The most stable of all the German Reichskommissariate, Ostland still has a chance of not collapsing, so long as the civil war is averted in Germany. This is in large part due to the relatively lenient occupation (at least, in comparison to the other colonies), and the existing German Baltic minority.

• Pragmatic Villainy: If they fall into civil war, Ostland can ally themselves with the Estonians and release them as a liberated country in exchange for their support against the Baltic Confederation and the Belarusian Socialist Republic.

In-Game Biography ^{Click to Show}Erich Koch makes no apologies for the many, many horrors he has inflicted upon the peoples unlucky enough to have fallen under his yoke. The Monster of Rivne, as many now call him, is more likely to laugh off claims that he bathes in the blood of Ukrainian dissidents and drinks from Polish skulls than to be angered by them – of course, he will only admit that he finds the stories boring in the presence of close friends. Koch, an Old Guard NSDAP member, first gained prominence in being assigned Gauleiter of East Prussia in 1933, where he impressed the Führer with his visionary plans for infrastructure and agriculture reform and horrified everyone else with his willingness to imprison critics as enemies of the state. Having earned Hitler's personal trust, the path was cleared for the personal assignment of Koch to the chaotic, war-ravaged and restless land of Ukraine as Reichskommissar in 1942.

Erich possesses two key attributes central to his governance style: an almost religious dedication to the National Socialist agenda, and a willingness to expand oceans of blood to realize said agenda. Under his rule Ukraine has gutted itself, closing its own schools, razing its own fields, burning its villages and disappearing their populations off the face of the earth – where the insurgent threat appears, Koch's SS brigades will follow and leave carnage in their wake, to encourage the others. According to the Reichskommissar's reports this policy has been extremely successful, keeping natives fearful, uneducated and firmly under the German jackboot. Outside his office, however…

Erich Koch makes no apologies for all he has done – but the ones coming for his head do not intend to make apologies for what they will do to him either. Koch can hear them coming in his sleep, in his troubled dreams; until he has rooted the insurgent-sympathisers that are surely in his circles of friends, he will never rest easy. And when Koch is restless, Ukraine trembles.

Known as 'The Slave State', Reichskommissariat Moskowien is an unholy and unstable abomination, with German control barely held together by a recreated Stormtrooper organization, which is favored over the military or SS to put down resistance.

In-Game Biography ^{Click to Show}A General Officer of the Sturmabteilung, Siegfried Kasche avoided most SA Officers' fate, barely dodging death by pleading to Hermann Göring. Later on, Kasche secured the position of Moskowien Reichskommissar with his pandering and politicking towards the German High Command.

Kasche has been using the Sturmabteilung as his means of oppression within Moskowien, favouring them over the typical security departments.

Kasche is ruthless in reaching production quotas, having zero sympathy towards any non-German living in his 'fiefdom' known as Reichskommissariat Moskowien.

• Better to Die than Be Killed: In the wake of Adolf Hitler’s death and the chaos that surrounds it in the Eastern Reichskommissariats, Kasche will commit suicide in fear of execution by the new government in Germania or capture and execution by a hostile group in the Reichskommissariat.

In-Game Biography ^{Click to Show}The pale horse which gallops through the forests and villages of Moskowien has a rider, and his name is Erich von dem Bach-Zelewski. Given control over a fourth of Germany's Eastern Europe, he has been given the power to kill, be it by bullet, by famine, or by disease. But this power is not something which is foreign to him.

Born in Pomerania in 1899, von dem Bach-Zelewski lived a poor life, despite being able to lay claim to aristocratic heritage, and fought in the First World War. Shortly afterwards, his fight turned to be against Polish guerrillas in Silesia, before he joined the NSDAP in 1930, the Schutzstaffel in 1931, and the Reichstag in 1932. In 1937, he became head of the SS in Silesia, and following the invasion of Poland, he proposed the construction of camps in the area, in order to house untermenschen.

When Operation Barbarossa began, he was placed in charge of the Schutzstaffel bureaucracy in Byelorussia. He oversaw the extermination of Jews from Minsk, Riga, and other cities. Here, fighting the Byelorussian partisans, von dem Bach-Zelewski also developed the concept of responding to rebellion with terror and mass reprisals against civilians; scaring the population into compliance.

Following the conclusion of the German-Soviet War, he was reassigned to Moskowien as head of the Schutzstaffel, with the hopes that he would quell the troubled Reichskommissariat. And now, with Kasche's suicide, von dem Bach-Zelewski became Reichskommissar himself. Promising to crack down on the resistance, he has brought forth a tidal wave of resistance. Will bandenbekämpfung work out? Or will von dem Bach-Zelewski be the last German to rule Moskowien?

