The Government is a heroic faction based on the United States' government, playing a major role in Infiltrating the Airship and Completing the Mission. If Henry (and possibly Ellie) chooses to side with them to bring down the Toppat Clan, he (they) would receive a pardon for their previous crimes or possibly a promotion, depending on the route taken.

A Military Camp in the Dogobogo Jungle

  • Armor Is Useless: On the Executive/Allies route, although Major Hershell Panzer equipped himself with heavy armor that allows him to stop a speeding vehicle, one good punch from Henry is enough to knock him out (granted, Henry did punch him in his unarmored and unprotected head).
  • Badass Army: Galeforce's team is specialized to take down the Toppat Clan.
  • Demoted to Extra: In Fleeing The Complex, only Charles makes an appearance, and only if Henry chooses to call him to get free from The Wall.
  • Eagleland: Of the Beautiful variety, being the only major faction to be shown as unambiguously heroic, and are explicitly shown to be based on the real-world US government.
  • Every Helicopter Is a Huey: In the original version of Airship, their helicopters vaguely resemble Hueys. For the rest of the series after that point, the helicopters look more streamlined.
  • Gatling Good: Their standard door gunner weapons appear to be miniguns.
  • Hero Antagonist: They will become this on the Executive/Allies, Executive/Dead and Thief/Allies route (which is eventually averted if Henry and Ellie choose to ally with the Government for the "Pardoned Pals" ending).
  • The Juggernaut: On the Executive/Dead route, it's shown they own a massive tank named "Big Boy". When Henry uses a scrambler on Big Boy, the massive tank goes on a rampage, causing enough chaos for the Center for Chaos Containment to respond with its own G.A.B.E.G.G.
  • Leitmotif: Themes consisting of percussion and brass instruments are commonly associated with them.
  • Not So Above It All: Some of them have really funny descriptions on their bios.
  • Recruiting the Criminal: They willingly recruit Henry due to his skills of both stealing the Tunisian Diamond and escaping prison by himself. In the Government/Allies route, they also accept Ellie as a part of their team to take down the Toppat Clan.
  • Red/Green Contrast: Most of the Government’s tanks and helicopters are green. In contrast, the prototype "Big Boy" is a massive red tank.
  • Tank Goodness: Like most military groups, they own and use many regular tanks. They even have a massive one named "Big Boy", which would have been used in their operation to take down the Toppat Clan in the Executive/Dead route had it been working properly.
  • Token Good Teammate: The games consist of two Wild Card Villain Protagonists whose morality is dependant on player choices, two antagonistic factions led by a Dastardly Whiplash Gentleman Thief and a sinister prison warden respectively, and a mysterious organisation dedicated to preventing and stopping chaos, often by creating even more chaotic situations in their attempts. Compared to them, the Government military along with Charles are often the only cast members who are outright noble and heroic. Although there's also a police force and a couple security guard factions, they're more like people who are in Henry's way and just doing it for the job rather than actual heroes.

Henry's official pardon from the president
Jefferson Smithsonian is an American politician who served as the president of the United States during the events of the Henry Stickmin series.
  • The Ghost: He doesn't appear onscreen and his name only appears on text.
  • Greater-Scope Paragon: As the head of government and supreme commander of the military, it is his duty to ensure criminal organizations such as the Toppat Clan are eliminated.
  • Minor Major Character: He doesn't have a major role in the game's story but in the grand scheme of things, he's the president of the United States who oversees the government and its military who are opposed to the Toppat Clan.
  • Small Role, Big Impact: He never appears onscreen but his agreement to pardon Henry serves as the ending for "Relentless Bounty Hunter".

An army officer in charge of the undercover Toppat raid in Infiltrating the Airship. It was his idea to "recruit" Henry, for better or worse.


