The female-oriented political party, led by Otome Tohoten and based in Chuohku District, that overthrew the Japanese government and enforced its own regime on the country, starting the H Era.

  • Action Politician: All Party members are capable of handling the Hypnosis Mic to enforce the regime.
  • Big Bad: The Party of Words is branded as the main antagonists of the series, as they enforced an unjust regime that most, if not all the main characters, desire to bring down.
  • The Coup: Using the Hypnosis Microphones, the Party of Words staged a coup d'état and overthrew the Government of Japan.
  • Fictional Political Party
  • The Government: Following the coup, the Party of Words became the main government power of Japan, essentially replacing the Parliament and starting the H Era.
  • Lady Land: Surrounded by The Great Wall, the Chuohku District is off-limits for all men, save for the Division Rap Battle contestants or those with explicit permission from the Prime Minister herself.
  • Matriarchy: The Party of Words consists entirely of women, as the its core ideology states that men are the cause of all wars and violence, hence shouldn't be allowed to run the country. After The Coup and becoming The Government, the Party separated Japan into Divisions, with some areas where men are completely prohibited, as well as enforced a 10x bigger tax for men.
  • Pink Means Feminine: The Party's Color Motif is hot pink.
  • Utopia Justifies the Means: The ultimate goal of the Party is to build a peaceful society without any violence. But to achieve this goal, they are willing to stoop as low as possible, which even some Party members don't approve of.
  • Women Are Wiser: The Party is built upon the belief that men are instinctively driven to violence and abuse, and only women are able to create a prospering society.

The Big Three

  • Ascended Extra: When the series was in its early stages, the Party of Words had a fairly background role of Big Bad. However, as the series progressed, the Big Three started getting more screentime, their own drama tracks, and even songs.
  • Cosplay: All three of their voice actresses dressed up as the characters for live shows.
  • Image Song: "Femme Fatale" and "Verbal Justice". Also doubling as Villain Songs.
  • Terrible Trio
  • The Three Faces of Eve
    • Otome is The Wife, a calm and wise leader, not to mention that she is actually a wife.
    • Ichijiku is The Seductress, but only to a degree. She is a designated Ms. Fanservice of the series, but in regards of her behavior it is very downplayed.
    • Nemu is The Child, a younger and more hopeful member of the Party, who strives to balance out its ideals.
  • Tragic Villain: All three of them went through a lot in their lives:
    • Otome was mistreated by her immoral Sleazy Politician father, who actively abused his political power for his selfish gains and mistreated his daughter due to his sexism. He even forced Otome's husband to join him in his dirty business, which arguable made things take a turn for the worse.
    • While working as a reporter (and experiencing a fair share of workplace sexism), Ichijiku tried to expose a Corrupt Politician, who didn't take kindly to her snooping around his business. As a result, Ichijiku's younger sister was killed by the politician, and Ichijiku would have died herself if Otome didn't interfere in time.
    • Growing up with an abusive fahter, Nemu witnessed her own mother killing him and than herself. She became an orphan and lived with her brother Samatoki, concerned that he is going down the same path of violence as their father.
  • Villains Out Shopping: Ichijiku and Nemu became very close to each other, occasionally hanging out and going shopping together. When they had a tea party with Otome, she asked Ichijiku and Nemu take her with them next time.