In-Game Biography ^{Click to Show}What turns a patriot into a traitor? Some believe it could be out of disillusionment with one's country, while others argue it may be out of pure expediency. Or perhaps it is it is done staring through the barrel of an enemy's gun? In the case of Sergei Bunyachenko, the truth is shrouded in unknowns. Born in 1902 to a family of poor Ukrainian peasants, his childhood could not have come at a worse time. A teenager when the Bolshevik Revolution broke out, he joined the Red Army to fight the Ukrainian People's Republic. Coming out of the war, he quietly rose through the ranks as Stalin tightened his grip over Soviet life. Shortly after a brief stint of combat against Japanese forces at Lake Khasan, Bunyachenko's drift from Communist life began, as he was expelled from the Party for his open criticism of collectivization. Still, in desperate need when the Germans invaded, Red Army command assigned Bunyachenko command of an infantry division on the Transcaucasian Front, one that was unable to hold for very long.

Captured by the Wehrmacht in late 1942, he reluctantly joined the newly-emerging Russian Liberation Army, a collaboration force composed primarily of captured Red Army officers and White emigres seeking to settle a score with the Bolsheviks. Having shown his usefulness, the Germans soon rewarded Bunyachenko with command of the Army. After the war ended, he went to work consolidating a new power base within the newly-established Reichskommissariat Moskowien while contending with German administrators that routinely ignored him over their golden boy, Bronislav Kaminski.

Waiting for the perfect opportunity to exact vengeance on his benefactors for abandoning his movement to the wolves, partisan Marshal Bunyachenko wasted no time in declaring his new "National Counter-Revolution" following the death of Adolf Hitler to drive Russia's greatest enemies into the wastes of history. Now in charge of a truly free Russian state in the ruins of post-war central Russia, Sergei Bunyachenko is surrounded by those who wish to see his vision trampled. Be they communist partisan, German Nazi, or the "madmen" within his movement that seek a return to the days before the February Revolution of 1917.

In-Game Biography ^{Click to Show}Once and always the son of the man who would become the greatest and most famous pretender to the Russian throne, Grand Duke Kirill Vladimirovich, Vladimir Kirillovich Romanov has now achieved what his father could not and sits at the head of a restored monarchy in Russia. Born and first raised in Finland due to the outbreak of the Russian Revolution, they would soon move to Germany, then to France, where Vladimir spent the Germany, then to France, where remainder of his life up until his invitation to assume the imperial mantle. After the death of his father in 1938, he inherited his title of grand duke and took grand duke u in the his place in claiming the imperial title, but in the years that closely followed it would bring him much difficulty. Vladimir had a contentious relationship with the Nazi regime in France, even being placed in a concentration camp at one point after refusing to call for support for the war although against the Soviets, to this demand. Taken inland by Germany both for his safety and to ensure Vladimir was kept where he could be seen, Vladimir then spent the remainder of the war in Paris. After the war quieted, the Nazis lost interest in the young grand duke and he was allowed to return to his home on the French coast. Moving to Vladivostok in 1952 in the hopes he would later relent of organizing a restoratonist movement within the young Republic. When the RNNA successfully took over the government and invited him to become in fact as well as law Tsar of all the Russias, he decided to look at the potential to fulfill his father's dream as a blessing. However, now Vladimir will see just how accurate that view of the situation really is.

In-Game Biography ^{Click to Show}Dmitry Mikhailovich Karbyshev is a man who has been to hell and back. From camp to camp, he has gone; he has suffered beating after beating. He has reached the end of his rope, again and again - and held on. He has not buckled, not given in to the German invaders. Karbyshev lives, and fights on - for there can be no kneeling before the fascist invader. The evil yoke must be overthrown, and it is not just the fate of Russia, but of all peoples of the world, which depends on it.

Born in 1880 in Omsk to a family of Siberian Cossack soldiers, Karbyshev was quickly exposed to leftism: when he was only 7, his older brother was arrested for supporting Aleksandr Ulyanov's attempt to assassinate Tsar Aleksandr III. His older cousin, also a supporter of the Narodnichestvo, was internally exiled for her revolutionary activities. Nonetheless, Karbyshev served loyally in the Tsar's army, becoming an accomplished veteran of the Russo-Japanese and First World Wars. That is, until the Civil War began; he joined the Red Army.

