Sannoh Rengokai

Founded by former members of Mugen, Cobra and Yamato, Sannoh Hoodlum Squad (山王連合, Sannoh Rengokai) is a biker gang operated on the northern part of the city. They served as protectors of Sannoh Shopping District, and their base of operation is ITOKAN Diner, an old restaurant established by the late Tatsuya, a founding member of Mugen. Thanks to these factors, they are seen by many as a spiritual successor of sorts to the aforementioned motorcycle gang. Because they were the first new gang to be established after Mugen's dissolution, they represent the "S" in S.W.O.R.D.

All We Want Is to Protect This Town

Portrayed By: Takanori Iwata

The main protagonist of the series. Cobra is the leader of Sannoh Rengokai and a former Mugen Member. After he and Yamato failed to save Noboru from being held in jail, both of them form the Sannoh Rengokai for him to come back. He has cool, quiet, and calculated attitude. His desire is to protect the SWORD district from anyone that threatens to break its balance.

  • Animal Motif: Snakes, and his fighting style mostly consist of slides and chokes on his opponents.
  • Asskicking Leads to Leadership: The reason why he is the leader.
  • Badass Biker: He owns one, and is seen using it along with his crew.
  • Badass Boast : There are a few
    • "We can destroy Oya Koh all anytime we want." (season 1)
    • (during his fight with Hyuuga) "I will end this chain of hatred."
  • Badass in Distress: Happens to him in Final Mission, he is abducted and almost tortured to death. Fortunately Kohaku and Tsukumo came just in time.
  • Break the Cutie: The whole third movie is this for him. Some of his friends abandoned him, he got captured and nearly tortured to death by the Yakuza, and just as he is save by Kohaku and Tsukumo, he was to late to save Smoky. All of these events not only made him shead tears, but also made him considered to join the Yakuza. Fortunately, Kohaku snap him out of it with the help of his friends.
  • Chick Magnet: Implied. Dan refuses to let Tetsu ask Cobra to look for girlfriends because the girls will be drawn to him. Well, He's got a good point.
  • Death Glare: It seems to be his default expression. Though he will give a deadly one if he was pissed enough, like the one when he was about to fight Murayama.
  • Decoy Protagonist: Although he is still one of the main characters, the third movie centers around Kohaku, Tsukumo, and the Amamiya brothers.
  • Didn't Think This Through: It never occured to him that kicking a Yakuza BOSS and directly challenged them will have a really bad consequences not only for him and Sannoh but for the whole SWORD
  • Expository Hairstyle Change: Cobra's hair indicates his mood: when he's depressed (i.e. the first season), his bangs hang in his face. When life picks up in the later second season and in the movies, it's out of his face. Previously, while a member of Mugen, it was gelled up even higher, almost like a pompadour.
  • Foil: To Murayama. They are both leaders of their respective gangs, are considered the best fighters, and always act first when it comes to doing good. However, Cobra is serious, calm, and collected, whereas Murayama is cheerful, childish, and carefree.
  • Hair of Gold, Heart of Gold: He is the only member in Sannoh with a blonde hair, and while he hids it, he is actually a good man.
  • The Heart: To his SWORD leader peers. While the other SWORD leaders focused on protecting mostly their own gangs and area, Cobra is the only one who is determined to protect all of the SWORD regions. This is the reason why all of them rally together and set out to find him when he goes missing.
  • Heroic BSoD: In the third movie, after Smoky's death. It took Kohaku and the rest of Sannoh to snap him out of it.
  • Hidden Depths: It is revealed in season 2 that he practices his signature handwriting, in hopes that one day he would get scouted and be famous.
  • Jack of All Stats: He is shown to be agile, strong, and fast paced in his fighting style. But none of them seems to be more than the other. With this he fights using the combination of the above.
  • Jerkass Has a Point: Cobra acts as a strict leader to his friends, and sometimes comes off as harsh.
    • When the Sannoh's are talking about avenging Noboru, Cobra said that Noboru didn't die, so there is no need to do so. HE also added that if they do avenge him the Yakuza will targeted other members of Sannoh.
    • He roughs up Dan so bad after his incident with Lala causing the White Rascals to destroy their diner. To be fair, he has every right to be pissed.
  • Jerk with a Heart of Gold: Cobra is stoic,cool, strict and not really prone to show emotions. However, he does care for his friends and the SWORD district as a whole, being determined to protect it and the people in it at all cost. He is also helpful to people around him, such as when he help a kid take a brochure which he can't reach or helping an old man lifting bottle crates.
  • Kick the Dog: In season 1, he refused to let Chiharu join Sannoh, despite being told by Yamato about the reason. Implying that he is okay with Chiharu getting beaten up by the Oya koh gangs.
  • Know When to Fold 'Em: Cobra's refusal to avenge Noboru even as he knew that The Yakuza is responsible for hitting him with a car and nearly killing him. No matter how strong they are, Sannoh and the other SWORD gangs are just a bunch of small time thugs who only relies on their fist, while The Yakuza have limitless sources that can easily wipe them all out if they choose.
  • Only Known By Their Nick Name: Everyone calls him "Cobra". That's it.
  • Older and Wiser: Back when he was in Mugen, he was just as much as a Hot-Blooded as Yamato was, before maturing into a calmer and more coolheaded leader.
  • The Leader : Of Sannoh Rengokai. It seems he is this to SWORD as a whole, he is always leading in the front of every battle, and when he is abducted and tortured in Final Mission all the other leaders set out to find him.
  • Manly Tears: In the movie, he shed these with Yamato, Tsukumo, and Kohaku during their climatic fight. He also sheds them again during his Heroic BSoD in the third movie, showing how desperate and close he is to giving up.
  • My Greatest Failure: He was unable to help Noboru in time when he got arrested.
  • No-Holds-Barred Beatdown: Suffers this from Kohaku in the movie.
  • Pint Sized Power House: He is one of the shortest in Sannoh, if not all of SWORD, but no one questions his fighting prowess.
  • Pretty Boy: In a show full of this, he stands out the most.
  • Red Oni, Blue Oni: Blue to Yamato and Murayama's red.
  • The Stoic: He has a cool and calm attitude.
    • Not So Stoic: Only breaks his even-keeled nature when things are dire.
  • Slide Attacks : Uses this a lot during fights.
  • Vocal Dissonance: His voice is a deep and commanding for a pretty boy.
  • Wrestler in All of Us: Uses a suplex during a battle in season 1 and Hurricanrana when he fights Murayama.

