Cherino is the tyrannical and childlike student council president of Red Winter. She has an extremely strong desire for power—despite being overthrown in a revolution almost every week, Cherino somehow keeps returning to the seat of student council president. According to Cherino, her fake moustache is a "symbol of influence" that "radiates authority".
- 0% Approval Rating: With the exception of the Red Winter Student Council and the Red State guard, almost every club in Red Winter hates her due to her tyrannical behavior, pettiness and never properly doing her job which has led to a coup against her every week. Also Played for Laughs in V3C3 Ep. 3, getting a mention by Nagisa as one of the possible culprits who bombed Seia, "the tyrant from Red Winter", even though it's nothing so serious in reality.
- Break the Haughty: In her character story, she has a nightmare in which everyone forgets her and she isn't the student council president anymore. While she's more appalled than anything, she absolutely breaks when she finds out Sensei has forgotten her as well.
- Expy: Has a stylized portrait of herself (which makes her look extremely like Joseph Stalin) in her office and around Red Winter.
- Fatal Flaw: Her pettiness and punishing people for minor offenses. And there's also her laziness to do her job and forgetting her promises to her allies.
- Hoist by Their Own Petard: Cherino makes a deal with No. 227 Special Class, Knowledge Liberation Front and Public Works Department in order to take back control of Red Winter from Marina and her rebel Red State Guards in exchange for some concession to those clubs like ending the special class's detention, conquer the other Academies for their rare books and fair working rights respectively. However, she refuses to honor her promises to those clubs, causing them to rebel against her.
- Insane Troll Logic: After waking up from her nightmare in her characte story (see Break the Haughty above), she forces Sensei to buy pudding in order to make up to her. The reason? Daring to forget her in her nightmare. Sensei points out how ridiculous it is.
- Jerkass Has a Point: Unlike the other clubs broken promises she made, Cherino has a fair point of not honoring the Knowledge Liberation Front's promise since her promise to help them conquer the other Academies for their rare books is impossible since Red Winter doesn't have the strength and numbers to fight against the other Academies.
- Laser-Guided Karma: She punished Marina and the Red State Guards for their coup by sending them to do toilet cleaning duties. As a result, the Red State Guards are to exhausted to help Cherino when the clubs who helped her take back power rebel against her.
- More Dakka: Her EX skill lets her summon four Red State guards who proceed to fire their assault rifles around Cherino.
- Royal Brat: She acts like one where she goes into temper tantrum over minor things.
- Still Believes in Santa: At Christmas, Tomoe says Cherino still believes in Santa. She is afraid Cherino realizes he doesn't exist.

Marina is the chairman of the security committee in charge of maintaining public order at Red Winter Federal Academy.
She has a reputation for punishing violators of the school rules without question or mercy. Marina is fond of the word "charge" and will repeatedly charge at anything. Always the first to jump into the fray whenever there is a problem in Red Winter, she is certainly faithful to her duties, but she often gets lost as a result of her charges.
- Affably Evil: Not really even evil, just Did Not Think This Through; she accidentally breaks a statue of Cherino, causing the mustache on it to break off... and in response, launches a coup against Cherino to avoid punishment.
- Critical Status Buff: Once Marina's HP goes below a certain point, she gains invincibility for a short time like Junko's Normal Skill. Combined with her being a dodge tank and with support by decent healing from Special units, she can be unstoppable and will be hard to kill, espcially in PvP.
- Insane Troll Logic: Marina thought the best way to evade punishment for breaking a statue's mustache was to stage a coup on the spot.
- More Dakka: Her EX skill summons two guards and proceeds to move forward towards enemies, and also inflicts recovery rate debuff to enemies for less healing. Her knockback factor makes her useful in PvP and raids that require repositioning, notably Kaiten raid.
- Self-Fulfilling Prophecy: Marina led a coup against Cherino out of fear that Cherino would punish her by cleaning the toilets for a month for breaking her statue. In the end, Cherino punishes her by making her and the Red State Guards clean the toilets for a month. The kicker? Cherino didn't care about that statue as she was more angry about Marina disturbing her nap.

Tomoe is a student of Red Winter Federal Academy, the secretary general of the Red Winter Secretariat, and the first member of Cherino's inner circle. She is a master storyteller who can make anything sound plausible, and she regularly infuses her loyalty to Chairman Cherino into various speeches. Cherino herself believes that Tomoe is inspired by her charisma and has a sense of loyalty to her, but in reality Tomoe is just blindly adoring Cherino.- The Charmer: Can come up with elaborate words in order to convince anyone of anything. In fact, she's the reason Cherino has any positive reputation at Red Winter.
- Cuteness Proximity: Is completely smitten with Cherino, often gushing at how cute she is.
- Hypercompetent Sidekick: Is the secretary of the Red Winter Secretariat, but is frequently the one who does most of the paperwork and administrating as President Cherino is...well, Cherino.
- Only Sane Woman: Barely. While she is obviously the better adjusted of the Red Winter Office, when compared to Cherino and Marina's antics, Tomoe's adoration of Cherino knows no bounds, and goes along with whatever the tyranical brat wants.

Nodoka is a student of Red Winter. However, she is currently suspended from school, instead being confined to Class No. 227 in the old school building. The reason for her suspension is "using a telescope to engage in stalking".Nodoka has a desire to observe all of the beautiful things in the world with her own eyes (including Sensei). The long hardship she has endured as part of Class No. 227 has given her a deep-running sense of frugality.
- Covert Pervert: In Hot Springs Resort No. 227, she's notably enthused at the prospects of peeping on other students with her new telescope lenses, while outright panting at the prospect of taking Sensei to a private bath. Once she realizes Sensei overheard her, she gets embarrassed and begs them to forget she said that.
- Immediate Self-Contradiction: Also doubles as a Logic Bomb. She mentions this in one of her relationship stories:Nodoka: I was so excited today that I couldn't sleep... I almost overslept.
- Meaningful Name: "Amami" (天見) means "heavenly sight", while "Nodoka" (ノドカ) can mean "harmony" or "peace".

- Awesome, but Impractical: Her EX skill throws wide-area pudding at opponents, and its power depends on the cost of said skill (ranging from 4-7). While its AoE is wide, the player must use it immediately if they want to utilize its initial cheap cost, as prolonging it can raise its cost (or if they want to raise its power more with it) and players might need to wait a bit before using other skills if it does, except if they use low cost EX skills for rotations. Her Sub Skill meanwhile has explosive effectiveness that might help students with explosive attack, but only limited with those students and even so, its bonus is not even better with Special students with critical damage or attack as sub skills. Her content applications are limited to Gregorius, some event stages and PvP, making her more of a niche student to use.
- Insane Troll Logic: In V4C2E10, after she and her fellow revolutionaries protest for Rin to step down as acting GSC President and hear Kaya has replaced her, they immediately shift to protesting against the new president too. When the Director of Human Resources asks what's gotten into them when they all agreed to install Kaya in the first place, Minori replies that the president is responsible for everything that happens in Kivotos, including the recent unrest (despite it being just a day since she took office), therefore, "Down with Fake President Kaya!" And she caps it off with subduing the Director when she tries to disperse them.