Karbyshev's service continued, and, by the 1930s, was recognised as one of most skilled military engineers in the world. When the German invasion began, he returned to the front, for his homeland, and was captured. The Germans attempted to persuade him to lead the ROA, but he refused such things - and his interactions with his captors soon turned violent. Karbyshev was beaten, transferred from camp to camp. And yet, despite the blood, and despite his advanced age, he resisted. He fought for freedom, no matter how harsh the beatings became. For it was not his life which depended upon it, but the lives of his countrymen. The Germans wanted to execute him, but Bunyachenko refused such things - he hoped that someday, Karbyshev would turn around and join the ROA that he adamantly refused to lead.

And now, as the Hitlerist realm returns to dust, Karbyshev makes his greatest, final stand, not among the ROA, but among his fellow inmates. The German war machine, though strangled from its home, remains strong, and the traitors try save I give in now - not their skins. But Karbyshev will not give in when liberation from the menace remains nains in reach. And though his body fades, his spirit remains as strong as ever. For the motherland, General Karbyshev will give it all, and more - there is no other choice.

In-Game Biography ^{Click to Show}"A man with a cold heart", the former overseer of Bohemia, the architect of Generalplan Ost, and the head of RSHA, Reinhard Heydrich is a man of many abilities, a trait that led to his rapid promotions. A member of the NSDAP since 1931, and later in the SS Unit under the leadership of Heinrich Himmler, Heydrich was a man with a plan and the will to fully commit himself to an objective. After the end of the German-Soviet War, he was sent to Crimea (Gotenland) to monitor the development of the German Lebensraum in that region.

Once the right-hand man of Himmler, the lust for more power has drove the two apart, turning these former associates into enemies of a grandious power struggle in the Schutzstaffel. But for now, Heydrich shall sit comfortably in his metaphorical throne on top of Gotenland.

The mastermind behind Operation Reinhard, Heydrich has spent his days since the war as a ruthlessly efficient head of the SS, completely pacifying Bohemia before being assigned to the same with Crimea, which he also managed to accomplish within a manner of years. His numerous successes have perhaps inflated his ego, leading him to believe that he can challenge Himmler, or even Hitler himself...

• Cult of Personality: As ruler of Gotenland, Heydrich has created a major cult of personality surrounding himself and Hitler.
• Devour the Dragon: A Heydrich-ruled Germany can do this to the Gotische Reich, annexing them directly into their own empire. Justified, seeing as he was the one ruling the Gotische Reich at this point, and everyone who lives there (barring any new conquests they might have made since the civil war) adores him.
• The Dragon: If Himmler is Hitler's Dragon, Heydrich is certainly Himmler's Dragon.
• Dragon Ascendant: Heydrich can usurp Himmler's position as the leader of the SS, then go on to lead said SS to victory in the German Civil War, thus becoming the undisputed Führer.
• Dragon Their Feet: It is not uncommon for the TA to defeat both Himmler and Germany itself, leaving Heydrich free to rule over the Gotische Reich in the east for several more years before they eventually come around to invading him as well.
• Dragon with an Agenda: Heydrich is below only Himmler in regards to influence they have over the SS. They each have opposing views on which direction the SS should take going forwards, and only one of them can end up on top. Whether or not either of them peacefully accept the victor of this power struggle or die trying to win it is up to the player or the AI.

• I Have Many Names Heydrich can have up to five at once: The Blonde Beast, the Man with the Iron Heart, the Butcher of Prague, the God of Death, and the Protector of Germans.

• Names to Run Away from Really Fast: The God of Death lives up to his name by way of nuclear hellfire. Run far, and run fast.
• The Starscream: Heydrich is the Starscream in regards to both Germany itself and the SS: In response to Germany collapsing in its civil war, Heydrich reveals his true intentions by cutting off all ties to the fatherland, establishing his own Greater Gotische Reich in Gotenland, and beginning to conquer the Reichskommissariate in Eastern Europe into his Reich. At the same time, he can intensify the power struggle between himself and Himmler over leadership of the SS, and eventually try to seize control of Germany itself.
• Time for Plan B: Heydrich's first plan to become Führer is to force Himmler into a meeting with all the most senior SS members, and call for a vote to strip Himmler of his position and award it to himself instead. Should this fail, he proceeds to the more tried and true method of assassination.
• Universally Beloved Leader: Despite all of his atrocities, Heydrich is absolutely adored by his subjects, and regarded as one of the great saviours of Germany.
