During the investigation of recent hollers in the Complete Monster thread, it's become apparent to the staff that an insular, unfriendly culture has evolved in the Complete Monster and Magnificent Bastard threads that is causing problems.
Specific issues include:
- Overzealous hollers on tropers who come into the threads without being familiar with all the rules and traditions of the tropes. And when they are familiar with said rules and traditions, they get accused (with little evidence) of being ban evaders.
- A few tropers in the thread habitually engage in snotty, impolite mini-modding. There are also regular complaints about excessive, offtopic "socializing" posts.
- Many many thread regulars barely post/edit anywhere else, making the threads look like they are divorced from the rest of TV Tropes.
- Following that, there are often complaints about the threads and their regulars violating wiki rules, such as on indexing, crosswicking, example context and example categorization. Some folks are working on resolving the issues, but...
- Often moderator action against thread regulars leads to a lot of participants suddenly showing up in the moderation threads to protest and speak on their behalf, like a clique.
It is not a super high level problem, but it has been going on for years and we cannot ignore it any longer. There will be a thread in Wiki Talk
to discuss the problem; in the meantime there is a moratorium on further Complete Monster and Magnificent Bastard example discussion until we have gotten this sorted out.

Here you compare the actions of the Candidate to other character actions in the story in order to determine if they stand out or not. Remember that all characters, not just other villains, contribute to the Heinousness Standard

Simply state whether or not you think the character counts or not.

So, ever since A-ko, I have been on a classic anime binge, so new EP.
What's the Work?
Sol Bianca is a classic OVA series centering around a team of all-female Space Pirates. The installment I will be focusing on is the first film, which takes place in a continuity separate to the remake series. In it, they end up with a stowaway boy, Rim Delapaz, on their ship. He wants to see his family on the planet Trez, who tells them of an artifact, the Gnosis, that has great power. Unfortunately, that power is in the hands of the evil Emperor Batros, ruler of Trez who has also just conquered planet Uno. The anti-heroines all wind up fighting him and his regime. Obviously, he is our guy.
Who is Emperor Batros? What does he do?'
Batros took power of the planet Trez via a bloody military coup. That part is Offstage Villainy, but what is shown to us is his brutal executions, where he has prisoners, political and otherwise, publicly executed via chopping off their hands and letting them bleed to death in front of a whole crowd and himself, for his sadistic amusement. We see two poor souls, accused of being La Résistance sympathizers, fall victim to this, and are informed that this has happened to 23 people... that day. These executions are a regular thing in his regime. Batros has the pirates captured, at which point he shows them what they came for- his treasure chamber, where he keeps his riches, like piles of gold, jewels, treasure chests, and frozen women. Batros, having promised to give Rim what he wants (to see his mom again), shows him his mom among the frozen women and mocks him when he starts crying.
He then tries to extort the pirates' ship, the titular Sol Bianca, from them, being willing to extend a pardon if they hand over their powerful ship so he can use it to conquer the rest of the galaxy. They refuse, and so he sentences them to execution. Luckily, one of the pirates is able to bust them out. Batros, upon hearing that an uprising is taking place in planet Uno, gets in a giant ship and sends his fleet there to bomb the entire city where the uprising is taking place. The heroines finally manage to stop his attack on Uno (though not before he blows up much of the city) and drive him to a Villainous Breakdown, but the leader decides not to kill him... so he repays this kindness by activating his Star Cannon and attempting to flat-out destroy the entire planet, and take the pirates with it. Luckily, the Sol Bianca is able to fire back and destroy his ship instead.
Oh, and the Gnosis turns out to be a message from the long-dead Earth, and has no real power whatsoever. But its valuable in a different sense.
Heinousness?
Now, he easily passes the baseline standard thanks to his attempt to destroy planet Uno- the public executions, freezing women, and general sadism he displays helps as well.
As for the series standard... well, I spoke to 43 about this, and here is the thing. The original OVA has a sequel OVA which has another villain, the rival space pirate leader Gomez. Thing is, the only place I could find this OVA is a raw version, and I do not understand Japanese, so I am unable to be absolutely certain if Gomez exceeds this. In response, 43 suggested that I make the effortpost anyway and we would simply return to it if there was a problem, so here I am.
But just to be a little more sure, I checked out the raw anyway- from what I could gather, Gomez starts a shootout, infects one of the pirates with a virus, kills some people, and blows up some ships- nothing that quite surpasses Batros and his attempted destruction of a planet. And The Legacy is a different continuity with a different standard, but no one from there out-heinouses him. I may have someone from that series, if I can wrap my head around the confusing story.
Mitigating Qualities?
Nope, he's just a typical evil space emperor.
Verdict?
While my lack of knowledge on exactly what happens in the second OVA might make one hesitate, I do think he is a keeper. Just to be sure, here is the dubbed version of the first OVA, and here is the channel with the second OVA.

- Well-Intentioned Extremist: Belle admits that Lucks has done some rather unscrupulous things, up to directly hurting people, in advancing TASCorp, but she affirms his agendas have noble intentions.
- “Heart to Heart” reveals that he knew about Project Blue and Lucinia's incident for two years and was lying to Belle about it the entire time, but when Belle and Masa confront him in "Soft Lock", he insists that he did this to preserve his company.
- Fatal Error has Belle completely recant this and throw it back in his face that every terrible thing he's ever done was all for his own benefit, including allowing Sheridan to enact Project Blue and almost kill Lucinia in the process, lying to and manipulating everyone so they wouldn't leave him because of the truth. He doesn't bother denying that. In hindsight, this might've saved his life.

Anyone else thinks that the image at Call of Duty Monster page doesn't seem right, because the upper image has the vague "Do it", while the second image has an explosion, and if you haven't played Modern Warfare 3, you will not realise any connection. So, i propose to replase this image with somtehing more clear, like this one:
