Be warned, there's at least one new character every episode so expect lots of characters, All There in the Manual (from both the Japanese and English sites) and unmarked spoilers.

The Shinka era is based on the real life Showa era and so for simplicity, the year will be cited as [era] [number of year in era]. "The future" is Shinka 46-ish, "the present" is about Shinka 41 and the past is before the war (about Shinka 19).

     Superhuman Bureau 

Jirō Hitoyoshi

Voiced by: Kaito Ishikawa (Japanese), Greg Ayres (English)
An orphan with pink hair in his 20s (born in Shinka 20) adopted by Magotake, and our hero. In the future, he's left the Bureau.
  • Abstract Apotheosis: Heavily implied he became this in the last episode of the series. Losing all three of his Power Limiter reverted him to his true form, a dragon-like Energy Being which disappeared not long after. Despite this, Kikko and Fuurouta believe that he is still alive, but lost his form as a human and he will eventually return one day when people once again start to yearn for superhumans. In addition to that, the line he said during his battle against Satomi was also repeated by many other incarnations of superhumans hinting that Jirou indeed has become a being that represent the concept of superhuman
  • Anthropomorphic Personification: Of a nuclear explosion.
  • Badass in a Nice Suit: As a government worker, the suit's a given. He drives a Transforming Mecha car and coats his arm in fire so he's definitely badass.
  • Laser-Guided Amnesia: He's forgotten about Jin and his past, aside from a few fragments that Magotake and Emi have told him about.
  • Locked Out of the Loop: He's not aware of some of the Bureau's darker actions.
  • Married to the Job: He takes the whole "protecting superhumans" business VERY seriously.
  • Meaningful Name: Jirou helps people - he's a "people person", to put it one way. The "hito" in his name means "person".
    • Here's the real kicker, though - hitoyoshi (written as 人好し rather than Jiro's 人吉) translates to "good-hearted" or "naive".
  • Oblivious to Love: Played straight towards Kikko. He's shown to be quite intimate with Emi, though that's probably because she's his childhood friend.
  • Playing with Fire: He has three gun barrel like appendages in his arm which he shoots fire from.
  • Power Limiter: At first he has three bolts on his left arm, which he can release by shouting "Lock One. Lock two." However the more he releases, the more his Superpowered Evil Side takes control and only Emi can put them back in. In season two it is revealed after the time skip that Akita pulled a Heroic Sacrifice to seal himself and his other two Fumer allies into Jiro to act as a power regulator, allowing Jiro to finally control his powers without going berserk.
  • Scarf of Asskicking: His red scarf, which evokes a feeling of a sentai hero.
  • Screw the Rules, I'm Doing What's Right!: Jirou frequently does this, and may have left the Bureau as a result.
  • Stealth Pun: If Satomi's hypothesis is correct, Jirou was a child who used to be an atomic bomb.
  • Transforming Mecha: His silver car, also known as Equus.

Kikko Hoshino

Voiced by: Sumire Uesaka (Japanese), Jad Saxton (English)
A Magical Girl whose Mentor Mascot is a daruma-shaped creature called Uru. She likes Jirou.

Uru can shapeshift to become weapons/transportation for Kikko.

She is actually a Dark Magical Girl who is looking for a husband.


  • Betty and Veronica: Betty to Emi's Veronica.
  • Calling Your Attacks: Meteortail!
  • Dark Magical Girl: Comes from the devil realm and is its future queen.
  • Fanservice Pack: Her chest is noticeably bigger after the Time Skip.
  • Magical Girl: She can make two things switch places as well as doing the standard transformation. Also, she has a creature living in Victoria's Secret Compartment. She also counts as one in the earlier senses, being a Cute Witch from another world.
  • Magical Girl Queenliness Test: Why she was sent to Earth from the Demon realm. Post-Timeskip, Uru reveals that she more or less failed at it by losing touch with her essence, which is why she's slowly aging normally.
  • Magic Wand: A wand with a crown-like item on the top and a star topping that.
  • Meaningful Name: Kikko means "shining/radiant child", Hoshino means "star field" ("field" being a common element in Japanese surnames). To top it off, Uru calls her "Hoshinoko", which would translate to "child of the stars". note 
  • Mundane Utility: She can use her wand to do her chores, and can ask Uru for life advice.
  • Out of Focus: In Episode 6.
  • Power Dyes Your Hair: Kikko's hair changes to a lighter shade of purple when transforming.
  • Rapid Hair Growth: She has longer hair in the second season.
  • Transformation Is a Free Action: Most likely to lampshade the fact that her predecessors in the Magical Girl genre have had long transformation sequences.

