Welcome to the Complete Monster proposal thread! This is the thread where new Complete Monster examples are vetted, approved, and written up. If you're looking for the general cleanup thread (for cuts, rewrites, expansions, and the like), please go here

Important: Before suggesting any new examples, please read the Frequently Asked Questions and Common Requests List; if you have any questions, the odds are high they are answered there. Additionally, please check here for the earliest date a work can be discussed (usually two weeks from the U.S. release date) and whether the work has already been reserved by another user.

Here is how the process works:

    Process 

  1. If you have a candidate to propose, you can simply come right in and propose them! If the character's run is brief, such as a single issue of a comic book, then a simple summary of their actions and any potential redeeming qualities will be enough; for longer-running candidates, an effortpost (EP) might be helpful for organizing the proposal. An EP is not outright required, but please be mindful that if a post becomes too clunky and unorganized, it can be very hard for other people to follow.

  2. After the proposal, there will be a 72-hour discussion and voting period, where people may ask questions and vote on the candidate. The number of upvotes must outnumber the downvotes by at least five for the character to be considered "approved".

  3. Three days after the proposal has been made, if the character has been approved, you may post the writeup (the text to be posted on the trope page itself) on the thread and send it to the drafts page. Your candidate will soon be added to the CM subpage. If the work has a page, you should add your candidate to the relevant YMMV page. Voila! It's that simple!

Outside of this process, we do have a few ground rules:

    Ground Rules 

  1. To keep the thread moving at a reasonable pace, there are some restrictions on when a proposal can be made. There should only be a maximum of four EPs posted both per page and per hour to ensure that nothing gets lost in the shuffle; additionally, each individual troper should only be proposing or writing up characters from a maximum of three works at a time (from initial proposals to end of their voting period). If your proposal would fall outside of either of these guidelines, we'd like to ask you to please wait until they would fit within; feel free to type them up on an outside document, and then when the time comes, you can just copy, paste, and post!

  2. No plagiarism of any kind. This is a very serious matter site-wide, as the website could get in actual legal trouble over this; as a result, this can very quickly lead to mod intervention. This can take many different forms:
    1. Direct plagiarism, i.e. wholesale copying. This is not only the easiest to find, but is also the most likely to warrant quick moderator intervention. To be clear, quoting in some places is perfectly acceptable, but it has to be very clear you're quoting from something else and it cannot be anything longer than a sentence or two - if you're quoting an entire work summary from Wikipedia, no one is going to believe you've actually consumed the work, so even if you cite your source, your candidate will be downvoted anyway.
    2. Self-plagiarism. Even if you can prove that you wrote the same text in both places, the site itself can't contain any of the duplicated text. If you already wrote something once before, it's not too hard to write it a second time.
    3. Using another site's work as a template for a proposal. Just because you don't copy and paste something directly doesn't mean it's any harder to detect if you're basing parts or all of your proposal on text someone else wrote. To be clear, this doesn't violate site rules and won't lead to mod intervention, but just like if you directly plagiarize, no one will believe you've consumed the work if you're clearly basing your proposal on something else. This thread largely operates on the honor system, and tweaking someone else's work to pass it off as your own is one of the fastest ways to lose trust.

  3. Votes must be for specific candidates, meaning no blanket voting (i.e. "yes to everyone I missed").

  4. If you are the first person to downvote a candidate, please provide an explanation of why when you do so. We're here for discussions above all, and a hit-and-run downvote doesn't facilitate anything.

  5. If a work is already reserved by another user, please don't comment on the work or any potential characters worth discussion before the discussion date. We know how exciting it is when a work has a keeper that you're waiting to talk about, but it's not fair to the person who reserved the work who is just as excited to lead the discussion to see the discussion getting spoiled before they get to do it. On the other hand, if the reservation only has one name attached, shoot them a PM - they may be down for a collaboration, which will get you in on the fun as well!

