The former Minister of Aviation, Reichsmarschall Hermann Göring has become the public face of a large group of hardline militarists from both the military and the Nazi old guard, united by their beliefs that Germany can bring the Glory Days back by launching a new series of military adventures around the world. Göring initially attached himself to the hardliners in an attempt to bolster his own power but has found himself becoming their puppet instead. As the militarists grow in power and embolden by the day, Göring finds himself in increasingly deep waters.

  • Affably Evil: For a Nazi, he's pretty polite and conversational, exchanging pleasantries with those he casually visits, like King Edward.
  • Allohistorical Allusion: If Heydrich defeats and arrests Göring, he kills himself with a cyanide pill smuggled into his cell before Heydrich could execute him, exactly like what the real Göring did after being sentenced to death in the Nuremberg Trials.
  • Appeal to Force: Göring uses brute force as his solution to every problem he's facing.
  • Armor-Piercing Question: To Schoerner as War Plan C begins, upon signing the order promoting Remer to Feldmarschall: "Is this what you wanted?"
  • Be Careful What You Wish For: Göring soon comes to find that being the top man in the Reich, which he has strove to achieve since Hitler came to power, is not all that it's cracked up to be, when he is effectively a puppet of his militarist underlings, and could barely restrain the most hardline among them, if at all. Should he win over the militarists in a Second German Civil War, he'd finally get his wish of being the undisputed Führer, but of a horribly devastated Germany that may as well mean nothing.
  • Beneath the Mask: Despite nominally heading the Reich's militarists, Göring deep down has more in common with Albert Speer and his reformist plans than anything else. Yet while he personally disagrees with, if not outright resents the viewpoints promoted by the likes of Schörner, he keeps those thoughts to himself. Not that it stops him from trying to discreetly thwart them wherever he could.
  • Bigger Is Better: When he's not developing weird Wunderwaffe projects, most of his science tree focuses on simply making the existing weapons bigger. Bigger tanks, bigger nukes, bigger planes.
  • Civil War: If Göring attempts to dethrone Schörner, the Reich descends into a second civil war between the two and Hans Speidel.
  • Cult of Personality: As Führer, Göring establishes a cult of personality, with his portraits hanging on the walls of every good German home.
  • Deal with the Devil: Despite not personally agreeing with many of their viewpoints, Göring attached himself to the militarists because they were the last faction in the Reich who needed a public face in the NSDAP (the reformists, conservatives and SS already had Speer, Bormann and Heydrich). However, in doing so, he has become so reliant on his support base that he is now little more than the militarists' puppet.
  • Deconstructed Character Archetype: Göring's story is a twisted take on the time-honored tradition of the "world conquest" playthrough of various Paradox games, examining in a bit more detail exactly what kind of mentality and culture might lead a nation to try to dominate the entire world, and how well it might actually work out in practice.
  • Defector from Decadence: He attempts to be this when he sends a letter to Speer or Bormann (depending on who Hitler chose as his successor), offering to join their side and separate himself from the militarists, knowing that their warmongering plans are suicidal. However, both of them will reject the offer and the letter gets leaked to Schörner, who's absolutely livid over this "betrayal". Fortunately for Göring, he lies that his conservative supporters sent the letter without his knowledge and Schörner buys it.
  • Even Evil Has Loved Ones: Göring may be a Nazi, but he is affectionate of his nephew, Heinrich Theodore Göring, gifting him one of his most valuable rings and indulging in Nepotism to grant Heinrich undeserved promotions.
  • Even Evil Has Standards: Göring is not fully on-board with the militarists' warmongering, and finds some of the more ambitious invasion plans too ludicrous if not outright suicidal.
  • Evil Old Folks: Having been born in 1893, Göring is 69 at game start and by far the oldest contender in the German Civil War.
  • Evil Reactionary: While Speer is reform-minded and Bormann wants to maintain the status quo, Göring advocates for active regression. He desires a return to the good old days of the Second World War when the Reich was a rising military power. He believes that renewed military adventures will combat the scourges of complacency and modernity...or so is the public perception, when in fact he is only lumped in with true believers in these stances such as Schörner because Speer rejected his attempts at becoming part of the reformist camp.
  • Failure Is the Only Option: Göring's plan to conquer the world is doomed to failure, as he will eventually go head-to-head with Burgundy, Japan, or the USA, leading to a nuclear exchange and ending the world. If he stops conquering, or if one of his wars gets bogged down and stalemates, then his economy will collapse, subsequently causing a political collapse. Even in the best possible outcome, namely him being the victor in a Second German Civil War against the militarists, he's left with a Reich so devastated that it could never be a world power again.
  • Fat Bastard: Göring is still fat and a Nazi, ruling Germany as a warmonger. That being said, time and weaning away from drugs have made him slimmer and leaner than in real life.
  • Foil: To Albert Speer. Like him, Göring isn't blind to the flaws of Orthodox National Socialism, considers himself a "reformer", and originally aimed to sway the support of the Gang of Four before siding with the militarists. Unlike Speer, who can assert control over and thwart the Gang of Four, Göring is just barely able to impose power over the militarists to begin with and despite his growing resentment, simply lacks the clout and drive to change his predicament.
  • Forever War: What Göring is seeking to cultivate should he come to power, and by necessity. If Germany isn't conquering other countries or is bogged down for too long on one front, it would mean economic collapse.
  • History Repeats: Göring's Germany comes across as a perverse blend of late-First World War Imperial Germany and ironically, Imperial Japan by the Second World War, with the country being dominated by militarists. While the head of state, namely Göring himself, is largely reduced to being a figurehead.
  • Internal Reformist: At least in spirit. Göring is actually a driven reformist who went so far as to try and become the fifth member of the Gang of Four. He failed, however, as his stature in the Wehrmacht as Reichsmarschall led to his exploitation by the militarists and he is inexorably entangled with Schörner, a fact he deeply resents.