     Yamato

Portrayed By:Nobuyuki Suzuki

A member of Sannoh Rengokai and former member of Mugen. He is the founding members of Sannoh Rengokai along with Cobra so that their friend Noboru has a place to comeback. He lives with his mom and works as a Mechanic in the Sannoh district.

  • Always Someone Better: Despite being presented as a tough guy, his fight with Smoky shows that Yamato is nowhere near the level of the SWORD leaders.
  • Big Eater: Pounds plates of food without a problem.
  • Belligerent Sexual Tension: Has a lot with Naomi.
  • Charles Atlas Super Power: His punches are strong enough to bend pipes.
  • Childhood Friends: With Cobra and Noboru, as well as Naomi.
  • Hot Blood: He is brash, reckless, and loud.
  • Deuteragonist: He gets almost the same ammount of focus as Cobra and the other SWORD leaders.
  • The Lancer: Despite being childhood friends and one of the founding members of Sannoh, he and Cobra often butt heads due to their contrasting personality. Usually, its because Yamato chooses to act using his heart while Cobra handles things logically.
  • Manly Tears: He sheds some of these when confronting Noboru. In the movie, he sheds them again with Cobra, Tsukumo, and Kohaku during their climatic fight.
  • Mr. Fanservice: He is attractive and has some shirtless scene throughout the series.
  • Number Two: He is Sannoh's second in command behind Cobra. The other SWORD leaders also seem to respect him, as they'll listen to him as much as they would Cobra.
  • Platonic Life-Partners: He and Naomi are this. If their Belligerent Sexual Tension is ignored.
  • Roundhouse Kick: He really likes using this.
  • Red Oni, Blue Oni: His red to Cobra and Noboru's blue. His brash, passionate, and hot headed, which soketimes put him and Cobra at each other's throats.
  • Ungrateful Bastard: In Red Rain, he still acts as a jerk towards the Amamiya brothers despite one of the reasons for their victory in the first movie's war was because of them coming to aid the SWORD gangs.
  • Unskilled, but Strong: He doesn't use any flashy moves in fights. Not that he needs any with kicks that are able to turn guys inside out.

     Dan

One of Sannoh rengokai's main members. He is the oldest member of the group.

  • Breaking the Fellowship: He quits from Sannoh because of some disagreement with Cobra, in End Of Sky. Thankfully, in Final Mission, he comes back.
  • The Big Guy: In Sannoh, second to Yamato, who is taller than him.
  • Distracted by the Sexy: The reason why he almost immediately got scammed by Lala. This leads to other really bad chain of events.
  • The Lancer: He seems to be the one who have more problems with Cobra than other members of Sannoh (sans Yamato).
  • Know When to Fold 'Em: Even as they found the drive that would gave them an advantage againts the Kuryu Group, Dan still hesitates and refused to fight them, cause well.. their the freaking YAKUZA, and even calls out Cobra attempting to do it in the first place.
  • OOC Its Serious Bussiness: He is usually easygoing, ready to fight and is shown to be affraid of Cobra's authority. In End Of Sky, he not only becomes more hesitant, but also more challenging and even taunted Cobra at one point, nearly causing a brawl between them.
  • Power Trio: With Tetsu and Chiharu.
  • "The Reason You Suck" Speech: In the Beginning of Final Mission. He gives one to Cobra, reminding him to stop being selfish and that he has friends who will back him up.

  • Breaking the Fellowship: Quits Sannoh along with Dan and Chiharu. Though it didn't last.
  • Dreadlock Warrior: He has this hairstyle and is one of Sannoh's greatest and wildest fighters. Before he cuts it in end of sky movie.
  • Jerk with a Heart of Gold: He is the one who scolded Chiharu after the Oya confronts them the day before, but then quickly tells Yamato and joins the other Sannoh in going to Oya Koh and rescue him
  • Power Trio: With Dan and Chiharu.

  • Breaking the Fellowship: He quits Sannoh along with Dan and Tetsu. Like them it didn't last.
    • He also tries to quit Sannoh in season one after the red rum incident, but Cobra and Yamato talked him out of it.
  • Older Than They Look: Has the body and face of a High Schooler, yet he is no older than 20.
  • No Good Deed Goes Un Punished: He tries to save an Oya high students from Furuya, only to get hounded by hordes of his goons and got hunted by Murayama, setting up the feud between Sannoh and Oya.
  • Pint-Sized Powerhouse: He is the shortest member in Sannoh, even shorter than Cobra, yet his fighting skills are no slouch.
  • Power Trio: With Dan and Tetsu.
  • Small Role, Big Impact: If he hadn't cause trouble for Oya high, then the duel between Cobra and Murayama wouldn't have happen, and the latter would still be as violent and ruthless as he is in the beginning.
    • had he not worked for the red rum facility, the Sannoh wouldn't have interfere sooner, and an all out war would commence between Rude boys and White rascals.
  • Unwitting Pawn: He joins the red rum drug facility to pay for his father's debt.