The former leader of the Party of Words and the Prime Minister of Japan.
  • All for Nothing: As her plan reached its climax, she busted Rei's secret laboratory and took his comatose wife hostage, forcing Rei to provide Otome with access to the True Hypnosis Mics and the Ramuda clones. However, Rei Out-Gambitted her by disabling every single Hypnosis Mic and reprogrammed the clones to take over Chuohku, essentially ruining Otome's entire plan on a whim.
  • Aloof Dark-Haired Girl: Has dark blue hair and acts quite reserved most of the time.
  • Authority Sounds Deep: Being the Prime Minister and the leader of the Party, she has a considerably deep, albeit soft voice.
  • Badass Longcoat: Sports one after becoming the Prime Minister.
  • The Chessmaster: She is a grand schemer, who uses the Division Rap Battles to achieve her overarching goals.
  • A Day in the Limelight: One of the bonus drama tracks from the official guidebook focuses on her past, providing a context for her views and beliefs.
  • Disowned Parent: Being focused on her political goals, Otome sent Dice away to her relatives, the Arisugawa family, until he ran away from the house. Dice is rather resentful of what his mother has become, almost never talking about her, and openly insulting her to her face when they meet.
  • Does Not Like Men: She believes that all men are inherently prone to violence and must be supressed in order to build the perfect society of peace.
    • Freudian Excuse: As revealed in the bonus drama track, her negative attitude towards men stems from her father, a Sleazy Politician who frequently abused his power for his own merits and mistreated his daughter due to his sexist views.
  • Doesn't Like Guns: Among the first orders Otome issued after becoming the Prime Minister was to completely ban all firearms in Japan. Instead, men were given the Hypnosis Mics to resolve their issues with each other through words.
  • Even Evil Has Standards: She very much acknowledges Honobono's methods as undesirable (but keeps her around for her exceptional skills).
    • Subverted in the drama track "No one lives forever", when she forced Rei to provide her with resources to brainwash the entire population of the country and enforce peace, by taking his comatose wife hostage. She even subtly threatened her well-being, if Rei didn't comply.
  • Evil Matriarch: She is Dice's mother.
  • Foil:
    • To Rei. Both are cunning chessmasters, who had to separate from their children. However, Otome puts order and discipline first in any circumstances while Rei is essentially a Wild Card.
    • She can also be seen as one to Jakurai - they are both highly respected, even outside of their roles as leaders of their respective groups, and their positions as parental figures makes them instrumental to the plot, but while Otome is acting in her own self-interests as Prime Minister (although masking it as "for the greater good"), Jakurai acts selflessly as a doctor.
  • Gratuitous English: Quite prominent in her Image Song "Just do it".
  • Hime Cut
  • Image Song: "Just do it".
  • Knight Templar: For the sake of establishing a peaceful society, she is willing to overthrow the government, enforce an unjust regime, and even resort to brainwashing.
  • The Leader: Otome is the founder and the leader of the Party of Words, who later went on to become the Prime Minister of Japan.
  • Luke, I am Your Mother: Downplayed and subverted. Dice is perfectly aware that Otome is his mother, he simply chooses to not have anything with her unless it's absolutely necessary.
  • Meaningful Name: The name "Otome", meaning "maiden", fits the one who instated a matriarchial government quite well.
  • Nerves of Steel: She maintains her composure in any circumstances. Even when her own son yelled and insulted her to her face, Otome never flinched. However, when Rei foiled Otome's plan at the most crucial moment, Otome was visibly distraught and angered.
  • Ojou: Was raised in this environment. Traditional Japanese dances, tea ceremonies, haiku writing, horse riding, calligraphy, the whole shebang.
  • Perfectly Arranged Marriage: Her father arranged for her to marry an up-and-coming politician Mikado Asuka for his personal gains. Otome was not thrilled by the idea of meeting a man she never met before against her will. However, it turned out that Mikado shares Otome's political views and supported her party, so both of them had a happy life together. For a while, at least...
  • Pet the Dog: When Jakurai agreed to work with the Party, she had no problems with agreeing to his conditions, such as providing him with the True Hypnosis Mic.
  • Polite Villains, Rude Heroes: She behaves politely in most cases, even in front of men she openly despises. Compare it to the likes of Ichiro and Samatoki who don't mince words in regards to the Party and its members.
  • Teeth-Clenched Teamwork: She works closely with Rei to achieve her goals, even allowing him to be within Chuohku. Otome doesn't have a high opinion of him, being fully aware that he's conspiring behind her back, but works with him out of necessity.
  • Visionary Villain: Desires to build a perfect society where violence doesn't exist in any way, shape, or form, while believing men to be a root of violence.
  • Well-Intentioned Extremist: Her goal is to eradicate violence, but her views were considered extremist, even far before the H Era.
  • Wham Line: At the end of the second The Block Party drama track:
    I will be stepping down from politics.

