Ideology: National Socialism

The German occupation regime of Western Russia, conquered from the Soviet Union in World War II. Moskowien is the grandest prize of the Nazi victory, but turned out to be its white elephant. It is the least Germanized part of the entire German colonial sphere and one of the most unprofitable, with mismanagement in nearly every corner of the colony and massively empowered collaborator groups.

General Tropes

• Anarchy Is Chaos: The Oberkommando Sankt Peterburg is stretched thin and lacking in supplies, which makes it difficult to restore any strict law in Moskowien. For the German settlers, the land is plagued with bandits and self-proclaimed sheriffs who take advantage of the anarchy to enrich themselves.
• Authority in Name Only: The Ostvolk Council is a bureaucracy that tries to serve the interests of the Russian collaborators, German settlers, and Tambow corporations, but the council cannot convene without Kasche, who retains the power to veto any legislation they pass. Combined with other restraints, Ostvolk can do little more than administer trivial issues.
• Civil War: Helldorff and Saucken's successive coups against Kasche and each other will completely collapse Moskowien. In the aftermath of the coup, partisans and bandits will rise up across Moskowien, Kaminski and Gorbachev will secede and form their own governments, the Wehrmacht high command will go to war with Helldorff's now ex-Wehrmacht remnants (but collapse themselves into tons of little Operationzones), and the SS and Tambow Corporate Council will form their own independent fiefdoms.
• Climax Boss: Destroying the German occupation regime of Western Russia, which includes the old capital Moscow, is one of the last obstacles for all Russian unifiers, before they could make their country whole again and re-establish Russia as an emerging power (with the exception of Sergey Taboritsky's Holy Russian Empire).
• Even Evil Has Standards: While they are genocidal themselves, they are openly disturbed by the SS-Aktionsgruppe Moskowien, determined to not let them grow beyond the SS-Ordensstaat Pleskau.
• Les Collaborateurs: Being the least Germanised Reichskommissariat on Europe, RK Moskowien employs many Russians in governmental positions, including the Ostvolk Council, which consists of both Russians and Germans working together to maintain the RK.
• Crouching Moron, Hidden Badass: Moskowien is horribly mismanaged and incompetent at game start, but if enough resources are invested into it by Germany, it could become a massive boost to their economy and keep a resurgent Russia off of their backs.
• Dropped a Bridge on Him: When the SS-Moskowien joined Himmler's coup, they murdered German general Georg von Küchler and his entire family.
• Dystopia Is Hard: Due to its tyrannical and pointlessly genocidal form of governance, Moskowien is by far the most mismanaged of Germany's Reichskommissariats, having failed to control its vast Slavic population and encourage German colonization.
• Egopolis: The city of Voroshilovgrad was renamed Paulusburg after Friedrich Paulus, the Wehrmacht general who led its conquest.
• Great Escape: In one of Moskowien's earliest events, Red Army soldier-turned-collaborator-turned-partisan Ivan Vorobyov breaks out from Lipetsk Prison in Moscow with the help of unidentified forces. It becomes a global embarrassment for Moskowien and is said to inspire similar uprisings across the Reichskommissariat.
• The Greatest Story Never Told: The Moskowien Dissolution is hardly elaborated upon to outsiders both in-universe and out. The most any observer knows about it is that chaotic fighting happens and one side must eventually emerge victorious.
  One day the full story will be told. The story of millions of souls - each with their own tale. The more Europe's scars open, the more we will know.
• Please Select New City Name: Many Russian cities were given new German names under the rule of RK Moskowien^{Full list of city names}Siegstadt (Nevdubstroy/Kirovsk), Lindemannstadt (Gatchina), Neu-Kiel (Klin), Platenfurt (Saratov), Kosakenstadt (Pokrovsk), Paulusburg (Volgograd), Kiefernwald (Sosnovy Bor), Königstein (Tver), Smolenau (Smolensk), Zitadellenfurt (Kursk), Thulestadt (Tula), and Adolfstadt (Astrakhan), or in case of Novgorod, a Germanised version of its original Old Norse name.
• Sunk Cost Fallacy: Economists in the Pakt often joke that RK Moskowien is less profitable than a black hole, but due to the massive investments already consumed, there's no choice but to continue sinking resources.

In-Game Biography ^{Click to Show}Better the dream not achieved than the one that is twisted, corrupted, and deformed.