     Noboru

Childhood friend of Cobra and Yamato. After his girlfriend was blackmailed and harassed, he attacked those who hurt her. This gets him arrested. While incarcerated, he was persuaded to join the local Yakuza: the Kuryu Group.

  • Bare-Handed Blade Block: He does this in the first episode.
  • Beware the Nice Ones: He is one of the nicest members of Sannoh. That doesn't make him any less dangerous.
  • Childhood Friends: With Cobra and Yamato.
  • Extreme Mêlée Revenge: When he finds the guy who harassed his girlfriend, he throws him around, tackle him to the ground, and just kept on Punching him until his whole face is bloodied.
  • Genius Bruiser: Unlike Cobra and Yamato, he managed to get good grades and go to college. He is also no slouch in fighting, being able to go toe to toe with Doubt's Pho in the End Of Sky movie.
  • No-Holds-Barred Beatdown: He beat one of the men who sexually assaulted his girlfriend into a bloody mess.
  • Trauma Conga Line: He went to prison for attacking a man in retribution for sexually assaulting his girlfriend. While incarcerated, he was recruited in the Kuryu group to destabilize SWORD and take over. He failed, and chose to leave. Then he was hit by a car in an attempted murder. When he finally woke up from his coma, his girlfriend broke up with him. At least he had Cobra to comfort him.
  • Friendless Background: Cobra and Yamato first met Noboru when he was sitting alone in an empty classroom.
  • Sixth Ranger: Despite being childhood friends with Cobra and Yamato, and the reason they founded the group, he is the latest member of Sannoh Rengokai.
  • Small Role, Big Impact: He is the reason why Sannoh was formed in the first placed, eventually becoming the center protection of SWORD district.

     Naomi

She is Tatsuya's little sister and the owner of Itokan Diner, Sannoh's hiding place.

  • Big Brother Worship: She loves her big brother very much.
  • Belligerent Sexual Tension: With Yamato.
  • Catchphrase: Her chosen insult to Yamato is "Dummy."
  • Childhood Friends: She is Yamato's. despite how much they bicker. they always care about each other.
  • Feminine Women Can Cook: She is the main cook in her diner and is quite skilled at that, judging by how Yamato is ALWAYS pigging out on her dish.
  • Genki Girl: Not your average girly girl.
  • Ms. Fanservice: Not only is she considered the prettiest of the female cast, she is also always wearing shorts.
  • Token Female: Of Sannoh. She let the Sannoh members hang out in her diner and knows the members very well, but she wouldn't tolerate any disturbance to other customers. She also has her owns girl friends that she hangs out with.
  • Ship Tease: A lot with Yamato, in fact most of her screen time is just spending time arguing with him. Also has a little with Cobra, though it was never explored.

White Rascals

Founded by Rocky along with two ex-Doubt members; Kizzy and Kaito. The White Rascals were established to protect abused women of the city and give them a place to call home, which happens to be their base of operation located west in Arai district, Club Heaven. True to their name, members of the group are known for wearing all-white clothing. Within S.W.O.R.D., they represent the "W."
  • Arch-Nemesis: They sees Doubt as this, stemming from their treatment of women.
  • Agent Peacock: Everyone in this gang wears flashy, flamboyant clothing emblematic of the night club lifestyle. But much like the other gangs that make up S.W.O.R.D., they are a force to be reckoned with.
  • Color-Coded for Your Convenience: All-white, fitting their name.
  • Cool Bike: Their main method of transportation for when they go out into the streets are trike motorcycles.
  • Image Song: WHITEOUT by PKCZ(R).
  • Red Baron: "White Devils of the Night."
  • Wife-Basher Basher: Do not, under any circumstances, hurt women within their vicinity, less you want to get yourself beaten to a pulp.
  • Wicked Weasel: Their motif.
  • Would Not Hit a Girl: They all share this philosophy.

     Rocky

The founder and leader of the White Rascals.

  • Arch-Nemesis: Ranmaru in the second film.
  • Badass Biker: He and his crew each owns one.
  • Cane Fu: Rocky prefers to beat combatants with the cane he carries. Upon losing it, he uses his fists and whatever else to survive.
  • Catchphrase:
    • "Party time!"
    • "Whatever happens, we must protect the women."
    • "Shut up, you idiot."
  • Cool Shades: Always seen with a pair; he takes them off when he fights.
  • Dark and Troubled Past: Although few characters in this series had happy childhoods, his mother and elder sister's double suicide that drove him to protect women stands out.
  • Honor Before Reason: He refused to accept any help from his SWORD peers since he wants to settle the score with Ranmaru himself. This nearly got his crew destroyed and he himself killed.
  • It's Personal: One of the reasons why he refused any help from other SWORD gangs is because of his personal feud with Ranmaru.
  • The Leader : Of the White Rascals.
  • Pre Ass Kicking One Liner: "Party Time."
  • Protectorate: His nightclub is explicitly a place where women can feel safe. Doubt, a gang that traffics women, is a direct antagonist.
  • Wife-Basher Basher: He is hellbent on protecting women, especially the ones in his turf. He will not tolerate violence on them.
  • Would Not Hit a Girl: Refuses to lay hands on women or those that identify as such like Kizzy, even when they're fighting him.
  • Wrestler in All of Us: Performs a side slam to Ranmaru.

     Koo

  • Combat Pragmatist: Is not shy to throw down, but is seen with a collapsible truncheon in fights.
  • Number Two: He is Rocky's right hand man.

     Kizzy 

Portrayed By: Yu Inaba

  • Action Girl: Kizzy is a transgender woman. As such, she's the only female White Rascal. She's also one of their better fighters.
  • Would Hit a Girl: Before she met Rocky, she and her boyfriend Kaito worked for DOUBT.