  • I've Come Too Far: By 1962, Göring finds himself too involved with the militarists to walk away. With each successive conquest, it only reinforces to him that, despites his misgivings, he has no choice but to keep going along with their plans, lest he get deposed. That doesn't stop him from trying to discreetly thwart them or jostle for power, however.
  • Kill Sat: Göring's pet wunderwaffe project is the Sun Gun, a massive satellite system with high powered solar panels intended to burn enemies from space. Whether it works however is another question entirely.
  • Lonely at the Top: Surrounded by both hardline militarists and disgruntled critics like Speidel, Göring has no one to really turn to in order to truly assert his power. Instead, he makes do with working behind their backs, wherever he could.
  • Nazi Nobleman: While Göring isn't part of the nobility, he nonetheless acts as though he'd been raised as such. This is not unlike how he conducted himself real life.
  • Off the Wagon: War Plan C sees him lapse back into addiction to cope with impending war with the nuclear powers. During the planning of Fall Rockwell, Göring is drunk when discussing potential alliances with Haiti and Cuba with Schörner, and Reinhard Gehlen notes that despite his best efforts, Göring still found a way to get hopped up on amphetamines while planning for Fall Schwarz.
  • Operation: [Blank]: His world conquest plan is organized through a long series of focuses, most of which are called "Operation X" or "Fall X" (Fall is German for "case", or a plan of military offensive).
  • Ponzi: Göring's economic management consists entirely of robbing other countries to fill in gaping holes in the German economy. His rampant militarization causes the debt to shoot through the roof, and the GDP growth to collapse into negatives. The system is so broken that the only reason the German economy doesn't instantly collapse under him is because he constantly invades and pillages other countries. Once his wars stop, his economy crashes too.
  • The Power of the Sun: Göring really likes his Sun Gun pet project, which is a solar-powered satellite weapon.
  • Press X to Die: If Göring decides to carry out the militarists' War Plan C, which involves Fall Schwarz (invading Burgundy), Fall Rockwell (invading the US) or Fall Dämmerung (invading Japan), this would, sooner or later, lead to a nuclear exchange and the end of the world.
  • The Purge: After Göring wins the civil war, his first step of establishing full control of Germany is to purge the SS.
  • Puppet King: Göring is effectively a puppet of the militarist faction headed by Ferdinand Schörner. Göring himself is personally a fascist reformist, second only to Speer himself. He is mainly concerned with maintaining his personal power, and so actively wants to reform Germany into Speer’s sustainable fascism (minus any reforms that involve him losing authority). But with the reformists rallying around Speer, and Speer refusing to let him join the Gang of Four as its fifth member - Göring saw no path to power. He was forced to be the figurehead for the militarists instead - the one faction looking for a replacement “leader” after Goebbels' untimely death. By the time of War Plan B, he openly objects to the radical conquest plans that the militarists cooked up, but he is unable to stop them. If he decides to go against them, he can either get couped by Schörner or face a second Civil War against him (and potentially Speidel as well if he loses his loyalty).
  • Recovered Addict: At some point, Göring managed to beat his morphine addiction and stabilize both his physical and mental state.
  • Screw This, I'm Outta Here: If Göring loses the German Civil War to anyone other than Heydrich, he escapes to Reichskommissariat Zentralafrika alongside a small band of loyalists, only to die of malaria soon after his arrival.
  • Space-Filling Empire: The militarists will create large amounts of RKs (and some puppet states) on the territory they conquered as they continue down their war plans and roll across the world. These RKs tend to cover enormous stretches of land, forcing many different peoples and cultures into a single administration. Reichskommissariat Balkanhalbinsel in particular (if Göring conquers all of Europe) is a monster state that covers Hungary, Romania, Yugoslavia, Bulgaria, and Albania.
  • The Starscream: Despite being Führer, Göring finds himself in this position against his own militarist subordinates, continually finding ways to thwart or distract them with experimental projects and ambitious campaigns. If he's not careful, however, this can wind up backfiring horribly, angering Schörner, and potentially Speidel, into sparking another civil war.
  • Stupid Jetpack Hitler: Subverted. Göring makes a point to throw money at Wunderwaffen, from an updated version of the Maus to the Sun Gun. In practice, however, these tend to be at best impractical, and at worst abject failures.
    • However, the subversion of this trope is actually being exploited by Göring, as he deliberately dumps as much resources as possible to these doomed projects to set back the militarists and give himself more breathing space against them.
  • Take Over the World: The ultimate goal of the militarists, though doomed to failure due to the existence of nuclear states.
  • Victory by Endurance: Göring‘s personal goal is to thwart and ultimately outlast the militarists, with the hope that he would be the last one standing. With each successful conquest however, this only grows more difficult if not impossible as said militarists grow bolder. He is ultimately doomed to failure; the best he can do is win the resulting Second German Civil War, which is still so devastating it's considered a failstate.
  • Villainous Legacy: If Speer wins the Civil War, Tresckow will have to face the problem of dealing with Göring's warmongering and corrupt legacy in the Luftwaffe, which will either need to be limited or excised completely.
  • War for Fun and Profit: Aside from the ideological motive, Göring wages war on the entire world in order to loot other countries and use it to "improve" the German economy.
  • Warhawk: There is no diplomacy tree for Göring, only the war tree in three stages (not that he personally relishes its absence, given his closet reformism and private disdain for the fanatics who control him).
  • What You Are in the Dark: Beneath the surface, Göring becomes progressively more disdainful of the militarists and their plans, viewing himself instead as being more in line with Albert Speer. For the most part however, he keeps such thoughts to himself.
  • When All You Have Is a Hammer…: When Göring can't resolve a problem, he sends troops and tanks on it. When he can't resolve a problem with troops and tanks, he throws off money for more troops and tanks until the problem is resolved.