  • Angry Fist-Shake: He's doing this as he yells out Henry's name in the Executive ending.
  • Anti-Villain: He's treated as an antagonist in the routes with Henry opposing the government, but he's still as heroic as ever.
  • Benevolent Boss: He cares for all the soldiers under his leadership.
  • Beware the Nice Ones: Attempting to shoot down his helicopter with a rocket launcher results in him giving orders to take down the whole airship.
  • Big Bad: If we look at it in a Hero Antagonist way, Galeforce serves as this in most routes where Henry opposes the government.
  • Big Good: Of the entire series, overall. Serves as this in Infiltrating the Airship and in certain routes of Completing the Mission.
  • Big Ol' Eyebrows: He's one of the few characters to have these.
  • Cool Old Guy: He's clearly been serving for a long time and he's very much a Reasonable Authority Figure.
  • Crazy-Prepared: The Thief ending of Airship shows him having a Plan B in case something goes wrong with Henry's mission, which does happen so Galeforce has Charles call for reinforcements.
  • Death Glare: He gives one to Henry in the Thief ending, before ultimately deciding to let him go.
  • Et Tu, Brute?: The player can choose to have Henry betray him and instead become the new Toppat leader in Executive.
  • Everyone Calls Him "Barkeep": He's only ever referred to by title. His full name is only known thanks to the intro to the Master Bounty Hunter path in Mission.
  • Face Palm: Does one of these in the Lightning-Quick Larcenist FAIL of Airship when the safe Henry steals is revealed to only contain a teddy bear.
  • Faith in the Foe: His line about Henry having a plan in the Executive ending shows that Galeforce trusts that Henry will do the job, despite them being on opposite sides of the law.
  • The Farmer and the Viper: Is on the receiving end of this should Henry choose to become the Toppat leader instead of handing over Reginald.
  • A Father to His Men: Galeforce clearly cares about his soldiers, evident when he calls a retreat to cut their losses during the Big Boy tank rampage in Toppat 4 Life.
  • Foil: To Dmitri Johannes Petrov, the Wall's warden. They both share some traits like being old leaders of their respective factions, but their characters are fundamentally different, namely that unlike Dmitri, Galeforce is a genuine heroic figure who cares about his soldiers, fights for justice and is reasonable and always willing to give others a chance to redeem themselves.
  • Four-Star Badass: A military general and definitely a badass guy.
  • Friendly Enemy: Despite being on opposite sides of the law, Galeforce is generally amicable when talking to Henry if he helped the government.
  • Frontline General: Despite his old age, he still goes into the battlefield with his much younger underlings.
  • General Ripper: Downplayed. Galeforce is not insanely obsessed with taking down the Toppat Clan, but he does mention that they've been giving them trouble before, thus why they decided to recruit Henry to help.
  • The Ghost: Of Triple Threat route in the Mission, as he is mentioned by Charles.
  • Given Name Reveal: In the intro to the Master Bounty Hunter path in Mission.
  • Go and Sin No More: In the Pardoned Pals ending, Henry and Ellie help Charles take down the Toppat rocket after they've been planning to join the Clan to get away from the Wall. Galeforce is surprised to see the two, but lets them off the hook and pardons them for their help.
  • The Good Captain: Has the title Captain in Airship and is one of the heroic characters.
  • Good Hair, Evil Hair: Has a long spiky beard along with his mustache, and serves as the Big Good of the series.
  • Good Is Not Soft: He's an honorable and respectable guy through and through, but pulls no punches when dealing with criminals.
  • Greater-Scope Paragon: Of the Triple Threat route, where Charles mentions that he sanctioned the pickup of Henry and Ellie and in return, they have to help them with the Toppats again.
  • Greater-Scope Villain: Again, Hero Antagonist-wise. He's this in the routes where the government soldiers oppose Henry but he himself doesn't appear.
  • Guile Hero: He came up with the idea to use Henry to take down the Toppat Clan in exchange for pardoning his previous crimes. If Henry goes through with the plan, it's a great success.
  • Hero Antagonist: Explicitly plays this role to Henry's Villain Protagonist in all routes (with few exceptions) where he betrays the government.
  • Hero of Another Story: He mentioned in Airship that he's already been dealing with the Toppats a while before recruiting Henry and given how old he is it's likely that he had his fair share of adventures even before that.
  • Humble Hero: He's not above seeking Henry's help with the Toppats again, admitting that they could really use it and even promises Henry that he'll owe them a big favor.
  • Ideal Hero: Aside from Charles, Galeforce is the only main character who is heroic in all routes. He serves as the Big Good, is reasonable, fights for justice and bringing down bad guys.
  • I Gave My Word: If Henry succeeds in the mission, he keeps his promise and pardons Henry's criminal record.
  • Incorruptible Pure Pureness: No matter what route you're on, he always remains heroic and reasonable.
  • Know When to Fold 'Em: In Toppat 4 Life, he orders his men to retreat once the Big Boy tank goes on a rampage thanks to Henry.
  • Magnetic Hero: Downplayed. He's able to recruit Henry (and potentially Ellie) a few times in order to help the government deal with the Toppats, and the general's honest character no doubt had a role in them accepting the jobs.