    Ichijiku Kadenokoji

The Deputy Prime Minister of Japan, the director-general of the police, and the chief of Chuohku's Internal Affairs Bureau.
  • Adaptational Villainy: While Ichijiku of the mainline canon has a fairly villanous role, in Rhyme Anima, she straght-up threatens to cut the financial aid Japan provides to Moralia if Secret Aliens don't comply to Chuohku's direct orders.
  • Big Sister Instinct: Ichijiku is very fond of Nemu, spending a lot of time together with her outside of the job, despite being her superior. Honobono makes an educated guess that Nemu reminds Ichijiku of her late sister, Natsume, whom she also cared for a lot.
  • Classy Cane: Caries a diamond-topped cane with her.
  • Coat Cape: Keeps her government uniform jacket thrown over her shoulders.
  • Does Not Like Men: Unlike Otome, Ichijiku never tries to hide deep contempt towards men, genuinely believing that the world would be better without them. However, it seems that she has some tolerance towards some men who don't tick her off. When Doppo spoke to her in a polite manner, she didn't berate him.
    • Freudian Excuse: The supplementary material reveals that apart from workplace sexism, Ichijiku lost her sister to the corrupt politician who tried to prevent her from exposing his crimes. Otome's words that men are naturally violent resonated with Ichijiku and shaped her current worldview.
  • The Dragon: To Otome.

  • Ms. Fanservice: Courtesy of being voiced by and designed after Chiaki Takahashi.
  • Going for the Big Scoop: During her days as a reporter, Ichijiku investigated the case of a Corrupt Politician, who was already pressuring her station into dropping the case. Ichijiku refused to let it go and kept digging, but alas, her sister Natsume had to pay a price for that.
  • Gratuitous English: "I ain't gonna be fucked up" in "No Pain, Not to be Strong". Doubles as Precision F-Strike.
  • Hair-Trigger Temper: Ichijiku's ruthless demeanor often results in her losing her cool, especially when being defied or disobeyed in any way, shape or form.
  • Hidden Depths: As revealed by Otome, she used to have a complex due to her height, thinking that cute and girly clothes don't look good on her. Otome suggested this as the reason why Ichijiku likes to pick out cute clothes for Nemu when they go shopping.
  • High-Heel Power: In Rhyme Anima, when Ramuda was on the ground, she heavily stomped only a few inches away from his head.
  • Image Song: "No Pain, Not to be Strong".
  • Impossibly-Low Neckline
  • Ink-Suit Actor: Her design draws inspiration from Chiaki Takahashi, who also dressed up as Ichijiku for live performances.

  • Overly Long Name: Her name is eight kanji long and is one of the longest names among the main cast (Rio's is just as long).
  • Pet the Dog: When Doppo tried to explain Jakurai and Ramuda causing a nuisance to her in a polite manner, she didn't berate him, despite him being a man:
    Ichijiku (to Jakurai): He has a good heart, but you know what happens when people try to make excuses before me…
  • Power Nullifier: Uses the Hypnosis Canceller to disable the Hypnosis Mics.
  • Proper Tights with a Skirt
  • Statuesque Stunner: Being 5'8, she's rather tall for a woman by Japanese standards (that is without counting the heels).
  • Teeth-Clenched Teamwork: Works as Ramuda's handler, although she despises him even more than most men, finding his attitude irritating. When Ramuda demands Ichijiku to help with his instability, Ichijiku brutally kicks Ramuda down and later dispatches clones to take him out, as he was no longer useful.
  • Victoria's Secret Compartment: At the beginning of the Division Rap Battle, Ichijiku flips a coin to determine which team gets the first turn. She keeps the said coin in her bra.
  • Villainous BSoD: When Otome revealed her plan to brainwash Japan's population to achieve her peace, Ichijiku was very conflicted, despite her loyalty.
  • Woobie, Destroyer of Worlds: Ichijiku was a normal reporter with a relatively normal life, save for workplace sexism. However, her pursuit of justice ended up in losing her sister, which prompted Ichijiku to join the Party of Words and become much more ruthless than she ever was. All because she promised Natsume to create a world where no one has to suffer like she did.
  • You Remind Me of X: As pointed out by Honobono, Nemu reminds Ichijiku of her late sister Natsume, which is one of the main reasons why Ichijiku has a soft spot for her.

