The Approach ExplanationOne of Part 3's most iconic Signature Scenes — as portrayed in the manga — is the dramatic build-up to the battle between Jotaro and DIO, during which they march towards each other for a Pummel Duel in over-the-top, almost dance-like poses. While the effect is played due to Holly's situation, fans have quickly jumped to the conclusion that Avdol was more afraid of the utensil itself than Holly's Stand. Cue memes about how the spoon was an enemy Stand or how Avdol has spoon-phobia.
"So it's the same kind of Stand as Star Platinum." ExplanationA line said by Jotaro during his fight with DIO, when Jotaro could seemingly suddenly stop time like DIO. This is typically seen as an Ass Pull by the fandom, although there's actual hints in the story about Jotaro being able to pause time before his fight with DIO. Jotaro was also talking about how Star Platinum and The World don't have "much range, but immense power and precise movements", and not about how they have the same power. Originally uttered when DIO tells Senator Philips to pursue the Crusaders on the sidewalk when traffic got in the way. It's used for Black Comedy situations, where fans would describe a situation that is allegedly worth running tons of people over in order to get somewhere as fast as possible.
Polnareffland! Explanation (spoilers) As Cameo tried to trick him by posing as a genie and asking him the regular three wishes, Polnareff said it as his second wish. Fans run abound with the 'theory' that Dio tricked him in the first place by luring him with promises to build the amusement park if he killed the Joestars, as well as saying he was busy managing the park in the gap between Stardust Crusaders and Vento Aureo, stating it as reason why he was unable to help them earlier.
Jotaro is definitely possessed by an evil spirit Explanation The first thing that Jotaro does when he noticed his stand is to lock himself in a jail cell, claiming that he has an evil spirit, even though the only thing his stand did at that point is to help him beat up a bunch of thugs and to conveniently give him a bunch of stuff. Fans, of course, begun to poke fun at Jotaro's paranoia.
He said it! He said the thing!ExplanationDuring Old!Joseph's battle against Empress, he taunts the enemy with a "Your next line is—", which he was famous for back in Part 2 when he was younger. Fans who were disappointed with Joseph losing much of his playful, mischievous personality in old age rejoiced, with many wishing he'd pulled off more of his old tricks from Battle Tendency.
It's also become popular to depict Joseph being involved in the battle against Alessi, whose stand de-ages Polnareff and Jotaro back into toddlers. Many fans considered it a wasted opportunity that Joseph didn't get de-aged back to his younger Part 2 self once again. Ironically, it is possible to do this in Capcom's game adaptation as Part 2 Joseph is his own character separate from Part 3 Joseph. The SNES adaptation also has Joseph involved in the battle with Alessi, but he isn't able to do much in combat, as he has been reverted to a much younger age than in Part 2.

Two Rocks.ExplanationIn the manga chapter/episode "The Sun", it turns out that the villain's plan was to use a mirror so they could cool themselves from their own stands heat. This mirror image ended up making two rocks. Upon realizing that, everyone except Joseph started laughing as now the opponent was very easy to defeat. The joke has been memed to get rid of any context other than "laughing at two rocks".

Explanation (spoilers) After killing Joseph and draining his blood, DIO loses whatever composure he had and becomes a full-blown maniac, drilling his fingers into his brain and screaming this line. This scene is immensely popular as it shows DIO jumping into Villain Ball, and stating how his son Giorno will come from the future to beat the crap out of him for mentioning drugs.
"Monsieur Joestar, I'd like to ask you a very bizarre question." [question] "That is indeed a very bizarre question." Explanation This is the dialogue from the scene where Polnareff asks Joseph if he has two right hands. In meme format, the question usually draws attention to either Fridge Logic or semantics of the English language.

Jotaro and DIO reading the Bible Explanation (spoilers) Even when DIO and later Jotaro both gain Time Stands Still abilities for precarious few seconds, it doesn't actually last for that period, and the time-stop goes on for longer durations. It's more exaggerated in the anime, due to adaptation reasons. For example - the time-stop where DIO incapacitates Joseph lasted for 95 seconds in the anime, where DIO could stop time for '5 seconds'. This has been memed to the point that many legitimately believe DIO has truly lost all sense of time while in the coffin, and he wasted valuable seconds monologuing. The name of the meme comes from a highly-upvoted Reddit post where the poster sarcastically claimed that the DIO was "reading an entire bible scripture before landing a hit."
Shadow Jotaro Explanation During Jotaro's poker match against D'Arby, the cigarette Jotaro smokes is censored out by having a shadow over his mouth in censored versions of the anime in certain countries (as Jotaro at the time is 17 years old, and thus technically under legal age, and therefore not allowed to be portrayed smoking cigars in those countries). The so "shadowed" Jotaro is thus likened to "Shadow DIO", which is how DIO is portrayed before the Joestar group invades his mansion, having his face obscured by shadow.