Siegfried Kasche had always had one dream. It was always clear and un-compromised - the Reich shall bathe in glory and blood of each and every soul that tried to oppose it - the communists, the degenerates, the Untermensch, the traitors, and the ones who thought that the National Socialist triumph was not possible.

The dream became twisted.

Despite loyally serving the NSDAP since its inception, despite serving in the Slavic lands - places no Germans should ever find itself needing to touch - on its behalf, despite assuming the title of the Reichskommissar of Moskowien, all his dream did was to lock him down in a prison with keys from it leading to nowhere.

Yes, the Slav is enslaved by all the means - from factories to farms. Yes, the Slav is afraid to look up to see the light as there will always be a whip by his back. Yes, the Slavs have degenerated into betraying each other whenever the Eagle wishes - at least in Kasche's mind.

But this is not enough. And it will never be. The future of Kasche, of Moskowien and its history is locked and can only be changed if the whole prison is destroyed - by the wishes of Destiny or against them.

• 0% Approval Rating: Virtually everyone in Moskowien, including the Wehrmacht and collaborators, despise Kasche for his utter incompetence. His failure to implement Generalplan Ost has also caused him to lose favor with the German government.
• Evil Colonialist: Kasche is a Nazi hardliner who has aggressively implemented Generalplan Ost in Moskowien ("Generalplan Moskowien"), attempting to Germanize the territory by working millions of "Asiatic" Slavic slaves to death.
• Puppet King: Even though Kasche is an all-powerful dictator in theory, since the Ostvolk Council can't convene without him and he can dismiss any Gesetz he wishes, Kaminski's and the Council's maneuvers have increasingly left him out of the loop and apathetic.
• Stupid Evil: Even by Nazi standards, Kasche is incredibly incompetent and the only reason why he's governing Moskowien is because killing is the only thing he's good at and Hitler needed someone like him to pacify the partisans in Western Russia.
• Teeth-Clenched Teamwork: The lack of support given by Germany following the West Russian War has forced Kasche to rely more and more on Russian collaborators that he views as racially inferior.
• Wide-Eyed Idealist: Kasche hasn't given up on winning back Germany's favor, drawing up crazy plans to retake power from his rival Saucken and resuming Generalplan Ost. Unfortunately for him, everyone but Kasche acknowledges that there's zero chance for him to recover at this point.

In-Game Biography ^{Click to Show}Out of neglect comes anger, out of anger comes power and out of power comes sin. Bronislav Vladislavovich Kaminski is aware of how this happens, yet he himself became friends with the Devil.

The son of Belorussia, Kaminski always has dreamed of something greater than himself, his family or his country. It was the idea that made him join the Red Army, it was the idea that locked him up in the cell in Siberia and later on sent to Lokot, and it was the idea which put the corpses of tens of thousands onto his hands. He gladly carries around the dead, smelling the dead peoples' ended opposition to his idea - and asks for more, more and more. For something so simple, yet so grand.

Among this smell is the oldest smell of them all - of Voskoboinik. His corrupted face is long underneath the face of the Earth, yet Kaminski still walks.

"You will be avenged. For Novaya Rossiya. For you. And for myself!"

In-Game Biography (Moskowien Dissolution)^{Click to Show}Bronislav Vladislavovich Kaminski was once considered a borderline liability by his German masters; a mad dog only useful when used as a blunt object against their foes, and a hindrance in virtually any other scenario. There is perhaps some truth to this statement, but none could have predicted that the dark horse of the hardline collaborators would one day have the entire region at his mercy; free from the meddling influence of his superiors.

Kaminski rose from his job as an industrial chemist in Minsk to become one of the more prominent collaborators in Eastern Europe virtually overnight thanks to his association with Konstantin Pavlovich Voskoboinik and the Lokot Autonomy. The Russian National Liberation Army, his private army in all but name, granted him a significant degree of political leeway in the absence of any other collaborationist security forces in Moskowien, and this proved to be his ticket to power once Reichskommissar Siegfried Kasche vanished in the night.

After reorganizing what remained of the vestigial Ostvolk Council into the "Russian National Liberation Committee" and declaring himself "Kormchiy", or Helmsman, of the state, Bronislav Kaminski is now in a prime position to pursue his bloodsoaked ambitions. With a long history of extraordinary violence and adherence to Nazi ideology, the long-suffering people of Russia's occupied heartland can only fear the worst...

