Welcome to the Complete Monster proposal thread! This is the thread where new Complete Monster examples are vetted, approved, and written up. If you're looking for the general cleanup thread (for cuts, rewrites, expansions, and the like), please go here

Important: Before suggesting any new examples, please read the Frequently Asked Questions and Common Requests List; if you have any questions, the odds are high they are answered there. Additionally, please check here for the earliest date a work can be discussed (usually two weeks from the U.S. release date) and whether the work has already been reserved by another user.

Here is how the process works:

    Process 

  1. If you have a candidate to propose, you can simply come right in and propose them! If the character's run is brief, such as a single issue of a comic book, then a simple summary of their actions and any potential redeeming qualities will be enough; for longer-running candidates, an effortpost (EP) might be helpful for organizing the proposal. An EP is not outright required, but please be mindful that if a post becomes too clunky and unorganized, it can be very hard for other people to follow.

  2. After the proposal, there will be a 72-hour discussion and voting period, where people may ask questions and vote on the candidate. The number of upvotes must outnumber the downvotes by at least five for the character to be considered "approved".

  3. Three days after the proposal has been made, if the character has been approved, you may post the writeup (the text to be posted on the trope page itself) on the thread and send it to the drafts page. Your candidate will soon be added to the CM subpage. If the work has a page, you should add your candidate to the relevant YMMV page. Voila! It's that simple!

Outside of this process, we do have a few ground rules:

    Ground Rules 

  1. To keep the thread moving at a reasonable pace, there are some restrictions on when a proposal can be made. There should only be a maximum of four EPs posted both per page and per hour to ensure that nothing gets lost in the shuffle; additionally, each individual troper should only be proposing or writing up characters from a maximum of three works at a time (from initial proposals to end of their voting period). If your proposal would fall outside of either of these guidelines, we'd like to ask you to please wait until they would fit within; feel free to type them up on an outside document, and then when the time comes, you can just copy, paste, and post!

  2. No plagiarism of any kind. This is a very serious matter site-wide, as the website could get in actual legal trouble over this; as a result, this can very quickly lead to mod intervention. This can take many different forms:
    1. Direct plagiarism, i.e. wholesale copying. This is not only the easiest to find, but is also the most likely to warrant quick moderator intervention. To be clear, quoting in some places is perfectly acceptable, but it has to be very clear you're quoting from something else and it cannot be anything longer than a sentence or two - if you're quoting an entire work summary from Wikipedia, no one is going to believe you've actually consumed the work, so even if you cite your source, your candidate will be downvoted anyway.
    2. Self-plagiarism. Even if you can prove that you wrote the same text in both places, the site itself can't contain any of the duplicated text. If you already wrote something once before, it's not too hard to write it a second time.
    3. Using another site's work as a template for a proposal. Just because you don't copy and paste something directly doesn't mean it's any harder to detect if you're basing parts or all of your proposal on text someone else wrote. To be clear, this doesn't violate site rules and won't lead to mod intervention, but just like if you directly plagiarize, no one will believe you've consumed the work if you're clearly basing your proposal on something else. This thread largely operates on the honor system, and tweaking someone else's work to pass it off as your own is one of the fastest ways to lose trust.

  3. Votes must be for specific candidates, meaning no blanket voting (i.e. "yes to everyone I missed").

  4. If you are the first person to downvote a candidate, please provide an explanation of why when you do so. We're here for discussions above all, and a hit-and-run downvote doesn't facilitate anything.

  5. If a work is already reserved by another user, please don't comment on the work or any potential characters worth discussion before the discussion date. We know how exciting it is when a work has a keeper that you're waiting to talk about, but it's not fair to the person who reserved the work who is just as excited to lead the discussion to see the discussion getting spoiled before they get to do it. On the other hand, if the reservation only has one name attached, shoot them a PM - they may be down for a collaboration, which will get you in on the fun as well!

  6. Please keep the thread on-topic. While discussing the trope is fun and we encourage people to enjoy it, questions like "who's your favorite CM" are off-topic and can lead to thumps. That's the kind of question to take to people's PMs if they're willing. Similarly, while we encourage friendliness and familiarity with other users, posts should always have some kind of thread-relevant purpose; for instance, if you want to wish someone a happy birthday, feel free to, but if it's the only thing in the post, it's off-topic and needs something else alongside it. Again, though, while we strive for a friendly atmosphere, this is not Facebook; life updates are fun, but unless they have some kind of impact on your thread participation, please do not bring it here - we have Yack Fest for that.