Emi Kino

Voiced by: Aki Toyosaki (Japanese), Anastasia Muñoz (English)
A half Youkai woman. She's lived with Jirou since they were kids.

Fuurouta

Voiced by: Eriko Nakamura (Japanese), Alison Viktorin (English)
A ghost (obake) who uses his playful personality and his powers to play pranks on children. He is attracted to Kikko.

Hyōma Yoshimura

Voiced by: Tokuyoshi Kawashima (Japanese), Christopher Bevins (English)
A man in his 30s who is of few words. Though his abilities are vaguely defined, they seem to revolve around time, including super-speed and the ability to stop time.

He is actually from the future as well as a member of the Time Police. There are 3 versions of him, one that has created a group called Infernal Queen (or IQ for short), one that's with the Time Police, one that's with the Superhuman Bureau...or something like that.


Daishi Akita

Voiced by: Tetsuo Kanao (Japanese), Creator/Mark Stoddard (English)
The Bureau's boss and creator of the Bureau. He is one of the Fumer aliens.
  • Cool Old Guy: The oldest (looking) of the Bureau and still willing to plan strategies for the superhumans to put into action.
  • Demonic Possession: Can do this to objects and other people. Though the person has to be dead first before he can possess them.
  • Heel–Face Turn: Like the other Fumers he originally came to earth to evolve humanity into superhumans so that they could steal their bodies. Contact with and seeing what even normal humans could do leads him to eventually turn against his brethren and combine their powers in a suicidal move to help Jiro.
  • Humans Are Special: Rainbow Knight gave him faith to believe in humans and not force them to evolve down the path the Fumers want.
  • The Smart Guy/Non-Action Guy: Doesn't participate in battle.

     Other 

Magotake Hitoyoshi

Voiced by: Shin-ichiro Miki (Japanese), Jason Douglas (English)
Jirou's adoptive father, a professor of paleontology. He used to work in Ikuta Labs before taking in Emi and Jirou. Came into contact with Jirou as a baby (in Shinka 20 in Hiroshima) and so raised him, but it is unknown about how he came into the role of guardian for Emi.
  • Mad Scientist: His history is really shady, being involved in many Superhuman experiments.

Raito Shiba

Voiced by: Kenichi Suzumura (Japanese), Ian Sinclair (English)
A Cyborg who is Jirou's rival. In the future, he is vastly different including an Evil Costume Switch.
  • Badass Longcoat: In the future.
  • Evil Counterpart: According to his profile on the website, his ideas run opposite to Jirou's (Jirou's being "extreme justice", while Raito is more morally ambiguous) and so he's Jirou's rival.
  • Expy: Of Kidou Keiji Jiban.
  • Heel–Face Turn: Ends up joining Jirou in The Last Song.
  • Meaningful Name: Raito is written with the kanji for "future/next" and "person". Shiba is written with the kanji for "purple", which is the color of his suit in Shinka 42. "Raito" also happens to evoke another Raito but that is written with the kanji for "moon".
  • Purely Aesthetic Glasses: Wears glasses but are probably unnecessary due to his enhanced abilities as an android. His reason for wearing them is likely due to the fact the man he was based off of did.
  • We Can Rebuild Him: An android who was once human.

Grosse Augen

A Sizeshifter alien of justice.
  • Expy: Let's see... A giant alien that merged with a dying man, protecting the Earth from giant monsters? Yep, it's Ultraman. When Grosse Augen leaves the Earth, the host merges and transforms into a color-inverted S Planetarian, which visually resembles Ultraman even more.
  • Meaningful Name:
    • The English name was likely chosen from the possible spellings to link the alien to the word "augmentation".
    • It's also German for "big eyes". It has a big eye design on its chest.

S Wakuseijin/S Planetarian

A Sizeshifter, laser-shooting alien which opposes Grosse Augen.