  • The Men First: If the situation gets too dangerous for them, Galeforce will command a retreat to cut their losses in the force.
  • Mirror Character: Their characterizations aside, Galeforce has some similarities to Dmitri, such as:
    • They're both older than most of the cast.
    • They're both the leaders of their own faction, with Galeforce leading his government soldiers and Dmitri leading his Wall employees.
    • They both serve the law.
    • They both pursue Henry, the Villain Protagonist of the series, thus making them Hero Antagonists.
  • Missed Him by That Much: In Toppat 4 Life, Henry flies right past very fast, but Galeforce didn't see him and never figured out that Henry was still alive after being presumed dead, or that he was responsible for the Big Boy rampage that forced the government to retreat.
  • Mission Briefing: He does this in Airship and on a few routes in Mission.
  • Mr. Exposition: In Mission, where he explains the situation with the Toppats at the beginning of some routes.
  • Nice Guy: Galeforce deeply cares about his underlings, keeps his promise to Henry by giving him a pardon and he can even forgive him for his betrayal should he help the government again.
  • Nice Job Breaking It, Hero: His decision to recruit Henry to take down the Toppats can become this in the Toppat King and Toppat 4 Life routes, where Henry personally secures the Toppats' orbital station launch from the government as their leader.
  • Not So Stoic: Henry's betrayal in Executive is enough to make him yell in anger.
  • An Offer You Can't Refuse: Captures Henry to help take down the Toppats, reminding him that the government has several charges against him.
  • Officer and a Gentleman: He's a military general who's honorable and respectable.
  • Old Soldier: Judging at the colour of his beard, he's been on active duty for a long time and he still fights on the front lines, as shown in the "Grappling Hook" storyline in Airship and the Executive/Dead route of Mission.
  • Older Hero vs. Younger Villain: The older Hero Antagonist to Henry's younger Villain Protagonist.
  • One-Steve Limit: He shares his first name with Judge Brown from Prison.
  • Only Sane Man: He's really the only character who's both well-meaning and is the voice of reason.
  • O.O.C. Is Serious Business: The one time he sounds genuinely angry is when Henry betrays the government to join the Toppat Clan.
  • The Paragon: His recruitment of Henry and potentially Ellie can convince them to leave the criminal life behind and enlist in the military in some routes.
  • The Pardon:
    • He recruits Henry to take down the Toppat Clan in exchange for giving him this. If Henry does succeed, he keeps his word.
    • He also gives one to both Henry and Ellie in Pardoned Pals as a reward for helping them take down the Toppat rocket.
  • Plot Armor: He's the only main character (other than Ellie) who only dies in few fails, albeit offscreen.
  • Rank Up: He's been promoted to a general by the time of Mission.
  • Reasonable Authority Figure:
    • If Henry does exactly as he instructed and either attains evidence for the Toppats' crimes or captures the leader of the Toppat Clan, he keeps his word and erases Henry's criminal record, no strings attached. Not to mention that he does not explicitly open fire on Henry or try to turn against him unless Henry turns against them first.
    • Even if Henry goes Off the Rails and decides to steal a huge ruby from the Toppat Clan over the mission, Captain Galeforce ultimately allows him to go, as Henry in the course of this act grounds the Toppat Clan's airship and inadvertently gives the government the best chance they'll ever have of catching most if not all of the Toppat Clan and seizing the records through force. By comparison, one thief is a small fry and not worth wasting time on.
    • Further demonstrated in Mission's Pardoned Pals ending. Despite Henry's past conduct, Galeforce still grants him and Ellie pardons as a reward for helping take down the Toppat Clan.
    • Even in the Special BROvert Ops ending of Mission, he promises that, despite Henry not owing the government anything at the moment, he'll receive a really big favor for helping them out. In a roundabout way, he sticks to his word, as when the job is done, he immediately promotes Charles and Henry into special covert ops agents. When Charles questions the fact that Henry isn't enlisted, Galeforce says that he now is, which gives off the impression that Henry doesn't have a choice, until he follows up with, "unless he doesn't want it." He does bargain with Henry by saying that if he takes up the promotion, he'll run loads more missions with Charles, but through technicality, Galeforce did stick to his word of owing Henry a favor by giving him the option to accept the promotion right after elaborating upon it.
  • Recruiting the Criminal: It was his idea to recruit Henry to bring down the Toppat Clan, in exchange for pardoning all his previous crimes.
  • Red Oni, Blue Oni: He's the calm stoic blue to Charles' enthusiastic excitable red.
  • The Redeemer: It's thanks to his influence that Henry (and Ellie) are able to make a Heel–Face Turn in some routes.
  • Right for the Wrong Reasons: In Executive after Henry and Reginald throw out dummies to fake their deaths, Charles notes that the fall was too big to survive, and Galeforce reassures him that Henry must've had a plan. He did, it just wasn't to capture Reginald like Galeforce intended for the mission to be.
  • Say My Name: Pulls one off in the Rapidly Promoted Executive ending, when Henry decides to join the Toppats and fakes his and Reginald's death by tricking them with dummies.