  7. Please refrain from asking anything along the lines of "How Did We Miss This One?" In almost every case, the answer is simply "No one thought about it before". This Is a Wiki where everyone has different interests, and the fact that people missed a particular candidate, even one that seems like a textbook example of a trope or a character who is particularly iconic in pop culture, means absolutely nothing. The question is disruptive, has a simple and consistent answer, and provides nothing to any discussion.

  8. If you are suspended from parts of the website, it is still possible to participate!
    1. For users who are suspended from editing the wiki, you still have full access to this thread. You can propose candidates and write them up with no issues whatsoever; while you will have to ask someone else to post the entry to the relevant pages once it is done, all write-ups are considered thread-approved - as in, done by consensus - and thus doing so does not violate any rules regarding meatpuppeting.
    2. If you are suspended from the forums, your participation is limited but not impossible. It is still possible for a forum-suspended user to assist in creating the write-up for a character who has already been approved; as previously mentioned, write-ups are inherently considered a consensus-based edit and thus not tied to any one particular user. However, you can not assist in the proposal of a character; as a proposal is based around the forum rather than the wiki, doing so with a forum suspension qualifies as meatpuppeting.

  9. Please keep all discussions "in-house".
    1. What other wikis use for CM equivalents is irrelevant here.
    2. Please be wary of using other wikis, Fandom or otherwise, as sources of information. They are just as fallible as a site like Wikipedia in regards to accuracy because they can be edited by any user, just as this site can.
    3. Do not attempt to force a communication with an author in an attempt to gather evidence or settle a debate; besides the fact that this is a YMMV trope and thus author intent has variable weight depending on the circumstance, doing so may cross the line into drama exportation, which is prohibited site-wide.

If you would like to use an EP for your candidate, here's the general format. This format does not have to be followed exactly, but these are the main topics that need to be covered:

What is the work?

This is a brief summary of the work you're going to discuss. We don't need a full plot summary here, just however much we need to understand going into the discussion — it can even be as simple as quoting the summary on the work's page.

Who is the candidate and what have they done?

This is essentially the character's biography — who they are, their story, the crimes they commit, and, preferably (though not required), what happens to the candidate at the end. It does not have to include every single thing they ever do — for some villains, we'd be here all day if that was the case — but it should include the highlights of their journey.

Any redeeming qualities? Freudian Excuse?

This is where any potential redeeming characteristics or tragic backstory should be discussed. Do they have a tragic past? Do they show that Even Evil Has Standards or Even Evil Has Loved Ones? Maybe a Pet the Dog moment or two? This is where these should be discussed in full. Not every potential redeeming moment is a clear-cut disqualifier, but we should hear of any potential issues to ensure the character is discussed in full.

Are they bad enough?

A Complete Monster has to be particularly vile by the standard of the work they appear in. Therefore, you should look at what the character does compared to similar characters in the same work. This takes into account things like:

  • Their resource level (a human Serial Killer can't stand up to an alien Omnicidal Maniac, but they can be bad by the standard of other human serial killers)
  • The amount of time they have to work with (such as a one-shot character versus long-running antagonists)
  • The quantity vs. quality of their crimes compared to others (someone with a lower victim count but far more visceral and personal crimes could be considered as equally bad overall as someone with a higher body count but less horror involved)

Essentially, this section is an analysis of the kinds of villainy shown in the work and an explanation of why this particular character's villainy stands out within it.

Final verdict?

This is where you post your final conclusion on the character in question. You can continue elaborating on your reasons or even just say a simple "yes" or "no"; at this point, we've heard everything we need to hear.

IMPORTANT NOTICE: This thread tackles very serious and dark matters on a daily basis. We will be discussing things like murder, rape, torture, human trafficking, crimes against children, and in particularly dark cases, several of these issues at the same time. We keep a lighthearted air, but all candidates carry the general assumption that these are awful individuals committing disgusting crimes. We ask that if you participate, you do so with the requisite seriousness such dark topics require; exclamations of how gross something is, whether serious or sarcastic, are disrespectful to the topics at hand, and if you cannot handle such topics, please do not participate.

So I've been planning to binge a whole bunch of so bad they're good action and horror movies (plus one actual good movie for MB), and figured I'd propose a duo from the first entry in my marathon.

Big shout outs to Matt McMuscles for introducing me to this one.

What’s the Work?

Expect No Mercy is a 1995 schlocky Canadian action movie that's 90s as shit. It's also known for spawning an incredibly terrible fighting game, but that's neither here nor there.

