The remnants of the defeated Soviet Union, now based in Perm. Stalin disappeared at the end of the German-Soviet War and was succeeded by Mikhail Kalinin, who died of natural causes in 1946 and was succeeded by NKVD director Lavrentiy Beria. Beria's purges fractured the union and caused the Zhdanov-Zhukov faction to establish an opposition Soviet government in Novosibirsk, though they too had collapsed due to Zhdanov and Zhukov's political conflicts.
  • Police State: Under Beria's leadership, the NKVD's power greatly grew in the rump USSR. They have been actively purging 'enemies of the state', and the streets of Perm run red with blood from these summary executions.
  • Reassigned to Antarctica: Beria dealt with two ambitious generals of his, Ivan Konev and Andrey Vlasov, by reassigning them to thankless and distant posts in Kazan and Kazakhstan, respectively. Can result in a Reassignment Backfire, since both can launch coups against the government in Perm and seize power for themselves. If he maintains power this is also how he deals with most of his political rivals, sending Nikolai Bulganin to "manage the arctic fisheries" and Suslov to manage a backwater town.
  • Shocking Defeat Legacy: Due to the trauma of defeat in the Second World War and the ensuing chaotic political situation in the Union under Beria, most Soviet politicians and generals have ideologically shifted to some degree.
  • Short-Lived Leadership: Mikhail Kalinin was General-Secretary for a short period but it proved enough to create a splintering ideology known as Marxism-Leninism-Kalininism based on his tenure.
  • Vestigial Empire: After losing to Nazi Germany in World War II, the Soviet Union now only controls Western Siberia and the northeastern part of European Russia.
  • We ARE Struggling Together: The politics of Perm are very prone to power struggles, purges and coups between its different factions.

  • Allohistorical Allusion: Beria's "trial" and execution after the palace coup against him are practically the same as what happened to him in IOTL.
  • Cincinnatus: A particularly unsympathetic example; once Beria reunifies Russia his public image is too toxic to remain as leader and he is forced to retire, leading either to a crony continuing his regime, or his regime giving way to genuine reformists.
  • Dirty Communists: Beria is a notorious rapist and one of Stalin's closest henchmen, and played a large role in his purges. After assuming power in the rump USSR following Kalinin's death in 1946, he has been ruling it with an iron fist, and is hated by both the people and his own subordinates as a result.
  • Fat Bastard: Rather like the real Beria in the 1950s, TWR's Beria is quite fat in addition to being a totalitarian ruler.
  • Pragmatic Villainy: In an attempt to keep himself in power, Beria intends to enact radical reforms in the Soviet system. Unfortunately for him, this results in him getting accused of being a revisionist.
  • Kangaroo Court:
    • If a palace coup is organized against Beria, he will ironically be victim of one.
    • If he kept power Beria will organize one for Bulganin and one for Suslov, both ending with their execution.
  • The Purge: Beria used his position as Interior Minister to not only purge his own political enemies but also amass great influence.
    • After successfully holding on to power at the 19th Party Congress, Beria will order a purge of NKVD members he pins all of his own crimes on and of former Partisans to destroy Turkenich's support base.
  • Rape Is a Special Kind of Evil: As in real life, Beria is a serial rapist, which disgusts many within the Soviet government.
  • Secret Police: Beria will create the State and Security Bureau (BGB) by merging the different intelligence agencies into a single one.
  • The Usurper: Beria ousted Kalinin's successor and took power for himself after Kalinin's death.

  • Allohistorical Allusion:
    • Turkenich's rule and the zeal of the young members of the radical Young Guard are reminiscent of China during the Cultural Revolution.

  • Allohistorical Allusion: Bulganin's position to temporarily transform the country into a capitalist system in the hopes for an eventual transition back towards communism is largely identical to the theories of Socialism with Chinese characteristics, or Dengism, in real life.
  • Broken Pedestal: Bulganin, formerly a loyal Stalinist, became utterly disillusioned with socialism after the fall of the Union, and is currently the most radical reformer in the rump USSR.
  • The Purge: Bulganin will launch a purge after taking power.

  • Retcon: Bulganin in the first released version of TWR subscribes to "Duumvirist Federalism" (categorically Paternal Autocracy), an extremely wacky hybrid of socialism and capitalism that divides Russia into a capitalist southern half and a communist northern half. He's toned down to a more conventional Dengist-styled reformist in the Russia rework.