  • Screw the Rules, I'm Doing What's Right!: Letting Henry go in the "Pure Blooded Thief" ending of Airship was done by him as a result of arresting the Toppats being a bigger priority in that moment, even though Henry still is a criminal and even stole the Ruby the Toppat Clan had.
  • Signature Headgear: His dark green military cap.
  • The Soft-Hearted Warrior: Galeforce always has a friendly demeanor while not on the battlefield.
  • So Proud of You: He'll express this sentiment towards Charles and Henry when they succeed in bringing down the Toppat Clan, even offering a promotion to them.
  • The Stoic: He's pretty calm and collected compared to everyone else.
  • Stroke the Beard: You can see Galeforce doing this in a few scenes.
  • Supporting Leader: He's the one in charge of the Toppat raid.
  • Sympathetic Inspector Antagonist: In contrast to other Hero Antagonist Dmitri, Galeforce is a clearcut heroic character whose goal is to apprehend criminals for justice and to uphold the law.
  • Tactical Withdrawal: Orders this in Toppat 4 Life when the Big Boy tank starts going on a rampage, courtesy of Henry.
  • Technical Pacifist: Galeforce will always try to bring criminals to justice through non-lethal methods, only resorting to violence if it is absolutely necessary.
  • Time for Plan B: He says this verbatim in Thief when Henry sets off the Toppat vault alarm, then tells Charles to call in reinforcements.
  • To Be Lawful or Good: Briefly encounters this in the Thief ending of Airship. Charles asks Galeforce for orders on how to deal with Henry, who did not accomplish his mission (at least not in the way the government intended) because he got sidetracked by the Romanian Ruby and stole it. Galeforce responds by letting Henry go, citing "We got what we came for. He's not worth the trouble." and goes on to help arresting the Toppats instead.
  • Token Good Teammate: Aside from Charles (who serves as this between himself, Henry and Ellie), Galeforce is the only main character who stands out as heroic compared to Reginald, RHM, Dmitri and Grigori.
  • The Unfought: Galeforce is never directly confronted by Henry (or Ellie) in the routes where they oppose the government.
  • Vague Age: It's clear he's the oldest of the main characters, but exactly how old is never stated or alluded to. Dmitri, the only other elder in the cast, can be safely assumed to be in his 70s at least, since his bio states that he's been running the Wall for 5 decades.
  • Worthy Opponent: In the intro to Airship, he seems to consider Henry this, referring to him as elusive and skillful. This is most likely part of the reason why he decided to recruit him.