Oya Koh

Oya High School (鬼邪高校, Oya Kohko or Oya Koh for short) is an all delinquent high school clad in blue, feared by many as "The Demon High School", located in Oya District just north of the city. It's separated into two different groups; Full-Time Students, and Part-Time Students. And they did not get along well most of the time. Within S.W.O.R.D., they represent the "O".
  • Asskicking Leads to Leadership: Murayama not only wins the yearly "100 Punches" tradition, he also beats everyone up afterwards to officially become Oya's leader. Not just for the Part-Time Students where he belongs; the entire school.
  • Alternate Company Equivalent: Even before Suzuran were properly introduced in High&Low: The Worst X, the Demon High School shares quite a few similarities to the eponymous Crows School:
    • The very idea of a faction system within the school, where both sides doesn't get along often due to their conflicting ideologies. The difference of course is that Oya has a leader in Part-Time Student's Murayama, while Suzuran generally remains leaderless for much of their history.
    • Their situation in High&Low: The Worst is pretty much in the same position Suzuran was in during Worst; a school with no one to lead them, thus creating an equilibrium where the student body split into different factions vying for control. That was until a particular student unexpectedly enters the scene and unite them all with his natural charisma. For Suzuran, it's Hana Tsukishima; for Oya, it's Fujio Hanaoka.
  • Color-Coded for Your Convenience: The school's main color is blue.
  • Gangbangers: The main motif of Part-Time Students. This is pretty much why their theme is a Japanese Cover Version of House of Pain's "Jump Around."
  • Held Back in School: Part-Time Students are this, as they care more about fighting and being tough, rather than taking the student role as seriously as the Full-Time Students. There's a reason why many among their ranks are in their early-mid 20's.
  • Image Song: JUMP AROUND ∞ by DOBERMAN INFINITY for Part-Time Students, SWAG & PRIDE by THE RAMPAGE for Full-Time Students, and FIRED UP, also by THE RAMPAGE for the group as a whole.
  • Japanese Delinquents: This is the main motif of Full-Time Students.
  • Made of Iron: These delinquents are hard as steel. They even have a yearly tradition revolving around this; "The 100 Punches Challenge". Any student who can withstand these punches will be appointed as the school's leader. Murayama so far is the only one successful in this regard, followed by Furuya, at 98 punches, and Seki at 93 punches.
  • Names to Run Away from Really Fast: The "Demon High School" moniker isn't just some fancy nickname, it's literally in their name; the kanji "鬼" that make up 鬼邪高校 means "Demon" or "Oni".
  • Oni: Their overall motif, and as explained above, the first Kanji of their name is even used to describe Oni.
  • Passing the Torch: In High&Low: The Worst, Murayama passed on his leadership to the newly introduced Fujio Hanaoka, as part of the declaration he made that Part-Time Students will no longer be involved in S.W.O.R.D.-related affairs. By High&Low: The Worst X, Fujio is now the leader of the school, thus leaving Full-Time Students as the only force controlling Oya Koh.
  • Red Oni, Blue Oni: The literal Blue Oni to Daruma Ikka's Red Oni.
    • This is even true within the school itself; the Part-Time Students are the Red Oni to Full-Time Students Blue Oni.
  • Red Baron: "The Demon High School."
  • School of Hard Knocks: Before the introduction of delinquent schools from Crows and The Three Schools Alliance, Oya High was the only delinquent school of its kind in S.W.O.R.D.
  • Teeth-Clenched Teamwork: During Murayama's reign as the school's leader, Part-Time and Full-Time Students often butt-heads. This is true even when both groups are united to fight a common threat. After becoming the school's newest leader, Fujio manages to turn things around for the better, thankfully.

     Murayama Yoshiki

The leader of Oya Koh. Got that way by taking the most consecutive punches (100 of 'em) from the student body.

  • Actor Allusion: Much like his actor's other role, his outfit is decked out in blue. It's also the associated color of Oya High.
  • Always Someone Better: During his existensial crisis, he seems to view Cobra as this on their position as leaders. It's to the point that he asked him for advice.
  • Badasses Wear Bandanas: Wears a blue bandanna low over his eyes.
  • Badass Biker: He plans to buy one and in the ending of The WORST movie, he is seen sitting on it with Seki and Furuya joining him on their own bikes.
  • Battle Cry: "IKUZO, TEMERA!!" (LET'S GO, Y'ALL!!)
  • Big Good: His role in High and Low: The Worst is to give advice and watch over the new blood of Oya Koh.
  • Blood Knight: He REALLY enjoys fighting.
  • Catchphrase: "Yo, Cobra-Chan."
  • Character Tic: His lazy eyed taunt, where he uses one finger to drag down one his of eyes while sticking out his tongue. He is also prone to clapping wildly.
  • Character Development: Before Cobra beat him in season one, he was a Blood Knight through-and-through. Then he re-examined why he fights, and understood why his friendships mattered.
  • Cloud Cuckoo Lander: He's usually wild and childish, but sobers up a bit during season two.
  • A Day In The Lime Light: He becomes the main focus in S2, E7 and E8.
  • Defeat Means Friendship: After Cobra defeats him, Murayama becomes much more jovial and nicer towards him. They are seen together more often than any of the SWORD leaders, and acts friendlier towards each other. It's to the point that he asked Cobra for advice and express a willingness to join Sannoh.
  • Everyone Has Standards: Even in his early cruel Blood Knight days, he hated drugs. It is one of the reason why he refused to join Kuryu Group.
  • Iconic Outfit: After the second movie, his blue bomber jacket and blue bandana have become this.
  • Kick Them While They're Down: After he throws Todoroki to the ground in the climax of their rematch, Murayama gave him one final kick to the face to put him out for good, this actually got one of Todoroki's eyes bandaged. Ouch.
  • The Leader: Of Oya Koh
  • Heel–Face Turn: In season 1 he was much harsher and cruel compared to later the second season and movies.
  • Made of Iron: This is the reason why he is the leader of Oya Koh, He manage to take 100 punches and beat the crap out of everyone in the room.
  • Nice Guy: He acts friendly to most of the guys in S.W.O.R.D. after he's knocked down a peg. It was mostly superficial in the first season.
  • Off Screen Moment Of Awesome: He challenges Hyuga in the second movie and it is revealed in Hn L the Worst ep 0 that he wins.
  • Pretty Boy: he rivals Cobra both in fighting prowess and beauty.
  • Shirtless Scene: Well, almost shirtless. His shirt is unbuttoned after he finish beating most of Oya students.
  • TheRival: To Cobra.
  • Unskilled, but Strong: No fancy moves, just punches, kicks, headbutts with madness and big power.

