    Triad boss 
A triad boss. He wants revenge on Vinnie for killing his son.
  • Avenging the Villain: His own son, to be exact.
  • Authority Equals Asskicking: While he did try to kill Vinnie, which put him on the assassin's kill list, his death is hastened due to just how powerful of a person he is. Vinnie's goal is to kill him before he can send the triad raining down upon him.
  • Bond Villain Stupidity: Chooses to mock Vinnie instead of just shooting him. While it's true that Vinnie only has a knife on him, he's already killed over a dozen guys with it.
  • Disc-One Final Boss: He dies at the end of the first chapter, despite being built up as a far greater antagonist.
  • Even Evil Has Loved Ones: He loved his son, and is clearly devastated by his death.
  • Evil Gloating: He tries this when capturing Vinnie. It gets him killed.
  • It's Personal: Vinnie quickly becomes his mortal enemy due to the fact he killed his son. It's clear he's far more determined than usual to make sure his life is cut short as quickly as possible.
  • Man of Wealth and Taste: He likes huge buildings, beautiful women, and refreshing pools on his roof. He lives as large as his status can afford him.
  • No Kill like Overkill: He tries to bomb Vinnie when the assassin is on his elevator. Clearly, he's not taking any chances.
  • Oh, Crap!: Vinnie breaching his headquarters makes him more desperate and destructive.
  • Outliving One's Offspring: His own son is killed in the second game's conclusion, which is the reason he's so desperate to kill Vinnie.
  • Starter Villain: The first foe Vinnie faces.
  • Tempting Fate: He remarks that Vinnie probably fled the country after the invasion on his house. Cut to Vinnie being at the ground floor of his evil base.
  • Too Dumb to Live: The dumbass confronts Vinnie head on by himself and brags about catching him instead of just finishing him off. Needless to say, he dies rather quickly.
  • You Killed My Father: Inverted. His motivation to kill Vinnie is in order to avenge his slain son.

    First responder 
A police officer who faces Vinnie on the rooftops.
  • Arc Villain: Villain may be a stretch, but he's the only important character besides Vinnie in the second chapter.
  • Cowboy Cop: He rushes into danger to duel with Vinnie. This doesn't end well for him.
  • Face Death with Dignity: He gives Vinnie a few names and accepts his demise with stride. It makes Vinnie look more ruthless than usual.
  • Hero Antagonist: While he's a downplayed version of this, Vinnie has just slaughtered a bunch of people and is a credible threat. He's certainly got more of a moral justification than Vinnie does at this point.
  • Luckily, My Shield Will Protect Me: His shield helps him block a lot of hits, though it's ultimately useless against Vinnie.
  • Reasonable Authority Figure: He gives Vinnie several chances to step down from his massacre. Too bad for him that Vinnie isn't the surrendering type.
  • Wake-Up Call Boss: He's more of a challenge than the enemies before him, and takes quite a few hits to kill.

    Ralph Duncan 
A cop that Vinnie crosses paths with.
  • Ambiguously Evil: His motivations are completely vague, making it unclear just how evil (or good) he is.
  • Asskicking Leads to Leadership: Well, he has his own helicopter. That has to count for something. None of the other characters so far have had such an advanced vehicle, showing his power and prestiege.
  • Big Bad: Of the third game.
  • Chopper on Standby: He has one to give him an edge against Vinnie. It works, for several minutes.
  • Corrupt Cop: He's stated to be one in the fourth game. He's never shown doing anything corrupt, so what he's done is up to the player's imagination.
  • Damage-Sponge Boss: His helicopter takes a hell of a lot of bullets to take down. It's also rather fast and deadly. It's clear he gave it his all when trying to take Vinnie down.
  • Final Boss: He's the last enemy to face, shooting at you from his helicopter.
  • Flat Character: He has absolutely no personality whatsoever.
  • Genre Savvy: He has his men well armed for their fight against Vinnie and chooses to fight him from a helicopter where he has an advantage in firepower and position. Unfortunately, Vinnie proves to be a One-Man Army incarnate and withstands his impressive assault.
  • Hero Antagonist: Quite possibly. Since he and his officers are rightfully defending the city against a mass murderer, it's hard to fault their actions, regardless of how excessive they are.
  • Marathon Boss: He takes a very, very long time to beat, since Vinnie is shooting at his presumably heavily armored helicopter to get to him.
  • Punny Name: Duncan means dark skinned warrior. A fitting surname for a formidable stickman.
  • Two First Names: His first and last names are both common first names.