Kaminski's initial situation is far from secure, of course, for the hardliner faction he once spearheaded consisted of a very large tent, full of competing ideologues and mutually hostile cliques united only in their lust for power and admiration of the Nazi invaders. With the Germans removed from the equation, a free-for-all is brewing amongst Kaminski's former allies; from disgruntled politicians to rogue elements within RONA itself. If the "Helmsman" is to succeed in his ambition to dominate Moskowien, he must navigate these treacherous waters with caution.

Commander of the Russian National Liberation Army, and the informal leader of the Russian collaborator hardliners in the Ostvolk Council. Incredibly ambitious and violent, Kaminski's militant collaboration has made him a powerful man in Moskowien, yet nobody, not even the Germans, find him easy to work with.

• Contempt Crossfire: The native Russians hate Kaminski for his shameless collaboration with the Nazis, while the Germans only see him as a liability outside of suppressing partisans.
• Meet the New Boss: If Kaminski reunifies Moskowien, his rule will be little different from Kasche's, only trumpeting Russian supremacism instead of Aryanism.
• The Quisling: As commander of the Russian National Liberation Army, Kaminski is one of the highest-ranking collaborators in RK Moskowien, believing that unconditional collaboration is the only way forward for Russia.
• The Rival: Kaminski was chief rivals with Andrey Vlasov, another Russian collaborator leader to the Germans. Ever since Vlasov has been abandoned in the Russian anarchy, Kaminski's influence in Moskowien has only grown.
• The Starscream: After Germany falls into civil war and Kasche disappears, Kaminski secedes from the RK regime to found his own personal dictatorship and forge a "New Russia".

Mikhail Gorbachev

In-Game Biography (Moskowien Dissolution)^{Click to Show}The collaborator-governor of Oryol, serving for years since his appointment by former Reichskommissar Siegfried Kasche, Gorbachev has been a silent servant for all this time, chugging away as a gear in the system. Participating in the horrors of the Reichskommissariat, with dissent hidden within his mind, the recent chaos, caused by Helldorff's extreme incompetency and failures, has given Gorbachev the opportunity to more openly oppose the existing system.

With the opportunity of the failure of the Reichskommissariat, there is nobody left able to keep Gorbachev as rigid within the collaborationist system as he once was - a gear in the machine no longer, with the machine smashed to bits. He has been engaged in the recent protests, organizing a great March in Oryol, a large symbol of defiance to the Nazis. With the Oryol March, hundreds of thousands strong, marking a demand for a better government, Gorbachev is riding on this wave of demands, overseeing the Council that maintains the new Russian Democratic Republic, consisting of the various collaborator governments previously affiliated with Gorbachev's SNS - for now.

Populism and democracy are lightning, and Gorbachev is trying to put it into a bottle. Both being pulled to his ambitions by the wave, yet constraining it for various reasons, Gorbachev is the figurehead of this new movement for a better Moskowien, a better Russia, but he knows that going too far will lead to chaos continuing. Striking a balance between hope and pragmatism, and trying to fight off those who want neither, Gorbachev's future remains uncertain, and it will be seen just what happens with his dreams.

Mikhail Gorbachev is the young governor of Oryol, and the face of the moderate faction in the Ostvolk Council. A covert Russian nationalist, the West Russian War's failure made Gorbachev suppress his revolutionary ideals and turn to pragmatic collaboration, trying to bring in pro-Russian reforms from inside the system.

• Hero with Bad Publicity: Gorbachev is hated by his fellow Russians and seen as a Nazi lackey. He would personally like to see the Germans overthrown, but knows he's in no position to do that and has to make due reforming the system from inside.
• Internal Reformist: Within the Ostvolk Council, Gorbachev pushes for greater rights and privileges for native Russians through compromise and moderate politics.
• The Quisling: Gorbachev is one of the most prominent Russian collaborators serving in the Ostvolk Council of RK Moskowien. Still in school during the West Russian War, the defeat of the WRRF left him resigned to collaboration, becoming a diligent civil servant while still holding onto his concern for ordinary Russians.
• Young Future Famous People: Interestingly, Gorbachev came to political prominence far earlier in the TNO timeline, and he's still pretty young by politician standards in 1962.
• Young and in Charge: Only 31 years old and already serving as an influential political figure in the Reichkommisariat.