  • Les Collaborateurs: The handful of territories that aren't made into Reichskommisariats, such as the Italian Social Republic and a rump State of Canada, are instead put under pro-Nazi native regimes. While nominally sovereign, they're only slightly more independent than the RKs in practice, being dependent on Germany to keep them afloat.
  • Puppet State: Most of them are German puppet governments set up to manage the conquests accumulated by Göring so that he can conquer even more territory. The rest, meanwhile, are puppet governments run by local collaborators seen as reliable enough by the Reich but not too independent of it.
  • Satellite Character: The Reichskommissariats are all German puppet governments that occupy the territories conquered by Hermann Göring and have little local content outside of their relationship to Germany.
  • Space-Filling Empire: Hoo boy. While some of them are moderately-sized, most of them are big dumb states that Göring hastily formed. The Reichkommissariats are about as stable as an artificial state spanning numerous ethnicities can be.
  • Welcome Back, Traitor: Some of the generals put in charge of the Reichskommissariats are former Speerites and Bormannites, but they've seemingly been forgiven for their past treachery and reinstated back into the Wehrmacht. Some of them, however, are nonetheless assigned to RKs far enough away from Germany that any risk of them threatening the Reich again is mitigated.

    • Balkanhalbinsel can recruit the Romanian Iron Guard to suppress the populace and use as Cannon Fodder to maintain the German administration.
    • If Germany wins the Great Game against Italy for Bulgaria, it's possible to smoothly integrate them into the Reichskommissariat by this method.
  • Day of the Jackboot: The rule of Balkanhalbinsel is a brutal one, where every resource in the Balkans is given to fuel Germany's war machine and any dreams for independence are crushed.
  • Space-Filling Empire: While Göring creates a lot of hastily-built Reichskommissariats that span entire regions, Balkanhalbinsel is probably the most egregious example of this, encapsulating practically the entire Balkans region under a single state.

The Obshcherossiyskiy Kongress or All-Russian Congress is an alliance that forms between all of the Russian warlords that remain standing by the time Göring initiates Fall Rot, determined to hold out against the renewed Nazi invasion.


  • Enemy Mine: The Congress forms no matter what warlords are left standing (only Vagner's Aryan Brotherhood is unable to join), even if it means Soviet loyalists have to work with the Fascists of the Far East.
  • Ragtag Bunch of Misfits: The ARC is a hastily created, fragile alliance of all independent warlord states left in Russia, unified against Führer Hermann Göring's invasion. Its cabinet consists of Konstantin Chernenko (a Communist), Yuri Drozdov (an Ultranationalist), Lev Voznesensky (a Despotist) and Boris Pryanishnikov (a Liberal), who were originally affiliated with Irkutsk, Omsk, Kemerovo and Vyatka, respectively.

War Plan C

Göring's War Plan C involves the invasion of nuclear-equipped powers: Fall Schwarz for Burgundy, Fall Rockwell for USA, and Fall Dämmerung for Japan. In normal gameplay, these invasions (aside from Fall Rot) will always fail as wars between Germany and these nations will trigger Mutually Assured Destruction and end the world. However, with the use of cheats, the target nations can successfully capitulate, and the developers have coded in Reichskommissariats or puppet states to occupy these conquered regions.

Lore-wise, the creation of RK Amerika involves America not firing its nukes when invaded by Germany, leading to Germany being able to conquer America.
