Reichskommissariat Moskowien

Ideology: National Socialism
The German occupation regime of Western Russia, conquered from the Soviet Union in World War II. Moskowien is the grandest prize of the Nazi victory, but turned out to be its white elephant. It is the least Germanized part of the entire German colonial sphere and one of the most unprofitable, with mismanagement in nearly every corner of the colony and massively empowered collaborator groups.
    General Tropes 
  • Anarchy Is Chaos: The Oberkommando Sankt Peterburg is stretched thin and lacking in supplies, which makes it difficult to restore any strict law in Moskowien. For the German settlers, the land is plagued with bandits and self-proclaimed sheriffs who take advantage of the anarchy to enrich themselves.
  • Authority in Name Only: The Ostvolk Council is a bureaucracy that tries to serve the interests of the Russian collaborators, German settlers, and Tambow corporations, but the council cannot convene without Kasche, who retains the power to veto any legislation they pass. Combined with other restraints, Ostvolk can do little more than administer trivial issues.
  • Civil War: Helldorff and Saucken's successive coups against Kasche and each other will completely collapse Moskowien. In the aftermath of the coup, partisans and bandits will rise up across Moskowien, Kaminski and Gorbachev will secede and form their own governments, the Wehrmacht high command will go to war with Helldorff's now ex-Wehrmacht remnants (but collapse themselves into tons of little Operationzones), and the SS and Tambow Corporate Council will form their own independent fiefdoms.
  • Climax Boss: Destroying the German occupation regime of Western Russia, which includes the old capital Moscow, is one of the last obstacles for all Russian unifiers, before they could make their country whole again and re-establish Russia as an emerging power (with the exception of Sergey Taboritsky's Holy Russian Empire).
  • Even Evil Has Standards: While they are genocidal themselves, they are openly disturbed by the SS-Aktionsgruppe Moskowien, determined to not let them grow beyond the SS-Ordensstaat Pleskau.
  • Les Collaborateurs: Being the least Germanised Reichskommissariat on Europe, RK Moskowien employs many Russians in governmental positions, including the Ostvolk Council, which consists of both Russians and Germans working together to maintain the RK.
  • Crouching Moron, Hidden Badass: Moskowien is horribly mismanaged and incompetent at game start, but if enough resources are invested into it by Germany, it could become a massive boost to their economy and keep a resurgent Russia off of their backs.
  • Dropped a Bridge on Him: When the SS-Moskowien joined Himmler's coup, they murdered German general Georg von Küchler and his entire family.
  • Dystopia Is Hard: Due to its tyrannical and pointlessly genocidal form of governance, Moskowien is by far the most mismanaged of Germany's Reichskommissariats, having failed to control its vast Slavic population and encourage German colonization.
  • Egopolis: The city of Voroshilovgrad was renamed Paulusburg after Friedrich Paulus, the Wehrmacht general who led its conquest.
  • Great Escape: In one of Moskowien's earliest events, Red Army soldier-turned-collaborator-turned-partisan Ivan Vorobyov breaks out from Lipetsk Prison in Moscow with the help of unidentified forces. It becomes a global embarrassment for Moskowien and is said to inspire similar uprisings across the Reichskommissariat.
  • The Greatest Story Never Told: The Moskowien Dissolution is hardly elaborated upon to outsiders both in-universe and out. The most any observer knows about it is that chaotic fighting happens and one side must eventually emerge victorious.
    One day the full story will be told. The story of millions of souls - each with their own tale. The more Europe's scars open, the more we will know.
  • Please Select New City Name: Many Russian cities were given new German names under the rule of RK MoskowienFull list of city names, or in case of Novgorod, a Germanised version of its original Old Norse name.
  • Sunk Cost Fallacy: Economists in the Pakt often joke that RK Moskowien is less profitable than a black hole, but due to the massive investments already consumed, there's no choice but to continue sinking resources.