Featuring some of the same cast and crew as my previously covered TC 2000, the plot revolves around a dojo academy training people martial arts using VR headsets (whoa dude, so radical!). The academy ends up turning out to be a training ground for assassins, and it's up to undercover cops and martial artists Justin Vanier, Eric, and programmer Viki to take down the leader of the academy and his VR tomfoolery.

Who is He?

Warbeck is the head of the Virtual Arts Academy, a high-tech dojo that trains upcoming martial artists with VR into becoming his assassins.

What has he done?

The cult-like leader of the Academy, whom Justin describes as a "Prince of Darkness", Warbeck sends his killers out on various missions against those who pose a threat to his clients, resulting in numerous casualties, while also having potential spies killed and posed to look like accidents. Hired by a CEO named Bromfield to kill one of his employees Albert Goldberg for trying to sue him, Warbeck offers a demonstration of his talents by having his partner Damian kill Bromfield’s assistant, then upping his price.

Ordering a raid of Goldberg’s hiding spot, which leads to the death of numerous cops trying to protect him, when one of his men, Alexander, fails to impress him and Bromfield, Warbeck orders Damian to kill him. But when Goldberg makes a getaway, Warbeck declares the mission a failure, and despite an enraged Bromfield threatening to take his money back, Warbeck instead chooses to snap Bromfield’s neck and order the traitorous Viki be brought to him.

Warbeck plans to make an exit with Damian, hoping to bomb the whole school with the students still inside and restart their operation somewhere else, preferably a castle in Spain. With Viki, Warbeck uses her as bait to lure Justin and Eric to the school so that they’ll die in the explosions. Because after all, with the heroes on the way "we must give them a damsel in distress to rescue."

But the biggest WTF plot twist comes in the form of Warbeck not being a human at all, but rather an AI program from a global network of computers with a holographic body who hopes to claim the entire world as his own, as he believes to represent the new human being who can reshape the world to his liking as the ultimate computer program. But he's kicked around a lot by Justin and thrown in jail.

So much for that.

Redeeming Qualities?

None. Warbeck claims that he has a right to kill because the government kills, and they’re supposed to reflect the people’s wants. It's rather... odd logic that boils down to "the government kills people, so why can’t I?", which is called out by Viki as bullshit.

And no, him suddenly revealed to be an AI doesn't mean it ruins his chances. Warbeck glorifies in his villainy. And besides, this is a dumb 90s direct to VHS action movie, so they don't go further into Warbeck's past or... well, anything. This isn't a highbrow thinkpiece y'all, sorry to break it to you.

Heinousness?

Warbeck's the top of the heinous pyramid, in charge of multiple assassinations, an attempt to kill dozens and dozens of his own students, and even having goals of conquering the entire world.

Conclusion

Easy keeper

Alright I've got someone who I am genuinely unsure but worth a post nevertheless.

What is the work?

Dragon Quest IX is the ninth entry of the Dragon Quest franchise. You follow a Celestrian who fell into the mortal world after being struck by mysterious beams of light from down below. The character I'm proposing though is found post-game in the DQVC which added multiple bonus content, except now it's Permanently Missable Content unless you use a hack. The character I'm proposing is someone who's actions you can find throughout the normal story but never find out until post-game, the queen Stellestria.

Who is Stellestria and what has she done?

A woman who became the queen of the Gittish Empire along with Godfrey, Stellestria was a cruel oppressor with a petty vindictive streak a mile wide, responsible for the Empire becoming a oppressive force. She was the one responsible for the creation of the Gortress, the horrific slave camp. Why did she make this? To send anyone who criticised her for being too cruel there for the rest of their days.

Not just content with the slavery, Stellestria would have a location called the Ondor Cliffs full of graves of her fallen foes. Eventually the empire banished her in which she wahsed ashore upon Gleeba and would constantly damn the Empire with curses until her demise in which she would be buried on an isle to the east of the world.

Mitigating Factors or Freudian Excuse?

Woo boy... now for Freudian Excuse? Nada.

It's noted that Godfrey loved her, nothing about her loving him back and since she ended up banished... eh.

Her being banished and constantly cursing the empire? The graves of her victims have their own ramblings about cursing her.

The major issue is this weird vagueness about her as a character? Her actions are there don't you worry. I'm gonna have to explain a bit with the lore here to make sense.

