The Khaos Brigade

    Halja 
The Norse Goddess of Death and the current ruler of Heaven after overthrowing and retconned her enemies out of existence, or so she thought.
  • A God Am I: She takes great pride in the fact she has usurped the position of "God" in Heaven and is very confident in her absolute power, which comes to her detriment when she holds back in her first fight with Makoto and allows him to transform into his Balance Breaker.
  • As the Good Book Says...: When Iblis exclaims "But... milady-" after Halja stops her attempted destruction of the Gremory territory, she chastises her by saying "Do not ‘milady,’ me. You should know the scripture," alluding to when Jesus told his disciples "Not everyone who says to me, ‘Lord, Lord,’ will enter the kingdom of heaven" in Matthew 7.
  • Bad Boss: Is noted to be quite cruel by Asia and is willing to kill her own men who try to cross her such as Raynare.
  • Big Bad: She is the main threat that the ORC seeks to take down and is in charge of the villains that they face.
  • Even Evil Has Standards: Even she disapproves of Diodora's possessive behavior regarding Asia.
  • The Faceless: Is initially shown as this, save for her Glowing Eyes of Doom.
  • Hell of a Heaven: Downplayed. She is said to be relatively laissez-faire in managing Heaven's population, but the fact that she has usurped control of Heaven has lead many of the resident spirits to seek refuge in the Underworld of all places, where the Gremory family has built "New Heaven" as a residence for said refugees.
  • Hero Killer: Responsible for the death or retcon of Issei, Vali, Michael, Azazel, and many more, just to name a few.
  • Just Toying with Them: She holds back significantly in her first fight with Makoto, not even using her Balance Breaker against him. She only really starts exerting her power once he unleashes his own Balance Breaker, and at that point, her power had been siphoned for him to do so, and she attempts to restore it using the Red Dragon's power.
  • The Last Thing You Ever See: She reveals her true appearance as she's about to kill Makoto.
    Halja: "It would be pretty rude not to be able to look into the eyes of the one who ends your life."
  • Leave Him to Me!: As the being in control of the Red Dragon, she wishes to personally kill Makoto, the White Dragon Emperor, herself.
  • Physical Goddess: She is this quite literally this as she has taken over Heaven.
  • Rage Against the Heavens: She attacked both Asgard and Heaven to accumulate power. In particular, she attacked Heaven to gain control of the Holy System, which allowed her to perform a Cosmic Retcon.
  • Reality Warper: She has control over space and time as God, which she uses to freeze everyone but Makoto, Raynare, and Asia to attempt to kill them.
  • Red Eyes, Take Warning: Especially when these are normally the only thing you see before she kills you.
  • Retconjuration: Used this to retcon every Longinus user out of existence, including Issei and Vali. Unfortunately for her, this didn't include the Dividing Gear.
  • Sinister Silhouettes: Before revealing herself to Makoto in Volume 2, she is portrayed as such.
  • You Have Failed Me: Has Asia killed and attempts to do the same to Raynare after she finds out of her plan to betray her.

    Milcom Amon 
A High-Ranking Devil working for Halja who is responsible for a string of kidnappings involving Sacred Gear users.
  • Affably Evil: Despite threatening the Occult Research Club with violence, he acts polite and is willing to hand over Ravel if they win the Rating Game.
  • Anti-Villain: His primary goal, even as a member of the Khaos Brigade, is to get vengeance for the death of his mother Mara.
  • Arc Villain: He's the main villain of Volume 2.
  • Big Bad Duumvirate: While he's the primary Arc Villain of Volume 2, Diodora also shares the role.
  • Curb-Stomp Battle: His Quirky Miniboss Squad manages to effortlessly defeat Riser's larger Battle Harem.
  • Dragon with an Agenda: He admits to Rias that his membership in the Khaos Brigade is merely a "means to an end," which is to avenge the death of his mother.
  • Fair-Play Villain: He stays to the terms of his Rating Game and even insists on non-lethal force.
  • Heel–Face Revolving Door: Makoto specifically refers to him as this as he assists in the arrest of his father, which is later revealed to be a Poisonous Captive scheme and reveals to him while they are alone that they are planning a breakout.
  • Hostage for MacGuffin: He initially offers Ravel Phenex in exchange for Asia Argento and her Twilight Healing.
  • I Have Your Wife: Or rather, I Have Your Sister. He kidnaps Ravel Phenex and takes her hostage.
  • Man of Wealth and Taste: He is well-dressed and also happens to have a small peerage of powerful devils.
  • Meaningful Name: His name is based on the Ammonite god of the same name, who, according to the Books of Kings, repeatedly lead the Israelites away from God.
  • Non-Action Big Bad: He doesn't fight with his servants and surrenders immediately when confronted by Rias.
  • Quirky Miniboss Squad: He only has a small number of servants, but his peerage is still strong enough to defeat even Riser's full team of 16.
  • Villain with Good Publicity: He maintains his good publicity by framing less reputable parties such as the Himejima clan for his crimes.