A new student in Oya Koh, who quickly plans to dethrone Murayama and become the new leader of Oya Koh as well as taking over S.W.O.R.D.

  • Always Someone Better: No matter how much of a badass fighter he is, Murayama will ALWAYS best him, in strength or leadership.
  • Bully Hunter: He really hates those who picked on the weak. Called them "trash." Eventually he realized he just loved fighting for the sake of it and chose to fight his way to the top of Oya High.
  • Character Development: He started as a power hungry new blood on Oya Koh determined to beat Murayama and take the school for himself as he believed that the strong should rule. After he got his ass kicked, he mellowed down and although he still wanted to beat Murayama, he is not as obsessed as before and opted to chalenge him directly rather than caused chaos like he did before. Then after Murayama kicked his ass again, he started to have comforts in joining the other new bloods and even willingly aid Fujio in times of need. By the end, he started to understand better on being the top of Oya Koh and chose to let Fujio lead or, at least become co leaders for the school.
  • Curb-Stomp Battle: Dishes this to Tsuji and Shibaman and some Oya kohs student.. also possiblly to Seki and Furuya. He got this treatment offscreen, when the mighty warriors raided Oya Koh.
  • Deconstructed Character Archetype: Of the Asskicking Leads to Leadership. Todoroki posseses immense strenght at fighting and manage to rival those at the part time and poses as the closest challenge to the Oya high leader, Murayama in the school. And…that’s it. He doesn’t try to bond with the other full time students, doesn’t care about the troubles in his own classes, and doesn’t seem to care about the people in Oya high, even to his companions he acts aloof most of the time. Because of this traits, he failed to gain the respect and trust to be a leader that Murayama has to unite the whole school, and the full time students are divided into several groups who caused chaos for a time until Fujio shows up.
  • Defeat Means Friendship: Ever since he beat them, both Tsuji and Shibaman sticked by his side throughout the series.
  • Eye Scream: In The Worst, he challenged Murayama to a rematch. The result? He lost yet again,and got his left eye mangled.

  • I Work Alone: He doesn't have a faction and chose to be on bis own most of the time with Tsuji and Shibaman being the only company he has.
  • Older Hero Versus Younger Villain: He is a freshmen in Oya Koh , which means that he is younger than Murayama and he is also the main antagonist of Murayama's story in Season 2.
  • The Rival: To Murayama in season 2. He also has one with Fujio, where both races to the top of Oya, it turns more into a friendly rivalry later on.
  • Roundhouse Kick: one of his special most notable moves.
  • Took a Level in Kindness: In the Worst, despite still being standoffish he still joins on the Oya vs Housen Showdown and later willingly aids Fujio on his way to fight KIDRA.
  • True Companions: With Tsuji and Shibaman as they are always seen together with him and even after his lost to Murayama, they still sticked with him throughout the series. Later on, he formed this relationship with Fujio and his other crew.

One of the new bloods of Oya Koh and much like everyone, is determined to climb to the top. He is the new main protagonist starting from High and Low: the Worst onwards.

  • All Men Are Perverts: Jamuo mentioned that Fujio stole Shibaman's sister's underwear in the past.
  • Attack Hello: His first meeting with Todoroki, where after a little exchange quickly gives Fujio a hard roundhouse kick. Fortunately, it gets blocked.
  • Bait-and-Switch: This occurs twice in the series.
    • The first is when he coldly gave a Death Glare to Tsukasa with intense music in the background. We were lead to believe that they are about to have a rematch of their firs bout, but then the music abruptly stops and Fujio complains about the fact that Tsukasa got a chocolate from a middle school student.
    • The second one occurs at the sequel, Cross. After tracking Lao, Suzuran’s top dog, Fujio coldly greets him, Death Glare on full display, and the two have an instence staredown with one another. And then Fujio, with full excitement in his face, cheerfully asked Lao.. to be his friend, which confused not only Lao, but also Tsukasa and Jamuo who were also there with him.
  • Battle in the Rain: His fight with Tsukasa, symbolizing their griefs with Fujio losing his grandfather and Tsukasa losing his will to fight.
  • Berserk Button: When he comes back to Oya Koh, he was faced by a group of delinquents and one of them called him "short".. it didn't end well for them.
  • Beware the Nice Ones: He is nice, outgoing, and goofy. But his strenght and skill is not to be taken lightly. He is also strong enough to blocked one Todoroki's kicks.. though it did hurt him a little.
  • Borrowed Catchphrase: Well, borrowed Battle Cry to be exact. He uses Murayama's "IKUZOO TEMERAAA" whenever he leads the charge in a battle.
    • A non-verbal example is that he also uses Murayama's tongue-lazy eyed pose.
  • But Now I Must Go: He leaves Oya Koh to help his mother take care of his grandfather.
  • Combat Pragmatist: He attacks one of Oya kohs student with a low blow.
  • Cloud Cuckoo Lander: He is almost as goofy and childish as Murayama is. From calling people with names and mis naming Todoroki to "Toroki"

  • Animal Motif: Murayama and Oya's part time crew called him 'the sleeping lion' since he did not participate in the Oya's new blood scuffle despite having the strenght to do so. The narrator even said 'the sleeping lion finally wakes up', when he finally decided to join the fight when he's crew is threatened, much like what male lions do for their pride.
  • Battle in the Rain: His fight with Fujio in the Worst: Episode 0, where it symbolizes the grief in both men.
  • Badass in Distress: In the sequel of the Worst, Worst: Cross, Tsukasa got captured by the bad guys and was used as bait to lure Fujio and Todoroki for a war.
  • Broken Pedestal: Because of his unwillingness to join the new blood scuffle, some of the people who knew he's strenght are disappointed in him.