Samatoki's younger sister, who joined the Party of Words and became the Vice Chief of Chuohku's Internal Affairs Bureau.
  • Abusive Parents: She and Samatoki lived with their abusive father, who was eventually killed by their mother.
  • The Baby of the Bunch: Being only 19, Nemu is considerably younger than most of the Party members.
  • Badass Adorable: Even before joining the Party, Nemu had enough guts to fight back against the terrorists that kidnapped her, all to protect young Jiro and Saburo.
  • Brainwashed and Crazy: As a part of the Party's plan, Nemu was brainwashed by Ramuda and his True Hypnosis Mic. Under the influence of the mic, Nemu joined the Party, while telling Samatoki that Ichiro inspired her.
  • Brooding Boy, Gentle Girl: As depicted in The Dirty Dawg manga, she is a Gentle Girl to Samatoki's Brooding Boy.
  • The Cameo: Has a few brief appearances in Rhyme Anima season 1.
  • Commissar Cap: Wears one as a part of her Party of Words uniform.
  • The Cutie: A sweet, good-natured girl with an innocent face to boot.
  • Even Evil Has Loved Ones: Samatoki. While being brainwashed, Nemu intended to have Samatoki arrested but her love towards her brother briefly brought her back to her senses. As Nemu shakes off the brainwashing and makes a sensible decision to stay with the Party of Words, she shows that Samatoki still means a lot to her, despite him being an enemy.
  • Image Song: "Independence day".
  • Hair Antennae: Like her brother's but smaller.
  • Missing Mom: Her mother commited suicide, after she killed her abusive husband.
  • Nice Girl: Always kind and well-mannered, which made her very likable for a lot of other characters. During the hostage situation when she, Jiro and Saburo were involved, Nemu took it upon herself to reassure the young Yamada brothers that it was going to be okay. Even after joining the Party, Nemu remained nice at heart, albeit becoming stricter than before.
  • Late-Arrival Spoiler: Nemu's updated profile on the official site openly features her in the Party of Words uniform, states her occupation and mentions her being brainwashed by Ramuda, without any attempts to hide it for the newcomers.
  • Morality Pet: Initially for Samatoki, later for Ichijiku.
  • Power Nullifier: Hs access to the Hypnosis Canceller, which she used to disable Ichijiku's microphone during her battle with Jakurai.
  • Punny Name: In the same way as Samatoki. "Aohitsugi" translates as "blue coffin" and her speakers are shaped like a coffin with a skeleton.
  • Reasonable Authority Figure: After taking down Misago Haebaru, she reinstated Jyuto's position in the police and had Samatoki's patriarch released from custody to clean up Haebaru's misconduct.
  • Skeleton Motif: Shared with Samatoki. Nemu's Hypnosis Mic is shaped like a dagger with a skull on it, and her speaker is a colorful skeleton emerging from a coffin.
  • Token Good Teammate: Nemu doesn't seem to share the Party's attitude towards men in genral, and fully acknowledges the bad state of the Party's integrity, considering its ideology flawed. Her reasoning for staying is her belief that she can improve the Party from the inside and build a better world.
  • Tragic Keepsake: Made two bracelets out of their late mother's charm, giving one to Samatoki and keeping one to herself. After joining Chuohku, she stopped wearing hers, which Samatoki interprets as Nemu not being herself.