Helmuth von Pannwitz

Role: Leader of the Wolga Germans, Security Minister (Helldorff cabinet)

Ideology: National Socialism

Helmuth von Pannwitz is a German General and veteran of Barbarossa. Now, he is the representative of the Volga Germans on the Ostvolk Council. He has gained a contentious reputation for his prioritizing the well-being of the German Settlers over the Russian populace.

In-Game Description ^{Click to Show}It is amusing how, sometimes, two souls can be connected. Adolf Hitler breathed life into the National Socialist movement in the early 1920s, and not long after Siegfried Kasche joined suit. Adolf Hitler waged war against Russia to kill it at all costs, and Siegfried Kasche accepted his invitation to lead the Reichskommissariat Moskowien. Once Adolf Hitler died, Siegfried Kasche departed from Moskau to Germania. To restore communications, to rally troops for Moskowien's pacification, to confirm whether or not his Führer really was dead - Kasche's mind found itself preoccupied with what Destiny held in store for him, even as he handed the control over the colony to Wolf-Heinrich Von Helldorff, his Deputy.

Time passed, and Kasche did not return - nor did he answer any attempts at communication. Thus Moskowien's Dissolution began - a result of 20 years of negligence towards hundreds of "small" issues in contrast to the fundamental goals of the colony, even as the Darwinist nature of the warfare enveloping Moskowien continues in light of Destiny's desire to get rid of Kasche.

If Moskowien is a prison, then now it experiences a revolt. In the sea of fights, explosions, and ear-shattering crumblings that the prisoners cause to its walls, one can see a tall-standing figure. "Who is he?" - one may ask.
"My favourite", Destiny will answer.

• Anarchy Is Chaos: When it becomes clear that Kasche has disappeared, every faction in Moskowien goes to war with each other, upending the status quo in the process.
• From Bad to Worse: As if living in Reichskommissariat Moskowien already wasn't hellish, the power vacuum left by Kasche's disappearance destroys what little stability is left in the region, throwing it into anarchy.
• The Great Fire: The anarchy in Moskowien wreaks urban havoc, as entire cities are caught on flame. The banner itself is an artistic rendition of the 1812 Fire of Moscow, repurposed to illustrate the mass destruction brought by the conflict.

• MegaCorp: If Helldorff loses influence to them, Moskowien will become dominated by German corporations based in Tambow, enriching themselves by enslaving the native Russians.
• The Remnant: With Kasche's disappearance, the remaining German loyalists retreat to Paulusburg, eager to fight and reclaim the territories they've lost.
• Teeth-Clenched Teamwork: The lower Volga is home to both German settlers and the Volga Germans, who have been living in Russia for centuries. While the recent immigrants are loyal citizens of the Reich and followers of National Socialism, the Volga Germans aren't exactly welcoming of their ideals.

In-Game Biography ^{Click to Show}Wolf-Heinrich Julius Otto Bernhard Fritz Hermann Ferdinand Graf von Helldorff's sun has been up in the sky since the day he was born. Noble heritage, military service, one position, another position - the sun's light was still before him, it still showed him the road to the top, the glory that would surpass his death and leave him in history, the riches which he could not predict or comprehend.

If only he did not waste the time he was given.

Long after being appointed as the key deputy to Kasche in Moskowien, Helldorff could not find a road he could see so clearly long ago. He became, like all the others, the prisoner of Moskowien. This was the end of his road.

What was looking like the climbing of the mountain before now looks like being forced to slide in a constant downhill - with all his power, money and connections it is now much more bearable to exist each passing day but, however, the direction of this road looks nothing like the glory, nothing like the deserved recognition. What it leads to is a mess.

The irrepressible parasites are, in a way, beneficial to the system - its host, however, will always regret not eradicating it when he had a chance!

In-Game Biography (Moskowien Dissolution)^{Click to Show}On Kristallnacht, when the cold rainbow slivers of synagogue windows fell like rain onto the streets of Berlin, there was reflected outside so many Jewish homes the image of a shadow standing by itself. That shadow - kept whole and driven by hate and lust - presided over the prelude to the Holocaust. In doing so, Wolf-Heinrich Graf von Helldorff profited greatly.

Nearly two decades later, to save his friend Joseph Goebbels from a long death, and himself from Hitler's wrath, Helldorff dumped Goebbels' bullet-ridden body near the Pleskau border and killed him with a round from a tear-shod Walther. There lay, by the sedges in a bog, Helldorff's only friend, and though the SS was blamed for Goebbels' death, and Helldorff later became Deputy Reichskommissar and head of the Moskowienpolizei, he found no respite in his old recluses of drink and debauchery.