  6. Please keep the thread on-topic. While discussing the trope is fun and we encourage people to enjoy it, questions like "who's your favorite CM" are off-topic and can lead to thumps. That's the kind of question to take to people's PMs if they're willing. Similarly, while we encourage friendliness and familiarity with other users, posts should always have some kind of thread-relevant purpose; for instance, if you want to wish someone a happy birthday, feel free to, but if it's the only thing in the post, it's off-topic and needs something else alongside it. Again, though, while we strive for a friendly atmosphere, this is not Facebook; life updates are fun, but unless they have some kind of impact on your thread participation, please do not bring it here - we have Yack Fest for that.

  7. Please refrain from asking anything along the lines of "How Did We Miss This One?" In almost every case, the answer is simply "No one thought about it before". This Is a Wiki where everyone has different interests, and the fact that people missed a particular candidate, even one that seems like a textbook example of a trope or a character who is particularly iconic in pop culture, means absolutely nothing. The question is disruptive, has a simple and consistent answer, and provides nothing to any discussion.

  8. If you are suspended from parts of the website, it is still possible to participate!
    1. For users who are suspended from editing the wiki, you still have full access to this thread. You can propose candidates and write them up with no issues whatsoever; while you will have to ask someone else to post the entry to the relevant pages once it is done, all write-ups are considered thread-approved - as in, done by consensus - and thus doing so does not violate any rules regarding meatpuppeting.
    2. If you are suspended from the forums, your participation is limited but not impossible. It is still possible for a forum-suspended user to assist in creating the write-up for a character who has already been approved; as previously mentioned, write-ups are inherently considered a consensus-based edit and thus not tied to any one particular user. However, you can not assist in the proposal of a character; as a proposal is based around the forum rather than the wiki, doing so with a forum suspension qualifies as meatpuppeting.

  9. Please keep all discussions "in-house".
    1. What other wikis use for CM equivalents is irrelevant here.
    2. Please be wary of using other wikis, Fandom or otherwise, as sources of information. They are just as fallible as a site like Wikipedia in regards to accuracy because they can be edited by any user, just as this site can.
    3. Do not attempt to force a communication with an author in an attempt to gather evidence or settle a debate; besides the fact that this is a YMMV trope and thus author intent has variable weight depending on the circumstance, doing so may cross the line into drama exportation, which is prohibited site-wide.

If you would like to use an EP for your candidate, here's the general format. This format does not have to be followed exactly, but these are the main topics that need to be covered:

What is the work?

This is a brief summary of the work you're going to discuss. We don't need a full plot summary here, just however much we need to understand going into the discussion — it can even be as simple as quoting the summary on the work's page.

Who is the candidate and what have they done?

This is essentially the character's biography — who they are, their story, the crimes they commit, and, preferably (though not required), what happens to the candidate at the end. It does not have to include every single thing they ever do — for some villains, we'd be here all day if that was the case — but it should include the highlights of their journey.

Any redeeming qualities? Freudian Excuse?

This is where any potential redeeming characteristics or tragic backstory should be discussed. Do they have a tragic past? Do they show that Even Evil Has Standards or Even Evil Has Loved Ones? Maybe a Pet the Dog moment or two? This is where these should be discussed in full. Not every potential redeeming moment is a clear-cut disqualifier, but we should hear of any potential issues to ensure the character is discussed in full.

Are they bad enough?

A Complete Monster has to be particularly vile by the standard of the work they appear in. Therefore, you should look at what the character does compared to similar characters in the same work. This takes into account things like:

  • Their resource level (a human Serial Killer can't stand up to an alien Omnicidal Maniac, but they can be bad by the standard of other human serial killers)
  • The amount of time they have to work with (such as a one-shot character versus long-running antagonists)
  • The quantity vs. quality of their crimes compared to others (someone with a lower victim count but far more visceral and personal crimes could be considered as equally bad overall as someone with a higher body count but less horror involved)

Essentially, this section is an analysis of the kinds of villainy shown in the work and an explanation of why this particular character's villainy stands out within it.

Final verdict?

