It follows the titular Kagestar, an Evel Knievel-esque superhero with a swirling cape. The Kagestar's human identity is a Salaryman at the Kazamura Konzern named Kageo Sugata, who gained superpowers in an electrical accident. The Kagestar is aided by his superheroine partner Bellestar, whose identity is really his boss's daughter Suzuko and who gained her powers in the same accident Kageo got his. Unlike other Toku heroes of the time, Kageo and Suzuko don't physically transform into their superhero identities, but summon them by trading places with their shadows. Together, Kagestar and Bellestar fight to defend the city from all sorts of colorful costumed crooks.
Tropes:
- Action Girl: Bellestar is very much Kagestar's equal rather than his sidekick. There are even times when Kagestar is caught by the villains and she has to save him.
- Big Bad: Didn't have one at first, as all the villains Kagestar and Bellestar faced were independent. Eventually though, one was introduced in Dr. Satan, head of the Satan Empire.
- Casting a Shadow: Kagestar and Bellestar's main abilities involve being able to manipulate their shadows in various ways, such as Kagestar using the perspective of his shadow to enlarge its hands to grab or crush things.
- Expy: The Satan Empire is an evil secret society founded by surviving Nazis that has an army of skeletal Mooks and animal-themed monsters. Sounds a lot like Shocker doesn't it? Their leader is even voiced by Gorō Naya.
- Fighting Your Friend: Twice in the series (in #24 and #28) Bellestar has been hypnotized by the villains in some way and made to attack Kagestar, forcing him to fight her.
- Harmless Electrocution: It's not just harmless, it gives you superpowers.
- Henshin Hero: Of a different sort than most. Instead of Kageoh and Suzuko transforming into their superhero identities, their shadows do. This leaves their physical bodies vulnerable however.
- Impersonating an Officer: After getting a ransom demand from Onitsawa saying his daughter will be kidnapped in the first episode, President Kazamura calls the police and asks them to escort his daughter. The ones who get to Suzuko first though are Onitsawa's Mooks in disguise, who kidnap her and Kageoh once they're in the police car.
- Lightning Can Do Anything: A variant. Kageoh and Suzuko both gained their powers by falling onto an electrical grid.
- Meaningful Name: Kageo's name contains the character for "shadow".
- Monster of the Week: In the beginning our heroes had to face a different costumed crook reminiscent of villains from the Golden Age of comics. 1/3 of the way through though, the heroes starting facing kaijin sent out by the Satan Empire.
- Mooks: Every crook our heroes go up against has a group of Faceless Goons assisting them.
- Powers in the First Episode: The first episode tells the story of how Kageoh and Suzuko became Kagestar and Bellestar.
- Spoiled Sweet: Suzuko, who's the daughter of the head of a major corporation and a kind-hearted girl who spends her free time playing with children.
- Starter Villain: Onitsawa, who is the villain of the first episode and indirectly responsible for Kagestar and Bellestar gaining their powers.
