Lock-Up, aka Lyle Bolton, a villain from Batman: The Animated Series (who later became integrated into the comics.) Bolton was an overly aggressive warden at Arkham Asylum who tormented the inmates because he saw them as scum. When Bolton's cruel actions were revealed, he was fired, driving him insane and leading him to believe that everyone was a criminal. So he became Lock-Up and planned to imprison Gotham's leaders.

Puff from The Bad Unicorn Trilogy, as he appears on the cover of the second book, "Fluff Dragon", which I just started re-reading for the first time in years.
In this series' world, all dragons have Voluntary Shapeshifting powers. But sometimes, the shapeshifting process goes wrong, permanently turning the dragon into a smoller, fluffier form called a fluff dragon. That's what happened to Puff, but although he is a little annoyed by this, he's still a total Nice Guy.
I do think whoever did this illustration was a little misconstrued. In the book, Puff is described as being about the size of a sheep, but this drawing makes him look much smoller. Oh well.

That's my previous online persona design - specifically, the second version. The first is a bit of an Old Shame, with mostly high-saturation colors that didn't really go together and a front antler that was a serious pain in the plot to draw. I made this version after learning a thing or two about good character design, before finally updating to the non-MLP-style iteration I use now.