This is where you post your final conclusion on the character in question. You can continue elaborating on your reasons or even just say a simple "yes" or "no"; at this point, we've heard everything we need to hear.

IMPORTANT NOTICE: This thread tackles very serious and dark matters on a daily basis. We will be discussing things like murder, rape, torture, human trafficking, crimes against children, and in particularly dark cases, several of these issues at the same time. We keep a lighthearted air, but all candidates carry the general assumption that these are awful individuals committing disgusting crimes. We ask that if you participate, you do so with the requisite seriousness such dark topics require; exclamations of how gross something is, whether serious or sarcastic, are disrespectful to the topics at hand, and if you cannot handle such topics, please do not participate.

Alrighty, it's been two weeks, so let's finally talk about this one.

What’s the Work?

Call of Duty: Modern Warfare III is the latest game in the long-running Call of Duty franchise.

With a story campaign that was unfortunately rushed due to a case of extreme Executive Meddling (thanks Activision), the plot is kind of a loose remake of the first game. Task Force 141, with help from the CIA, are sent out to stop some no-good Russians from starting a big war with some stolen warheads and deadly gas.

And the man behind this plan?

Who is He?

Colonel Vladimir Makarov, the one and only, is a Russian Ultranationalist who seeks to restore Russia back to its former glory.

What has he done?

Makarov witnessed the collapse of the Soviet Union at a young age, which resulted in his father, a politician within the Russian government, committing suicide. Viewing his father as weak, Makarov resolved to make his country strong once again, so he later joined the military. Joining Roman Barkov’s army, thus having a helping hand in the oppression of Urzikstan and the gassing of its many citizens, Makarov would experience his first failure when the Urzikstan Liberation Force (ULF) reclaimed their country from Barkov’s clutches.

So Makarov, with nowhere else to go, turned to terrorism.

Joining the Konni Group, a deadly mercenary squad, Makarov, alongside the Inner Circle, launched a massive attack on the Verdansk Stadium. Tons of innocents are gunned down by Makarov’s men, with members of the Inner Circle disguised as cops and medics to prevent anybody from leaving. Captured by John Price and Soap, Makarov reveals that the attack was a false flag operation, and that he really wanted to create a distraction to blow up an entire airport. Which he does. Soap comes dangerously close to killing Makarov in a fit of anger, but the Russian’s instead handed over to a maximum security gulag, the Zordaya Prison Complex.

Makarov is also heavily implied to have been the one to coordinated an attack by the Konni Group to steal three missiles from the Shadow Company that saw several of their men killed in action, with the missiles sold to Hassan Zyani with plans to destroy parts of America.

Organizing his escape thanks to the Konni Group, several guards are killed as Makarov is released from his cell, with the mercs given the orders not to speak Russian in order to divert attention away from them. Looking to cause mayhem, Makarov congratulates the ones who helped free him... except for Ivan, who is stripped of his title as Team Leader and killed for being sloppy during the rescue.

Seeking to create a war between Russia and Urzikstan in order for Russia to reclaim its former glory, Makarov has some warheads and Barkov’s deadly sarin gas stolen. Planting the gas inside the warheads, Makarov launches one of the warheads at a Russian military base, the gas killing 150 people as the attack is blamed on the ULF.

But to make it seem more personal, Makarov targets ULF leader Farah’s sister. Boarding the plane her sister Samara is on, Kastovia Flight 761, Makarov forces Samara to wear a bomb vest with a small ticking clock in order for the Russian passengers to believe she’s a terrorist, otherwise her family will die. The bomb ends up exploding, killing 133 people onboard, with the blame once again placed on Urzikstan by the Russian government.

After that, the plot kinda goes all over the place as Makarov tries to cause more destruction to further pin the blame on Urzikstan. At one point, Makarov tries to have a dam blown up in order to wipe out an entire city.