    Milcom Amon's Peerage 

Enrico Stark

Rank: Queen
Milcom's Queen who can fire powerful, healing-immune energy bullets.
  • The Dragon: He's the Queen of Milcom Amon, the Arc Villain of Volume 2.
  • Early-Bird Cameo: He first appears having defeated a Stray Devil that Rias was supposed to take down.
  • I Was Just Passing Through: He claims that he "got bored" while his master was preparing for his Rating Game with Riser and Milcom supposedly told him to "go hunt down some strays or something."
  • Kill Steal: He kills Viser before Rias has a chance to take her out.
  • Powers Do the Fighting: He fires his energy bullets from around him, and often from far away.
  • Wound That Will Not Heal: Injuries sustained by his powers are immune to all forms of healing, including Healing Factor, which allows him to defeat Riser Phenex easily. Defeating him, however, is said to break this curse.

Jin Kamado

Rank: Knight
Milcom's Knight armed with a sword that avoids all defenses
  • Everything's Better with Samurai: He's described as a "modern samurai" by Aika and has the hair for the part.
  • Friendly Enemy: Despite working for Milcom Amon, and by extension, Halja, he's very honorable towards Kiba and Aika.
  • Fragile Speedster: Like Kiba, he's extremely fast, but is taken out by a well-placed ambush by Aika after being stunned by an electricity sword.
  • Unblockable Attack: His sword bypasses both shields and other swords.

    Ahab Amon 
Lord Ahab Amon is the head of house of Amon and a key member of the Khaos Brigade wielding the second half of True Longinus, who is later revealed to be behind the kidnappings of Sacred Gear users and other empowered individuals
  • Archnemesis Dad: He is resented by both his children: Rahab for putting her on a pedestal as the Khaos Brigade's secret weapon, and Milcom for his supposed involvement in his mother's death.
  • Arc Villain: He is the main villain of Volume 5, being responsible for the imprisonment that is discovered by Makoto and the others.
  • The Dragon: As the head of a noble devil family who was granted half of True Longinus, he is right next to Halja herself in influence overall.
  • Even Evil Has Standards: He catches wind of Diodora's actions in Volume 2 and warns him that Makoto will be the least of his worries if he keeps it up. He may be a ruthless crime lord but he also values loyalty.
  • Faux Affably Evil: He is introduced in Volume 4 as someone with a "noble facade," even more so than Milcom. However, we see his true colors in the next volume, especially as he fights Kuroka and Koneko.
  • Magic Staff: He has the the Staff of Longinus, the second half of True Longinus.
  • Meaningful Name: Ahab is the name of one of the Kings of northern Israel which the Books of Kings considers to be one of their most wicked leaders.
  • Politically Incorrect Villain: He has a disdain for the refugees from Heaven and thinks they are "trespassing on our land," which he uses as a counter-argument when Griselda accuses him of trespassing on the New Heaven sanctuary.
  • Villain with Good Publicity: Like his son, he stays under the radar while working for the Khaos Brigade. This is averted when he attacks New Heaven and is arrested.