On one of the graves it notes that the Empire leader referred to Stelestria as "Stella" for a pet name. The protagonists sidekick is a fairy called Stella and God's daughter is called Celestria. On the Pluvi Isle, where the priests pray, the player can hear a voice which would make me think that Stellestria's related to them since it calls Stella "my other self" but the voice refers itself as "one of us", which most likely links to the fairy species or it's Celestia herself since that form of dialogue (the text UI is only done by her.)

Stella and Celestria never refer to Stellestria as a character despite Celestria calling Stella "little sister" and the whole thing is left as a vague maybe that they're related but it's purposely left open for the player to decide. Considering the contrast of Stellestria in terms of personailty and vileness compared to Celestria and Stella. I think... she's good? Stella never says about her memories being broken or alluding to a past life. When the player asks about Stellestria to Stella, she has no idea what you're on about. So I think it's safe to refer Stellestria as a separate character.

In layman's terms, it's hinted that Stellestria is related to Celestria and Stella in some way that could affect agency but it's never confirmed and it's intentionally left vague for the player's interpretation with none of the characters having any idea what you're on about or just never allude to it. If she is related to Stella, it's more of a "reincarnation" so a separate individual.

Heinous Standard?

Not an issue, even compared to the others. Stellestria is noted to be the one responsible for the corruption of the Gittish Empire so is inadvertently behind all of it's actions and is responsible for the Gortress which is a horrific slave camp solely to send people who critisiced her there. At least Godwyn used labour for a purpose. She has a decent body count as well despite not appearing since you can find the location of her victims which is a cliff littered with graves.

Final Verdict?

I... can't say?

To help understand my concern because I can't really explain well IMO, link to the Stellestria quest. It's only about 15-20 minutes but this'll help paint a clearer picture hopefully. Basically the quest ends around the 35 min mark.

Well well. First proposal in a long time.

What's the work?

Mercenaries (subtitled Playground of Destruction) is a fun little open world third-person action game released by Pandemic in 2005. It was going to be the first of a series, but after the rather dismal reception of it's meh sequel, World in Flames and Pandemic going under, this didn't come to pass.

You play as one of three private contractors working for PMC ExOps - the Swede Mattias Nilsson, Chinese-English Jennifer Mui, or American Chris Jacobs - who along with their Aussie handler, Fiona Taylor, are dropped into the hot zone of North Korea for this guy.

Who is Choi Song? What has he done?

General Choi Song is described as "the most dangerous man in the world", and you quickly learn why near as soon as you land in North Korea. The son of President Choi Kim, Song couldn't be any more of an antithesis to his father. Kim, a reformer who hopes to unify North and South Korea again, begins work dismantling the country's nuclear arsenal. Song, a fierce nationalist, sees Kim as turning his back on North Korea's destiny. When the peace conferences between both countries are held, Song gathers an army of fanatical loyalists and stages a coup, killing the delegation leaders of both countries, including apparently his own father.

Proceeding to take control of the country, Song expels all foreign ambassadors and aid workers from North Korea and everything goes dark. Weeks later, a Royal Australian Navy ship encounters a sinking NK vessel and the Aussie sailors discover a stockpile of nuclear missiles onboard that were primed for sale to a known terrorist company. A coalition of allied forces (the Allied Nations, basically just the UN) invade North Korea and depose Song, sending him into hiding. At the nuclear reactors they find evidence that Song has several more missiles in the works at an unknown location, and with no leads as to his whereabouts, the AN issues an open bounty of 100 million on Song. The rest of his motley crew of advisors and criminal friends fill out the Deck of 52, all having bounties on them, with Song of course as the Ace of Spades.

That's where the mercenary comes in; they're in North Korea to get Song and the money. Their first exposure to Song's forces is encountering his men shelling the AN HQ by the DMZ, careless for the lives of any non-combatants there. Things only escalate from there, as a cursory ride around the province shows that the NK forces under Song's orders resort to violence to keep the populace in line when the bevy of propaganda broadcasts aren't sufficient. You routinely encounter Song's men trading fire with other factions in the area, and if civilians happen to be present, they show zero concern for their lives.

As the mercenary works through the Deck, they tangle with some truly nasty lieutenants of Song's, including Lee Choi (the King of Clubs), a slave trafficker in charge of prepping some ballistic missiles for Song's pleasure. The Diamonds - NK military regulars - are even worse. Colonel Ji An (the Jack of Diamonds) is busy using a supergun of Song's to shell Seoul, killing thousands of civilians whose only crime is belonging to a country that opposes Song. The King of Diamonds, Colonel Won Jegal, is not to be outdone, as he oversees artillery bombardments of Chinese territory in the region - not just Chinese military, but any civilians happening to be in the way, most of whom are North Korean citizens. Neither Song nor Jegal show any care for collateral damage yet again.