But the game’s final level involves Makarov hiring a hacker to upload a Trojan virus into the British train system in order to take control of it, hoping to plant a bomb inside to kill an entire train full of people. With Task Force 141 arriving to disarm the bomb, they are instead ambushed by Makarov. Makarov ends up killing Soap when he tries to stop him from shooting Price (which could’ve been avoided if he wore a helmet, but whatevs), and Makarov makes his escape once Ghost and Gaz arrive to provide backup. The bomb’s been disarmed, but Makarov ends the game once again a loser.

Redeeming Qualities?

Ultimately, none. Makarov never cared for his father, and while he may appear nice toward his men, it's shown that he values them only for their loyalty toward him, as shown when he kills Ivan for being supposedly sloppy, and when he basically forgets about his second-in-command Nolan being imprisoned by TF 141 to continue his plans.

Even his love for Russia is a hoax, as he kills countless Russians in order to get his country involved in a big war, just for the sake of glory. Like Barkov, everything Makarov does is done without his government's permission.

Now the character trope page lists his relationship with his financier Milena Romanova as a legitimate friendship due to the events of Warzone, the series's multiplayer mode. Now not only does this game not share the same writers as Warzone, but here, Milena is willing to sell Makarov out to the CIA in order to keep her money, which TF 141 threaten to delete from her massive bank account if she doesn't comply with them. Makarov himself doesn't bring up his relationship with Milena much, or at all. So yeah, I'm gonna say they aren't exactly that friendly with each other.

Heinousness?

Makarov is responsible for hundreds of thousands of deaths, has committed a litany of war crimes, and seeks to start a war between two countries for the sake of pride. Compared to other villains in the reboot trilogy, Makarov ranks very high as the ultimate evil of the trilogy, having a helping hand in all the destruction that has ensued.

Hassan, from the second game, tries to launch a nuke at America, but he has redeeming qualities in the form of care and respect for General Ghorbrani, who was killed in an attack by the US army. General Shepard, despite being more villainous here than his original counterpart (which is saying something), is still ultimately a Well-Intentioned Extremist who doesn't do anything worse than giving Hassan nukes.

And before anybody asks, Barkov still keeps, since he oppressed an entire country, killed tons of innocents with his deadly sarin gas, and is in a way the Greater-Scope Villain of the third game; it's his gas that Makarov uses to kill hundreds.

Conclusion

A solid keeper

And remember, no Russian

So, did Call of Duty go through a continuity reboot, or is there just another character who has the same name as him? Because I know we have another CM called Vladmir Makarov from this series.

What's the work?

Next up for Agents of S.H.I.E.L.D.! I've been going back and forth on whether to do this one for a year or two now, but I'm finally going to bite the bullet.

Season 5 of the show began with the titular agents being kidnapped and sent to a Bad Future, where the earth has been split in half. The survivors of this cataclysmic event took refuge in a massive underground complex called the Lighthouse, but were soon forced to accept the "protection" of the Kree, who sought to exploit them for slaves—particularly Inhumans, genetically-modified humans with super powers they can use as soldiers.

Which brings us to the least talkative yet somehow one of the most popular antagonists in the show.

Who is Sinara?

The bodyguard of a powerful Kree noble by the name of Kasius, Sinara was at his side many years ago when he bungled a major military operation. Kree tradition dictated that he should have stayed and fought to his last breath, which Kasius' generals tried to enforce, but Sinara killed them and helped Kasius escape. As Kasius puts it himself, some years later:

Kasius: You see, Sinara said, and I agree, that the battlefield is not my place. I'm not built for it. With the bloodshed left to her, I can focus on greater things, and have.

Unfortunately, Kasius' father didn't see it that way and exiled the pair to the farthest, most worthless corner of the Kree empire—the Lighthouse and the destroyed remnants of Earth. Kasius wasted no time setting himself up as god-emperor of the survivors of humanity, with Sinara as his chief enforcer responsible for leading the Kree Watch in keeping order amongst their slaves. There are plenty of horrific things he inflicts on the humans: torture and murder on the regular; taking several to be turned into his "perfect" personal servants by having their hearing removed, unable to listen to anything unless he wills it; importing a race of alien lizard monsters to infest the Earth's surface, to which he throws any troublemakers to be devoured; hosting deadly gladiator games he makes his Inhuman slaves fight in to demonstrate their powers to buyers.