  • 0% Approval Rating: Virtually everyone in Moskowien, including the Wehrmacht and collaborators, despise Kasche for his utter incompetence. His failure to implement Generalplan Ost has also caused him to lose favor with the German government.
  • Evil Colonialist: Kasche is a Nazi hardliner who has aggressively implemented Generalplan Ost in Moskowien ("Generalplan Moskowien"), attempting to Germanize the territory by working millions of "Asiatic" Slavic slaves to death.
  • Puppet King: Even though Kasche is an all-powerful dictator in theory, since the Ostvolk Council can't convene without him and he can dismiss any Gesetz he wishes, Kaminski's and the Council's maneuvers have increasingly left him out of the loop and apathetic.
  • Stupid Evil: Even by Nazi standards, Kasche is incredibly incompetent and the only reason why he's governing Moskowien is because killing is the only thing he's good at and Hitler needed someone like him to pacify the partisans in Western Russia.
  • Teeth-Clenched Teamwork: The lack of support given by Germany following the West Russian War has forced Kasche to rely more and more on Russian collaborators that he views as racially inferior.
  • Wide-Eyed Idealist: Kasche hasn't given up on winning back Germany's favor, drawing up crazy plans to retake power from his rival Saucken and resuming Generalplan Ost. Unfortunately for him, everyone but Kasche acknowledges that there's zero chance for him to recover at this point.

Commander of the Russian National Liberation Army, and the informal leader of the Russian collaborator hardliners in the Ostvolk Council. Incredibly ambitious and violent, Kaminski's militant collaboration has made him a powerful man in Moskowien, yet nobody, not even the Germans, find him easy to work with.


  • Contempt Crossfire: The native Russians hate Kaminski for his shameless collaboration with the Nazis, while the Germans only see him as a liability outside of suppressing partisans.
  • Meet the New Boss: If Kaminski reunifies Moskowien, his rule will be little different from Kasche's, only trumpeting Russian supremacism instead of Aryanism.
  • The Quisling: As commander of the Russian National Liberation Army, Kaminski is one of the highest-ranking collaborators in RK Moskowien, believing that unconditional collaboration is the only way forward for Russia.
  • The Rival: Kaminski was chief rivals with Andrey Vlasov, another Russian collaborator leader to the Germans. Ever since Vlasov has been abandoned in the Russian anarchy, Kaminski's influence in Moskowien has only grown.
  • The Starscream: After Germany falls into civil war and Kasche disappears, Kaminski secedes from the RK regime to found his own personal dictatorship and forge a "New Russia".

Mikhail Gorbachev is the young governor of Oryol, and the face of the moderate faction in the Ostvolk Council. A covert Russian nationalist, the West Russian War's failure made Gorbachev suppress his revolutionary ideals and turn to pragmatic collaboration, trying to bring in pro-Russian reforms from inside the system.


  • Hero with Bad Publicity: Gorbachev is hated by his fellow Russians and seen as a Nazi lackey. He would personally like to see the Germans overthrown, but knows he's in no position to do that and has to make due reforming the system from inside.
  • Internal Reformist: Within the Ostvolk Council, Gorbachev pushes for greater rights and privileges for native Russians through compromise and moderate politics.
  • The Quisling: Gorbachev is one of the most prominent Russian collaborators serving in the Ostvolk Council of RK Moskowien. Still in school during the West Russian War, the defeat of the WRRF left him resigned to collaboration, becoming a diligent civil servant while still holding onto his concern for ordinary Russians.
  • Young Future Famous People: Interestingly, Gorbachev came to political prominence far earlier in the TNO timeline, and he's still pretty young by politician standards in 1962.
  • Young and in Charge: Only 31 years old and already serving as an influential political figure in the Reichkommisariat.

Helmuth von Pannwitz is a German General and veteran of Barbarossa. Now, he is the representative of the Volga Germans on the Ostvolk Council. He has gained a contentious reputation for his prioritizing the well-being of the German Settlers over the Russian populace.
  • Contempt Crossfire: Neither faction of Russian collaborators like Pannwitz and the German settlers he represents, disliking that he puts their interests over the natives. Even Kasche's administration finds themselves at odds with them.

  • Anarchy Is Chaos: When it becomes clear that Kasche has disappeared, every faction in Moskowien goes to war with each other, upending the status quo in the process.
  • From Bad to Worse: As if living in Reichskommissariat Moskowien already wasn't hellish, the power vacuum left by Kasche's disappearance destroys what little stability is left in the region, throwing it into anarchy.
  • The Great Fire: The anarchy in Moskowien wreaks urban havoc, as entire cities are caught on flame. The banner itself is an artistic rendition of the 1812 Fire of Moscow, repurposed to illustrate the mass destruction brought by the conflict.