Now, as Reichskommissar of all Moskowien, Helldorff shoulders a renewed sense of ambition, and a red rage. Rage at the Industrialists who puppet him; rage at the insolent Slavs who murdered his friend, and rage at the Pro-Collaborators who - he knows - plot against him in secret. He will, however, forge Moskowien into something greater:

• Corrupt Politician: Helldorff is known for his extreme corruption, and rumoured to have a priceless stash of spoils of war in his mansion.
• Dystopia Justifies the Means: He intends to reforge the lands of Reichskommissariat Moskowien into "Heaven".
• Even Evil Has Loved Ones: Though he was the one who finished off Goebbels, Helldorff is still deeply affected by his friend's death, turning to alcoholism and debauchery to unsuccessfully dull the pain.
• Evil Colonialist: He seeks to turn Moskowien into a Germanised model colony like their neighbour Ostland.
• Hypocrite: He wants to exact revenge on the Russians for murdering his friend Goebbels, even though he was the one who delivered the finishing blow so that he wouldn't receive blame for it.
• Meet the New Boss: If Helldorff reunifies Moskowien, he'll inherit Kasche's mission to suppress the native Russians and facilitate Aryan colonization.
• Mercy Kill: Helldorff believes that he was saving his friend Goebbels from a long, painful death when he shot him with his tear-shod Walther.
• Nazi Nobleman: As his name suggests, he is the Count of Helldorff in addition to being a Nazi.
• Opportunistic Bastard: He led a coup against Kasche with the support of most of the Wehrmacht (but not its leadership) to establish his own fiefdom and earn power for himself, even if to a nominal degree.
• Overly Long Name: His full name is Wolf-Heinrich Julius Otto Bernhard Fritz Hermann Ferdinand Graf von Helldorff. At over 70 characters, he may have the longest name out of anyone in the Einheitspakt, if not the entire setting.
• Punny Name: May be intentional, maybe not. But it's interesting to note how a man named Helldorff wants Heaven.
• The Von Trope Family: His surname is Von Helldorff, and he fits a darker example.
• Unwitting Instigator of Doom: To ensure that he wouldn't be blamed for the incident, Helldorff (who was police chief of Saint Petersburg at the time) murdered Goebbels when he was wounded by Russian partisans and then framed his death on the Moskowien SS. Helldorff only intended to save his own skin, but his actions inadvertently fueled a lot of animosity between the SS and the AOdNSDAP, even contributing to the former's participation in Himmler's failed coup.
• Villainous Friendship: He was friends with the late Joseph Goebbels, whose death destroyed much of Helldorff's job network and landed him in a meager position in Moskowien. Even though Helldorff himself was responsible for Goebbels' demise, he does feel genuine remorse over having to murder his former friend.
• Visionary Villain: Helldorff is hellbent on Germanizing Moskowien as the Reich intended, getting revenge on the industrialists, the Slavs, and the supposedly treacherous collaborators.

• I Don't Like the Sound of That Place: The SS-Ordensstaat Pleskau is known as "The Black Spot" in the national spirit for it in Reichskommissariat Moskowien.
• Not Me This Time: The SS are heavily suspected to have murdered Joseph Goebbels, but truthfully, he was actually injured by Russian partisans and then finished off by Helldorff, who framed the SS so that he wouldn't be blamed for it.
• Rape, Pillage, and Burn: When Darré was exiled to Pskov, he razed the city to the ground and rebuilt it as a Waffen-SS barracks-city known as Ordensstadt Pleskau. The devs have suggested that Pleskau is one of the few places in Eastern Europe that has been 100% Germanized.
• Reassigned to Antarctica: Since Himmler's failed coup during the West Russian War, the SS-Aktionsgruppe Moskowien has been internally exiled to the deurbanised wasteland around Ordensstadt Pleskau.
• Renegade Splinter Faction: Against Himmler's wishes, the SS-Aktionsgruppe Moskowien pursues a more agrarian form of Spartanism following Darré's Blood and Soil ideology.
• Shown Their Work: Pleskau's Blut und Boden ideology reflects a fringe strain of esoteric agrarianist Nazi/Völkisch ideology that actually existed under Nazi Germany, chiefly represented by ideologues like Richard Walther Darré and the Artaman League, and was said to have composed a core component of SS indoctrination. In that regard, it serves as a more grounded, historically accurate version of a fundamentalist SS state, compared to the more fantastic, larger-than-life industrial nightmare that is Burgundy.