More encounters with the Deck unearth more of Song's plans - General Chin Chang (the Ace of Diamonds, and yes - that's his real name, Jennifer finds it very hard to take him seriously because of it) is overseeing construction of another supergun that has the ability to hit Tokyo, while General Chul Kang (the Ace of Hearts) is building chemical bombs for his master. After Russian mob boss Sergei Voronov throws his lot in with Song, Song has Major Kon Lee (the Jack of Spades) lead an assault on Yongbyon where the mob is stationed. But as par for the course, a simple bit of espionage and subterfuge isn't enough for Song and Lee, as Lee uses a company of tanks to attempt to level Yongbyon, and once again, doesn't care about any collateral damage.

Finally, after taking down the rest of the Deck, the mercenary is cleared to go after Song. Spearheading an allied assault on Song's mountain base, they discover that President Kim is still alive. Rather than simply killing him, Song had Kim tortured for weeks until he gave up the nuclear codes. Try as he might, Kim found the interrogation techniques too brutal and ultimately gave up the codes. As the merc makes haste to the missile bunker, Song launches all of the nukes in a spiteful parting gift to the world, with all of them primed for major population centers with millions of people. Appearing personally in a helicopter above, Song blames the launch on the mercenary, stating that because of what they did (yes, Song blames EVERYTHING that he did on the mercenary for...trying to stop him), Song "has no army and no country, only the will to use the missiles". Song jumps down for one last fight, but his remaining men are killed and Song himself is taken down by the mercenary, putting an end to the dictator and his madness.

Does he have any redeeming qualities?

Well here's the thing. Song isn't the most developed villain ever. He has enough of a personality and clear goals to avoid becoming a generic baddie but at the end of the day, he's pretty bereft of depth. He spared his father at the ceremony not out of love but because he still needed the nuclear launch codes, and when Kim wasn't forthcoming, Song proceeded to have his men torture the old man until he gave up. In a video you find between Song and General Kai Yun (the King of Spades), Song derisively refers to Kim as a weak-willed man. So in total, Song doesn't care one iota about family.

Nor does he care about his people. While his propaganda broadcasts exalt Song as the savior of North Korea and the allies as a bunch of foreign invaders out to steal their food, the reality is that Song is perfectly willing to see his country burn if it suits him. I've mentioned that his men routinely get into gunfights without a care as to civilian casualties, but Song's own men aren't exempt from this either - when cornered at his base, General Kang sets off a nuclear bomb on Song's initiative, even though plenty of his men are still there.

No Freudian excuse either - from what we're told, Song is a power-hungry xenophobe and little more. And while Mercenaries can be on the silly side at times, Song is treated as an appropriately monstrous individual and his actions are never downplayed or treated comically.

Heinousness?

Song easily clears. While the stuff like shelling Seoul or using civilians as human shields would be bad enough, him launching missiles at the world in a massive tantrum easily pushes him over the line. The villains of the second game - Romano and Carmona - while coming across as personally more dickish, don't come close to approaching Song's nastiness on a global scale. And every atrocity committed by the North Korean forces can be traced back to Song - it's demonstrated that the vast majority of them are fanatical loyalists and that Song is ultimately signing off on everything they do.

This applies to the other faction leaders as well. The most despicable, Sergei, is a ruthless coward and traitor but never does things like deliberately murder civilians. Song is firmly in a league of his own.

Final verdict?

Easily a yes.

Here's a One Piece candidate I mentioned earlier I wanted to bring up from the filler arc: One Piece – Rainbow Mist Arc. If you don't know, One Piece is the most popular manga in history and features Rubber Man Monkey D. Luffy and his Straw Hat Pirates going around having various adventures on the high seas. That's all that's really needed to know for this filler arc. During this five episode filler, the Straw Hats encounter a sizable town called Ruluka Village that occasionally has a mysterious rainbow mist appear on the ocean outside of it that makes any ships that go in disappear forever. When the crew arrives in town, they quickly find themselves under fire by the town's soldiers for not paying various ridiculous taxes. In truth, the village is being lorded over by a tyrant that serves as the villain of the filler arc.

Who is Wetton?