  • MegaCorp: If Helldorff loses influence to them, Moskowien will become dominated by German corporations based in Tambow, enriching themselves by enslaving the native Russians.
  • The Remnant: With Kasche's disappearance, the remaining German loyalists retreat to Paulusburg, eager to fight and reclaim the territories they've lost.
  • Teeth-Clenched Teamwork: The lower Volga is home to both German settlers and the Volga Germans, who have been living in Russia for centuries. While the recent immigrants are loyal citizens of the Reich and followers of National Socialism, the Volga Germans aren't exactly welcoming of their ideals.

  • Corrupt Politician: Helldorff is known for his extreme corruption, and rumoured to have a priceless stash of spoils of war in his mansion.
  • Dystopia Justifies the Means: He intends to reforge the lands of Reichskommissariat Moskowien into "Heaven".
  • Even Evil Has Loved Ones: Though he was the one who finished off Goebbels, Helldorff is still deeply affected by his friend's death, turning to alcoholism and debauchery to unsuccessfully dull the pain.
  • Evil Colonialist: He seeks to turn Moskowien into a Germanised model colony like their neighbour Ostland.
  • Hypocrite: He wants to exact revenge on the Russians for murdering his friend Goebbels, even though he was the one who delivered the finishing blow so that he wouldn't receive blame for it.

  • Opportunistic Bastard: He led a coup against Kasche with the support of most of the Wehrmacht (but not its leadership) to establish his own fiefdom and earn power for himself, even if to a nominal degree.
  • Overly Long Name: His full name is Wolf-Heinrich Julius Otto Bernhard Fritz Hermann Ferdinand Graf von Helldorff. At over 70 characters, he may have the longest name out of anyone in the Einheitspakt, if not the entire setting.
  • Punny Name: May be intentional, maybe not. But it's interesting to note how a man named Helldorff wants Heaven.
  • The Von Trope Family: His surname is Von Helldorff, and he fits a darker example.
  • Unwitting Instigator of Doom: To ensure that he wouldn't be blamed for the incident, Helldorff (who was police chief of Saint Petersburg at the time) murdered Goebbels when he was wounded by Russian partisans and then framed his death on the Moskowien SS. Helldorff only intended to save his own skin, but his actions inadvertently fueled a lot of animosity between the SS and the AOdNSDAP, even contributing to the former's participation in Himmler's failed coup.
  • Villainous Friendship: He was friends with the late Joseph Goebbels, whose death destroyed much of Helldorff's job network and landed him in a meager position in Moskowien. Even though Helldorff himself was responsible for Goebbels' demise, he does feel genuine remorse over having to murder his former friend.
  • Visionary Villain: Helldorff is hellbent on Germanizing Moskowien as the Reich intended, getting revenge on the industrialists, the Slavs, and the supposedly treacherous collaborators.