A band of young men living in the slums of Nameless City, a district in S.W.O.R.D. where its residents have no family or home. Thus, they highly regarded each other and the people of Nameless City as their family. They are known for using their parkour skills to traverse the town's intricate architecture. They even use this in combat, making them the most agile fighters any gang has ever encountered. Despite their harsh upbringings, they were able to make a name for themselves as the "R" in S.W.O.R.D.
  • Dance Battler: In addition to parkour, they also incorporate break dancing into their fighting style.
  • Family of Choice: They are orphans, so they viewed each other and the people in the town as family.

  • Berserk Button: Threatening his little sister, just ask Yamato.
  • Big Brother Instinct: Towards his little sister, Lala, and the kids in Mumegai. It's how he became The Leader of a bunch of orphans and lost souls.
  • Combat Parkour: His way of fighting, like all the Rude Boys.
  • Curb-Stomp Battle: His fight against Yamato in season 1 is basically this. Smoky hits some hard punches while Yamato couldn't even touch him, and eventualy chose to run away. It seems that if it weren't for his sickness Smoky would have easily dealt with him.
  • Minor Major Character: Despite being one of the leaders of SWORD, Smokey is rarely involved with conflicts surrounding the gangs after the red rum incident where he is taken of the spotlight and didn't even participate in the first and second climatic Mob War. This is actually justified, as his sickness is getting worse which make him bedridden for the rest of the series.

Daruma Ikka

A gang of hooligans residing in the Daruma Temple, located in the south western part of the city. Founded by Hyuuga Norihisa, the younger brother of the head of the Hyuuga Group, they have one very important goal in mind; Revenge. Specifically towards remnants of Mugen responsible for destroying the Hyuuga Group. Their viciousness makes them the "D" in S.W.O.R.D.

Members of this group are known for wearing red haori.

MUGEN

A legendary motorcycle gang once dominated the city that would came to be known as S.W.O.R.D. Founded by childhood friends Kohaku and Tatsuya, they formed the gang as a way for them to ride together for the rest of their lives. They soon joined by fellow motorcycle enthusiasts Tsukumo, Ohta, and Konishi, followed by two youngsters named Cobra and Yamato, rounding up the group into seven members.

The seven then began to conquer a city controlled by Hyuuga Group, a crime syndicate backed by the ominous Kuryu Group. Despite being outnumbered, MUGEN successfully destroys them, and many within Hyuuga Group soon joins them out of fear. For three years straight they became unstoppable, beating outsider gangs trying to claim their territory left and right, and eventually gaining more new recruits, with the numbers even go at hundreds.

After a series of events which leads to the group's downfall, MUGEN was disbanded, leaving the city they once conquered under a power vacuum.

Thus begins the story of High&Low...


  • All Bikers are Hells Angels: Their whole aesthetic as a biker gang.
  • Childhood Friends: Tatsuya and Kohaku were this.
  • Image Song: MUGEN ROAD by Sandaime J Soul Brothers.
  • Infinite: Their name translates to "Infinity." This was born out of a desire for Kohaku and Tatsuya to always ride their bikes together forever.
  • Serpent of Immortality: As indicated by their logo of two snakes forming the infinity symbol. Almost like an Ouroboros in a way.
  • Worthy Opponent: No gang in the country has been able to best them in combat. All except one; The Amamiya Brothers. This is in spite of the fact that there's only two of them.

     Kohaku 

Portrayed By: AKIRA

The former founding member of MUGEN. He's the closest the group had to a leader, since Tatsuya had little interest in such a position.

  • Asskicking Leads to Leadership: He is the strongest man in Mugen (and possibly in the series) and is the leader of it.
  • Badass Longcoat: His attire through out the movies is this.
  • Big Brother Mentor : To Cobra and Yamato, both of them really look up to him, heck he was the one who advice him to form Sannoh Rengokai. This of course makes his Face–Heel Turn more heartbreaking.
  • Charles Atlas Super Power: He can throw grown men with only one hand.
  • Curb-Stomp Battle: To everyone not named Masaki Amamiya.
  • Death Glare : Capable of some serious glares. This is his default expression throughout the first movie.
  • Face–Heel Turn : After Tatsuya's death, he works with a foreign mafia to destroy both SWORD and Kuryu.
  • Glass Eye: Has one as a consequence of a fight which led to a broken bottle severely damaging his left eye.
  • Heel–Face Turn : After the first movie, when Cobra, Yamato, and Tsukumo made him realized the error of his ways.
  • Jerk with a Heart of Gold: Before Mugen fell apart, he was aggressive but warm to his friends. After things went south, it took time and a few beatings for him to recall the heart of gold.
  • Laughing Mad: While beating down Tsukumo, he throws one of these with a creepy slasher smile, before kicking Tsukumo down a few floors.
  • No-Holds-Barred Beatdown: He delivers one to Cobra, Yamato, and Tsukumo who never stood a chance.
  • The Leader : Of Mugen (despite being called leaderless), and also the SWORD unison in the third movie.
  • Painted-On Pants: His leather pants are skin tight.
  • Rule of Symbolism: when beating down Tsukumo, he looks at potret of Lucifer falling down from grace, which represent his falling into insanity.
  • Sanity Slippage: Tatsuya's death causes his mental health to steadily decline, until he joins some really bad people to destroy both SWORD and Kuryu just to put an end to the grief that's consuming him. Cobra, Yamato, and Tsukumo manage to pull him out of this in the first movie by simply refusing to submit during their fight, forcing him to properly mourn Tatsuya.
  • Well-Intentioned Extremist: His goal is to take out the Kuryu group, the same Yakuzas who killed his best friend and are planning to take over the region. Even if it means teaming up with another Yakuza group, Doubt (who used the oppurtunity for their woman traficking), and Mighty Warriors (who just wants to run amok on the region).

