The 'narcotics' are actually the cure to their addiction, disguised as illicit drugs so they won't turn them away.
The hero has captured the Ineffectual Sympathetic Villain and has trapped them in a giant wicker man, which they are now setting on fire while reciting bizarre eldritch chants.

They're doing all of that to let the evil spirit out of the poor guy! The villain is actually pretty nice, he's just been resisting the spirit all these times. Once the spirit is out everyone put out the fire with the hero's powers.

The villain is turning the world monuments into killer animatronics, so the heroine stole them all before the villain can activate them.

The 'town' is actually a film set, and the people getting attacked in the rampage are all Jerkass actors on the Big Bad's payroll, all of them complicit in a scheme to paint the villain as a generous philanthropist who contributes to the community. The heroine has burst in to expose the whole thing as a set-up, but things have swiftly turned violent, as they tend to do for her.
The hero is in a wrestling match... but he's the Heel! He proudly stands at the edge of the ring insulting the audience and their hometown and declaring his intention to beat the beloved Face silly, to a chorus of boos and jeers.

Turns out that all the buildings in the city (except the hero's – and by extension, the child's – house) has been turned into man-eating structures.