The branch of the Schutzstaffel in Moskowien, concentrated on Ordensstadt Pleskau, formerly the Russian city of Pskov. Founded by Richard Walther Darré and currently led by Rudolf August Oetker, the SS in Pleskau believe in a fundamentalist, ultra-totalitarian, and neo-feudalist vision of the Blood and Soil ideology.
  • Artistic License – History:
    • Backe and Darré are depicted as allies in this setting, with the former working to implement the latter's brutal, Spartanist vision for eastern Europe. In real life, the two hated each other's guts, especially on the former's side, who disliked Darré for his incompetence.
    • Though a case of Shown Their Work in being a representation of an agrarian (and rather esoteric) strain of Nazism that actually existed under Nazi Germany, Agriarian Spartanism's portrayal is also an exaggeration of it; the real Blood and Soil esoteric ideologues focused on agrarianism, not primitivism, and while one speech transcript attributed to Darré was about a proposal for a neo-medieval system of racial serfdom, the agrarian Nazis by-and-large had no interest in neo-feudalism.
  • Allohistorical Allusion: The combination of strict ideological purity, xenophobia, and deurbanization comes off as a Nazi version of Pol Pot's Khmer Rouge, in a timeline where Pol Pot has no political relevance whatsoever.
  • Bilingual Bonus: Their "Blood and Soil" ideology is fully represented on their flag as "Blut und Boden".
  • Days of Future Past: The SS-Aktionsgruppe Moskowien is described to be inspired by the Spartans, and their treatment of the Helots.
  • Evil Luddite: The ideology of Agrarian Spartanism combines the Spartan caste system with mass deurbanization and a cult centered around the idea of Blood and Soil.
  • The Friend Nobody Likes: Much like how Burgundy is distrusted by the rest of the Einheitspakt, the SS in Moskowien is dreaded by many and no one wants to see them expand their influence beyond Pleskau.
  • I Don't Like the Sound of That Place: The SS-Ordensstaat Pleskau is known as "The Black Spot" in the national spirit for it in Reichskommissariat Moskowien.
  • Not Me This Time: The SS are heavily suspected to have murdered Joseph Goebbels, but truthfully, he was actually injured by Russian partisans and then finished off by Helldorff, who framed the SS so that he wouldn't be blamed for it.
  • Rape, Pillage, and Burn: When Darré was exiled to Pskov, he razed the city to the ground and rebuilt it as a Waffen-SS barracks-city known as Ordensstadt Pleskau. The devs have suggested that Pleskau is one of the few places in Eastern Europe that has been 100% Germanized.
  • Reassigned to Antarctica: Since Himmler's failed coup during the West Russian War, the SS-Aktionsgruppe Moskowien has been internally exiled to the deurbanised wasteland around Ordensstadt Pleskau.
  • Renegade Splinter Faction: Against Himmler's wishes, the SS-Aktionsgruppe Moskowien pursues a more agrarian form of Spartanism following Darré's Blood and Soil ideology.
  • Shown Their Work: Pleskau's Blut und Boden ideology reflects a fringe strain of esoteric agrarianist Nazi/Völkisch ideology that actually existed under Nazi Germany, chiefly represented by ideologues like Richard Walther Darré and the Artaman League, and was said to have composed a core component of SS indoctrination. In that regard, it serves as a more grounded, historically accurate version of a fundamentalist SS state, compared to the more fantastic, larger-than-life industrial nightmare that is Burgundy.
  • Slavery Is a Special Kind of Evil: The exact reason why this is without a doubt, the most horrific warlord in the Moskowien Civil War. It not only allows or encourages Slavery, it actively idolises it, with them following the principles of the Helot, and working them to death on the farms accordingly so.

  • Absolute Xenophobe: Backe doesn't just want to enslave the Slavs, he wants to enslave literally everyone who isn't a part of the SS-Aktionsgruppe Moskowien.
  • Do Wrong, Right: Backe turns on Himmler for the latter betraying Backe's envisioning of Spartanism by following an Urbanised form (also called the Burgundian System), as opposed to the planned ideology of Spartanism.
  • Final Solution: Backe is the engineer of the Hunger Plan, which involves genocide through systemic starvation by keeping Germans fed at Slavs' expense. When Backe ascended to the rank of Minister for Food and Agriculture, he was able to implement his plan with impunity across the Reich's eastern conquests, killing millions.
  • Four Eyes, Zero Soul: Backe wears a pair of glasses and is the vilest warlord in the Moskowien dissolution, an unapologetic Nazi who seeks to build his vision of a pure society through the labor and blood of millions of starved slaves.
  • Good Scars, Evil Scars: He has 3 stitches on his face, that most definitely count for evil scars.
  • Hates Everyone Equally: Backe hates everyone outside of the SS-Aktionsgruppe Moskowien. This is not limited to the Slavs and the Jews, for he also despises the conservative Prussian aristocrats, the reformers, and even the Reichskommissariat Moskowien bureaucracy itself. Furthermore, he thinks they should all be reduced to slaves.
  • Historical Villain Upgrade: The real Backe was a genocidal Nazi who helped starve millions of eastern Europeans, but he was more of an orthodox technocrat than the crazed, esoteric luddite he is here. He was also noted to be fanatically loyal and friendly to other influential Nazis, like Heydrich, unlike this version of Backe who participated in Himmler's attempted SS coup and is practically described as soulless.
  • Red Baron: Backe is infamously known as the Puritan of Pleskau.

Richard Walther Darré

  • Authority in Name Only: He's the de jure leader of the SS in Moskowien, but his cancer has largely led him to abandon his duties and leave them to Oetker.
  • Bald of Evil: Not a hair on his head and among the vilest Nazis in the setting.
  • Dark Lord on Life Support: His cancer has made Darré bedridden and weak, relying on Oetker to carry on his vision for Moskowien.
  • Minor Major Character: Darré is stuck in bed and sick with cancer, but he is the founder of the "Blood and Soil" ideology that the SS-Aktionsgruppe entirely revolves around.