    Iblis 
A former angel who betrayed Heaven by letting the Halja and the Khaos Brigade through the Holy System.
  • Arc Villainess: She holds the Church's committee hostage in Volume 4 in exchange for control of Kuoh Town.
  • Dragon with an Agenda: Her threat to destroy the Gremory territory is met with resistance by Halja herself, who calls her "a bloodthirsty moron." She also takes offense to her attempting to kill Makoto.
  • Fallen Angel: During the fight, Makoto notices her starting to transition as she begins to get more ferocious. After she snaps and tries to brutally murder Makoto with a Balance Breaker, she loses her halo and becomes one.
  • Finding Judas: She is the mysterious angel who let Halja in chapter 6.
  • Knight Templar: She is explicitly called this by Baraqiel. She serves Halja as the true God and believes her control of Heaven is for the greater good.
  • Light Is Not Good: Even though she was still a pure angel, but she is ironically worse than even some of the fallen angels that she later becomes like.
  • Meaningful Name: Iblis is the name of a jinn or angel (depending on interpretation) in Islam who defied Allah by refusing to bow down to Adam.
  • Seven Deadly Sins: Unlike many of the fallen angels who fell due to Lust, She becomes a fallen angel because of her uncontrolled Wrath after losing to Makoto
  • Unholy Matrimony: She's married to Lord Ahab Amon, who helped plan her attack on the meeting.
  • Villainous Breakdown: After she becomes a fallen angel she goes insane and suddenly orders an attack on the Underworld.

    Korgull Naberius (Spoilers) 
An unassuming cameraman who is revealed to have infiltrated the proceedings of Rias and Sairaorg's Rating Game to rig them against her.
  • Arc Villain: He is revealed to be the mastermind of the events against the Rating Game in Volume 6.
  • "Blackmail" Is Such an Ugly Word: When Sairaorg calls his family out for the "unethical experiments" they did on Koneko and Kuroka, he scoffs at him saying, "You people always call our genius 'unethical.'"
  • The Dog Was the Mastermind: He was briefly seen at the devils' social taking a picture of Makoto with his Sacred Gear, unbeknownst to him, to capture his ability along with the picture. This reveal is foreshadowed a couple times as the attempted bomber at the news station was identified as another cameraman, the last potential suspects Serafall had not checked were the cameramen, and how Makoto was suddenly ambushed in his prescence, with Korgull calling the would-be assassin a moron for trying to attack him out in the open.
  • Fixing the Game: He attempts to, and nearly succeeds, to sabotage Rias and Sairaorg's rating against team Rias, not just to raise funds for the Khaos Brigade, but also in an attempt to assassinate Rias and deliver Makoto to Halja for her to finish off, first by having a bottle of poisoned champagne delivered to Rias, hiring multiple assassins try to attack Makoto, and finally ambushing Makoto right before he's about to wrap up his final round with Sairaorg.
  • Magical Camera: His ability allows him to copy any ability he captures with his camera, including powerful ones like Cleria Belial's Worthless and even Makoto's Dividing Gear.
  • Master of None: Even though he has access to many powerful abilities through his camera, including Kuisha Abaddon's Black Hole ability and Makoto's Dividing Gear, including its Balance Breaker transformation, he is unable to use them to their fullest extent, which allows Makoto to deal a significant blow to him with just his Power of Retribution on his left arm while his Sacred Gear was disabled on account of the injuries Korgull inflicted on his right arm using Enrico's Null Ripper.
  • Villainous Legacy: He is the son of the devil who did experiments on Koneko and Kuroka and seeks to continue his father's work.
  • Walking Spoiler: The entire relevance of his character is the twist that he was the nebulous mastermind of the efforts to rig the Rating Game against Rias and Makoto.