In-Game Biography ^{Click to Show}If one were to place themselves into the psyche of Herbert Backe, behind his soulless, shiny spectacles, one might assume his mind to be a collider of demented ideas, of complex racial theory, where radical, strange thoughts burst open into existence and pop just as fast. What else would befit the mastermind behind Pleskau's strain of National Socialism, leader of the SS-Aktionsgruppe Moskowien? Well, in truth, Backe is neither of these things. Backe is a Puritan, a dictator of a new, ultra-totalitarian kind, a social fundamentalist in his own, distorted image. But, if you truly wish to know the father of the "Pleskau System", look no further than a cancer patient, miserable and waiting for death.

Richard Walther Darré, founder of Moskowien's wing of the SS and chief Blood and Soil idealogue, started out with a surreal, nebulous vision, but a vision nonetheless. Darré envisioned Eastern Europe under the jackboot of a generation of young, fertile SS men, the nucleus of a new landed gentry who would rule at the top of a medieval slave hierarchy. Indeed, when Darré was exiled to Pskov, it was razed to be replaced by the command center and Waffen-SS barracks-city of Ordensstadt Pleskau, a testament to a new, twisted and bloody age.

But Darré did not last. Although he did not die, and still remains the 'de jure' leader of the SS-Aktionsgruppe Moskowien to this day, cancer claimed him and in his vacuum Herbert Backe has risen. Backe, appointed by Himmler to return Moskowien's SS into the orbit of Ost-Paris, has himself transformed into a zealot of Pleskau's System. As Backe takes his seat as the head of Pleskau's great feast, joined by any number of inhuman, wild beasts, another Blackest Sun dawns over the East.

• Absolute Xenophobe: Backe doesn't just want to enslave the Slavs, he wants to enslave literally everyone who isn't a part of the SS-Aktionsgruppe Moskowien.

• Good Scars, Evil Scars: He has 3 stitches on his face, that most definitely count for evil scars.
• Hates Everyone Equally: Backe hates everyone outside of the SS-Aktionsgruppe Moskowien. This is not limited to the Slavs and the Jews, for he also despises the conservative Prussian aristocrats, the reformers, and even the Reichskommissariat Moskowien bureaucracy itself. Furthermore, he thinks they should all be reduced to slaves.
• Historical Villain Upgrade: The real Backe was a genocidal Nazi who helped starve millions of eastern Europeans, but he was more of an orthodox technocrat than the crazed, esoteric luddite he is here. He was also noted to be fanatically loyal and friendly to other influential Nazis, like Heydrich, unlike this version of Backe who participated in Himmler's attempted SS coup and is practically described as soulless.
• Red Baron: Backe is infamously known as the Puritan of Pleskau.

In-Game Biography ^{Click to Show}Left, right, left, right - Dietrich Friedrich Eduard Kasimir von Saucken's march never ends. The sound of bullets, now engraved in his mind, reminds of all the fallen, of all the ones whose deaths he was responsible for.

First he served the Motherland he knew, the Motherland he loved. Then he saw his Motherland beaten, humiliated and confused. After that She came to ask for his service again - with blood on Her hands, with a Brown Mob so foreign to him commanding Her every move.

He could not betray her, no matter how she looked.

She awarded him for defending her in all the wars She has faced. And, seemingly, God has awarded him for refusing to get down on the level of a Brown Mob when dealing with the enemies on the frontlines and his fellow soldiers - now, von Saucken looks above the battlefields he and his men fought so hard to protect their Motherland, chained to a Swastika with thousands of people being just the same. When he looks over the horizon, when sees what the future may look like, he asks himself one question.

"Will it be enough?"

In-Game Biography (Moskowien Dissolution)^{Click to Show}Years of politically motivated neglect left Moskowien's garrison underfunded, understaffed, under-equipped, unprepared, and unchecked. When the failure of the Reichskommissariat's ad hoc governing structure made it impossible to continue rule by consent, the distracted, secretive military detachment of Germania made rule by decree unenforceable. This breakdown of stability was not entirely the fault of the bureaucracy within Moskau, however. Dietrich von Saucken has long been placing bets against the National Socialist cause, and with the ever-weakening state of stability within Moskau, it seemed as though the time to go all-in on the plot had come.