    Honobono Keitoin

Commander of the Kotosarai Special Unit and a Vice Chief of Chuohku's Criminal Affairs Bureau. She's also Hifumi's former classmate, who caused his gynophobia.
  • Blood Knight: She is very eager to go on missions and use every unsavory method from her book, to the point of blatantly disobeying the Party's direct orders.
  • Break Them by Talking: Confronting Hifumi at the host club, she casually reminded him about what she did to him when they were in high school, which resulted in Hifumi suffering an anxiety attack. Even his suit didn't help.
  • The Dreaded: Certain that the Party will send Kotosarai after them, Ramuda grimly warns Gentaro and Dice about Honobono, making it clear that he is afraid of her.
    Ramuda: If you ever encounter Keitoin… you have to run away no matter what.
  • Evil Is Petty: Got Doppo fired from his job by forcing a random doctor to commit fraud, for no apparent reason but to mess with him.
  • Eviler than Thou: While the Big Three of Chuohku tread on Tragic Villain territory and have somewhat of a noble goal, Honobono has no respect for her superiors and Otome herself finds her actions unsavory, despite her determination.
  • Faux Affably Evil: At first glance, she is a very bubbly and upbeat woman, but it doesn't take long for that initial assumption to be proven wrong.
  • Flower Motifs: Roses. Specifically, the thorns. She has an earpiece in the shape of a rose thorn, and the rose thorn imagery frequently appears in the manga when she raps.
  • For the Evulz: Honobono shows no respect to the Party's core ideology and does what she does for her own amusement only.
  • Giggling Villain
  • Hated by All: There is yet to be any character in Hypnosis Mic who has anything resembling a high opinion of Honobono. She is openly hated by Doppo and Ichijiku, while others are either afraid or hostile towards her.
  • Image Song: "Omamagoto".
  • Karma Houdini: Despite openly defying the Party on numerous occasions, she didn't get as much as a slap on the wrist due to being too valuable, not to mention all the other terrible things she commited and is yet to face any repercussion for.
  • Late-Arrival Spoiler: The name of Hifumi's tormenter was absent in the "Chaser from the Past" drama track. The fact that she is a Chuohku big shot who shapes to be a threat on par with the Party of Words higher-ups is a big spoiler.
  • Legalized Evil: Being in charge of the Kotosarai special unit, Honobono is authorized to use any methods she sees fit to complete her missions, despite both Otome and Ichijiku not approving of her methods. Even so, Honobono frequently defies and disregards their direct orders, usually acting on her own.
  • Manipulative Bitch: She was being able to force a random doctor to falsify product reports, to get Doppo fired from his company.
  • No-Sell: She demonstrates an uncanny resillience to rap attacks, as neither Nemu, Hifumi, Doppo, or the entirety of Fling Posse were able to damage her.
  • Obviously Evil: In her very first appearance, Honobono's unsettling behavior towards Nemu creeped her out, even before she went on to threaten Samatoki in front of her.
  • Psychotic Smirk
  • Sadist: Knowing well enough about Hifumi's trauma that she inflicted, she approached him and laughed when he had an anxiety attack.
  • Sexy Slit Dress: Has a slit in her dress to show off her long legs.
  • The Sociopath: Honobono distinctly lacks any sort of empathy or remorse for her actions. She had no remorse watching the Ramuda clones die, which even prompted Kuko to bluntly call her disgusting.
  • Terms of Endangerment: Always acts overly familiar with other people, frequently using "-chan" to address them. And she rarely (or rather, never) means well when talking to people.
  • Yandere: Downplayed. She has quite an obsession with Hifumi, but lacks most of the usual yandere traits.

    Hitaki Tsumabira

A former Vice Chief of Chuohku's Internal Affairs Bureau.
  • Corrupt Bureaucrat: Due to her position, she observed the criminal organizations for quite a while and tried to employ the drug trade to her personal advantage. It didn't end well for her both times.
  • Eviler than Thou: Doubled in embezzlement, drug trafficking and child kidnapping, which got her in serious trouble when Ichijiku found out. It doesn't seem that the imprisonment in the special Chuohku prison taught her any lessons, though.
  • Does Not Like Men: Although hostility and distrust towards men is a given for the Party of Words, Tsumabira's attitude towards men gives even Ichijiku a run for her money. She wanted to see powerful men suffer so much, that she employed actual criminals for her plan to lure the Division rappers out and watching them suffer.
  • Hair-Trigger Temper: When Jyuto simply inquired what an official of her rank was doing with the criminals, Tsumabira lashed out at him, yelling that she never gave a "disgusting filth" like him permission to talk to her.
  • Power Nullifier: Tsumabira violated the Party's policy and stole the Hypnosis Canceller, using it to render the Division rappers helpless.
  • Sadist: Tsumabira seems very excited at the prospect of seeing the Division rappers lying defenseless at her feet.
  • Smug Snake: She clearly enjoyed herself, gloating in front of the Division rappers who got into her trap... That is until Ichijiku showed up, which terrified Tsumabira to the point she was begging for forgiveness on her knees. It didn't help.

    Misago Haebaru

A former Vice Chief of Chuohku's Criminal Affairs Bureau.
  • Corrupt Bureaucrat: With the help of Tsumabira, Haebaru conspired with the yakuza, providing them with the drugs to sell, and then busting the very same drug deals for easy merits for the Criminal Affairs Bureau.
  • Eviler than Thou: Haebaru had no problem with backing the criminals and profiting off of the drug business to the point when Nemu had to step in and put a stop to her crimes.
  • Jerkass: While paying a visit to the Yokohama police precinct, Haebaru immediately went to insult Jyuto before dishonorably discharging him, gloating all the way through.
  • Trash Talk: As witnessed by Gentaro, Dice, and Jyuto, Haebaru is a rather bad-mouthed woman who has no qualms with mocking and insulting people in their faces just because she can.
