Doctor Horrible doesn't seem to gwt out much, so they probs wouldn't meet except through work. Since Luigi would definitely be Hero to him, Doctor Horrible would have very little interest in knowing him at all. Funnily enough a Hero made of Lego, as he looks to be in the picture, wouldn't be the weirdest thing the Doc had ever seen.
Sure the show's stupid but it's bright, fun, and you see grown men get punched in the face multiple times an episode. What's not to like?