But the kicker? The Renewals. Directly overseen by Sinara, this system is designed to keep their slaves constantly at odds with each other and scared to death of rebelling by regularly forcing them to kill one another. Going by Kasius' creed of "a life spent, a life earned," several people are randomly selected each Renewal, and either have to kill someone else or be killed in turn. This happens a lot.

If you pick a fight with the Blues, they are gonna take it out on all of us. Today's Renewal was for three people. Tomorrow could be for thirty. Death comes easy here.

The agents first encounter Sinara when she appears before the humans to "feed" them, dropping buckets of pellets onto the floor that people begin fighting over like animals. One of Kasius' servants gets injured in this scuffle—Sinara murders the offending attacker—but one of the agents, Jemma, tries to treat the servant's wound, using medicinal knowledge that should be restricted to humans. Sinara takes her up to Kasius, enslaving her as a replacement servant—the guy who was injured retained scars from the incident, making him no longer "perfect" in Kasius' eyes, and Sinara fatally wounds him in front of Jemma, forcing her to watch as he slowly bleeds out.

And it's a good thing she's there. The Kree are putting on a show with their Inhuman slaves, but one of them—a teenage girl—has trouble mastering her powers. Jemma's compassion disgusts Sinara, but she recognizes it may be what is needed to coax some self-confidence in the girl. Sure enough, it works... and the girl is then thrown into a death match, Sinara silently mocking Jemma as the girl just barely survives, kills a man, and is sold off at auction.

While all this is going on, there's also—due to time-travel bullshit—a prophecy about the SHIELD agents, saying they will travel from the past to save humanity from their oppressors. When Jemma's friend Daisy is captured, Sinara becomes concerned about this prophecy and begins hunting throughout the Lighthouse for more agents, catching one and throwing her into the death fights. One of the Inhuman slaves helped Daisy and Jemma cover up that other agents traveled with them, so Kasius has Sinara execute him for his lies—once again as Daisy and Jemma helplessly watch.

Daisy, as it happens, is a pretty powerful Inhuman, and Kasius and Sinara want to sell her off at such a high price that they'll bring in enough riches to the empire that they'll be welcomed back from their exile... at which point Kasius will blow up the Lighthouse's oxygen supply, incinerating the entire human population in an instant. Sure enough, Kasius' brother, Faulnak, arrives to buy Daisy—but, because he's an asshole, he demands she show off her powers in a fight to the death with Sinara, with Kasius reluctantly agreeing. Sinara, for her part, is very annoyed by this and refuses to be put down to sate Kasius' ambitions, attacking Daisy before the match even starts. Daisy escapes, and Faulnak sends his own minion to hunt her down.

Sinara is pretty angry at Kasius at this point—when he tries to ask forgiveness and for her help in appeasing his brother, she just finds his begging "repulsive"—and begins courting favor with Faulnak, murdering his minion during the hunt for S.H.I.E.L.D. so as to offer herself up as a replacement under his command. At which point Kasius murders his brother, winning Sinara back to his side through both his show of dominance and plan to regain favor with his father by "avenging" Faulnak and bringing him Daisy.

While Kasius tries to restore order and flush out the remaining agents in the Lighthouse—unleashing the lizard monsters to butcher the populace and, when that fails, falling back to the original plan of trying to incinerate everyone—Sinara heads up to the Earth's surface, where they've discovered some of the rebels they sent there to die have managed to survive over the years. Her job is to reclaim Daisy and butcher every human she comes across. However, Sinara—still holding a grudge against her over their interrupted death match—tries to kill Daisy anyway when she catches up to the rebels, with the ensuing fight ending in her being impaled on a spike.

Mitigating qualities?

To get it out of the way: Kasius does not count. He is genuinely and obsessively in love with Sinara; when he sees her corpse in the midseason finale, he proceeds to go completely insane and devolves into a suicidal mess. As part of this obsession, he sees Sinara as a loyal lover, but the truth is a little more complex.