  • Allohistorical Allusion: Kruglov is generally a stand-in for Gorbachev-era Soviet politics, as he is a pragmatist following a securocratic and unpopular leader who tries to reform the system for the better, whose attempt to devolve the USSR draws the ire of Soviet hardliners, and whose reign can even lead to the collapse of the Soviet Union and the institution of a democracy in Russia.
  • Balkanize Me: Allowing Kruglov to remain in power will see him turn the USSR into the Union of Soviet Sovereign Republics, where the constituent Union Republics become autonomous countries.
  • The Coup: If the NKVD has enough support after the palace coup against Beria, Kruglov can seize power for himself while restoring the NKVD government.
    • Kruglov can also become victim of one if he is not President, resulting in either the PDR or the opposition within the Communist Party coming to power.
    • During his post-unification gameplay, Kruglov will enter into a power struggle with hardliners in the Communist Party, who can overthrow him in a coup if the military backs them. Alternatively, the army can back Kruglov in a counter-coup.
  • Internal Reformist: While he is still an adherent of Beria's NKVD Socialism, Kruglov embarks on a series of reforms of the Soviet system in order to salvage the NKVD's (and by extension, his) popularity.
  • The Political Officer: Kruglov was a political commissar during the German-Soviet War.

  • Big, Screwed-Up Family: Stalin's two sons, Yakov Dzhugashvili and Vasily Stalin, are prominent members of the Kazan Military Okrug; both were troubled individuals in OTL (Yakov was suicidal while Vasily was an alcoholic), but after their father's death and the defeat of the Soviet Union, both became political extremists, with Yakov becoming a ruthless NKVD interrogator and Vasily becoming the leader of the ultra-radical Ultravanguardists, who are even more radical than the Ultravisionaries.
  • Dirty Communists: Kazan is staffed by some of the most ruthless and radical members of the Soviet military and security apparatus, and in their most extremist pacification paths they can engage in de-Tatarization and use scorched earth tactics against the Tatar insurgents and VSOU fascists.
  • Military Coup: The Perm government will seek to annex Kazan over their scheduled deadline for pacification and complete annexation, Kazan may accept or use the opportunity to march back to Perm and take over the Soviet Union, replacing the civilian Soviet government with their own extremist military junta.

  • Divided We Fall: Played with, the Kazakh government is built off of a united front between Andrey Vlasov and Vasily Rakov. Though they are capable of working together to oppose Beria's government in Perm, the two are ideologically opposed, Vlasov being a pragmatist and Rakov being an idealist. The instant the government in Perm is defeated the two begin jockeying for influence. It is possible to restore a united front, but it is exceptionally difficult.
  • Military Coup: Like Kazan, the Kazakh Military Okrug also has a path where they coup Beria's government and install Vlasov as the new leader of the Soviet Union.

  • Even Evil Has Standards: Vlasov may be a cynical opportunist, but he is legitimately disgusted by Beria's various crimes.
  • Historical Villain Downgrade: Vlasov in TWR did not betray the Soviet Union and defect to Germany, though he remained a cynical careerist.
  • Not in This for Your Revolution: Vlasov, already an unideological individual, had largely abandoned Bolshevism after Beria came to power, and headed straight down the path of revisionism. His ideology Pragmatic Socialism is Socialist in name only, being categorically a right-wing authoritarian ideology. He still fights for the Soviets because he wants to climb the social ladder.

To this end he pursues limited capitalist reforms to the economy, recruits defeated personnel into his army, restores autonomy to the Soviet Union's various minorities, and even forges alliances with some mujahadeen in Kazakhstan (as well as selling others out to the Republic of China).
  • The Purge: After defeating Perm, Vlasov will make a purge of Beria's remaining loyalists.
  • Reassigned to Antarctica: Beria sent Vlasov to Kazakhstan against his will to get him out of the way.This also gives him an independent power base from which he can launch a revolt.

  • 0% Approval Rating: Rogozhin's rule is tenuous and deeply unpopular as a pro-democracy movement grows in popularity in the Russian Republic. After stepping down, Rogozhin thinks to himself that only Lenin and Hitler are much more despised than him.
  • Blatant Lies: Rogozhin's resignation should he step down to hold elections is said to be due to "poor health" instead of his rampant unpopularity. The people don't care either way, and celebrations fill the streets of Vladivostok with the rebirth of Russian democracy on the horizon.
  • Cincinnatus: Rogozhin can choose to step down from his position and let democratic elections take place. These can either be genuine democratic elections, or completely rigged elections that will put his ally and Grey Eminence Mikhailov in power.
  • Emergency Authority: Following president Kerensky's assassination in 1951, Rogozhin, Chief of Staff of the Russian Republic's armed forces, assumed emergency powers and has since then ruled as a dictator.
  • Failure Is the Only Option: As Rogozhin himself notes in one event, he can't keep his hold on power no matter what he does. Choosing to continue ruling as a dictator would lead to the US eventually growing sick of him (ultimately culminating in him being assassinated and the US garrison taking over) while holding elections would lead to a landslide victory for the democratic opposition. Rogozhin can rig the elections in favor of his favored successor Mikhailov, but this still means that Rogozhin will be forced to retire from politics while somebody else continues his military dictatorship.
  • Nice Job Fixing It, Villain: If Rogozhin tries to keep his military dictatorship instead of reforming it into a democracy or a "democracy", he will get assassinated and cause the US garrison to take over and form an emergency government, who will quickly transition into... a democracy.