Campe and the Tartaros Bugmen

Voiced by: Nana Mizuki (Campe) (Japanese), Monica Rial (English)
The Tartaros Bugmen lived under the earth for many centuries but they have returned to overtake the humans. Campe is their queen.
  • Deconstruction: Of the very typical plot in Showa where the race of evil monster seems to have one good princess who survives her race being wiped out.
  • Shy Blue-Haired Girl: Campe. She's not the same in the future.

Type A Mieko and Type B Kaoru (Mieko Koorogi and Kaoru Hanta)

Two robots who fuse to become a bigger, better robot called Megashiing - Raito initially assumed the two would fuse to become a bomb. Raito is similarly built to Kaoru.
  • Exotic Eye Designs: When they're looking more robotic, they have eyes that look somewhat like buttons.
  • Expy: Megashiing is an obvious nod to Kikaider (Note that they're both referred as Jinzō Ningen/Android). Although he looks more like Metalder.
  • Star-Crossed Lovers: Inverted. As stated here, fate wants the two to be together but they want control of their own destinies.
    • Raito and Mieko, since some of the confrontation scenes between the two look a lot like love scenes.
  • Transforming Mecha: Megasshing. 'Nuff said.

Mountain Horse

A "comic band" (a cross between a comedic group and a band) consisting of superhumans Don, Freeze, Dee and Haru and belonging to Sugimoto Pro. Fuurouta temporarily goes undercover with them.

Michiko Touzaki

A woman normally found near the scene of superhuman incidents. Works in the marketing section of Imperial Ads, and had a hand in the Nairolin incident that killed Don.

Master Ultima

A superhuman (spaceman) who sides with the Americans. Shot down Golubaya.

Judas

Voiced by: Shinnosuke Tachibana (Japanese,) Micah Solusod (English)
A superhuman with electrical powers. Formerly a member of an evil organization called the Diamond Eaters, an encounter with Earth-chan inspired him to try to reform.
  • Meaningful Name: Of course the guy named Judas would end up betraying his group.
  • Reformed, but Rejected: After first meeting with Earth-chan, Judas tried to reform, but ended up going back to the Diamond Eaters because they were the only ones who respected him. After turning on the gang and serving his time in prison, he tries to turn over a new leaf for real, but Earth-chan refuses to believe he is trying to redeem himself.
  • Shock and Awe: Judas has the power to generate and manipulate electricity.

Earth-chan

A Robot Girl who orbits the Earth as a satellite and responds to anyone who feels a pure desire for rescue.


  • Become a Real Boy: When Kikko gives Earth-chan the ability to dream, her dreams are of being a human girl with a family.
  • Black-and-White Insanity: Being both a child and a robot, Earth-chan subscribes to extreme black and white morality. She views any improper behavior, even anything as innocuous as a white lie, as absolutely Evil; and she cannot even understand why anyone would willingly lie. Likewise, she cannot understand someone trying but failing to live up to a moral ideal — any failure to measure up is in her eyes a wilful embrace of Evil. This attitude is shown to be at odds with a world filled with shades of grey, and results in Earth-chan coming to hasty conclusions about who is in the right and taking actions which solve the immediate situation but don't actually address the underlying problem — for instance, trying to address the problem of pollution by destroying a factory's smokestacks and then flying away with the satisfaction of a job well done, not comprehending that the factory will simply fix the smokestacks and continue as usual.
  • Expy: Guess.
  • Magic Feather: Kikko gives Earth-chan magic candy that she says allows machines to dream. When Earth-chan asks Kikko to lift the spell, Kikko reveals that she was lying about the candy being magical. But due to wording, it might mean the effect of the candy is a lie (so the candy is actually magical, but the dream is just a dream) or the candy is literally a "lie" itself (due to Kikko's character reveal at the beginning).
  • My Significance Sense Is Tingling: Earth-chan can detect whenever someone is crying out for help from the bottom of their heart, allowing her to immediately come to the rescue.
  • Robot Girl: Earth-chan transforms into the shape of a cute girl when doing superhero work.

Juvenile Investigators, Boys of Light

Also known as the BL Clan, these boys and girls have a Humongous Mecha at their disposal as well as their superhuman skills. Their leader is Yumihiko Otonashi aka Daitetsu Maki. Aside from Daitetsu, the group consists of Lin, Saki, Hideaki and Morii.