    Major Hershell Panzer

This is the first time this combat suit is in the field. He has a son named Johnny working hard in the police force.
  • Minor Major Character: A high-ranking captain who only appears for a few seconds.
  • Outliving One's Offspring: Implied after the events of the "Intruder on a Scooter" route of Diamond, where Panzer's son Johnny is hit with Henry's thrown rock during the police chase.

    Captain H. J. Canterbury 

H. J. Canterbury

Appears in: Completing The Mission
He's one of the men in charge of information gathering. He has a brother named Roland who works in the police force.
  • Minor Major Character: A high-ranking captain who only appears for a few seconds.
  • Small Role, Big Impact: His voice is only heard in the beginning of the Cleaned 'em Out route in a message that informs Henry about the Toppats planning to launch their orbital station, which prompts Henry to steal their assets.

A soldier of the Government Military who seems to always be at odds with Henry. He used to be a member of the police force prior to Airship. He's a recurring character, appearing in every game except Bank and Complex.
  • Advertised Extra: One of the five characters appearing on the box-art seen on the main page, alongside Henry, Charles, Ellie and Reginald. Isn't as important as the other ones in any way possible besides appearing more than anyone else, except Henry.
  • By-the-Book Cop: He's serious when it comes to maintaining order.
  • Continuity Nod: His bio in Diamond mentions that his workplace suffered a huge embarrassment, referring to Henry's escape from prison.
  • Demoted to Extra: Rupert gets increasingly minor roles in every game as the series goes on. He drops from being part of Dave's Minor Role Major Impact in Prison to being a threat in the Intruder on a Scooter path of Diamond, to being a minor character in the intro and various other scenes in Airship, to finally being relegated to a mere background character in exactly one scene in Mission.
  • Enraged by Idiocy: In the Lightning Quick Larcenist fake ending, when the safe that Henry stole from the Toppat Clan contains a single teddy bear, Rupert is barely struggling to keep it together while slowly aiming his rifle at Henry.
  • Hero Antagonist: Back when he was part of the police, Rupert is antagonizing Henry from trying to subdue him to prevent his prison break in Sneaky Escapist and later on when trying to stop him from making off with the Tunisian Diamond in Intruder on a Scooter.
  • Hot Blooded Sideburns: Has black sideburns and and a rather aggressive character.
  • Rank Up: Sometime between Diamond and Complex, Rupert goes from being a police officer to a military soldier.
  • Those Two Guys: With Dave in Escaping The Prison. While they are no longer partners, they are the only characters to show up consistently in the later games barring Complex.
  • Yank the Dog's Chain: Rupert's Establishing Character Moment has him telling Henry that he's free to go from prison, before laughing at him. While that's not actually the case, the cake that was delivered to him ends up containing something that Henry uses to escape later.

A trio of experienced bounty hunters hired by the Government to assist Henry in his mission to apprehend or eliminate the Right Hand Man during the "Master Bounty Hunter" route of Completing the Mission.


  • Code Name: They are given codenames by General Galeforce: "Frog" for John Pilksin, "Eel" for Gordon Banks, and "Turtle" for Amelia Esteban.
  • Cool Shades: Gordon has these.
  • Demolitions Expert: Amelia "Turtle" Esteban.
  • Dropped a Bridge on Him: All of them are killed off by the Right Hand Man with little to no fanfare.
  • Elite Four: On the Bounty/Rescue route, General Galeforce forms an elite force consisting of John "Frog" Pilskin, Gordon "Eel" Banks and Amelia "Turtle" Esteban to assist Henry. Although the mission succeeds, John, Gordon and Amelia are unceremoniously killed by Right Hand Man, leaving Henry the only survivor.
  • Expy:
    • John Pilksin is based on Solid Snake from Metal Gear, right down to the headband and raspy voice.
    • Based on their roles and/or voices, it also seems as though Gordon Banks is a stand-in for Hal "Otacon" Emmerich, while Amelia Esteban represents Mei Ling, but their ties to them aren't nearly as on the nose.
  • Forgotten Fallen Friend: They aren't mentioned at all after getting killed, even in the route's ending.
  • Informed Attribute: While Gordon (technicians expert) is seen hacking into the Toppat's security feed, and Amelia (demolitions expert) has a Cluster Charge which fires bombs through a door, John Pilksin isn't seen sneaking around despite Galeforce saying he excels in stealth.
  • No Body Left Behind: All three of them are shot to ash by the Right Hand Man.
  • One-Shot Character: They only appear in Bounty/Rescue route of Mission. Also counts as Tragic One-Shot Character, as they are killed halfway into the route.
  • Unexplained Accent: Amelia has a discernible non-American accent, though her nationality isn't stated, even in her bio.

  • Deadpan Snarker: He's unimpressed with Reginald's attempt to intimidate him by threatening Henry's return to the scene, responding with an unconvinced "Yeah, sure..."

He dreamed for playing for the Boston Celtics, but his basketball skills were never good enough.
