during their interrogation (While also saying she's greasy, cunning and overly affectionate for those she meets for the first time), and her only reaction is to agree that it sounds like her alright.
  • Red Oni, Blue Oni: Her cheery and playful attitude is contrasted by Lisa's completely disinterested and aloof attitude during the Night of Wonders event as they make a duo to fight against the hostile artwork (much to the latter's chagrin).
  • Self-Duplication: A secondary application of her powers is creating a perfect replica of herself which can fight autonomously, as show by her Ultimate Skill.
  • That Man Is Dead: Her old identity as Jennie is considered long gone by her, dying by the time she took on the former McQueen's place as a forger, even referring to her old name in the third person.
  • The Tease: A good amount of her lines has her casually tease The Chief, and her Annoyed voice has her actually complain she's not receiving the kind of "personal attention" she expected to receive from them. She does the same with Lisa in the Witching Hour too, even as the latter makes it clear she has no interest in her.
  • Villain Has a Point: McQueen calls the Eastside art world rotten to the core, where no-one cares for the art itself, but the names and brands attached to them, and uses this to justify tricking young artists into selling out their careers to her as a art bidder and forger, saying she's "teaching them a lesson about artistry". While absolutely ruthless to the point where The Chief flat out calls her out on this, a later Interrogation scene shows she's completely right when it comes to the average art connoisseur in Eastside, with their initial indifference over a painting growing into rapturous enthusiasm upon learning the painting comes from the famous artist Maureen.