Fifty years before the current day, Wetton was the leader of the Wetton Pirates and attacked the peaceful Ruluka Village. Wetton orders his men to burn the town to the ground and murder any man, woman, or child who gets in their way. Besides visually seeing his men attack the citizens and setting fire to the buildings, Wetton himself makes good on his order when the six children of the Pumpkin Pirates come to investigate their burning town. Led by the adventurous Rapanui and the inventive Henzo, the children are immediately attacked and nearly murdered by Wetton and flee to the harbor as he gives chase. They manage to flee and take Wetton's ship and accidentally sail it into the rainbow mist, but Henzo tackles Wetton and they both make it off while the other five kids get trapped in the ship graveyard that lies in the pocket dimension on the other side of the rainbow mist.

Without his ship, Wetton leads his crew to take over the ruins of Ruluka and dominate the survivors as the new Mayor for the next fifty years. Wetton bleeds the town dry of wealth by forcing them to pay ridiculous and often made up on the spot taxes like a beer drinking or noodle eating tax. Despite the seemingly innocuous and silly nature of the taxation, the people grow terrified of losing their material wealth and even more so of not being able to pay up. Anyone who can't pay the taxes gets sent to be worked to death in a labor camp to construct the mighty Rainbow Tower that Wetton forced Henzo to build in order to make a bridge to through the rainbow mist. While Henzo goes along with it in an effort to save his friends, Wetton simply wants access to the ship graveyard beyond to rob it of all the wealth accumulated there over the centuries.

When the Straw Hats come to town, they quickly get into conflict with Wetton's men for not paying the docking tax for mooring their ship near the island. Wetton's son Flip is put in charge of strong arming the citizens into paying the taxes while his grandson Lake attacks and kills those who put up a fight using an electrical power suit. Luffy, Henzo, and some of the crew wind up sailing into the rainbow mist and find that time hasn't passed at all in the other dimension and the children haven't aged at all. While that plot deals with them all trying to figure out a way out, the other plot line deals with the other half of the crew trying and failing to fight against Wetton's power suits. Eventually, the Rainbow Tower is completed and Wetton has it knocked down to serve as a bridge to the ship graveyard. Dozens of his men begin pouring in to scavenge the ships while the Straw Hats and children try to fight them off and keep them from looting everything.

Luffy confronts Wetton in a fire power suit and defeats him rather easily after criticizing him for his lazy lifestyle as a mayor and saying he's not a true pirate. Wetton shows the full extant of his villainy here when he blows up the entrance to the Rainbow Bridge out of spite and abandons everyone, including dozens of his own men and his son and grandson, trapped in the now collapsing pocket dimension to die. By a stroke of luck, they all work together to make it out, but Rapanui and the Pumpkin Pirates stay behind and sacrifice themselves to ensure everyone else can escape. Cue Stable Time Loop that doesn't make much sense because it's filler, and the five Pumpkin Pirates are shot back in time to when they first got sent to the other dimension but placed on some other random island for some reason. They get picked up by the Marines and train to become Marines themselves over the decades while never bothering to contact their home and families for some reason, and arrive just in time at the arc's conclusion to arrest Wetton and avenge themselves at long last.

Any redeeming qualities?

None whatsoever. He's an vile coward that quickly abandons his own men and family to their deaths when things start to turn against him and was shown to be a mass murdering pirate even back in his younger days.

Heinous standard?

Many of the villains in One Piece wind up doing way worse, but Wetton is some random pirate captain with no special powers and a single pirate crew. In terms of resources, he's exactly the same as the already listed Captain Kuro and is actually quite similar to Kuro in the sense that Wetton is likely what Kuro would have become had has plan succeeded.

Wetton is, on paper, worse that Kuro in every way. Kuro wants to have his men sack the home village of Usopp, one of the Straw Hats, but it's a very small village compared to much larger Ruluka Village. We actually visually see it getting burned down and Wetton's pirates attacking the people with the explicit order to kill the women and children too. Wetton himself even tries to kill six for no reason whatsoever. There's also no telling how many people died over fifty years to build the massive tower for Wetton. Finally, Kuro plans to murder the people who employed him as a butler for three years and saw him as family, along with killing his crew once he doesn't need them anymore. Wetton tries to murder his actual family along with an even greater number of his own men as they take the treasure from the ship graveyard.

All in all, Wetton is very nasty for a five episode filler villain and is on paper worse than an already listed candidate with the exact same resource level.

Final Verdict?

I wasn't expecting to find another for One Piece from filler of all things, but I think Wetton deserves a [tup].

From the beginning, Sailor Moon and the Sailor Scouts have been fighting evil by moonlight. While some antagonists tend to be the hapless pawns of an arc villain, there are the few that embody the dark side of the moon.
