I don't think P5 mentions anything about incest, and based on the trope page it seems like there is something of a superhero story, so there is at least an attempt at a plot. It's one of those things where half the AO3 tags are sex tags, which is never a good sign (one being "barely legal"), but given that even video games that are little more than people getting killed in fetishized ways were voted keep for having some story, if there was enough plot this could still be keepable...
...BUT I read the first chapter alone and I'm still voting cut. It goes over the history of the twins growing up, and like FernandoLemon said, it gets super sexual when they're fifteen. It's brief, but there's a very graphic description of how the one twins wants to have sex with her sister and the narrative mentions her "habits" regarding this. I don't think this would be surprising considering all other things about the story, but it's clearly not handled in a mature manner of teenagers exploring their growing sexuality and instead flat-out fetish material.
The rest of the chapter is still pretty gross but would have had nothing straightup cutworthy (aside from a brief mention of how "pubic hair grew on their dicks and balls" when 13). But even if the rest of the story dove in to the serious superhero narrative and had everyone stay as an adult, I think that the segment of them at 15 alone is enough to get this cut.

First, a couple of the tropers here are calling cut for invalid reasons. Incest fic is not against our rules in any way, shape or form.
Second, there are in fact valid reasons (specifically pedopandering) to cut this.
