Cassidy is essentially bulletproof so depending on parameters (is it a fight to the death, is it a lengthy one, is it out of sunlight?) this dumbass could probably win.

Galeem relies entirely on his AOE Master Hand attack, which can't be used twice in a row and can be countered by warping to a different dimension.
Oma Zi-O just GTF Os to the Rider Worlds while Galeem launches his attack, then waits for the onslaught to end before crushing Galeem with a Moon.
Note: Oma Zi-O has the power of all Kamen Riders, one of them, Genm is capable of tossing the moon like a ragdoll.

I'm not 100% sure since I haven't played Bioshock myself, but I think Poe could handle this. Being a hotel AI, his 'human' avatar is just for show. It doesn't really matter if it gets attacked so long as his emitter is intact. The shotgun is mostly for show too; his real guns are roof-mounted and much bigger. He'll quite happily just keep pumping the Big Daddy full of bullets until it stops moving.
That said, this fight would only happen in the first place if the Big Daddy walked into his hotel lobby and started threatening guests. Is that scenario likely?

Well, given what i learned about Poe, scenario is not likely as neither Neptune nor Noire would attack hotel guests.

Majima tore through the Dojima Family HQ in 0, and also has his own family to assault the hotel. Dead Souls also has him wielding a SPAS-12 that is mag-fed.
Poe's hotel...has miniguns. Poe wins.
If Sirin was the main protagonist... Kinda, anyway.

Father's already acquired the power of God at this point, and as per canon, a combined barrage of the heroes and the entire Briggs batallion stationed on Central City pretty much did no scratch on him. And that was him without the 50+ million Amestrian souls he got from the Nationwide Transmutation Circle and with increasingly unstable control over God. Since here he still has the souls, it's game over for Majima.