Saving him from the battlefield? As the quote at the top of this post puts it, that was just because she thinks Kasius would be more effective away from the frontlines. It would be a waste to have him die there when his mind could be working on so many greater things. When their interests diverge/Kasius begins showing weakness (her vocal response is more disdainful to his begging than being forced into a death match), Sinara wastes no time disobeying his orders by trying to kill Daisy before snubbing him for his brother, only returning to Kasius' service when he proves his devotion/strength. And even after they reconcile, Sinara doesn't hesitate to continue ignoring his wishes by trying to murder Daisy again to sate her bloodlust.

All in all? Sinara seems to only care for Kasius for two reasons: In Love with Your Carnage stuff (the only time she looks genuinely fond of him is when he's covered in his brother's blood) and his ability to raise her to glory, which he promises to do once he regains favor with his father.

Heinous enough?

This is the part I'm iffy on, but I think she just edges out.

Kasius is the one planning out all the Kree's atrocities, designing the Lighthouse's horrid system of oppression. Sinara, in this situation, is a glorified grunt. But as a grunt? She's behind the bulk of the bloodletting. Kasius is a coward and very clearly not a fighter, while Sinara is the one doing all his dirty work, leading his troops and enforcing his will with sadistic aplomb. She's established in no uncertain terms to be his enforcer trusted with both hunting down and putting down rebellious elements—when Kasius tries to reassure his brother that he has a "system in place" that has "served [him] well" in tracking rebels, he immediately turns to Sinara as the solution to their problems—while executing any hapless slaves who displease him.

Given AOS's weird canon status, I'm not quite sure what heinous standard the show should be held to—probably just the Infinity Saga, if we're being generous. Even there? Sinara's the one seen overseeing the Renewals, and that system alone is easily enough to stand out among the current keepers: years of keeping people in constant fear of death should they have the ill luck of being selected, regularly forcing them to fight for their lives against their friends and family, the practice going on for nearly 70 years by the time SHIELD arrives.

And even if Kasius is the one running the show? To once again refer to the quote at the top, Sinara is established to be his enforcer who fully enables all his plots by doing the dirty work. Kree tradition dictates one must be a battle-hardened warrior, which Kasius is most definitely not. If je tried to follow those custims, he would be ten times less effective and have gotten himself killed years ago. Sinara knows just how much of a monster he is and how much more monstrous he can be if given the freedom to act on his ambitions, and is perfectly happy to take care of the fighting aspects of his rule so that he can apply his mind to devising new horrors.

Sinara has decades of blood on her hands, ensuring the cogs of the Kree dictatorship run smoothly while encouraging Kasius to embrace grander plans. For just The Dragon? And not a very powerful one, at that? She sticks out perfectly fine.

Big, fat Yes Sinare. In retrospect, her concern for Kasius is simply self-interest and pragmatism and simply that they both share a thirst for cropolitanism. And in hindsight, she's completely surrogate for all of Kasius's worst crimes, being one hell of a key component to his successful tyranny and slavery and why, for the most part, he was able to do everything he did. Magnificent, brilliant, gorgeous work Emerald! Thank you so much for the re-rating! And for Pachikutik, that's for sure.

I'm unsure. To me, the only thing that would make her stand out is the incineration thing, and that seems to be mostly Kasius. Though I guess for her tier, it's kinda like Captain Phasma? I'll lean slightly yes.

[up][up] I'm of the opinion that the Renewals are what make her bad enough. Again, it's regularly forcing innocent civilians to fight to the death, resulting in decades of friends and neighbors murdering each other at the drop of a hat—there's not, like, a set schedule where it occurs on a daily or weekly basis, but it's frequent enough that it's accepted as an unavoidable part of life. The entire society of the Lighthouse is designed to be as soul-crushing as possible to keep everyone too terrified for themselves and their loved ones to fight back, and the Renewals play a big part in that.