     Tsukumo 

Portrayed By: Sho Aoyagi

Another former member of Mugen. Close friends with Kohaku. Spent a lot of time in a coma. Until he got better.
  • Big Brother Instinct: Towards Cobra and Yamato. He is the one who warned them about the Mighty Warriors and Kohaku's plan to attack Sword. In the third film, he is the one who informs Kohaku about Cobra's dissappearance before both of them went and saved him.
  • Book Dumb: He is not that bright, as shown when counting the lamps in the flashback, though he does fix it immediately.
  • Look Both Ways: He survived the attack that killed Tatsuya because Tatsuya pushed him out of the way.
  • Manly Tears: He sheds them along with Cobra, Yamato, and Kohaku during their 3 on 1 climatic showdown in the first movie.
  • Undying Loyalty: To Kohaku. Ever since he saved him from a crash and pays the hospital bill, Tsukumo has been on Kohaku's side ever since their Mugen Days.
  • Unwitting Pawn: He joins the Mighty warriors attack on Rude Boys, but quickly left in disgust. It's clear that the only reason he joined up with them in the first place was because of his loyalty to Kohaku.

     Tatsuya 

One of Mugen's founding members and Kohaku's best friend.

  • Big Brother Instinct: Naomi seems to have fond memories of him and he has a soft spot for both Cobra and Yamato, whom he considers his little brothers.
  • Badass Biker: He is one of Mugen's founding members and is shown to be quite skills in fights. Averted, when he gets older where he wises up.
  • Childhood Friends: He and Kohaku have been best friends since they were kids. His death, forced Kohaku into a Face–Heel Turn and going off the wagon.
  • Commonality Connection: He bonds with his Mugen buddies over their love for bikes.
  • Doomed by Canon: He appears in season 2 in the Mugen arc, which is a flashback narrated by Kohaku. His absence in season one makes it clear that he's not staying very long.
  • Living Emotional Crutch: It's only apparent after his death how much Kohaku depended on him being around, as Kohaku dives off the deep end and tries to destroy both SWORD and Kuryu just because he's in that much emotional pain.
  • Look Both Ways: He does. But sadly, Tsukumo doesn't, and Tatsuya ends up saving him, with the cost of his own life.
  • Sacrificial Lion: His death sends a warning to Kohaku and the rest of the remaining Mugens that the Yakuza are not to be taken lightly.

Amamiya Brothers

Brothers Masaki and Hiroto Amamiya are known as the strongest duo both in and out of S.W.O.R.D. As evidenced by their brawl against MUGEN, their combat prowess are so strong that even the superior numbers of MUGEN can't crushed them. They have an elder brother named Takeru who went missing, and the brothers' search for him kicks off the plot of High&Low THE RED RAIN.


     Masaki Amamiya 

The middle Amamiya brother. Of him and Hiroto, he's stronger. The two of them busted Mugen apart before the start of the series.

  • Always Save the Girl: He has a soft spot for women, and some of his heroic moments involve saving a Damsel in Distress, and got rejected.
  • Badass Biker: He can used his motorcycle to do a lot of cool stunts such as drifting, sliding, and even fighting enemies.
  • Butt-Monkey: being one of the legendary brothers doesn't stop him from being this. bike gets towed away, rejection by girls, not to mention the constant disrespect Hiroto gave him.
  • Charles Atlas Superpower: His kicks are able to throw enemies so hard that they pushed one another and break wood. He's the only person in SWORD who can give Kohaku a sincere challenge.
  • Cool Shades: He wears a pair sometimes.
  • The Dreaded: Being the legendary Amamiya brothers, a mention of his name is enough to give hard on thugs a shiver.
  • Hell-Bent for Leather: The Amamiya's iconic outfit.
  • Nice Guy: As opposed to his little brother, he's quite cheery, flirty, and is affable towards almost every one they met, including the SWORD gangs.
  • No-Holds-Barred Beatdown : Gave one to the Yakuza boss who murdered his parents and brother.
  • No Guy Wants an Amazon: He was attracted by how cute Junko is, but when she shows her rough side, he quickly rejects her.
  • O.O.C. Is Serious Business: When fighting Kohaku one on one, He used punches.
  • Roundhouse Kick: His fighting style is using very swift and very powerful kicks.

     Hiroto Amamiya 

The youngest of the Amamiya brothers.