Standing alongside the remnants of the Oberkommando Moskau which would survive the trek to their ill-fated coup, however, von Saucken finds his movement scattered, disconnected, and near-totally isolated. Though the state of affairs represents a failure in the integrity of the Reichskommissariat, it also represents an opportunity to well and truly put an end to the influence of National Socialism within Russia. Better yet, the reconquest of Moskowien gives the old general a chance to relive the glory days of the "apolitical" German militarism of his youth, which he's longed for since the Nazi takeover. The criminal collaborators, the shameful crimes of the SS, the greedy Nazi businessmen. The collapse of Moskowien has opened a possibility for von Saucken to take revenge on all of them for their role in destroying Germany's honor, under the thin veneer of restoring order.

However, as the days pass in the battle for Moskowien's soul, von Saucken is becoming increasingly aware that his goal of reliving the glory day of German militarism might be mutually exclusive with the possibility of changing things for the better. If only for as long as the Nazi scum remain too busy fighting each other, von Saucken could alter the character of Moskowien's administration to sabotage NSDAP before it returns, but it would be a thankless job unlikely to make him Germany's hero. Either way, the old General must first bring peace back to Moskowien through conquest, before being able to make a decision.

• Be Careful What You Wish For: He wishes that the Wehrmacht were more apolitical and wants to restore their honor by eliminating the Russian collaborators, Waffen-SS, and corrupt Nazi businessmen. Should Moskowien collapse, he gets his chance to conquer all of these groups, but Saucken knows that it'll be a thankless job, as he'll likely be seen as a traitor back home in Germany.

Even decades after the German behemoth crushed everything that stood in its path, Dmitry Nikolaevich Medvedev continues to wage his own war of liberation against those who stole his homeland away from him, and he's not likely to stop now.

Born the son of a modest steel worker's family, Dmitry Nikolaevich Medvedev got his first taste of combat in the pivotal days of the October Revolution, participating in the defense of Petrograd against the White Army. It did not take long for the Soviet government to recognize his talents, and he eventually became a member of the Cheka, the internal security organ that would eventually evolve into the infamous NKVD.

His career with the NKVD carried little excitement until 1941, when the tides of Fascism spilled over the western border and swept aside much of the Red Army in a matter of weeks. It was after a year of fighting when Medvedev was placed in command of the "PSG "Winners"" taskforce, a specialized NKVD unit charged with the arming and training of partisans behind German lines in the region of Oryol. It was here where Medvedev and his task force would remain for the next two decades, even after the eventual defeat and collapse of the Soviet Union.

In the years since, Medvedev never once wavered on his mission to make life hell for the fascist occupiers, even after suffering numerous setbacks at the hands of the Reichskommissariat's security forces. Now, with occupation government in shambles and the Nazi forces divided and weak, perhaps this could be opportunity Medvedev and his freedom fighters had spent so long preparing for. The stakes have never been higher, but if it means this old soldier could finally complete his mission, it may just be a chance worth taking.

• Richard Nixon, the Used Car Salesman: In real-life, Kuznetsov had a bumpy post-war career, where Stalin flip-flopped between stigmatizing and venerating him, before Zhukov won a power struggle against him and forced him into retirement. From there, Kuznetsov became a author and wrote numerous books. In this timeline, Germany's victory meant Kuznetsov never left the military and still fights a war of resistance against them in Moskowien.

Special Forces "Shishki"

• Bilingual Bonus: Their name Shishki means pine cone in Russian, which follows the OTL trend of Russian bandits naming themselves after random objects (it is also Russian slang for "boss" or "important person"). More significantly, it's a sign that they're just a mob of criminals than any genuine partisan movement.
• La Résistance: Subverted. Groups of partisans have rallied around Penza and genuinely buy into the rhetoric that they are going to liberate Russia from German occupation, but it's actually a scam peddled by Pavlenko to raid Moskowien and enrich himself.

• Allohistorical Allusion: In OTL, Nikolai Maksimovich Pavlenko was a military construction worker who deserted from his post in WW2 and formed his own (unsanctioned) military construction unit to embezzle funds from higher-ups. In TNO, he became a warlord in Moskowien who's embezzling funds from Russians in a very different way.