Angel Stars

A licensed superhuman group, the first of its kind in Japan. It consists of Jackie, Rose, Claudia, Fanny and Arachne. They use their instruments to channel their powers. They are marketed by Imperial Ads.
  • Affirmative-Action Legacy: Arachne takes up Rainbow Knight's helm after Jiro gives it to her, renaming herself Hikari Knight.
  • Defector from Decadence: Three of the four remaining Angel Stars member go on the run after Arachne is spared by Jiro.
  • Driven to Suicide: Fanny took her own life after her and fellow member Arachne were forced to end their relationship due to the potential scandal of two women in love.
  • Magic Music: Their weapons.
  • Musical Assassin: After taking enhancements, Arachne is now capable of materializing her singing voice (which is shaped like musical notes, natch) and throw them at her opponent.
  • Sizeshifter: Arachne after she's infused with Jiro's blood.

Rainbow Knight

Jirou and Arachine's childhood idol who disappeared into obscurity after he was framed for an incident. Magotake framed him and Jiro killed him.
  • Badass Normal: Yes, one of the most famous Superheroes that helped get the Superhuman Bureau established wasn't even Superhuman.
  • Expy: Of Moonlight Mask. Both are established as one of the first Superheroes (with Moonlight being one of the first Toku heroes), have similar costume designs. Both of their careers ended because of children, and both were not Superhuman.

Jin Nakagawa/Sword Phantom Claude

Voiced by: Tomokazu Seki (Japanese)
Brunette childhood friend of Jirou and Kikko's helper regarding suppression of her darker side. He is either a science teacher or nurse at Hakko High School, but that can only be assumed from what he's dressed like.

He was experimented on, and Jirou was exempt from the same fate because Magotake took the pink haired boy in. Due to the experimentation, he can manipulate and create metal. Under the pseudonym "Sword Phantom Claude" (or simply "Claude"), he is leading the revolution against superhumans because superhumans are being experimented on in Hokkaido.


  • Anachronism Stew: Has some scenes which reference the sympathetic Anti-Hero Zero of Code Geass, a far more contemporary franchise than anything else featured in the series. This works on a meta level to reflect his use of sophistry and familiar concepts to convince civilians he's a hero, and distract from how he's actually a stand-in for the far more deranged Skull Man.
  • Anti-Villain
  • Big Bad: Of the first season. He even beats out the demon queen to be, and that's saying something.
  • Concepts Are Cheap: Believes that no one can be an Ideal Hero who truly fights for peace, justice and freedom because of how the three virtues contradict each other.
  • Cool Helmet: More like "freaky helmet" when those eyes show up, but it's used to amplify his powers.
  • Dual Wielding: Dual wields swords as Claude in episode 12.
  • Extra-ore-dinary: His power... until it gets the better of him.
  • Expy: Of Skull Man. Both men wear a skull mask and commit murder and other atrocities to get revenge for the cruel experimentation they get subjected to.
  • Late-Arrival Spoiler: Bring up any of his names and unless you've watched up to at least episode 11, you will be spoiled. Hard.
  • Superpower Meltdown: He tried to use his powers when his helm is damaged....Ends with him turning into a metal statue.
  • Tears of Blood: After his metal powers go out of control, the final scene of Claude is him shedding these.
  • Walking Spoiler: Bring up any of his names and unless you've watched up to at least episode 11, you will be spoiled. Hard.

Yoshiaki Satomi

Voiced by: Daisuke Namikawa
A guy in a white suit who knows Magotake from their time in Ikuta Labs and currently works for Imperial Ads. At one point, he was a superhuman but for reasons unknown, he isn't now.

Golubaya Laika

A Russian who can control gravity. He's shot down by Master Ultima and crashes into Hakko High School, thus the "Hakko Superhuman Crash Incident".
  • Shout-Out: Has the same name and originating county as Laika, the Soviet space dog which became the first animal in space.

Reiichi Minami/Psy-Kicker

A superhuman who uses ray guns and psychic power. He's also a first year student at Hakko High School with good grades.

J.O.E

An US Military superhero unit who turned all of them into Cyborgs who fought in a Southeastern Asia country. Unfortunately the procedure caused too much mental strain and most of them just want to see the world burn. Notably a Character of the Day created by Gen Urobuchi, which should explain their shtick.


Top