  • Aloof Big Brother: Well, aloof younger brother. While he does respect and care about Masaki, he's standoffish and kind of rude to him. Not nearly as outgoing as Masaki.
  • Annoying Younger Sibling: In Masaki's eyes, his stoicness and standofish attitude really gets on his nerve, not to mention that unlike with their eldest, Hiroto shows little respect to him.
    • He is also shown to be this for both of his brothers when they were younger.
  • Cool Shades: Has a pair of sunglasses. He wears it more often than Masaki does.
  • Curb-Stomp Battle: He delivered this to a couple of Oya high students, and later in season 2 he also gave it to Cobra as well during his Mugen days.
  • Dark Is Not Evil: He wears dark leather jacket, but is in the side of good.
  • Death Glare: A cold and calm look is his default expression.
  • The Dreaded: Being the legendary Amamiya brothers, a mention of his name is enough to give hard on thugs a shiver.
  • Hell-Bent for Leather: His iconic outfit.
  • Good Old Fisticuffs: His fighting styles revolves around hard and skillful punches, he rarely used kicks.
  • Jerk with a Heart of Gold: Though he is sometimes cold and disrespectful towards Masaki, he does care about him. He is also in the side of SWORD, occasionally assist them in fighting any kind of threads.
  • Not Blood Siblings: In Red Rain, his mother married Masaki and Takeru's father when they were kids, this makes him their step brother.
  • The Stoic: He rarely express any emotions, besides annoyance and anger.

     Takeru Amamiya  

The eldest of the Amamiya brothers. Beware of unmarked spoilers for The Red Rain here.

  • Back for the Dead: He made a cameo in the stinger of the first movie, and returns in Red Rain, only to get shot by yakuzas and killed near the climax.
  • Badass Longcoat : Unlike his brothers, he wears a dark coat rather than a leather jacket.
  • Big Brother Instinct: Towards his two younger brothers. He vanished without a word to keep them safe.
  • Died in Your Arms Tonight: He dies in his brother's arms.
  • Dying Moment of Awesome: Having a shootout with Yakuzas and manage to kill some before finally succumbing to his wounds.
  • Made of Iron : It took dozens of bullets to finally put him down for good.
  • Roaring Rampage of Revenge: His goal in Red Rain was to retrieve a flash drive about the Yakuza's casino and seek revenge on the ones who are responsible for his parents death.

Housen Academy

One of the delinquent schools originating from Crows X Worst franchise, located in the neighboring town of Toarushi. They first appeared in High&Low: The Worst challenging Oya Koh just as the latter is in the middle of a power struggle. Their current leader is Sachio Ueda.

The current leader of Housen Academy, he made the school the strongest it has ever been. He's also very protective of his younger sister Yui. Although the strongest of Housen, he lost to the strongest student from rival school Suzuran; Lao.

  • Big Brother Instinct: He’s very first scene is him storming to a gang’s hideout and went on to beat the hell out of all who stands in his way, just so he could take his sister home. He also asked one of his friends, Sawamura, to watch over her when he’s investigating the Red Rum.
  • Demoted to Extra: In the sequel, X Cross, he only appeared near the climax of the Mob War to help Jamuo and Sabakan and doesn’t even join his comrades in the Senomon building, opting to wait outside instead.
  • The Leader: Of the Housen Academy.
  • Let's You and Him Fight: He falls victim to this when the new gang, KIDRA, attacked their friends while disguising themselves as Oya students, something that they also did to the Oya. Thus, pitting him and Fujio to go to war against one another.
  • Red Oni, Blue Oni: The stoic, calm, and coolheaded blue to Fujio’s cheerful, fun-loving, and energetic red.
  • The Rival: To Fujio the leader of Oya Koh, and also to Lao, the strongest of Suzuran who bested him in the past.
  • The Stoic: Unlike Fujio who presents a cheerful and passionate charisma as a leader, Sachio acts as a stern and coolheaded leader towards his Housen comrades.
    • Not So Stoic: He loses his cool for the first time when he decided to attack Oya Koh and later, a more humorous example occured when he found out that Sawamura, the guy that he asked to watch over his sister, is dating her. Sachio in a full state of shock actually "fainted".
  • Worthy Opponent: He considered Fujio this as after their showdown they smile warmly at each other before parting ways. He’s also glad that Fujio and Oya Koh are not the one responsible for the attack of Sawamura and other Housen students, proving to Sachio that Fujio is as kind as he believes.

Suzuran All-Boys High School

Housen's rival and the primary setting of Crows X Worst franchise, also known as "The Crows School". Their name was mentioned by Todoroki of Oya Koh in High&Low: The Worst, where he also talked about the one third year student from said school that Sachio of Housen failed to defeat; Lao. The students of Suzuran then chases after Oya Koh's Fujio, Tsukasa, and Jamuo when the three snuck in the school to meet Lao during the post-credit scene of the film. Lao and his faction eventually made their full appearance in the sequel, High&Low: The Worst X.

Real name Mario Misaki, Lao is an imposing man who is currently the strongest student of Suzuran, single-handedly defeated the current head of rival school Housen; Sachio Ueda. His strength even extended to the faction he leads, as in spite of having only six students, they are still highly regarded as the school's strongest faction. Tales of his combat prowess intrigued Oya High School's newest leader, Fujio Hanaoka.

  • Big Brother Instinct: He lives in an orphanage and acts as caretaker to the children there, whom he cares dearly.
  • Big Damn Heroes: Shows up with his crew to help Oya and Housen againts the Senomon alliance, turning the battle to their favor.
  • The Dreaded: Everyone fears him, even Fujio seems to be intimidated a bit when he encounters him in the sequel.
  • Afriend In Need: In the sequel, he arrives with his crew to aid Fujio and the Housen against Senomon alliance, because Fujio asked Lao to becomes friends with him earlier.
  • Good All Along: The story that surrounds him, the school that he enrolls to, not to mention being a very tall and imposing man have made people think that he is a very dangerous man to be around with. In truth, he is actually a kind individual who cares deeply for the kids in the orphanage that he lives in and will go out of his way to help a friend in need, as he did to Fujio at the end.
  • Large and in Charge: He is the leader of his five man crew, and is also the tallest and the most physically imposing. This is the reason why Fujio easily recognizes him.
  • The Leader: To his own Crew.
  • I Just Want to Have Friends: After the climatic battle Marcy tells Tsukasa that Lao was very happy when Fujio asked him to be his friend.