    Diodora Astaroth 
The Devil Asia healed, who happens to be a key member of the Khaos Brigade. Even after Makoto reincarnated Asia as an angel he still hopes to take her as her own.
  • Bait the Dog: He tried to lure Asia away from Makoto. It fails and he later takes measures into his own hands.
  • The Bus Came Back: He returns in Volume 5 as a supporting villain, this time to Milcom's father, Ahab, whom he assists in trying to stop Makoto from releasing the captives he imprisoned.
  • Big Bad Wannabe: Despite challenging Makoto much earlier before he awoke his Balance Breaker, he still doesn't fare much better than he did against Issei. He fails even harder at getting his hands on Asia and is rebuked by Milcom for defying Halja's orders.
  • Charm Person: He manipulated his entire peerage, sans Luther, to be loyal to him and likely to become his Sex Slaves.
  • Dirty Coward: He may be smug and slimy, but he's left with his tail between his legs after getting his ass kicked by Makoto, despite him insisting he will "have his revenge."
  • Do Not Taunt Cthulhu: Makoto clocks him with his Dividing Gear before he even gets him a chance to boast about his plans with Asia, only getting enough time to ask Makoto about her virginity as he uses a Phoenix Tear to recover from his initial attack on him.
  • Dragon with an Agenda: He ignores Halja's orders to stay away from Asia and is chided by Milcom for it.
  • Evil Counterpart: Makoto states that while Riser's all-female peerage is harmless, the fact that Diodora's harem consists of women he corrupted away from the church is sickening.
  • Hate at First Sight: Makoto wanted to blow him up from the moment he "saw this guy's stupid face."
  • Has a Type: He likes to corrupt and violate women of God.
  • Hated by All: Neither the Occult Research Club nor his fellow Higher-Ups in the Khaos Brigade are amused by his possessive behavior towards Asia. Ahab Amon warns him that if he doesn't straighten up, Makoto will be the least of his worries.
  • Psychopathic Manchild: He likes to gloat about his actions and intentions and pitches a fit, even to his own boss, when he doesn't get his way.
  • Rape Is a Special Kind of Evil: He threatens to violate Asia before quickly being shut down by Makoto.
  • Slimeball: Makoto can tell from the moment he laid eyes on him that he can't be trusted. He tricked Asia into getting her excommunicated from the Church and later tried and failed, to manipulate her away from Makoto.
  • Spared by the Adaptation: He's lucky that he was confronted by Milcom instead of Shalba.
  • We Can Rule Together: He attempts to convince Asia that Makoto is trying to exploit her and asks for her to join him. It fails.

    Freed Sellzen 
A "shady", "wannabe" exorcist allied with Raynare and the fallen angels.
  • An Arm and a Leg: His arm is cut off by Rahab in Volume 5 as she takes Arondight, which is promptly replaced according to Milcom.
  • Ax-Crazy: Enjoys the violence of killing so-called heretics, including actual angels, more than actual exorcism.
  • The Dragon: To Raynare, the Arc Villain of Volume 1.
  • Bodyguard Betrayal: He betrays his master, Raynare, when he is ordered by Halja to kill her and Asia. He then later apparently betrays the Khaos Brigade to work for the Purist Faction. Except he didn't, he was a double agent for the Khaos Brigade that entire time.
  • Commuting on a Bus: He sporadically appears in the story when he feels like it, first reappearing in Volume 3 as a double agent in the Purist Faction and then again in Volume 5 assisting Ahab and Diodora to try and stop Makoto's group from freeing the former's prisoners.
  • Destination Defenestration: Makoto ends up throwing him out of a window when he tries to kill Raynare.
  • Double Reverse Quadruple Agent: He initially betrays Raynare to serve Halja, only to then work for the Purist Faction as a double agent, then returns to the Khaos Brigade.
  • Hiding Behind Religion: Uses his job as an exorcist as an excuse to satisfy his massive bloodlust.
  • Know When to Fold 'Em: He busts out his secret technique after being ganged up by Koneko and Aika - Running away
  • Light Is Not Good: Despite being a church exorcist and wielding light weapons, he's certainly no saint.
  • Person as Verb: He uses his secret technique so often that Makoto eventually refers to someone vanishing in a flash of light as "pulling a Freed Sellzen."
  • Psycho for Hire: He's basically a mercenary hired by the Khaos Brigade under the guise of an exorcist.

    Kalawarner, Dohnaseek, and Mittelt 
A group of fallen angels working with Raynare.
  • Adaptational Early Appearance: Actually appear before Raynare this time around to try and steal Aika's Downfall Dragon Spear.
  • Adaptational Wimp: Kalawarner is killed not by Rias Gremory, but by Makoto, who, at that point, had only discovered his powers seconds prior. Their fight with Rias and Akeno isn't shown in the original Light Novel but they are shown to pick a decent fight for a while in the anime. Here, the remaining two's attacks are deflected by Akeno with ease and they are swiftly defeated by Rias. Mittelt does redeem herself a bit with her later fight with Yuma.
  • Back for the Dead: Mittelt returns in Volume 4 and is killed by Yuma one chapter later.
  • Bodyguard Betrayal: Mittelt survives her encounter with Rias and Akeno and betrays Raynare with Freed
  • Curb-Stomp Battle: Dohnaseek and Mittelt's fight with Rias and Akeno is hardly a fight. Their spears No-Sell against Akeno's lightning attack and Dohnaseek is quickly dealt with by Rias.
    Rias: It's a shame she sent such low-level grunts to take out such high-level targets.
  • Dies Differently in Adaptation: While Dohnaseek faces the same fate as canon, Kalawarner is killed by Makoto in their Adaptational Early Appearance and Mittelt manages to escape. Mittelt gets killed later by Yuma in Volume 4.
  • Half the Man He Used to Be: How Kalawarner goes out courtesy of Makoto.
  • Light Is Not Good: They wield light weapons, yet they are the first enemies that Makoto faces. Even when Mittelt is purified by Iblis, she is still just as nasty as before.
  • Know When to Fold 'Em: Mittelt flees as Dohnaseek is obliterated by Rias.
  • Screw This, I'm Outta Here: Mittelt flees as she sees Dohnaseek get obliterated by Rias.
  • Spared by the Adaptation: Mittelt manages to escape and is then seen betraying Raynare along with Freed. This is subverted by Volume 4 when she is killed by Yuma.
  • We Hardly Knew Ye: Kalawarner is killed in her first scene and Dohnaseek doesn't fare much better.

The Purist Faction

    Kokabiel 
The Leader of the Purist Faction of Grigori. He's a fallen angel who turned against Azazel to continue the war between the 3 Factions
  • Arc Villain: Of Volume 3
  • Blood Knight: He turned against Azazel so that he can continue the war and win.
    Makoto: Pretty stubborn, if you ask me.
    Yuma: Maniacal is more like it.
  • Death by Adaptation: In the original, he is sealed in Cocytus after being defeated by Vali. Here he is killed by Gabriel. Though, you could argue this was a more merciful fate
  • Dynamic Entry: He's introduced after launching Xenovia through a window after stealing Excalibur Destruction.
  • Everybody Knew Already: He tries to deliver the two major plot twists he gave in the original about Akeno's father and of God being dead. However, those two had been already revealed to most of them already in the last two volumes.
  • Fatal Flaw: His temper, combined with his obsession with continue the war, which Makoto weaponizes against him.
  • Felony Misdemeanor: Gabriel has major beef with him, not for him trying to start a war, but for breaking a window on her house, and later kills him for it.
  • No Body Left Behind: He is vaporized by Gabriel.
  • Shut Up, Kirk!: Makoto taunts him for being oblivious of Halja overthrowing Heaven, and he tells him to "SHUT THE FUCK UP" before attacking him.
  • Villainous Breakdown: He goes ballistic after Makoto taunts him for not knowing Halja overthrew Heaven and giving "plot twists" that most of them already knew about and is unable to focus his power out of rage.

    Valper Galilei 
An excommunicated priest who's the mastermind between the Holy Sword project
  • Boom, Headshot!: His death, courtesy of Lint Sellzen
  • The Dragon: He orchestrates the theft of the Holy Swords for Kokabiel.
    • Dragon Their Feet: Hagane gets in the way of Kokabiel attempting to dispose of him and is killed later by Lint Sellzen.
  • Dropped a Bridge on Him: He's abruptly shot dead by Lint Sellzen as Yuuto is giving his "The Reason You Suck" Speech to him.
  • Cruel Mercy: Yuuto decides to spare him so he would live with the fact he was at his mercy. Of course, the Grigori has other plans...
  • The Heretic: His barbaric actions were not unnoticed by the church and he was excommunicated, leading him to join Kokabiel.
  • It's Personal with the Dragon: Yuuto has a vendetta against him and the Excaliburs after he left him for dead.
  • "Shaggy Dog" Story: His death. Yuuto gives him a long speech about how he plans to have him arrested so that he'll know for the rest of his life that he was at the mercy of someone he murdered. He is shot dead by Lint Sellzen before Yuuto can finish his speech.
    Xenovia: Or, you know. He can be anticlimactically killed.
  • You Have Outlived Your Usefulness: He disposes of the subjects who are unable to wield Excalibur, including Yuuto. He is nearly killed in the same way by Kokabiel after nearly spilling the beans of God's death.

Top
